2 What is the OISEVI? The Iberoamerican Road Safety Observatory OISEVI is an international cooperation instrument bringing together the highest road safety authorities of 21 Ibero-American member countries. Brief History of OISEVI IRTAD twinning arrangement between Argentina and Spain (financed by the World Bank). It allows Argentina to: Improve its national crash data system Access technical information and research methodologies Knowledge sharing with international experts Maximize resources, learning of other countries successful experience The successful twinning led to the desire of a broader cooperation regarding road safety in Ibero-America. Requests from several countries for similar arrangements. Heads of Road Safety and Traffic Agencies from 18 countries agreed in 2011 to create the Ibero-American Road Safety Observatory. Argentina, Uruguay, Paraguay, Bolivia, Peru, Chile, Spain, Brazil, El Salvador, Nicaragua, Honduras, Costa Rica, Colombia, Dominican Republic, Mexico, Guatemala, Cuba, Ecuador. 2

3 OISEVIs Key Institutional Agreements Background of IRTAD-LAC XVIII Ibero-American Meeting of Heads of State held in San Salvador in October Member states agreed the creation of a Latin American Road Safety Observatory. Since 2009, in the ibero-american meetings of Traffic and Road Safety, the establishment of the Ibero-American Road Safety Observatory has been promoted. A Memorandum of Understanding was signed at the OECD Headquarters in Paris in November 2011, to formalize the agreement and establish a regional road safety database, based on IRTAD model. In the Ibero-American Meeting of Heads of Road Safety, held in Argentina in March 2012, the Statute and the structure of the Observatory was defined. Every year, the heads of road safety from 21 countries meet to discuss common issues and major strategies to face to reduce accidents in the region. 3

4 Ibero-American Road Safety Observatory (OISEVI) OISEVI is a common workspace for knowledge exchange, support and cooperation on road safety actions amongst member countries. Main objective: Monitor road safety indicators/performance in the region, and share relevant road safety information related to best practices concerning policy-making, planning, road safety indicators, etc. Supported by a road safety database linked to IRTAD, specific for Ibero- American countries (the IRTAD-LAC Database ). Objetives Agree road safety policies between governments. Promote bilateral and regional technical cooperation with aim to reduce accidents in the region. Establish a common road safety data repository that allows comparative analysis. Share good and bad experiences based on similar realities. Provide reliable data systems under international standards. 4

5 Structure General Assembly This is the highest ranking body of the agency, charged with outlining the actions and overall policies to which OISEVI shall adjust its actions. It is made up of the top road safety authorities of each member country. Steering Committee: Ecuador, Colombia, Guatemala, Paraguay y Costa Rica It is made up of five member countries, proposed and approved by the General Assembly, and one is elected as Chair. The Committee performs the following functions: Adopts the action plan and ensures its implementation. Impulse international cooperation and reinforces such cooperation through the exchange of road safety experiences, with the support of international organizations. Structure Technical Secretary Is in charge of implementing General Assembly agreements. Outlines the OISEVI Annual Work Plan. Coordinates and implements training and technical assistance actions. Seeks and manages funding sources for carrying out the above activities in the region. Promotes actions aimed at generating public policies in the field of road safety. Proposes methodological improvements for collecting data on traffic accidents. Organizes Meetings of those responsible for Road Safety as well as technical meetings. 5

Jointly organized by OISEVI and CAF with WB support. BETTER SAFETY DATA: " ROAD SAFETY FOR BETTER OUTCOMES November 2013 in Buenos Aires, Argentina IRTAD s International conference Better Safety Data: for better road safety outcomes was organized jointly by OISEVI and IRTAD Main activities on institutionality Provide a forum for analyzing public policies on road safety at the highest level of the member countries decision-making authorities, mainly calling the attention of government authorities as well as of those responsible for traffic and road safety, in support of people s lives and to reduce accident rates. Promote public policy formulation for road safety Promote the creation of National Lead Agencies or governing organizations Promote the creation of National Observatories. 7

11 DATA COORDINATORS Observational Survey on helmet and seat belt use Objective: to establish the baseline of the road safety level of the countries and to observe progress 10 countries have made the survey: Argentina, Bolivia, Chile, Costa Rica, Ecuador, Guatemala, Nicaragua, Perú, Republica Dominicana and Uruguay.
