1 Report on Seminars and Training Activities Bogota and Cartagena, Colombia November 27 through 29, 2012 A key component of CoCom s membership initiative is the nurturing of new member organizations. A new section of PIANC was established in Colombia in March The section is headed by the General Maritime Directorate of Colombia (DIMAR), under the direction of Admiral Ernesto Duran Gonzalez. In keeping with that goal, CoCom in association with PIANC USA, organized various seminars and workshops in Bogota and Cartagena, Colombia during a 3-day period in November. Those events were intended to support that nation s entry into the organization and assist in the growth of local membership. The effort was undertaken to further the strategic goals of PIANC and CoCom. Over three (3) sessions in the two cities, the team reached more than 200 attendees to present the benefits of individual and corporate membership in the organization and provided specific technical presentations on Risk Assessment for Navigation and Ports. The effort was organized via teleconferences among the PIANC participants. Participants in the events included: Lillian Almodovar CoCom Member and Member US Section (Organizer) Edward Schmeltz Co-Chair, CoCom and Board Member US Section John Headland Vice President, US Section Chris Edwards, US Section Andreas Huesig, InCom and German Section Francisco Esteban Leffler, Chair MarCom and Board Member, Spanish Section Leandro Melgar Casillas, Spanish Section Jose R. Irribarren, Spanish Section (Cartagena Only) DIMAR had requested assistance from PIANC on the topic of risk assessment for navigation and ports. PIANC USA suggested the possibility of bringing a team of international experts to discuss this topic with DIMAR representatives and at the same time provide a briefing on PIANC s capabilities and operations. The meeting with DIMAR was held on 27 th November. All the leadership of the organization, including regional directors via video conference, was present with over 50 attendees in total. The agenda was organized in two sessions. The first was a general session to present the PIANC organization and the work of MarCom and InCom. The second session was a technical one on risk assessment for ports and navigation. Briefings

2 were nominally 15 minutes in length; technical papers were limited to 45 minutes. Facilities, refreshments and translation services were provided by our hosts. Papers were presented in English or Spanish at the discretion of the speaker. Simultaneous translation was provided in either case. Agendas for all sessions are attached. Figure 1: Dimar representatives during discussions with PIANC orchestrated by CoCom and PIANC USA representatives in Bogota DIMAR representatives were enthusiastic about the potential of working with PIANC on topics of interest and specifically about the possibility of participating in PIANC working groups. On the 28 th of November, the team presented the same topics in a workshop format in collaboration with the Asocreto Seminar on Ports and Infrastructure in Cartagena. Asocreto is an organization representing the concrete producers of Colombia and this was the first time that they addressed the topic of port infrastructure in their gatherings. Again, facilities and simultaneous translations were provided by our hosts. Briefings were limited to 15 minutes and covered a PIANC General Briefing, a MarCom briefing and an InCom briefing, deemed of primary interest to the Colombians. Technical papers were allowed 45 minutes for presentations. Six papers were presented as detailed in the attached Agenda. Over 70 people attended this session which was geared towards explaining PIANC and its benefits to those outside of the government sector. Many attendees were interested in

3 joining the organization and a PIANC Colombia booth was set up in the display area of the conference. Figure 2: PIANC Representatives during Presentations to DIMAR in Bogota On the 29 th of November, PIANC participants presented at the Asocreto Seminar, with over 150 attendees. While the general topic was the same, the presentations were modified somewhat to respond to the specific audience and maintain interest. Asocreto wishes to pursue an MOU with PIANC Colombia to formalize the collaboration of both entities on future activities. Interestingly, representatives from Uruguay and Panama also inquired about establishing or strengthening (in the case of Panama) PIANC sections and queried the attendees about how to request a similar seminar in their respective countries. Further follow up with Colombia should be made early in the New Year. In particular, additional information about organizing a National Section should be provided for the use of Almirante Duran and his staff at DIMAR. We offer our thanks to the speakers who delivered outstanding technical sessions on their chosen topics. Their various employers also contributed to the effort with both time commitments and financial support.
