Maple Street, Suite 102, Mason, Michigan November 13, 2018 The Ingham County Parks & Recreation Commission held a Regularly Scheduled Meeting at the Hilliard Building, Conference Room B, 121 E. Maple Street, Mason, Michigan. Yes-6; No-0. MOTION CARRIED. LIMITED PUBLIC COMMENT None. LATE ITEMS / CHANGES / DELETIONS Add Agenda Item #8B Millage Scoring Update. ADMINISTRATIVE REPORTS Director Mr. Morgan stated he attended the MParks Leadership meeting in Canton. Ms. Pawar asked for an update on the revised park rules. Mr. Morgan stated we have been working with the Zoo and County legal to update the rules. The County attorney recommended the Zoo be included in the park rules. We are currently working on additional revisions. Mr. Witte stated there have been a number of updates, for example prohibiting smoking and changing park hours to 8am-sunset. We also want to prohibit people from removing water from the lake at Lake Lansing South. Park Managers Ms. Gregg complimented park staff for the new sidewalk at Lake Lansing South. Mr. Morgan thanked staff for the new sidewalk at Hawk Island too. Mr. Morgan stated Jeff Gehl is officially retiring in January. Mr. Bennett stated the new dock the Eagle Scout installed at McNamara Landing is very nice, and asked if there are currently plans to do this elsewhere. Mr. Morgan stated not at this time. Administrative Office Ms. Simar suggested a Facebook post for advertising passports. Mr. Unsworth and Mr. Earl entered the meeting at 5:22pm. 3

Mr. Unsworth asked about the meeting in January. Mr. Morgan stated we will send an invite to the commissioners for the MParks Trail Summit. Mr. Morgan stated the Parks Department can pay for this. Millage Coordinator Report Ms. Buzzard stated WIRED stands for Women in Recreation Education & Development. FLRT Trail Ambassador Report Ms. Ross stated plogging is when you jog and pick up trash. Ms. Ross stated the next meeting for FLRT is the same day as the Park Commission meeting in December, so she needs to make the board aware of this conflict. ACTION ITEMS Resolution to Recommend Entering into a contract with Marine Automated Dock Systems, Inc.~ Mr. Morgan stated this is a partial replacement and would authorize two T-shaped floating fishing docks for Hawk Island. Mr. Morgan stated it is being funded by insurance. Ms. Pawar asked if March 31 st will provide enough time for installation. Mr. Collins stated the vendor must deliver the docks by March 31 st and then staff will install before Memorial Day. RESOLUTION #28-18 RECOMMENDING A CONTRACT WITH MARINE AUTOMATED DOCK SYSTEMS, INC. WHEREAS, the two fishing docks and the boardwalk along the south end of the lake at Hawk Island experienced extensive damage due to the winter/spring severe flooding coupled with ice damage; and WHEREAS, after inspecting the damage, it was determined that removal of the structures was necessary; and WHEREAS, Park Commission Resolution #21-18 and Board of Commissioners Resolution # authorized a contract for the demolition and legal disposal of a boardwalk and two fishing docks at Hawk Island County Park; and WHEREAS, proposals were solicited from qualified and experienced contractors to enter into a contract for the purpose of designing, building and delivering two (2) new T-shaped floating fishing docks to Hawk Island County Park; and WHEREAS, after careful review and evaluation of the proposals received, the Evaluation Committee recommends that a contract be awarded to Marine Automated Dock Systems, Inc., the low bidder, for the partial replacement of the dock/boardwalks that were removed due to ice/flooding damage. THEREFORE BE IT RESOLVED, that the Parks and Recreation Commission recommend the Ingham County Board of Commissioners approve entering into a contract with Marine Automated Dock Systems, Inc. per the quoted proposal in the amount of $32, plus the Azek Decking in the amount of $7,640 for a total not to exceed cost of $40, for the purpose of entering into a contract for designing, constructing and delivering two (2) T-Shaped floating fishing docks to Hawk Island County Park. 4

