3 THE IADB IS MANDATED BY STATUTE TO ADDRESS THE NEEDS OF THE SMALLER STATES THAT ARE MORE VULNERABLE IN DEALING WITH EMERGING THREATS, CONCERNS AND OTHER CHALLENGES. ARTICLE 2.2 OF THE IADB STATUTES 3

4 2. Basic Fundamentals Coordinating support efforts with CARICOM.

5 CSBMs are not only associated with the military. Ideally they should also encompass other fields including: law enforcement economics, diplomacy, policymaking, etc. These efforts help to identify the actions undertaken by the nations and communities that help to improve security awareness. 5

6 CARICOM, CFAC and other organizations have served as shining examples in this regard. The greatest success has been achieved in disseminating a framework of positive perceptions associated with the bilateral, multilateral or regional measures implemented by nations... CSBM REPORTS PROVIDE THIS FRAMEWORK. 6

7 2482 Encourage the IADB to provide advisory services to the smaller states in support of their efforts to address threats, concerns and challenges Reiterate the need to support small states in responding to natural disasters Urge coordination, cooperation and create synergy in managing the efficient flow of Humanitarian Assistance resources. 7

8 The responses by the armed forces of the contributing nations were rapid. The IADB launched efforts to provide advice and information related to the humanitarian assistance provide by both the nations and the armed forces. A SITUATION ROOM was established in the office of the Assistant Secretary General of the OAS to address the recent situation in Haiti. 8

9 Although originally geared to Defense Efforts are being made to address threats using a COMPREHENSIVE approach Emphasis is placed on: CONCERNS OF THE national forces. Evaluating the MULTIDIMENSIONAL: concerns. of Public Safety and Defense. 9

11 The Netherlands recently joined the IADB as an observer. Discussions are currently underway to also grant France observer status at the IADB. 11

13 CSBMS: RESOLUTION 2447 The efforts achieved the most successful reporting rates in CSBM history: 100% de 2007, more than 50% of IADB members and 44% of OAS members.

14 RESOLUTION 2447 CSBMs: In the past there were practically no bilateral measures between neighboring countries reported. Today however there are 20 possible measures in this category. And various multilateral measures.

16 CSBMs: RESOLUTION 2447 *The Bahamas CSBM report stands out as an example of an OAS member state that does not belong to the IADB. Small state, CARICOM member, island nation in the Caribbean.

17 RESOLUTION 2447 OF NOTE: CSBMs: Bahamas is the only CARICOM nation that reported CSBMs. Nevertheless, according to reports other CARICOM nations have generated CSBMs with them. We therefore reiterate out invitation for nations to submit their reports

22 Information was disseminated related to the measures and support provided by the various armed forces and donor couintries through the use of official and public sources. A daily forecast was provided of 22

23 Maps depicting the Regional Situation were displayed that covered Haiti and Port au Prince, together with data from FUPAD, PAHO, IICA and the RED CROSS. Inputs were also disseminated to the Friends of Haiti Group. 23

26 Results RESOLUTION 2447 Expanding the concept to address: Threats that concern the National Forces. Emphasis is placed on addressing Public Safety issues that affect Small States in the Caribbean

27 RESOLUTION 2447 Results Belize submitted its White Paper Becoming the 17 th nation to comply with the Resolution. Jamaica has also disseminated its White Paper. 27

28 RESULTS Efforts have been made to address more closely the principal concerns of the Small States Efforts are underway to incorporate a law enforcement official from the Dominican Republic to serve as an advisor to staff members assigned to the White Papers. 28

32 5. INITIATIVES Seek to increase CSBMs Reporting. (Confidence and Security Building Measures). Increase Advisory Services in the preparation of Defense White Papers. Continue to invite more representatives from the Caribbean nation to attend seminars at the IADC. 32

33 5. INITIATIVES Provide an open invitation for all the nations to join the IADB. Hold monthly working group meetings. Advantages: o Representation in an international forum. o Participate in committees including (Nat. Disasters and Small States Committees). o Contribute with personnel to address specific topics including the incorporation of law enforcement advisors to the White Papers evaluation process. o Contribute toward greater sub regional integration. 33

34 6. CONCLUSIONS We are the Military component of the Multidimensional process but we need to work in cooperation with public safety issues to become more familiar with the current realities of the small nations. Subordination by the Military to Civilian Authority is always the rule. We hope to work even more closely with the small States of the Caribbean but we need commitment. Through integration we can better address threats and weaknesses. Membership by the Small States to the IADB is fundamental to increase levels of support, all the delegations and civilian advisors are welcome as mandated by the Statutes. 34
