4 FAIR PREVIEW Thursday, September 7, 2017 FAIR PREVIEW By Gary Budzak gbudzak@aimmediamidwest.com Country music concerts, quilts, dinosaurs, a talent show, harness racing and the Junior Fair are among the attractions at this year s Delaware County Fair, Sept Two up-and-coming country entertainers, fiddler-singer Chris Higbee (Sept. 16) and traditional country singer Ray Scott (Sept. 23) will headline the concerts, but there will also be a variety of music heard from the WDLR stage throughout the week. Also on the stage on Sept. 23 is a local talent show put on by the county s high schools, as well as Columbus State Community College and Ohio Wesleyan University students. Popular strolling entertainers such as Professor Bubblemaker and an Abraham Lincoln impersonator will return, but new this year is the Dinosaur Xperience on the first weekend. The dinosaur will also do a photo opportunity in the coliseum, and his handlers will do some magic shows, too. Among the stationary entertainers is Sunbury chainsaw carver Dave Crego. Although the county s fair takes place more than a month after the state fair, it leads in at least one category. Our open class quilt show was larger last year than the Ohio State Fair s quilt show, said Delaware County Fair General Manager Sandy Kuhn. She also said there will also be an increased number of vendors and a reduced military display. There are familiar themed days, such as Senior Citizen Day (Tuesday) and Veterans Day (Friday). In addition to the usual closing night fireworks show around 9:30 p.m., there will be some new events in the motorsports area. On Thursday (Sept. 21), Jon Anthony & Wishful Drinkin Band, will perform at 7 p.m.; and Friday (Sept. 22) is Trailer Races at 7 p.m. This is something we saw down at Columbus Motor Speedway, Kuhn said. The goal is to get the trailer unhooked from car or truck. The winner is the last trailer standing. While this year s Little Brown Jug won t be televised as it had the past two seasons, this edition of the crown jewel of harness racing should still be exciting, with Delaware s Brian Brown training two of the favorites, Fear the Dragon and Downbytheseaside. In addition to Delaware and surrounding counties, there will be groups from Australia and Canada here this year to see the races. Admission prices are the same, except for weekly passes, which are now $40 and available at Kroger s on Houk Road and in Lewis Center. Kuhn said some tickets are being given away by Genoa Township and Olentangy Schools. Before the fair is put on, there will be inspections by the City of Delaware and Delaware County, Kuhn said. In addition, there is consultation with the Delaware General Health District due to reports of swine flu at other fairs earlier this year. See Preview 5 OPEN TO THE PUBLIC! We ve already decided we ll have a quarantine area in the back should we notice one. The concern is it s one that is transmittable between humans. We ll have a lot of hand washing stations, signs saying don t take your food to the barns, and if you pet an animal, wash your hands. Thanks to a voter-approved hotel tax, improvements have been made at the fairgrounds, Kuhn said. It s definitely been a blessing. We ve been able to do some upgrades on the cabin, it s getting all new LED lighting, under the grandstand we ll have LED lighting and new paint. We re building two new tote boards out on the infield, addressing some drainage issues back in junior fair camping, paving a driveway at the armory gate. On display at the fair will be drawings of the new Junior Fair Building that the Agricultural Society (who puts on the fair) hopes will be ready for next year s event. There will be more than 1,200 4-H participants in the Junior Fair, Kuhn said, and some actually do community service at the fairgrounds before it opens to the public. Some came out in July after the Master Gardener plant sale and if there are any plants left over, we can have for the fair, Kuhn said. The clubs came out and helped to plant them around the fairgrounds. One club is painting benches for us, and it was a project they identified as they walked around. We d like to get a lot more of them. Then we get the Delaware Area Career Center s construction management, horticulture and equine program come in for about a week before the fair and do a lot of weeding on the infield, enhancing the winner s circle. Last year they worked on restoring the bleachers. Kuhn said this year, the fair will use clickers to help get a better sense of the attendance. In the past, it was based solely on gate sales, which were up last year, she said. In some years, attendance has been affected by the Ohio State football schedule. This year, it shouldn t be bad, with the Buckeyes facing Army (Sept. 16) and UNLV (Sept. 23). That leaves weather as the only obstacle it only rained one day last year, but it was hot, especially on Jug Day. I tease that last year I requested sunny and 70, and got sunny and 90, Kuhn said. So this year I m going to request sunny and

6 6 Thursday, September 7, 2017 FAIR PREVIEW 2017 Horse parade wake-up for fair s arrival Staff report Delaware County s 32nd annual All Horse Parade returns as usual to remind people the local fair is coming. The All Horse Parade exits the fairgrounds main gate onto Pennsylvania Avenue at 3 p.m. on Sept. 10. The three-mile route consists of North Sandusky Street, West Winter Street, North Liberty Street, Lincoln Avenue and Euclid Avenue. It returns to the fairgrounds. The event is one of the largest parades east of the Mississippi and that takes place before the Delaware County Fair from Sept. 16 to 23. All horses and no motors, said Diane Winters, a coordinator of the parade. it s kind of a wake-up call that the fair is the next week. In it s inaugural year, the parade started the same day as the fair. But it created traffic issues for fair goers, Winters said. It was then moved to the Sunday before the fair s first day before changing again to its current day. We appreciate every spectator, every participant, Winters said. The parade has attracted from 50,000 to 90,000 people. The parade has over 140 units horses, mules and donkeys, along with wagons, carriages and bands coming together. It showcases 350 to 500 horses depending on weather conditions. It really depends on the weather, Winters said. The parade attracts several