Bill Tolmasoff, Board Member None The meeting was called to order at 7:15 p.m. Secretary s Report: The minutes of the October 19, 2016, meeting were approved by the Board upon motion made by Phil Isenhouer and seconded by Terry Ott. Plan Approvals: 375 Grovehill By , homeowner requested approval to repaint his home as follows (all colors are Behr paint): Stucco Nor wester N470-4 Trim Tibetan Jasmine M310-1 Door/Accents Night Club N500-7 This plan was approved by the Board upon motion by Rob Ulrich and seconded by Heather Stirling. Committee Reports: 1. GREENBELTS Dina Gillanders walked thru the greenbelts with Richard at Gentry to discuss tree removals. Dina provided the following report:

2 Page 2 Discussed Sycamores at end of Sunrise on the east side. Richard said trees are okay this is how they look this time of year. Trees need to be trimmed. Liquid Ambers behind 370 Hilltop and 387 Hilltop. Richard will be meeting with an arborist this week and will get opinion on whether the trees can be treated. Richard feels these trees are worth trying to save as they are mature and expensive to replace. If it does seem likely the trees can be saved, he will provide a cost for treatment. Richard will remove the tree behind 387 Hilltop that was cut back (should not be more than $150 to remove). Will also remove stick on west side of Sunrise. This work was approved by the Board. Richard looked at the Sycamore behind 322 Hilltop. He will have the arborist look at this tree as well. The limb closest to 322 Hilltop needs to be removed, but the whole tree may not have to be. Richard will provide quote on removing one limb and on removal of entire tree after he speaks with arborist. Homeowner at 321 Roundtree called regarding a Eucalyptus by their house that their arborist said was diseased. Richard looked at it and said it looks okay, but he will review with arborist. There is another Eucalyptus right at the end of Roundtree that has cracks in the trunk, this is an indication of disease and will have arborist look at it. Showed Richard the Eucalyptus tree at the end of Stony that is leaking sap onto sidewalk. Richard said the sap is a defense against disease. He will have arborist look at. Richard showed me two Sycamore trees at the end of Foothill that have shot bore beetles. He will have these trees looked at by the arborist as well. He thinks the trees can be treated to kill the beetles, he will provide cost. Homeowner of 2464 Branch called several times to say the tree behind his house has cracked the sidewalk and is lifting the foundation. Richard looked at the area. There is a stump from a tree that was removed several years ago that is not dead because it has some growth on it, but Richard doesn t think that is causing any issues. The wall is not lifting, only has a few cracks in the mortar. Richard said it looks like the cement is just old. If homeowner persists, Richard will dig a trench to see where the tree roots are. Talked to Richard about the brown areas in the grass at the end of Foothill and Rainbow. He said when they put in the new sprinkler heads they did not reposition them, they just replaced them in their existing spots. New lines need to be cut-in so more sprinklers can be added to cover the brown areas. There were some heads that actually watered across the sidewalk, but you can t do that now. Richard said it would be $500 to $1,000 to cut-in new lines. Board feels this should have been accounted for when new sprinklers went in. Water was running from 2546 Foothill down to Rainbow on 11/14. The water was turned off at the valve. Richard will look into what repairs are needed. Proposal to replace valve at 2579 Foothill (water was reported running on 11/7) and a diaphragm along Country Hills Road at a cost of $430 was approved.

3 Page 3 There are a few more repairs needed to post and rail fences. Dina discussed these with Richard and he will order parts. Rob Ulrich asked about moving forward on some of the new planting projects with Gentry and wanted to know what further action he needed from the Board. Rob was told that as long as the project is budgeted and approved, he can move ahead at his discretion. Rob suggestion as a replacement tree for some of the trees being removed is the Blue Palo Verde, there is one in the backyard of 370 Hilltop.. 2. CC&R s Dina has created an account on Flickr. Dina will update photos and send the link to the rest of the Board. Issues discussed this month 2564 Branch Car is parked on grass, send letter. 225 Roundtree A bush at the stairs on the side yard is dead. 3. STREETLIGHTS Daryl Imler reported that all walkway and streetlights have been repaired. 4. SPECIAL EVENTS/PUBLIC RELATIONS Association Garage Sale - Darlene reported that there were 28 homeowners on nine streets that participated. Darlene requested an increase in the budget not to exceed $60 for the expenses. This expenditure was approved by the Board upon motion by Phil Isenhouer and seconded by Rob Ulrich. Holiday Lights Competition Darlene provided the flyer to be included with the end of year packets that go to homeowners. The judging will take place on December 14. Darlene would like to have three Board members be judges. Darlene requested a budget not to exceed $400 for flyers, yard signs, and prizes. Prizes will be Home Depot gift cards (1 st = $100; 2 nd = $75 and 3 rd = $50). This expenditure was approved by the Board upon motion by Phil Isenhouer and seconded by Rob Ulrich. Other Darlene presented a proposed budget of $5,500 for special events in This was discussed further during the budget planning. Budget for 2017 was set at $2,500.

4 Page 4 The Holiday dinner for Board members will be on Wednesday, November 30 at 7pm. Each Board member will be responsible for the cost of their meal. Treasurer s Report: Financial Reports for October 2016 were reviewed. There are four accounts with significant delinquent amounts. No payments were received by these accounts this month. Statement Sent Old Business Changes to By-Laws John MacDowell, the Association s attorney, submitted the proposed changes to the By-Laws and a ballot. Justin will mention the needed change to the By-Laws in the end of year letter. The Board would like to send the ballots out in January. A letter needs to be written to go with the ballot explaining why the change is necessary. City Trees Along Lambert A meeting with the city s attorney took place on November 3 rd. The city s attorney asked that the Association send them a letter detailing what they would like the city to be responsible for. John MacDowell, the Association s attorney, drafted this letter and sent it to the Board for approval. The Board approved the letter and it was sent to the city s attorney on November 10. Mailboxes The Board continued the discussion of getting the mailboxes in the Association to be uniform. Terry Ott suggested choosing a locking mailbox and having them painted to match the regular mailboxes. Terry will find out what it would cost for an auto shop to paint the mailboxes. Justin suggested no decision as to color of mailbox be made until all Board members are present.

5 Page 5 New Business 2017 Budget Dina Gillanders presented the Board with a proposed budget for After discussion and some adjustments, upon motion by Darlene Jensen and seconded by Rob Ulrich, the board approved the 2017 budget.
