Yes-9; No-0. MOTION CARRIED. Limited Public Comment: None. Late Items / Deletions: None. NEW PARK COMMISSIONER CHERRY HAMRICK Chair Nicholls introduced the new Park Commissioner Cherry Hamrick. ACTION ITEMS Resolution Honoring Mr. Daniel Baker Mr. Buckley thanked both the Eagle Scouts and stated they did an outstanding job. Chair Nicholls presented Daniel Baker with the resolution. RESOLUTION #11-15 HONORING MR. DANIEL BAKER WHEREAS, is our privilege to honor Mr. Daniel Baker for his desire to improve the facilities available to the public at Burchfield County Park, and WHEREAS, Mr. Baker requested and received permission from the Ingham County Parks Department to do a construction project; and 3

4 MINUTES OF THE MEETING Ingham County Parks & Recreation Commission August 24, 2015 Page 2 WHEREAS, Mr. Baker raised funds for and constructed an 8 x 12 foot fishing platform with guardrails and fencing at the north end of the pond at Burchfield County Park; and WHEREAS, Mr. Baker worked closely with park staff to design and construct the pier bump out, and WHEREAS, Mr. Baker s efforts directly benefits park visitors who enjoy pond fishing and the fishing platform s design and placement help minimize public traffic from driving on a service road used by staff in the running of our canoe livery; and WHEREAS, it is our privilege to congratulate Mr. Baker from Troop 2 on the completion of his Eagle Scout Community Service Project. THEREFORE BE IT RESOLVED, that the Ingham County Parks and Recreation Commission recognizes and commends Mr. Baker public service efforts at Burchfield County Park. BE IT FURTHER RESOLVED, the Ingham County Board of Parks and Recreation extends its sincere congratulations and best wishes for success to Mr. Baker in all of his future endeavors. Mike Todd Chair Nicholls presented D. Mike Todd with the resolution. RESOLUTION #12-15 HONORING MR. D. MIKE TODD WHEREAS, is our privilege to honor Mr. D. Mike Todd for his desire to improve the facilities available to the public at Burchfield County Park, and WHEREAS, Mr. Todd requested and received permission from the Ingham County Parks Department to do two constructions projects; and WHEREAS, Mr. Todd raised funds for and constructed a kayak rack for 20 kayaks and a 5 foot set of steps a the canoe/kayak landing at Burchfield County Park; and WHEREAS, Mr. Todd worked closely with park staff to design and construct the kayak rack and the landing steps, and WHEREAS, Mr. Todd s efforts will directly benefit park visitors safety at the canoe/kayak landing and reduce the wear on the park kayaks, as they no longer have to be dragged daily to and from the boat rental building for storage; and WHEREAS, it is our privilege to congratulate Mr. Todd from Troop 2 on the completion of his 4

PRESENTATION OF PARK STUDY BY JILL RHODE, FINANCIAL SERVICES DIRECTOR Ms. Rhode reviewed Phase I of the handout she passed out at the meeting. Ms. Rhode stated we should simplify the chart of accounts. Ms. Rhode said her next recommendation is for the Park Managers to have access to the financial system. Once the access is set up, then members of Financial Services can train park staff. Ms. Rhode reviewed the Phase II document which is about cash collections. Ms. Rhode stated there is strong control and the current system has a lot of manual processes which she recommends moving toward an automated process. Ms. Rhode stated errors do occur and it is important to remember young people are handling these transactions. If the errors are once in a while on a busy weekend, this is part of the cost of young people doing the work. Ms. Rhode stated she is not excusing the errors. Ms. Rhode stated there seems to be abuse regarding hardship passes. There are different criteria for the Zoo, Fair, and the Parks Department. Ms. Rhode stated the Board of Commissioners should set standard criteria, and then the Parks office should decide how to implement the program. Ms. Rhode stated she recommends moving to a standard pass period for the annual dog park pass and to have passes purchased through the park office. Ms. Rhode said the administrative office reporting structure needs to be reviewed by Human Resources. Ms. Rhode provided three examples of financial reporting. Mr. Bennett asked if there was money in the budget for a new software system. Ms. Rhode stated the cost for software is low, but the cost of internet is high. Ms. Rhode stated it would be a one-time investment, but she cannot make the final decision; this would be a recommendation to the Budget office. Mr. Morgan stated the software is not in our budget, but we were asked to research this. Mr. Czarnecki asked this be referred to the Budget Committee and we should invite Jill Rhode to the next meeting. Ms. Rhode stated the chart of account changes need to be implemented right away, but the rest of the 5