people from across the world including Canada and Australia, she said. In addition, antique trolleys from Cincinnati will be used to showcase three special groups: sponsors of the parade, veterans and children with autism, Winters said. For more information call Winters at Bed tax funding fairgrounds improvements By D. Anthony Botkin abotkin@delgazette.com If the Delaware County Fairgrounds looks a little nicer this year than in previous years, it is partly due to the proceeds from a new bed tax. Delaware County s 3-percent bed tax collected $1.7 million in its first year, according to officials, far exceeding original estimates. Initial projections indicated the tax would generate $200,000 in revenue annually. We ve spent about $511,000 on a variety of projects, said Tom Wright, Facilities Improvements Committee chair for the fairgrounds. There is a lot of things we ve done that people won t see. According to Wright, initial projects included renovation of the log cabin, which he said is 20 years old, but has not been well maintained. He said extensive work was done to the exterior and the heating and cooling systems have been replaced. We just got that building to last another 20 years, he said. Crews sandblasted, painted and installed new lighting under the grandstands. We want to make it more inviting to the people who attend the races, Wright said. It s something drastically needed and we re trying really hard to get that project done before the fair. Last year s major project, according to Wright, was installation of new water lines to help lower the fairground s water bill. We fixed a ton of leaks that were all over the grounds, he said. The amount we save will be more than we spent. New fire hydrants were installed along with the water lines bringing the fairgrounds into compliance. We have fire hydrants in places we didn t have them before, he said. Construction of the new junior fair building will be the first major building project, Wright said. He said the committee is very excited about the building and the drawings will be displayed during the fair. I want 10 of them displayed all over the place, he said. It will be a 40,000-squarefoot building costing about $1.4 million. Wright said the building will house the fairgrounds offices, agriculture hall of fame, and county extension office. The kids are going to love it, he said. That project will begin as soon as the old junior fair building is knocked down following this year s fair. After completion of the new junior fair building, there might be two to four new buildings added to the grounds each year. We don t have to seek out bonds, Wright said. We ll have the cash to pay for it. The restrooms under the grandstands are very old and need to be replaced, Wright said. That will be a six-figure digit to do, he said. The 5-year tax was approved by voters in March 2016 and is designed to generate revenue for improvements to the Delaware County Fairgrounds. It is imposed on all hotel and lodging businesses, regardless of municipal boundaries. It s collected on the 23rd of each month. State Rep. Andrew Brenner, R-Powell Township, sponsored the amendment to the Ohio Revised Code that allowed Delaware County to impose a bed tax for improvements at the fairgrounds. D. Anthony Botkin abotkin@delgazette.com Amusement rides were thrust into the forefront of the national news when Tyler Jarrell, an 18-year-old from Columbus, was killed when a ride malfunction just hours into opening day of the Ohio State Fair. The cause of the malfunction has since been determined as excessive corrosion. The Delaware County Fair, scheduled for Sept this year, includes a midway with rides operated by Bates Amusement Inc. The Gazette asked fair officials about Bates ride safety record in past years. To my knowledge and the knowledge of the staff, who have been here 20 years, we haven t had any safety issues with amusement rides, said Fair General Manager Sandy Kuhn. The Gazette spoke with Bates office secretary Linda Bender who said, to prevent accidents like the one at the state fair, the company inspects the rides every week. She said in the off season rides are overhauled by a maintenance team at the company s facility in Wintersville, Ohio. We haven t had any accidents like that, Bender said. They have only been minor ones. Bender said the owners were in the field at the time if the interview and she wasn t willing to give up their cell phone numbers. The Gazette requested the ride safety inspection reports from the Ohio Department of Agriculture (ODA), the governing body of amusement ride safety, for Bates Amusements to quantify the above remarks. However, the ODA only released 2016 and 2017 safety reports though Bates has been in business for 52-years. The records represent only 181 inspections of approximately 28 different rides in the given years. Bates website boasts of operating nearly 40 various amusement rides for children and adults of all ages, as well as fun houses. According to the ODA s forms, state certified inspectors check up to 39 key points of the ride before allowing its operation. In general, Bates met the manufacturer s standards for the operation of the rides. However, there were roughly 42 times that the remarks area at the bottom of the form contained one or two comments. An example of the remarks would be, seats were worn or cracked with rough edges, bolt fasteners were loose and needed tighten or a gate spring was loose and was to be secured. After the Ohio State Fair incident, Bates Amusements released a statement. As we are in the peak season of Ohio s Premier County Fairs, Bates Amusement Inc. remains committed to ensuring the safety of its patrons at every event. All amusement rides are licensed and inspected by the State of Ohio s Amusement Ride Safety Division. All amusement rides are subject to continuous re-inspections and operational inspections as supported by the current Ohio Laws. Ohio s Amusement Ride Inspection Program is a role model in the United States and is managed with highly trained staff and skilled inspectors. Kuhn said the company has been a part of the Delaware County Fair a long time, but didn t know how many years. After the 2017 season the owners of Bates Amusements are calling it quits, the Delaware County Fair will be one of their final events. They just want a break, Bender said.

