2 THE STORY OF CRIME STOPPERS Crime Stoppers helps to solve a crime every 14 minutes somewhere in the world. In July 1976, Greg MacAleese, a Canadian-born police officer in Albuquerque, New Mexico was investigating a robbery/murder that took place on a Friday night at a local Phillips 66 gas station in a welltraveled part of town. The victim, Michael Carmen, was only two weeks from marrying his high school sweetheart, and was filling in for a friend who needed that shift off that night. Michael had cooperated with the robbers and turned over the $36 in the till, but they shot him anyway. Michael died four hours later. MacAleese was frustrated that no one would come forward with information on this crime. He determined that there were two reasons for the public s lack of confidence in their police department: (1) Citizens were apathetic. In other words, why bother, or what s in it for me? (2) Fear of criminal retaliation. Many citizens in Albuquerque believed that if they came forward with information, they might be the next victim. Determined that this case could be solved, MacAleese approached his Chief of Police, local businesses and the media with the idea that to overcome apathy by having local businesses offer a cash award as an incentive for anyone with information to call police. To overcome fear of criminal retaliation, they would offer callers complete anonymity. A local television station agreed to re-enact this crime in September. The re-enactment aired at approximately 10:45p.m. during their newscast, and by 8:00a.m. the next morning, the crime was solved. Impressed with the results, MacAleese sought the support of the Chief of Police to continue this type of approach to solving crimes. The chief agreed that if Crime Stoppers could solve 30 serious crimes by the end of the year he would consider making it permanent and part of Albuquerque Police Department s fight against crime. In fact, in the next four months, Crime Stoppers solved 300 crimes! Crime Stoppers took off! And the program grew so much that by October 1980, Crime Stoppers USA had 59 programs. Then in August 1983, Crime Stoppers International was formed to reflect the worldwide interest in this unique program. Today, there are more than 1,700 programs worldwide and that all operate in exactly the same way. We offer cash awards and complete anonymity. 3 NOVA SCOTIA CRIME STOPPERS ORIGINS The Crime Stoppers programs were launched in November 1987 with a program for mainland Nova Scotia and a second for Cape Breton Island. Not unlike the first Crime Stoppers in Albuquerque, our programs took off. We can boast that we ve solved such serious crimes as murder, aggravated sexual assault, fraud, arson, smuggling and drug dealing. You name it, and our anonymous tipsters have solved it. We proudly say that no matter where you live in Nova Scotia, whether you re served by the RCMP or a municipal police service, Crime Stoppers has played a significant role in identifying criminals and bringing them to justice. Later in this article, I will share some of the many cases solved by anonymous tipsters. Very early in our history, we identified the persons responsible for the murder of a man. The motive for that crime was robbery. The victim was robbed of a small amount of money and through the efforts of a tipster who overheard the perpetrators discuss their crime and, specifically, how they committed it, was so valuable to police that they were able to make two arrests. Eventually, both pleaded guilty. Another case involving a vicious assault was solved through the efforts of a tipster who was able to provide us with the name of the assailant based on a specific description of the attacker. Several years ago, Crime Stoppers identified several people involved in an elaborate debit card scam which, at that time, had cost the banking institution several thousand dollars in losses. The tipster was able to provide precise details on how this group was defrauding the bank. OUR MISSION STATEMENT (TIPS) Police believe that approximately 80% of criminal activity is drug related. So Crime Stoppers is always proud of any drug seizure attributed to our program. We are very proud that to date, we have been responsible for removing over $14,000, in illegal drugs out of the hands of our youth. Included in those seizures is everything from street level dealing as well as sophisticated growing operations. A cocaine seizure in the mid 1990 s was valued at $400, More importantly, police seized several automatic weapons and the persons arrested were high-ranking members of an organized crime group in another part of Canada. The Insurance Bureau of Canada estimates that approximately 15% of insurance claims are fraudulent. This is a crime that costs us all. There are several cases on the Crime Stoppers books where we have identified people who have engineered their own crime and insurance claim and because of the assistance of our tipsters, Crime Stoppers were able to provide police with specific details of how the so-called crime was committed, what the suspects