6 MINUTES OF THE MEETING Ingham County Parks & Recreation Commission August 24, 2015 Page 4 changes can come later. Mr. Monsma thanked Ms. Rhode for her recommendations. ACTION ITEMS RESOLUTION #13-15 TRANSFERRING FUNDS FROM THE PARKS DEPARTMENT CAPITAL IMPROVEMENT FUND FOR HAWK ISLAND SNOW HILL EQUIPMENT PAYBACK WHEREAS, Board of Commissioner Resolution # approved the purchase and repayment schedule for one (1) snow groomer and Board of Commissioner Resolution # approved the purchase and repayment schedule for two (2) snow makers and; WHEREAS, the above mentioned resolutions established an amount of $224,200 to be paid back to the general fund over a period of ten years; and WHEREAS, the Hawk Island Snow Hill generated $59,579 in revenue from December April 2015, with positive net revenue of $23,821 after expenses; and WHEREAS, while this is an outstanding shift to a positive net revenue situation for the snow hill, the Parks 508 Enterprise Fund as a whole cannot sustain the repayment of the purchase. WHEREAS, the Parks Department Capital Improvement Fund (PDCIF), currently has a fund balance of $170,000; and WHEREAS, the Financial Services Department recommends transferring the existing (PDCIF) Fund, fund balance of $170,000 to reduce the snow equipment repayment balance; and WHEREAS, a transfer of $170,000 to the snow equipment repayment would reduce the amount owed to $54,200; and WHEREAS, the balance of $54,200 still owed to the general fund would be eliminated. THEREFORE BE IT RESOLVED, the Ingham County Parks and Recreation Commission recommend the $170,000 fund balance in the Parks Department Land Improvement Fund be applied to the snow equipment repayment balances. THEREFORE BE IT FURTHER RESOLVED, the Ingham County Parks and Recreation Commission recommend the balance of $54,200 be eliminated. Moved by Mr. Czarnecki and Supported by Commissioner Koenig that Resolution #13-15 be approved. Yes-9; No-0. MOTION CARRIED. Motion to Eliminate the 508 Enterprise Fund and Adopt Jill Rhode s Recommendations MOVED BY COMMISSIONER KOENIG, SUPPORTED BY MR. SCHELKE TO RECOMMEND ELIMINATING THE 508 ENTERPRISE FUND PER JILL RHODE, FINANCIAL SERVICES DIRECTOR, AND FOR STAFF TO WORK WITH JILL RHODE, THE BUDGET COMMITTEE, AND EXECUTIVE COMMITTEE ON REVIEWING AND 6

THE MOTION CARRIED UNANIMOUSLY. Absent: Kevin Duffy Motion to Not Renew the Snowboarding Lessons Contract with the YMCA Mr. Morgan stated only five people signed up this past season. Mr. Collins spoke with the YMCA and they did not break even on the lessons. Mr. Collins stated it took at least 12 hours, plus additional hours to groom the section each week. Mr. Morgan stated staff does not recommend these lessons for next season. MOVED BY MR. CZARNECKI, SUPPORTED BY MR. MONSMA TO NOT RENEW THE SNOWBOARDING LESSONS CONTRACT WITH THE YMCA AT HAWK ISLAND COUNTY PARK PER STAFF S RECOMMENDATIONS. THE MOTION CARRIED UNANIMOUSLY. Absent: Kevin Duffy Motion to Authorize the Submittal of a Grant Application to the Michigan Department of Natural Resources For The 2015 DNR Urban & Community Forestry Grant Program for Lake Lansing Parks Mr. Morgan stated Billy Hartill is assisting Mr. Witte with a grant request. Mr. Morgan stated we have $5,000 and this is a 50/50 matching grant to replace trees, such as Red Maple, Red Oak, and Burr Oak. MOVED BY MR. MONSMA, SUPPORTED BY COMMISSIONER KOENIG TO AUTHORIZE THE SUBMITTAL OF A GRANT APPLICATION TO THE MICHIGAN DEPARTMENT OF NATURAL RESOURCES FOR THE 2015 DNR URBAN AND COMMUNITY FORESTRY GRANT PROGRAM FOR $5,000 WITH LOCAL MATCH OF $5,000 OUT OF 2015 FISCAL CIP FUND FOR TOTAL PROJECT OF $10,000 FOR LAKE LANSING PARKS. THE MOTION CARRIED UNANIMOUSLY. Absent: Kevin Duffy PRESENTATION BY MID-MICHIGAN MOUNTAIN BIKE ASSOCIATION - BRINDLEY BYRD Mr. Brindley Byrd from the Mid-Michigan Mountain Bike Association gave a PowerPoint presentation. Mr. Byrd stated there are 40 members in their chapter and they work with other organizations such as the International Mountain Bike Association (IMBA), 11 other Michigan IMBA local chapters, the Michigan Mountain Bike Association (MMBA), Michigan Trails & Greenways Alliance (MTGA), and the League of Michigan Bicyclists. Mr. Byrd provided their website: Mr. Byrd stated they track up to 104 Michigan trails such as Potawatomi, Yankee Springs, Merrell, Glacial Hills, Novi Tree Farm, and Fort Custer. Mr. Byrd reviewed their philosophy on trail use: 1. Ride on open trails only 2. Leave no trace 3. Control your bicycle 4. Yield to others 7