9 FAIR PREVIEW 2017 Thursday, September 7, Window decorating contest winners revealed before fair By Glenn Battishill gbattishill@delgazette.com Delaware County residents have gotten into the spirit of fair time, participating in a window decorating contest to celebrate the annual communitywide event. Morgan Jolliff, an intern at the Delaware County Fair, said that there had been window decoration contests in the past, but not in the last few years. We ve had it before but it wasn t through [The Delaware County Fair], Jolliff said. This year we figured it would be nice to get the community involved. Participating businesses were required to have a window display with the Delaware County Fair as the theme and the displayed somewhere on the window. Participants began decorating windows in early August. The displays will stay up until at least Sept. 16 first day of the fair but will preferably remain until after the end of the fair on Sept. 23, Jolliff said. The general public is voting for their favorite displays through the Delaware County Fair Facebook Page (@littlebrownjug.) Voting began on Sept. 1 and will run through Sept. 9 at noon. The winners will be announced on Sept. 11. FAIR PREVIEW 2017 Mark Hall (USTA) Little Brown Jug briefs By Jay Wolf McKee to receive Award Long-time Little Brown Jug simulcast host, Sam McKee has been named the 2017 Joseph Neville Memorial Award honoree by the Delaware County Fair. The native of Michigan, McKee started calling imaginary races as a young boy. His developed a pen-pal relationship with the Hall of Fame and Little Brown Jug announcer, Roger Huston. Huston s mentorship helped shape McKee s career. The day after graduating high school, McKee was hired by Saginaw Valley Downs to serve as their track announcer. He later worked for Sports Creek Raceway, Raceway Park, Detroit Race Course and Northville Downs. In 1990, McKee moved his family east to work at the Meadowlands Racetrack in New Jersey. He served as the Big M s co-announcer, simulcast director and TV coordinator. His distinctive voice would later be heard during the Grand Circuit meet at Lexington s Red Mile. McKee was inducted into the Communicators Corner of the Harness Racing Hall of Fame in He also owned a spot in the Michigan Harness Racing Hall. McKee died March 8, 2017 at the age of 54. He is survived by his wife, Chris, and three daughters Meagan, Lindsey and Melissa. 24 FAIR PREVIEW 2017 Thursday, September 7, Pig-to-person spread of flu at fairs a continued concern Written by Misti Crane Ohio State University The spread of influenza among pigs is common at fairs and other gatherings, and protective measures including cutting the length of time pigs and people congregate make good sense for both the animals and humans, say the authors of a new study. A team led by Andrew Bowman of The Ohio State University tracked human cases of H3N2 swine virus associated with seven agricultural fairs in They tallied 18 cases in Ohio and Michigan documented after exposure to flu-infected pigs. The research appears in the journal Emerging Infectious Diseases, a publication of the Centers for Disease Control and Prevention. Though most of these infections caused mild, manageable illness, new flu viruses jumping from pigs to people raises the risk of a flu pandemic. The good news is that there are ways to curtail the spread of disease without eliminating swine exhibits altogether, said Bowman, an assistant professor of veterinary medicine. Chief among them: a 72-hour limit to swine exhibits, which would interrupt widespread flu transmission from pig to pig and from pigs to people, he said. Shorter exhibitions don t eliminate the possibility of the disease spreading, but it can be the difference between a few animals catching the virus and most of them becoming infected, Bowman said. People who fall into this category are babies, young children, adults over 65 and those with illnesses that weaken the immune system. The work that led to the new study was part of a larger effort to monitor flu virus among exhibition swine at 101 fairs in the Midwest. Regardless of clinical signs, pigs were tested at the end of exhibitions. The Ohio State-led effort included 161 pigs at seven fairs almost 78 percent of which tested positive for the virus, though in many cases there were no observable symptoms of flu. The human infections that arise from exposure at the fair are often in the exhibitors, because they have prolonged exposure to the animals, Bowman said. We ve worked hard with exhibitors to say, Don t hang out in the barn longer than you need to, don t make it the social gathering place, he said. The research team found genetically identical flu virus at multiple fairs in Ohio and Michigan, which illustrates how fast this virus and potentially others can move within swine at agricultural shows, the researchers wrote. In fact, people passed the virus to the pigs to begin with, Bowman said. As much as we like to point fingers at the pigs, it comes from us too, Bowman said. The ease with which viruses can pass between pigs and people and evolve into new, more concerning viruses illustrates the importance of continued monitoring of swine to detect viruses that can threaten animals and people, he said.
