1 STRATEGIC PLAN EXECUTIVE SUMMARY Major Goals, Focus and Direction The Instituto de Cultura Puertorriqueña established the following strategic goals: 1. Preserve and promote the Puerto Rican cultural patrimony at local and international levels. Promote cultural productions with outstanding performances and values in all its manifestations.. Create new audiences, emphasizing from young children to ones in their teen years. Propel the cultural economic development, as an instrument for self-sufficiency and sustainability 5. Promote cultural spaces for artists to expose their art. 6. Strengthen the presence of the Institute of Puerto Rican Culture outside of the Metropolitan Area 7. Optimize the community services given at the cultural centers; reconfiguring the organizational and administrative functions of the Institute The major goals were aimed towards empowerment of the ICP as the lead agency regarding cultural, heritage and arts in Puerto Rico. This implies overseeing and supporting the development of artists as well as of future artists at a local and international level. To achieve this, strengthening the agency was crucial: internally (website, social media, internet; personnel development); externally (partnerships with Universities, local government agencies, private sector; international presence). The ICP was created for and has as its mission to preserve, promote, enrich and diffuse the cultural values of the Puerto Rican people, and achieve a broader and fuller awareness. To achieve this, the strategic plan was designed to address underserved communities and included an educational component. Throughout the years and upon this year s analysis with a new administration, ICP is headed towards being sustainable while developing sustainable artists and organizations and addressing underserved communities. Time Period Covered: The time period covered by the State Strategic Plan is Where the Instituto de Cultura is in its Planning Cycle: ICP is currently extending to close out the existing plan and develop the new strategic plan. 1

Preserve and promote the Puerto Rican cultural patrimony at local and international levels Objectives 1.1 Propitiate through Interagency initiatives -- that the public policy for the Puerto Rican tourism development includes the cultural and artistic assets of our Island. Continuous Progress 1. 5%. 50%. 75%. 100% Problems or Difficulties Due to the economic situation of the Island, it has been a challenge to achieve different MOU s Resources Used 1. Promote Puerto Rico as a cultural touristic destination, through the support and development of activities of international exposure, by which we can be identified as an avant-garde cultural destiny. - Board of Directors All s and Offices of the Institute of Puerto Rican Culture (IPC) This is an International known event, with artists coming from different parts of the world. To do all the events with limited advertising budget, we have had to use creative ways to promote them. Additional Presentations included in the grants awarded Statistics from the Puerto Rico Tourism Company regarding cultural tourism. Press Office Information is sent from the corresponding Government Agencies Press Coverage Press Office Depends on the different Media

Digitalize for the electronic publish of the registry for the Institute s art collection, museum memorabilia, documents, archeological pieces and publications under our custody. Advertising Plan in traditional and alternative media. Updating of the Institute s Web Page. Press Office and Information Systems Office all IPC Web Page, Facebook, Twitter, etc.

5 STRATEGIC PLAN Promotion in collaboration with our cultural / archeological zones, particularly Caguana in Utuado, and Vieques. MOU s with other governmental organizations Administration US Corp of Engineers, Spanish Government, National Park Service, Escuela de Artes Plásticas and Other Municipalities of PR. 1.6 Nurture grass roots outreach with Hispanic Alliances with private, civic and cultural organizations Signposting and identification of cultural places in reference to museums, theaters and archeological sites. Activities in cities or cultural s: Historic Patrimony and Parks & Museums This Objective depends upon the efficiency of other government agencies, which have to give the permits for Museo de Arte de Puerto Rico, Liga de Arte, Buck Foundation and INDECO 5

Exchanges of Puerto Rican theatrical companies out of the Island. s: Popular Arts, Cultural Promotion, Music, Theatre, Publications and Fine Arts : Theatrical Arts signposting. Budget constraints. 1.7 Export the Puerto Rican cultural product in international cultural activities, which in turn will propel exchanges and participation with other countries. Donation of: publications and posters for the enrichment of libraries, and public and private archives. Participant countries and artistic/cultural projects, such as: 1-International Biennials s: Publications and Fine Arts It is a challenge because the Island municipalities have to assume a more active role in participating, due to budget constraints. Create such database, which covers most of the cultural and educational centers. 6

7 STRATEGIC PLAN Artisan Exhibitions -Traveling Exhibitions Overcome budgetary constraints. 1.8 Strengthen the content and presence of publications by the Institute of the IPC, in order to use them as means for the exchange of ideas, participation and diversity, as well as for the aperture of new markets in order to let our authors known throughout. Increase Serial Publications Magazines, brochures, publications, documentaries and others traduced to English Publications and Magazines Publications and Magazines Establishment of the magazines in international markets and publications mailed as part of the IPC Exchange Publications and Magazines Due to budget constraints it is difficult to get a translator under contract. Triennial catalogs and bilingual exhibitions Opening of the Second Phase 01 Publications and Magazines Fine Arts Fine Arts The financial capacity for both institutions makes this project develop at a slower pace Complete the third and final phase of the Puerto Rico National Gallery, so that the tourism route of Old San Juan be complete Beginning of third phase Fine Arts 1.11 Commemorate the men and women, as well as significant events in the cultural development of Puerto Rico. Forums and activities for the discussion of ideas Focal groups for the feedback and evaluation of the projects. Promote the Poli/Graphic Triennial of San Juan, ensuring a high standard of quality, with local and international diffusion and with that, new audiences. Revise the criteria used for the development of the Triennial Have simultaneous activities Fine Arts Advertising Campaign.5 Turn the Puerto Rico National Library into an essential space for the investigation and study of our cultural history. Strengthen the excellent reputation of artisans who have been certified by the Institute of Puerto Rican Culture as means of marketing the artisan/cultural industry and foster self-sufficiency. Workshops for artisans and workshop manuals Popular Arts Budget constraints. Establish new marketing strategies using government and private sector alliances in order to further the artisan product as an economic resource. Identify new artisan markets Using the Institute s web page to establish an interactive Popular Arts Popular Arts, and the Information Systems Office Provide visitors to the 1

Strengthen the presence of the Institute s publications in the book industry. Implement marketing and sales plans with the added contribution of the web page. Establish and institutionalize the Festival de la Palabra Yearly Publications and Information Systems Office Publications The digitalization of the books and all the arrangements that had to be made in order to be able to sell products over the Internet has been quite an endeavor. Develop MOU s with different bookstores and other countries in order to further increase the reach of our Publications Administration and Publications Get all the pertinent agencies involved. 1

15 STRATEGIC PLAN Promote cultural spaces for artists to expose their art. 5.1 Strengthen audience attendance to the theaters: Francisco Arriví, Victoria Espinosa, Lucy Boscana y Corralón de San José; have theatrical seasons as a way to further develop the economic urban revitalization, as well as providing an additional economical tool for artists. Bulletins of Theater Festivals of the Institute, through the use of all media sources. Theatre, and Information and Press s The IPC Yearly Theatre Festival 5. Stimulate the artistic production, and development of the musical arts, in order to revitalize urban spaces, and promote a healthier social interaction by means of the cultural experience.