8 MINUTES OF THE MEETING Ingham County Parks & Recreation Commission August 24, 2015 Page 6 5. Never scare animals 6. Plan ahead Mr. Byrd discussed the chapter activities. They have demo days and you can ride the newest bikes. They also host group rides, on Monday nights at 6:00pm all skill levels are welcome and are encouraged to attend. They also have a no drop format in which they sort people into groups and then lead and follow them by their members. The no drop format is held at Burchfield County Park at 6:00pm on Mondays and the free for all bike rides is at 6:00pm on Thursdays at Anderson Park. Mr. Byrd stated they have completed approximately 507 hours of trail maintenance since 2011 on all their trails. Mr. Byrd discussed signage. Signage helps with first responders and makes the trails safer and more accessible. Mr. Byrd stated they are planning a zombie relay at Burchfield Park and it would be a relay race at dusk on October 10 th. Mr. Byrd stated he will be requesting a waiver of certain park policies to be able to mark the park with glow chalk and keep the park open later. Mr. Czarnecki asked who is liable if someone gets injured on an obstacle on the biking trails in Burchfield Park. Discussion. Commissioner Koenig asked is there anything needed to improve trails. Mr. Byrd stated we need better signage. Chair Nicholls thanked Mr. Byrd for his presentation. PRESENTATION BY CAPITAL CITY RENEGADES MATT RINKER Chair Nicholls introduced Mr. Matt Rinker, president of the Capital City Renegades (CCR) in Lansing. Mr. Rinker said the club was established in Renegades Trail course and Rivers Edge course at Burchfield County Park are both ranked in the top 10 in the state of Michigan. CCR has over 100 club members. CCR designed the two courses at Burchfield County Park and helped with the installation. CCR also donated 20 baskets and members are constantly at the park working on the course. Mr. Rinker stated the courses are well managed and pristine, and it feels like a country club setting. There are water jugs at the holes and bathroom facilities are readily available. We also rent discs at the park. Mr. Rinker stated he strings trees around baskets and trees, to make sure it has that country club feel. Mr. Rinker said to maintain the beauty of the course, he would like to plant grass in front of the t-pads, reinforce the bunkers, and pull invasive species like autumn olives and dead trees. Mr. Rinker stated they run a doubles league to attract new players, and they have a new player with an experienced player. They start at Burchfield Park, and then they rotate to other courses. They also run a Wednesday single league, which runs 20 weeks, of which 10 are played at Burchfield County Park. They also host a tournament that has players. Mr. Gehl stated Mr. Rinker and the MMMBA and park staff have worked together. Mr. Gehl stated both agencies have tremendous workers and are role models for their sports. In the country, we have ranked number three in the number of courses and players per capita. Because of Michigan s location we don t get the big tournaments however. The number one ranked course in 8

9 MINUTES OF THE MEETING Ingham County Parks & Recreation Commission August 24, 2015 Page 7 Michigan is Flip City in Ludington. Commissioner Koenig asked what makes Burchfield County Park a top course. Mr. Rinker stated the design-damian Redman designed the first course, and Mr. Rinker created the second course. The constant upkeep on the trails, having two different baskets and t-pads, makes it a beginner friendly and also advanced course. Mr. Bennett asked how people feel about paying to play to disc golf. Mr. Rinker stated the sport is trending more toward pay to play. Initially it did deter people, but once they pay and see the courses, they understand the value received. Commissioner Koenig asked is there anything to do to make disc golf better? Mr. Rinker said the constant maintenance on the courses and removing all the autumn olives. Mr. Rinker also said building a bridge by holes 14 and 15 about which he has been in communication with Mr. Gehl. Mr. Gehl said we continually plant and replant trees. Mr. Monsma asked what autumn olive is and Mr. Buckley stated autumn olive is an invasive bush, which grows 12 feet high and has thorns. Mr. Schelke