4 CODIA (I/VI) Characteristics Origin Supporting organization for the Ibero-American Forum of Ministers of Environment. Participants Water Administrations of the 22 ibero-american countries. Field of action Meet political, institutional and regulatory aspects and promote sustainable use of water. Regular recurrence At least one meeting per year.

8 CODIA (V/VI) Reference Frame (I/II) Event VII CODIA (La Antigua, April 2007) VII Ibero-American Forum of Ministers of Environment (El Salvador, June 2007) Agreements It gathers in its conclusions: - the need of elaborating a Training Program. - institutional strengthening to assure the principle of integrated water resources management. - exchange of information and technological and management that could be useful in other countries. -Meets La Antigua s conclusions and entrusts the CODIA the elaboration of an Ibero-American Water Training Program. -- Recognition of the CODIA as Advisory organization in water related issues. XVII Ibero-American Summit of Heads of State and Government - As proposed by SEGIB, approves the Ibero-American Water Initiative, in line with the agreements of the VII Iberoamerican Conference of Water Directors (CODIA). (Santiago, Chile, November 2007)) VIII CODIA (Lima, December 2007) - Approves the Iberoamerican Training Program on Water, in fulfillment of the VII Ibero-American Forum of Ministers of Environment. - Under the support received, it was agreed to integrate the Program in the training line of action of the Ibero-American Water Initiative, as well as to promote the transformation of the Initiative into Ibero-Americam Water Program in the next Ibero-American Summit. - More countries showed their intention of formally supporting the Ibero-American Water.

9 CODIA (VI/VI) Reference Frame (II/II) Event Constitution of the Technical Committee of the Ibero- American Water Initiative (Montevideo, February 2008) IX CODIA (Zaragoza, June 2008) VIII Iberoamerican Forum of Ministers of Environment (Asunción, September 2008) Agreements - Constitution of the Technical Committee (document signed by the ambassadors of the participating countries). - Signing of the Agreement between DGA-MARM (Spain) and DINASA-MVOTMA (Uruguay) for the construction of the Research, Testing and Training Centre for non conventional technologies of water purification, one of the four action lines of the Initiative. - The countries of the Region introduced the advances and training propositions in each one of the thematic areas of the Training. - The Coordination Responsibilities Document was approved, which establishes the work to be carried out. - The proposals of the CODIA to raise at the VIII Iberoamerican Forum of Ministers of Environment were approved. - Endorses in its Final Declaration the proposals made by the CODIA in relation : transformation of the Water Initiative into an Iberoamerican Water Program. Creation of the Water and Sanitation Cooperation Fund Office, which will deal with the management of the Water Fund Office ( ), announced by Spain in the XVII Ibero-American Summit of Heads of State and Government. - Likewise, it highlights and promotes the work done by the Conference. XVIII Ibero-American Summit of Heads of State and Government (San Salvador, October 2008) - As proposed by SEGIB approves the Ibero-American Water Program (paragraph 39 of the Action Program), which integrates the totality of the Ibero-American Water Training Program, approved in the VIII CODIA.

11 Ibero-American Water Program (I/III) Background XVII Iberoamerican Summit of Heads of State and Government (Santiago de Chile, November 2007). Approves the Ibero-american Water Initiative Participating countries (4): Chile, Peru, Uruguay and Spain. XVIII Iberoamerican Summit of Heads of State and Government (San Salvador, October 2008). Approves the Ibero-American Water Program It includes the totality of the Ibero-American Water Training Program (VIII CODIA). Participating countries (12): Andorra, Argentina, Chile, Ecuador,, El Salvador, Spain, México, M Panamá,, Paraguay, Peru, Dominican Republic and Uruguay.

12 Ibero-American Water Program (II/III) Lines of action for the achievement of the MDGs: Capacity building on the basis of IWRM at basin level throughout Latin America by developing a Training Program at political, technical and managerial levels. Technical transfer by the establishment of a Research and Testing Centre for non conventional water treatment technologies in Uruguay, which will cover the proposals of the whole Region. Institutional strengthening of local, regional and national Authorities, in order to facilitate better planning and governance of water. Support the Ibero-American Conference of Water General Directors (CODIA) and the duties of its Technical Permanent Secretariat (STP).

26 Background Research, Testing and Training Centre for non conventional technologies of water purification More than 1000 million people lack acces to safe drinking water in the world million people lack adequate sanitation. In Ibero-America: 80 million people have no access to safe drinking water. 100 million people lack adequate sanitation. Millennium Development Goals (MDGs): halve, by 2015, the proportion of the population without sustainable access to safe drinking water and basic sanitation.

27 Approach Research, Testing and Training Centre for non conventional technologies of water purification Until mid eighties, prevailed projects of infrastructures of thechnologies yhat not always concerned local reality, necessities and availabilities. From mid eighties, the model of communal management is adopted. It s basic principles are: participation, control in decision making, property of systems, cost recovery, mantainance and conservation. Communal management is the current model of intervention on water and sanitation in rural and peripheric sectors in developing countries. The Research, testing and training Centre for non conventional technoloigies of water purification expects to make communal management proposals.

For all this reasons, countries are willing to support the Ibero- American Water Program, looking for technical transfer.