were claiming in losses and most importantly, where the personal items were actually hidden. Arson is perhaps one of the most difficult cases to solve because during the commission of the offense not only is property destroyed but so is evidence. We were very fortunate at Crime Stoppers to solve several cases of arson, but one that we are proud of involved property in the valley area of the province. The tipster told Crime Stoppers how the fire was set, what was used as an accelerant, and others who were present and witnessed this crime. The tipster provided the suspect s name and that the suspect had been seriously burned, along with the fact that they received treatment at another hospital in the province. The suspect did not receive treatment at a local hospital so as not to draw attention to them. These are just a few of our accomplishments. Crime Stoppers tipsters have assisted many investigative/enforcement agencies in this province and beyond. Yet in the numbers below, less than 30% of our callers ask for the cash reward. This phenomenon is almost true with all Crime Stoppers programs worldwide. Crime Stoppers promotes the reduction of crime through community based effort to provide appropriate authorities with the information needed to lay charges against those responsible. 4 UNSOLVEDCRIMES GAS & DASH - HALIFAX Halifax Regional Police and Halifax District RCMP are seeking the public s assistance to identify a woman responsible for a string of gas and dashes throughout the municipality since early August At 7:54 a.m. on August 8 at the Wilson s Gas Bar located at 30 Farnham Gate Road, Halifax. At 8 a.m. on September 12 at the Petro-Canada located at 7015 Bayers Road, Halifax. At 10:47 a.m. on September 25 at the Atlantic Superstore Gas Bar located at 3627 Joseph Howe Drive, Halifax. At 8:51 a.m. on September 28 at the Ultramar located at 1830 St. Margarets Bay Road, Timberlea. At 8:40 a.m. on October 18 at the Esso located at 3600 Dutch Village Road, Halifax. She is described as a white woman, s, with dark, sometimes reddish-colored hair usually worn up. In each incident, she was driving a blue Ford Escape, with a stolen license plate number FDA 175. THEFT - TOMMY-GUN AT THE ROYAL CANADIAN LEGION, DARTMOUTH At approximately 9:30 p.m. on October 21, 2017, police responded to a report that a collector Thompson machine gun and magazine had been stolen from The Royal Canadian Legion Branch 31 located at 54 King Street, Dartmouth sometime between October 18 at 7 p.m. and October 21 at 7 p.m. The gun was displayed in glass case and was screwed to a brick wall in the front lobby of The Legion. The approximately 90-year-old gun and magazine have been rendered inoperable and were only for display purposes.

6 COLDCASES Daverico Downey On April 23, 2016, at approximately 2:00 a.m., police responded to a report of shots fired and a vehicle leaving at a high rate of speed in the area of Downey Road in North Preston. Officers located a deceased male on the ground near a residence on Downey Road. The deceased male was later identified as Daverico Downey. Mr. Downey s death was ruled a homicide as a result of being shot. Kevin Ferren On March 9, 2012, in the early morning hours, members of Halifax Regional Police responded to a report of a break-and-enter in progress at an address on Havenbrook Hill, Dartmouth. When officers arrived at this location, they located Mr. Kevin Farren inside the residence deceased, the victim of a homicide. Edwin Michael Thomas Forgeron On March 9, 2007, at approximately 3:00 p.m., Michael Forgeron was located at 12 Convoy Avenue, Halifax, and was pronounced dead on the scene. Mr. Forgeron's death was ruled a homicide. 8 UNSOLVEDCRIMES BREAK, ENTER & THEFT - BEDFORD Crime Stoppers & Halifax Regional police are asking for the public s help in solving a break enter and theft which happened sometime during the night of June 29 into the morning of June 30, 2017 in Bedford. Police were called to the Canadian Tire Store on Damascus Road in Bedford in regards to a break, enter and theft of 48 kayaks from a locked compound. A hole was cut in the fence to allow entry and the kayaks were taken. The kayaks are Pelican brand, and most are red or yellow and suited for a single person. THEFT OF VEHICLES PICTOU COUNTY On June 8, 2017, police responded to a vehicle theft in Barneys River. The vehicle was recovered. Subsequent to the investigation a second vehicle was located at the scene in Barneys River and it was determined to be stolen as well. Police would like to identify this person of interest who used stolen credit cards to make several purchases at a local business. BREAK ENTER AND THEFT - ENFIELD Sometime between the hours of 8:00 p.m. and 10:00 p.m. on October 1, 2016, a residence under renovation on Springreen Road, Enfield was broken into, a number of tools along with finishing items such as faucets and door handles were taken. A video surveillance captured this person during these times. The suspect is described as a white male, years of age wearing a New England Patriots jacket.