asked what site he would recommend for a new disc golf course. Mr. Rinker thinks Lake Lansing Park North may do well for a new course. Chair Nicholls thanked Mr. Rinker for the presentation. FINANCIAL REPORT Ms. Fraser referenced the report in the packet. Discussion. ADMINISTRATIVE REPORTS Director/Administrative Reports~ Mr. Morgan referred to the reports in the packet. Park Manager Reports~ No discussion. OLD BUSINESS Trails & Parks Millage Task Force/Consultant Update ~ Mr. Morgan stated the consultant is conducting an inventory and has found some bridge concerns on various trails. The consultant has brought these issues to the attention of the City of Lansing. There is a VIP bike ride coming up on September 17 th. The next task force meeting will be held on September 30 th. Ms. Krupiarz is working on setting up public input meetings which will be posted on the website. There are plans for a VIP float from Burchfield Park also underway. Ranger I / Mechanic Update ~ Mr. Morgan stated the mechanic starts August 30 th and the ranger will start September 8 th. The mechanic will work at all three parks, and the bay is at Hawk Island. There are several lists of equipment and work tasks for both employees. NEW BUSINESS 2016 Controller Recommended Park Budget ~Ms. Fraser stated there is a copy of the complete Controller Recommended Budget in the packet and we have condensed it into three pages handed out at the meeting. Ms. Fraser stated the Parks Department requested $178,760 for additional operating and the recommended amount from the Controller s office was $93,200. We did get the increase for minimum wage since the 9

10 MINUTES OF THE MEETING Ingham County Parks & Recreation Commission August 24, 2015 Page 8 minimum wage goes up to $8.50 in January. We have not increased seasonal wages since 2009, other than to accommodate minimum wage. Ms. Fraser stated Park Commission meeting fees, utilities, sheriff patrols, training, maintenance supplies, and adverting were funded. Mr. Pratt stated the Controller s report states we are down $13,000 from last year. Ms. Fraser said, yes, the overall budget is down $13,000, but we have funds in controllable areas where we need them. Ms. Fraser clarified we need to consider the entire budget, for example there are changes in expenses. The master plan is $25,000 less than what we have in our budget, non-controllable is down $48,000 but there is a $10,000 increase in utilities. Mr. Morgan stated that the retirement packages are different, and that accounts for some of the change too. Mr. Czarnecki asked about the additional staff request. Commissioner Koenig said the Clerk s office asked for a position on the Z-list. Mr. Morgan stated Ms. Morton said we can revisit millage dollars in the future after the consultant s plan is complete and the Board of Commissioners decision on the percentage of allocations. Commissioner Koenig said we can do a budget adjustment at any point. Mr. Czarnecki said we need to be careful about percentage we give to parks versus trails. REPORTS OF STANDING COMMITTEES Planning & Community Outreach Committee~ Mr. Monsma stated there was a report on the transition of the Friends of Ingham County Parks. Mr. Monsma said there was an extension discussion of the hardship program. Budget & Personnel Committee~ Mr. Czarnecki stated the committee talked about the budget in depth. CORRESPONDENCE & CITIZEN COMMENT Mr. Morgan read the draft response for the military discount question and corrections were made. BOARD/STAFF COMMENTS None. LIMITED PUBLIC COMMENT None. 18 Directors Report August 20 th -September 22 nd (September 28 th, Park Commission meeting) It is my intention, each report, as I submit my report to you that I will begin by remind us all of our purpose. Mission Statement: The Ingham County Parks & Recreation Commission and Ingham County Parks Department will provide quality outdoor recreation opportunities and facilities for all segments of our population. We will strive to enhance the quality of life for park visitors and county residents through active citizen involvement, planned acquisition, preservation and professional management of park lands. Again, worked with Nicole and Karen on various committee agendas, supporting documents and internal items. Worked with Trail & Parks Consultant Mannik Smith on several items including discovery of some critical deficiencies in two segments of the Lansing River trail. Worked with consultant on notifying the City of Lansing of these issues that were discovered as part of the inventory