He explained the mandate of the committee and the meeting objectives: all subjects discussed must focus exclusively on the work planned in the coming two months. He explained that his role is to ensure the meeting proceeds smoothly, and he asked all participants to show courtesy to one another. The moderator introduced the people at the table. Adoption of minutes of the previous meeting of the Good Neighbourly Relations Committee. Adoption of agenda. Page 1 of 6
2 Presentation of municipal work completed and pending Presentation by Sébastien Deshaies (City of Montreal) Mr. Deshaies announced that the train tracks were installed on the North Side of the railway bridge on May 11 th and 12 th This marked an end to the structural work on the bridge. Furthermore, most of the temporary embankment north of the bridge was demolished, which allows a new retaining wall to be built and grants access for work on the sewer and drinkablewater lines. He estimated this work would be completed within the following month of May. Mr. Deshaies announced they are waiting for the Autorité des marchés financiers (AMF) to respond to two calls for tenders regarding the refitting and repaving of Decarie Boulevard between St-Jacques and Crowley: one for the work involving sidewalks, roads and the rain garden, and the other for the installation of traffic lights. Their Goal is to keep Decarie partially open by moving the work from the east side to the west side to permit traffic and construction at the same time. The construction strike pushes back the estimated completion date for the railway bridge from July to August. Afterwards, the hope is that the two Decarie contracts will follow each other smoothly. ISSUE How will people get to their houses on the opposite side of the Decarie, will they be allowed to make left-turns or U-turns? (Donna Allen) Previously, 18 wheelers weren t allowed on Decarie because they didn t clear the bridge, Will they be allowed on Decarie now? *concerned that if they are allowed, they should have signs that they re not allowed to use their air breaks at certain times because of noise. (Gail Tedstone)Since you re in charge of De Maisonneuve, When will the bike-path on the south side of De Maisonneuve be secure? When will the bollards be installed? RESPONSE (Sébastien Deshaies) We are not finished planning the traffic signs, which will be installed after the construction... I cannot respond right away, but I can have an answer for you at the next meeting. (Sébastien Deshaies ) Physically, they can now fit under the bridge. There will be one transit lane that they can take. (Sébastien Deshaies) There will be major infrastructure work on De Maisonneuve this summer, and next year the whole thing will be redone but bollards should be installed on DeMaisonneuve shortly. Presentation of work at the Glen site Presentation by Ms. Chantal Sorel Page 2 of 6
3 Ms. Sorel announced that the Glen site is 71% complete. The walls are up at the Glen site, the first floor is painted. The painting is ongoing and expected to be finished this summer. The vinyl flooring is down and progressing well on the lower floors. As mentioned in the past session, the red and grey metallic panels are going up; there remain a few small touches to be done on the exterior walls. Ms. Sorel announced the public sense garden will be completed next autumn. The garden will be located in front of the cancer block; in block D. It is designed to be seen by the public while retaining a sense of privacy for cancer patients. Plants are chosen for their ability to solicit as many senses as possible. People will be able to feel the textured plants, hear a breeze whispering through the trees and shrubs, experience a range of colors, even taste some berries and smell roses. The site is expected to be completed Sept. 2014, followed by a mobilisation of the internal community with the use of a transfer and operational plant in order to be fully operational for ISSUE *Inquiry about bike-racks* RESPONSE (Ms. Sorel) There will be 330 bike racks in various locations around the site, including in and around the parking lots. I can have the model/design of the bike racks available next session. Over 60% will be located inside block G (underground parking lot), the other 40% will be outside but near the parking area. MUHC presentation Presentation by Mr. Pierre Major (MUHC) Mr. Major announced that a tender for group five equipment has been issued, which covers furniture for all non-public areas. They are just about to issue 300 tenders for the acquisition of mobile medical equipment. The equipment is expected to be delivered on time for September In preparation for the move, the MUHC is mobilising its internal community as well as developing transfer and operational plans with the aim of being fully operational for Mr. Major announced that during the feasibility study for the connection to metro Vendome, there was missing data which will prevent them from making the spring deadline. However, they re collecting important data for the transition period with the aid of an external source. Page 3 of 6