Moved by Mr. Earl and Supported by Ms. Gregg that Resolution #28-18 be approved as written. Yes-6; No-0. MOTION CARRIED. DISCUSSION ITEMS Draft 2019 Park Commission Meeting Schedule~ Mr. Bennett reviewed the 2019 proposed schedule. Mr. Bennett stated this would reduce the meeting schedule to once a month except for in October. This is only one less meeting than this year s schedule. This will help staff have more time to write minutes, prepare packets, and eliminate most meeting conflicts with the Human Services Committee. Additionally, the commissioners can decide to act on agenda items sooner by putting an agenda item under action items, instead of in the past, having discussion one week, and then action at a future meeting. Mr. Morgan recommended putting an agenda item as an action item, and if necessary the park commissioners can first discuss the item and either vote or table the item for a future agenda. Discussion. All commissioners present supported this draft. Millage Scoring Update~ Ms. Buzzard stated we are extending the due date for scoring millage applications to November 30 th. Ms. Buzzard stated she will have Ms. Moore compile the scoring results for review at the December Park Commission meeting. Ms. Hamrick asked if we are considering small grants separately. Ms. Buzzard stated we have not developed a separate scoring criteria for the small grants, and she is leaving that up to the Park Commissioners. Mr. Morgan stated we can pull all the small grant requests and consider them separately and score the small projects before scoring the rest of the applications. Ms. Buzzard stated one application was saved incorrectly on the flash drive and she will the corrected application. Mr. Bennett asked for the updated viability reports. Ms. Buzzard stated she will follow up with Ms. Moore to send out the revised reports. Ms. Buzzard stated the site visits will be scheduled for the last week in November. Ms. Gregg left the meeting at 5:41pm. Mr. Unsworth stated there is a listing of priority trails in the Ingham County Trails and Parks Comprehensive Report and he is surprised that the Lakeland trail isn t on the list. Mr. Unsworth recommended the report be updated. Ms. Buzzard stated when the millage is renewed, we may want to revisit edits to this document. BOARD/STAFF COMMENTS Ms. Hamrick stated she is interested in getting jackets embroidered with the Parks Department logo for the park commissioners. Mr. Morgan stated we can pay for Park Commissioners to get a jacket and he asked Ms. Hamrick to follow up with the order. Mr. Bennett stated the next Park Commission meeting is in December in Mason. 7 Directors Report November 5 th December 5 th (December 10 th Park Commission meeting) Mission Statement: The Ingham County Parks & Recreation Commission and Ingham County Parks Department will provide quality outdoor recreation opportunities and facilities for all segments of our population. We will strive to enhance the quality of life for park visitors and county residents through active citizen involvement, planned acquisition, preservation and professional management of park lands. Attended several Controllers Meetings. Ongoing weekly update meetings with Nicole and Melissa on various committee agendas, supporting documents and internal items, including resolutions, millage and grants. Attended several BOC committee meetings. Continued to work with Nicole, Zoo Staff, Park Staff, Treasurer Office and IT Department on follow up questions for revenue management system RFP, we had on site survey follow ups with Vermont Systems and are working with the Zoo, IT on reviewing and getting the final numbers for the January Park Commission meeting to present. Met with Spicer and Melissa several times to discuss millage related items including wayfinding draft RFP process. Discussed seasonal physicals with Human Resources and whom might need them in the future. Attended a pre bid meeting for LLN Trust Fund Grant ADA improvements construction RFP. Sat in on Financial Services Director candidate interviews. Met with ICEA Park Ranger Union for Union contract re opener. Attended MParks leadership meeting at their offices in Lansing. Met with Jeff and Drain Commission staff to talk about a drain going through Burchfield that the Drain Commission office will be clearing as part of routine maintenance and them helping us with a culvert. We received notice on this round of MDNR Trust Fund Grant for Lake Lansing South which we scored number one for Trust Fund and should get that award but most likely will not get the Passport grant as we were way down on the scoring for that one. MDNR Land and Water Grant for Burchfield we were 3 rd in scoring and most likely be awarded that grant. Two out of three is good! BOC committees, Human Services as a closed session item: purchase of Real Property Pursuant to MCL (d) It was moved for staff and legal to pursue what was discussed in closed session. Worked with Staff and Prime Professional for Lake Lansing Grant RFP and Purchasing for construction on the current grant project to improve ADA accessibility to the facilities as North Park. Continued discussions with Pat and Nicole to discuss follow up to Rules update for Parks and Zoo. We are working with legal and should be bringing an update early Melissa and I continue helping with the planning of the MParks Trails Summit January 29 th, Continued working on items for Grant administration for MDNR current grants. Helped with packets and agendas for Park Commission meetings. Continued to do promo spot for Ingham Parks on Tim Barren Radio show provided giveaways for promotion. Sorted through and responded e mails daily. Winter Sports, snowflakes just around the corner staff has been working hard in preparation for winter season! 7

8 2018 November Lake Lansing Manager s Monthly Report 1. Removed boat launch dock and closed vehicle access to Lake Lansing 2. Prep trails at North Park for skiers and hikers 3. Cut trees and split firewood for all areas 4. Set up winter sports schedules, revenues, concessions 5. Continue with a wide variety of meetings at all areas 8

9 December 2018 Parks Commission Meeting Monthly Report Hawk Island County Park Started training seasonal staff for winter operations. Prepped all pumps and snow making equipment Began snow making Finished construction of interior of Pump house building. Installed new LED lighting in Red Tail shelter. Prepped magic carpet for winter operation Repairs/Preventative maintenance of Snow Groomer. Repair of underground leak on snow making lines. Winter garden prep (cutting back grasses, plants, etc) 9