process for our plan. Worked closely with Consultant Mannik Smith and Task Force Chairs on creating an agenda for the next Task Force meeting and getting the packets ready for the BOC. Rode additional Sections of the Lansing River trail and explored one last segment from car and plan to ride it with Park Commissioner Johnathan Schelke. Conducted a VIP Ride with BOC, Park Commission and Consultant Team Members along a segment of the Delhi Trail. Met with Sarah Nicholls on master plan items, specific the public input portion and our customer service online surveys and the overall RFP for the Parks Comprehensive Master Plan. Worked with Jim Hudgins from purchasing on developing a timeline to go out to bid for this planning document still this fall. Worked with Sarah Nicholls and staff on development of a one page public input survey for Parks to be handed out as part of the Trails & Parks series of six meetings. Worked with consultant and staff on a plan for getting notice out for the upcoming public input meeting for the Trails & Parks Task Force Master Planning. Met with Consultant Mannik Smith to review items that had been completed and talk about future timeline and action items. Reviewed the 2016 Budget Request with Karen and Staff. Conducted monthly staff meeting review Jill Rhode s recommendations and bargain planning for upcoming Budget Committee meeting. Followed up with a meeting to discuss the chart of accounts. Met with Sheriff Department personnel and Park Managers to review this past summer s contractual services. Worked with Nicole and Jill Rhode on snow hill equipment payback resolution, attended BOC meetings to get this passed along with Brian Collins. Corresponded with two new hires on various item and worked with HR and staff to get beginning packets, information, equipment, etc Worked with staff and Travis Parsons from HR on 29 hour rule for seasonal part-time employment and other various items. Followed-up on Lake Lansing North potential land gift(s). Spoke with County Attorney about what needed to be done to make this happen. Met with Paul Pratt to discuss Drain Commission role in this process. Continued to work with Jared Cypher on various items for the Trails & Parks Task Force and other Park related items that required coordination. 18

19 Attended Controller monthly meetings, gave park report short narrative, Task Force update. Continued to correspond with USDA-Fish and Wildlife and MDNR on Deer Management for Lake Lansing and (CWD) chronic wasting disease items and follow-up with. Still three reported with positive CWD. Both a mechanic, David Strahle and ranger I, Christopher Wascher. Have started everyone is excited they are on board! Continue to meet with Nicole & Karen weekly, sometimes daily, and more frequently to stay on tasks with day-to-day park operations. Karen is working to set-up meetings to discuss direction and guidance with Kevin Duffy and Friends Board in the coming weeks. Continued working on items and thoughts from Jill Rhode s recommendations to the Park Department. Worked with staff and budget committee on beginning new chart of accounts that will start Jan Continued to work with Brian Collins and Road Department staff to discuss the Passport Grant for Hawk Island. We will be working with purchasing on an RFP for re-bidding work to be completed on the trail. Met with Eaton and Clinton County Parks Directors and discussed parks and greening videos at Fitzgerald Park in Eaton County and took a tour of the Ledges, quite impressive! Did talk on Tim Barron s Radio Michigan Program, promoted parks and Trails & Parks Master Plan. Met with new City Manager of Leslie and talked about parks and trails. Coordinated with IT about making sure that new software/hardware for revenue would be adaptable. Coordinated with Stacy Byers, Farmland Preservation about partnering for Greening next phase with Tri- County and MDNR. Attended a Healthy Life Styles meeting sponsored by Capital Area Health Alliance. Attended a Heart of Michigan group meeting talked about trails. Attended Greening Mid-Michigan Buss tour sponsored by Tri-County and talked about parks & trails. Continued working with Greening Mid-Michigan Coordination team working on a multi-county (Ingham, Clinton, and Eaton) promotional video spot for the updated marketing portion of this groups efforts as well as ones specific for the Ingham Parks. Attended a MDOT University Regions Trails Plan meeting. Attended both Planning and Budget & Personnel Committee meetings. Prepared for staff meeting and park commission committee and board meeting, working on agendas. Fall is quickly approaching with brilliant display of color and natural beauty. 