10 COLDCASES John Fulton Newcombe On June 1, 2012, at approximately 2:08 a.m., John Newcombe was shot outside of Winston s Pub located at 278 Lacewood Drive, Halifax, and pronounced dead on scene. Matthew Hebb On the afternoon of December 12, 2012, police and firefighters responded to a structure fire at 455 Highway 374 in Sheet Harbour where they found Matthew Hebb and Earle Stewart deceased inside the structure. 12 UNSOLVEDCRIMES THEFT - LOWER TRURO Colchester District RCMP is asking for help from the public to help solve a theft of tools from a store in Lower Truro. At approximately noon on October 11, 2017, a man entered the store and left without paying for the following items: 12V Dewalt cordless drill 20V Dewalt cordless drill 20V Dewalt Impact drill 20V Dewalt High Torque Impact drill The value of the items stolen is approximately $1,200. THEFT TRURO HEIGHTS ROAD In the overnight hours between October 7 and 8, 2017, a 2005 Kioti farm tractor was stolen from behind the garage of a residence on Truro Heights Rd, Truro. The tractor is orange, has LED lights on the roof, and forklift-style forks on the front. The forks on the front of the tractor were recently painted bright orange. 14 COLDCASES Donald Jermaine Stevenson On October 16, 2010, members of the Halifax Regional Police responded to a report of a possible shooting at 39 Jarvis Lane, Halifax. When officers arrived, they located Donald Stevenson at the noted address suffering from a gunshot wound which was fatal. Rickey Walker At approximately 2:50 a.m. on September 1, 2016, Rickey Walker was located in medical distress behind John McNeil Elementary School at 62 Leaman Drive, Dartmouth. He was subsequently transported to the hospital where he was pronounced deceased. An autopsy confirmed that Mr. Walker s death as a homicide. Timothy John Kelly On December 12, 2009, Halifax Regional Police responded to a report of a male lying on the sidewalk in front of a residence on Abbot Drive, Halifax, and located Mr. Timothy John Kelly, a 44-year-old male, with multiple gunshot wounds. Mr. Kelly was transported to the hospital and pronounced deceased soon after. 16 UNSOLVEDCRIMES ROBBERY NEW GLASGOW At approximately 1:00 p.m. on October 12, 2017 New Glasgow Regional Police was called to the scene of a robbery at a tavern on Stewart Street, New Glasgow. A lone suspect entered the tavern and demanded a quantity of money. One staff member was present and was grabbed, assaulted and forced into a room. The staff member suffered minor injuries. The suspect fled the tavern on foot with a quantity of cash. Police immediately responded and was assisted by Pictou County Integrated Street Crime Enforcement Unit and Truro Police K-9. The suspect is described as: Shawn Daniel Bonvie, a 36-year-old white male with short, brown hair, blue eyes, 5 8 and approximately 200lbs, last seen wearing blue jeans and a brown, zip-up hooded sweater. BREAK AND ENTER - TRURO On June 27, 2017 at approximately 10:27 a.m., a residence was broken into in Truro. The male and female suspects stole jewelry valued at $50, The home owner had video surveillance and was able to capture the suspects on camera, but no video surveillance from inside the residence. The suspects had gone to another property nearby and knocked on the door and asked the home owner if their home was for sale, most likely just checking to see if anyone was home before they committed a break-and-enter. 18 COLDCASES Lori Katherine Jollimore On April 27, 2017, members of Halifax Regional Police responded to a report of a deceased female at an address on Farquharson Street, Dartmouth. When officers arrived, they located the victim, Lori Jollimore, inside the address. The investigation determined that Ms. Jollimore was a victim of a homicide. Tyler Ronald Joseph Keizer On November 21, 2016, shortly before 11:00 p.m., police and EHS responded to a weapons call in the area of Gottingen Street and Falkland Street in Halifax. Upon arrival, a male, later identified as Tyler Ronald Joseph Keizer, was located and transported to the QEII Hospital where he was later pronounced deceased. The investigation has determined that Tyler Keizer was the victim of a homicide. Naomi Wendy Kidston On June 7, 2005, at 1:30 p.m., police responded to an address on River Road in Spryfield. Upon arrival, officers located Ms. Naomi Kidston deceased inside an apartment. Her death was ruled a homicide. Through investigation, officers have determined that Ms. Kidston was last seen alive in the early morning hours of June 7, 2005, at the residence where she was found deceased. Investigators believe that Naomi Kidston s death was not a random act and that she would have known the person or person responsible for her death. 20 UNSOLVEDCRIMES ROBBERIES - HALIFAX At 10:22 p.m. on October 19, 2017 police responded to a report of a robbery in progress at Showtime Video & Variety located at 32 Albro Lake Road, Dartmouth. A lone male had entered the store with a firearm and demanded the clerk give him cash from the till. The clerk yelled and the suspect fled the store while a customer chased him. The suspect was last observed running westbound from the Wyse Road to Albro Lake Road area. There were no physical injuries. At 10:52 p.m., police responded to a report of another robbery in progress at Bridgeview Grocery located at 188 Bedford Highway in Halifax. A lone male entered a store with a firearm, pointed it at the clerk and demanded money. The clerk said no and the male fled the area on foot. There were no physical injuries. At 11:33 p.m., police responded to a report of a hold-up alarm at the One Stop Shop located at 269 Windmill Road. Officers determined a male in a mask had been outside the store and attempted to gain entry by pulling on a door that had been locked by the clerk. The male was unsuccessful and fled the area. There were no physical injuries. The suspect is described as a white male, approximately 6 with a thin build. At the time of the incidents he was wearing all black clothing and a metallic blue mask.