10 Burchfield November/December Report November and December were spent finishing up winter sports set up. This includes but is not limited to splitting and stacking wood, putting up trail signs, cleaning and organizing the ski rental and food concessions. Much of the time in November is spent on mulching leaves in the heavily wooded areas. Tim Buckley and I continue to install signs that are related to the trails CIP project. The three kiosks arrived in November and we installed the one at Riverbend and at Burchfield but will wait to install the McNamara Landing kiosk until the grant project is completed. Met with the drain commissioner and the Director to discuss the peppermint creek drain clearing in the park. Ski skating trails have been mowed and widened in anticipation of winter skiing. I met with Pat Witte to go over winter operations as he will be in charge of Burchfield winter sports this year. Met with the Director and Vermont systems at Burchfield Park to go over the upcoming POS system that will be installed next year. Started working on 2019 CIP and getting prices on vehicles. An early snowfall had us opening the sledding hills for a day as well as sending a crew out to Lansing to clear the Waverly Road /Moores River Drive sidewalk. Eagle Scout finished his project at McNamara Landing and we will install concrete for the benches next spring. Emma did a presentation at the Mason Public Library the topic was: The Affects of Gardening on Amphibians: What you can do to make your garden an amphibian oasis. 10

11 November Parks Office Monthly Report Communications, Training & Research Schedules and agendas for numerous meetings were coordinated with staff and the park commission. Motions and resolutions were prepared. Customer Service We received 226 phone calls in the month of November. 8 park visitors made a picnic shelter reservation for We have received 25 requests for 2019 special events in the parks office. Office staff assists the event coordinators with the event application, park reservations and coordinates the application process with park mangers for approval. U.S. Passport Processing Staff responds to multiple general inquiries regarding passports each month and in addition we accepted 39 U.S. passport applications in November. Submitted the yearly annual certification paperwork to remain a passport acceptance facility. Park Tour Eric and Emma toured Riverbend Natural Area and Bunker Road Landing for the first time. Riverbend Natural Area: Revenue Management System Additional site visits were conducted on November 30th. Website / Brochures Updated the website with winter activity information. Designed and edited the winter rack cards. 11

12 Park Rules Worked on additional edits to the park rules and submitted to the attorney for additional review. Accounting/Budget/Payroll Routine processes of A/R, AP, Payroll and reporting continue. 12

17 From: Donald Mcrae Sent: Monday, November 26, :28 PM To: parks Subject: Lost Dog Pat, Late Sunday afternoon, our golden retriever slipped her collar and escaped into the woods while walking on the trails at Lake Lansing North. We notified the ranger at the gate and she was most helpful. She said that she would notify the other rangers and I believe she notified the Meridian Township police because a Meridian Township officer stopped by and helped us look around the area. At the time we were unsuccessful. We went home to get some flash lights and when we returned the gate was still open. I assume that the ranger left it open for us. With some help from some strangers, we found the dog around 8:00 PM. The ranger at the gate was very empathetic and helpful. Please let her know that we truly appreciate her assistance. The North County park is a great asset to the community and you have some terrific people working there! Chris & Don McRae 17

18 From: Younes Ishraidi Sent: Thursday, November 29, :44 PM To: Morgan, Timothy Buzzard, Melissa Cc: Nyal Nunn Subject: Okemos Road Boardwalk Tim, I just received a copy of the plans for the Mason boardwalk from Don Heck. The plans show the boardwalk and the bridge at 10 width. As I mentioned yesterday, please consider this as the Township s formal request to modify the design of the subject boardwalk from 14 to 10 wide. Please let me know if you need anything else from me to approve this request. We were not aware that the boardwalk can be permitted to be built at 10 when we applied for the grant. We were instructed to meet AASHTO standard boardwalks which is 14 wide; we were under the impression that not doing so would not be allowed. Please note that we will bid the project for 14 boardwalk but will request an option for 10 in order to save time while we go thru the process for the design exception. Our goal is to have the boardwalk constructed during winter months (December-March) Again, please let me know if you need anything else from me to approve the design exception as stated above. 19 ADOPTED FEBRUARY 13, 2018 AGENDA ITEM NO. 18 Introduced by the Human Services and Finance Committees of the: INGHAM COUNTY BOARD OF COMMISSIONERS RESOLUTION CLARIFYING DESIGN STANDARDS FOR TRAILS AND PARKS MILLAGE PROJECTS RESOLUTION # WHEREAS, the Ingham County Trails and Parks Program Application states that the Trails and Parks Millage projects must meet acceptable design standards and is the best design solution as adopted by Board of Commissioners Resolution ; and WHEREAS, the County will review any deviations from such standards on a case by case basis; and WHEREAS, applicants must obtain necessary permits for the projects, be it public/road rights-of-way, local ordinance (township or municipality), environmental (Michigan Department of Environmental Quality-MDEQ), Drain office, etc.; and WHEREAS, at least one case has surfaced where the announced design standards of the Trails and Parks Millage may conflict with the standards and rules of a permitting agency; and WHEREAS, on reflection, the Parks Commission does not believe that wise administration of the millage money should require the applicant to be caught between the standards of a permitting agency and the general standards demanded by the County for its millage projects.