20 August- Parks Office Monthly Report Communications, Planning & Research Schedules and agendas for numerous meetings were coordinated with staff and the park commission. Resolutions were prepared. We prepared orientation packets for the new park staff. Customer Service We received 968 phone calls in the month of August. 120 park visitors made a picnic shelter reservation in August. Staff responds to multiple general inquiries regarding passports each month and in addition we accepted 18 U.S. passport applications. We have received 75 requests for future special events in the parks office. Office staff assists the event coordinators with the event application, park reservations and coordinates the application process with park mangers for approval. In August 200 requests for low income fee waivers were received and mailed to park visitors. Accounting/Budget Department revenue remained steady in August and over $100,000 was receipted. Routine work including payroll, accounts payable, financial reports, transmittals and journal entries continue. We received and reviewed the controller s recommended budget for Marketing Social Media continues to engage our park fans! We posted to Facebook 93 times in August and engaged over 23,000 people. 53 Tweets went out to followers on Twitter and just over 6,000 people were reached. Our top tweet was We know some awesome picnic spots! #HawkIsland #LakeLansing #Burchfield #nature #parks Our top media tweet was an awesome picture of some well-known Grand River kayakers! We are working on updating several of our print pieces brochures and flyers. In August we had the Ingham County Parks booth at the fair and distributed over 1,300 brochures. We have begun researching an update to our display board at the Human Services Building. The board is over 15 years old and in need of a facelift. 20

22 Burchfield Park August report Attended park commission meeting on August 24 August was normal with the water levels on the river back to normal. We completed the rebuilding of the steps and landing at overlook pavilion area and added a small sitting area. We continue to remove dead trees on the golf course and had a large beach tree snap in half. We are experimenting with rubber trash cans in the shelters and phasing out the metal ones. Canoe and kayak trips were once again busy and were very similar to last year. We set an all-time high in single day revenue for boats with over $1850. The dump truck was sent back in for major repairs and modifications. 22

42 Staff Review: Parks Summer Study Jill Rhode September 15, Chart of Accounts: Working in conjunction with the Financial Services Department, park staff is reviewing and making recommendations to Financial Services. We anticipate our input into this process will be completed by September 30 th. 2. Park Manager Access to Information: The Munis program is being added to the managers computers and training will be provided by Financial Services. 3. Cash Collections: Park staff agree that our cash collection systems are outdated and complex. We are researching a web-based Revenue Management System to manage and report revenues. With the assistance of the Financial Services and Information Technology Departments we will determine which system available best meets customer service, financial needs and is compatible with current county technology. 4. Errors: Attention to errors by administrative staff is based on the current cash handling policies and past practices. The largest area of concern has been annual park passes valued at $30 each, the value quickly increasing if several are missing. A Revenue Management System should alleviate this situation. Administrative staff recognizes that small errors do occur when cash is involved and currently these situations are not pursued with the park managers. 5. Hardship Passes: We agree that it is ideal if the County at large would have a policy establishing guidelines for this process. 6. Dog Park: Staff discussed and decided to tweak the existing system, as sales in the office would require park patrons to all drive to Mason. This system will also be considered when researching Revenue Management Systems. 7. Administrative Office Reporting and Supervision: The office staff is small and each person performs multiple functions. The Hay study being conducted by the county may offer insight. 8. Financial Reporting: This is a decision for the Parks Commission to make. Three suggestions were made by Financial Services and could be amended if so desired by the Commission. 9. Annual Passes: Annual passes need to be per car or per family. A new revenue system that issues cards may resolve this question, as cards, could be easily shared within a family. 42