22 COLDCASES Tyler Bradley Richards On April 17, 2016, at approximately 7:56 p.m., a 911 call was received of a male found unresponsive inside a residence located on Cook Avenue, Halifax. Police responded to the residence and located a deceased male inside. The male was later identified as Tyler Bradley Richards. Mr. Richards death was ruled a homicide as a result of being shot. Terrence (Terry) Patrick Izzard On November 14, 2016, at 11:07, a 911 call was received of a gunshot in the area of Cragg Avenue, Halifax. Police responded to the area and located a male laying in front of a residence on Cragg Avenue. The male was later identified as Terrence (Terry) Patrick Izzard. An autopsy was completed and confirmed that Mr. Izzard's death was a homicide as a result of being shot. Jerell Arron Wright (aka Rutu) At about 10:45 p.m. on May 13, 2009, Mr. Wright (aka Rutu) arrived at a residence on 16 Clarence St., North Preston. He was standing in a shared driveway when a series of gunshots were fired in his direction from a vehicle driving by. Mr. Wright was shot and later died in hospital. According to police, those responsible for the shooting immediately left the area in the vehicle. The investigation, to date, has led police to believe the victim was not alone in the driveway when he was shot and that he was not the intended target. Police believe there are persons who have information that could result in an arrest and possible charges. 24 UNSOLVEDCRIMES THEFT - CANADIAN TIRE - LOWER SACKVILLE Halifax District RCMP is asking the public for help identifying two suspects involved in a midday theft of close to $2000 in merchandise from an open Canadian Tire store in Lower Sackville. At around noon on October 22, 2017, two male suspects drove a black Dodge Caravan to the side of the Canadian Tire building at 796 Sackville Drive. A few minutes later the van pulls away and parks in the front parking lot. It appears the suspects cut the fence while parked at the side of the building. They proceeded in to the business where they filled multiple carts with merchandise including two Husqvarna chainsaws, a KitchenAid Stand Mixer, a Minn Kota Trolling Motor (Endura C2 40, 36 inch) and a Shakespeare Glider Trolling Motor (36 inch, 55 lbs.). The suspects wheeled the carts outside to the garden centre, departed the business then proceeded to drive the van around to pick up the items through the opening in the fence and fled the scene. Suspect 1 is described as a clean-shaven white man between years old. He was wearing a grey hoodie inscribed with the word CAT, black track pants, white sneakers, and black ball-cap with sunglasses on the brim. Suspect 2 is described as a clean-shaven white man between years old. He was wearing a green jacket, blue jeans, white sneakers and a black hat. 26 COLDCASES Angela Hall On April 29, 2011, a 911 call was received that a woman was injured at 44 Primrose Street, Dartmouth. Police responded to the scene and Angela Patricia Hall was transported to hospital where she was pronounced dead a short time later. An autopsy confirmed that Ms. Hall s death was a homicide. Jaumar Carvery On May 3, 2008, members of Halifax Regional Police responded to reports of shots fired in the area of Olympic Court and Sunrise Walk, Halifax. When officers arrived they located 21-year-old, Jaumar Carvery, unconscious and unresponsive suffering from a gunshot wound. Mr. Carvery was transported to the hospital by emergency workers where he was pronounced dead as the result of the gunshot wound he received. Linda Anne Comeau On September 1, 2016, at 3 p.m., the Digby RCMP received a call for assistance at a residence on Fort Point Road, Weymouth North. The body of Lynda Comeau was discovered within the residence. It was determined that Lynda Anne Comeau s death was as a result of an injury and the manner of the death was ruled a homicide.
