O'Connor, City Manager VIA: FROM: DATE: April 22, SUBJECT: AWARD OF CON :RACT TO REHABILITATE TAXIWAY C (FAA AIP-40; FOOT # ) (Bid#: /CSS) Please see the attached Bid Tabulation and Engineer's Recommendation from COM Smith/Amherst Consulting to award Ranger Construction this project in the amount of $3,999, [see bid tab for breakdown (Bid Schedules A, B & C, Alt B-1, Alt B-2, Alt C-1 )}. BACKGROUND: This project was approved in the City's Five-Year Capital Improvement Program. The goal is to Rehabilitate Taxiway C, which serves as our primary taxiway. Pavement crack sealing and a small asphalt section was overlaid in Recent Pavement Condition Index (PCI) readings by FOOT indicate that it is time for the entire taxiway, including run-up areas and connectors, to be overlaid. Staff is also recommending including upgrades to the lighting and signage. The project is being funded by both Federal Aviation Administration (FAA) at 90% and Florida Department of Transportation (FOOT) at 5%, leaving the additional 5% for the Airport to fund. The final FAA grant application (after bidding the project to contractors) will be submitted in May/June 2016, FAA funding for this project will be available Sept/Oct FUNDING: The total cost of the project is estimated at $5,196,264. The Federal Aviation Administration (FAA) has verbally committed $4, 114,064 toward the project cost but has not yet offered a grant for the construction portion of the project. FOOT has committed grant funds in the amount of $728,600 to help fund the project cost. The balance ($353,600) will be the responsibility of the airport. No general fund expenditures are anticipated for this project. The funding for this project will come from account # ANALYSIS: Strengths: Taxiway C, our main taxiway, will be completely rehabilitated by the end of Weaknesses: For a time, aircraft traffic will need to be re-directed around construction on the taxiway. Opportunities: FOOT and FAA are very supportive of this project as this is our primary taxiway. Federal and state grants will ultimately fund at least 90% of the project, with no cost to the City's general fund. Threats: If the FAA does not fund the project, it will not go forward (this is unlikely). Notice to Proceed will not be issued by the City until the FAA grant is received and accepted by the City Council. BID NUMBER /CSS Bid Tabulation & Recommendation to Award Dear Ms. Gernert: AmHerst Consulting is pleased to transmit the Bid Tabulation and Recommendation to Award for the referenced project. As you know, bids were opened at 2:30 PM local time April 18 1 h with two (2) bids received for all of the work advertised. In the order that they were read aloud, bids were received from: Ranger Construction Industries, Inc. Community Asphalt Corporation There were no bids received for part(s} of the work advertised. The bid documents were structured to allow the City to award one or more Bid Schedules and/or Additive Alternates depending upon the bids received and depending upon the availability of funds. An itemized bid tabulation is enclosed for your use. Initial Observations The City of Vero Beach's Purchasing Division performed its own analysis and concluded that the Bids submitted were complete and in accordance with the bid requirements. 4 Bid Tabulation From each of the responsive submissions, we generated the bid tabulation for the project. The tabulation was compiled using the unit costs for each item contained in the bid schedules and then compared with the bid submittal from each bidder. No mathematical inconsistencies were found in the bids. We analyzed the bids for the BID SCHEDULE A, BID SCHEDULE B, ADDITIVE AlTERNA TE B-1, ADDITIVE ALTERNATE B-2, BID SCHEDULE C and ADDITIVE ALTERNATE C-1 work (basis of award). Therefore, based upon unit price extensions and totals, the following order, from low bid to high, of all responsive bidders was established based upon the basis of award.