4 The study should be completed in a month. Next steps: from tall partners will coordinate to send the study to the government for approval. Issue (Citizen)What are the missing pieces of information? (Citizen) Is this a risk analysis or cost analysis? (Gail Tedstone) Will the metro entrance be ready in time for the opening of the hospital? (Gail Tedstone) Given that the metro is at full capacity, without the second entrance are there plans for how to compensate for the higher volume? Response (Mr. Major)We require a risk-analysis which will better our understanding of the technical solutions both for the new metro entry and for the metro tunnel that s going to be under the train corridor on the MUHC site. Risk analysis is a critical component of any feasibility study for a large scale project such as this. (Mr. Major)This is a risk analysis and it includes conception, construction and legal risks. (Mr. Major)Probably not. The AMT is also planning on installing a 3 rd rail now that the railway bridge is finished. We re making every effort to have the tunnel complete, all the partners are working to finish this as soon as possible. (Mr. Major)Transition measures form part of feasibility study that is going to be submitted. There are a number of issues and partners to address before we can come to a consensus. Presentation by Martin Giroux (Minister of Transport Quebec) The massive work on St-Jacques is completed and all lanes are now open. The structural reparation on highway 720 is in progress. Since the 4 th of June, all access lanes to the Glen site have detours or are reduced to one lane. Work is foreseen until the end of August in this sector. Mr.Giroux announced that structural security work is progressing well on the Turcot Interchange. The access roads along the Decarie South heading towards highway 20 East will be closed until the end of August. The access roads along the 20 east towards the 15 south will be closed from the 3 rd of May until September. Concerning Carignan, the Ministère du transport de Québec is calling for tenders which are expected to begin by the end of August. A new call for tender will be issued in the next few days regarding the work on St-Rémi, St-Jacques and Pullman; these projects will start in September. Page 4 of 6
5 Mr. Giroux advised that there will be a tender for St-Jaques bridge issued in July and construction will begin in the fall. All tenders are regulated by the AMF rules. Shriners Hospital Presentation by Robert Nadeau Mr. Nadeau announced that the hospital received its main building permit the 15 th of May. The next step is acquiring a second building permit in July. Everything is progressing as expected. The mass excavation, which required 170 trucks, finished three weeks ahead of schedule in December. Since the completion of the excavation there will be a significant reduction in trucks on site. The current foundation construction will carry out until September. Drainage work will require Saint-Jacques to be blocked off to one lane sometime in the end of fall so the drainage can be hooked up to a main sewer line. They are awaiting a permit and work plans. Their second tower crane that was supposed to be up and running by Monday will be erected as soon as the construction strike is over. Mr. Nadeau announced the concrete work would ideally be finished by December, but this may be adjusted depending on the duration of the strike. The office complex is taking shape next to the second entrance of the MUHC site. That s where the Shriners project office is going to be located for the next 2 years. Issue Why not attach the sewage lines to Decarie? Response (Robert Nadeau) The drainage lines of the Shriners runs below the bottom level of the sewers, it runs too deep to connect to the Decarie sewer lines. It would not have been viable. Shriners Hospital Announcements by Emmanuelle Rondeau The Shriners Twitter handle We tweet on Fridays to advise of any weekend construction work, though our team tries to avoid working on the weekend as much as possible. 6 Website: Exceptionalcare4kids.com (hopitalexceptionel.com) Updated regularly, this website will have a live-stream webcam, an online viewing platform, and daily construction updates. The online viewing platform will allow people to see the construction site without actually going there. Visitors know what s going on and what the next steps are. Information is updated regularly. You can send us a question online and our team will be happy to respond. There will also be an elevated belvedere situated on Decarie Blvd. where citizens can go to see the progress of construction. Informational panels will be included on the belvedere. AMT Presentation Presentations by Alexandre Eyquem The AMT is building a total of 6 new train signals, 3 in NDG and 3 in Westmount. Some of the work may be done during the night. However, they are working with the municipalities to minimize disturbances and seeing if the AMT can cancel some unnecessary train runs to be able to work during the day. They are also working towards building the additional railroad track, which will connect to Vendome metro station.