43 INGHAM COUNTY PARKS & RECREATION COMMISSION Meeting of September 28, 2015 RESOLUTION # -15 RESOLUTION AUTHORIZING VISITOR INCENTIVE PROGRAMS AT THE INGHAM COUNTY PARKS WHEREAS, increasing visitation and providing positive visitor experiences at the Ingham County Parks are key elements of our Strategic Plan and Mission; and WHEREAS, park staff wishes to develop occasional visitor incentive programs (special rates/discounts) internally and with outside partners to increase visitation at the Ingham County Parks; and WHEREAS, park staff will develop visitor promotions (special rates/discounts) offered in the Parks; and for facilities and programs WHEREAS, building strong relationships with sectors of the community is good for the Ingham County Parks, Ingham County, and the State of Michigan; and WHEREAS, all proposed visitor incentives will be reviewed by the Parks Director and the Ingham County Parks and Recreation Commission. THEREFORE BE IT RESOLVED, the Parks & Recreation Commission recommends the Board of Commissioners authorize the Parks and Recreation Commission to approve occasional visitor incentive programs at Ingham County Parks. 43

44 INGHAM COUNTY PARKS & RECREATION COMMISSION Meeting of September 28, 2015 RESOLUTION # -15 RESOLUTION AMENDING THE BURCHFIELD PARK WINTER SPORTS BUILDING RENTAL POLICY WHEREAS, the Ingham County Parks Commission passed Resolution #33-10 amending the Burchfield Park Winter Sports Building Rental Policy in September of 2010; and WHEREAS, the Ingham County Parks Day Camp Program currently utilizes the Winter Sports Building during the summer months making the facility unavailable for reservations. THEREFORE BE IT RESOLVED, that Resolution #31-10 is hereby amended for the use and/or rental of the Burchfield Park Winter Sports Building according to the guidelines listed below: 1. Use of the Burchfield Park Winter Sports Building will be permitted by reservation only. 2. Groups will be charged $90 for the use of the Winter Sports Building during normal rental hours. 3. An additional fee of $30 will be charged for any reservation after park hours, including non-profit groups, from April 16 th to May 15 th and September 16 th to December 1 st, and for all reservations from December 2 nd to April 15 th. 4. Organized Non-Profit Youth Groups will not be charged for use of the Winter Sports Building (with the exception of the $30 after hour reservation fee for any reservation taken from September 16 th to May 15 th ). The definition of an Organized Non-Profit Youth Group is any organized group of youths, all under the age of 18, sponsored by a nonprofit organization, accompanied by a smaller group of adult leaders that have been designated by the organization to provide supervision, guidance, and instruction to the group. 5. From April 16 th to May 15 th the following guidelines will apply: A. The Winter Sports Building will be available for reservation during normal operating hours unless the hours are waived as a condition of a Special Event Permit. B. If a group is approved for an after hour reservation, a fee of $30 will be charged for any reservation, including non-profit groups 6. From May 16 th to September 15 th no reservations permitted. A. The Winter Sports Building will not be available for reservation due to its use by the Nature Day Camp program. 7. From September 16 th to December 1 st the following guidelines will apply: A. The Winter Sports Building will be available for reservation during normal operating hours unless the hours are waived as a condition of a Special Event Permit. B. If a group is approved for an after hour reservation, a fee of $30 will be charged for any reservation, including non-profit groups. 8. From December 2 nd to April 15 th the following guidelines will apply: A. Reservations for the Winter Sports Building will be accepted for Sundays-Thursdays from 6:00pm to 9:00pm only. With the exception of December 24 th Jan 1 st, the Sunday before Martin Luther King Day, and President s Day. B. A five day prior notification will be required to reserve the Winter Sports Building. C. A fee of $30 will be charged for all reservations from December 2 nd to April 15 th since the reservation is after park hours, including non-profit groups. 44
