6 Operating All British Columbia public libraries, established by the authority of the Library Act, may be eligible for annual per capita operating grants based on a funding formula. The Libraries Branch provides some libraries with minimum provincial levels of funding (known as Grandparent Rates) in order to mitigate the effects of future population loss on funding levels. The Libraries Branch continues to honour these Grandparent Rates for affected public libraries in 2018/2019 funding year. The following table details the funding rates. Library Type Service Area Rural/Urban Rate PLA / Municipal Regional <12,000 12,000 34,999 >=35,000 Municipal Rural Rural $3.20 Urban $3.00 Rural $2.70 Urban $2.50 Rural $2.20 Urban $1.78 Rural $2.20 Urban $1.78 Rural $4.10 Urban $3.90 Integrated Municipal $2.20 Rural $4.10 Notes: figures sourced from the 2016 Census Values provided by BC STATS. Urban Regional Districts (RDs) for the purpose of public library operating grants include Capital, Central Okanagan, Fraser Valley, and Greater Vancouver Regional Districts. All other Regional Districts are considered Rural RDs Page 6 of 37
