KCC Commuity Warde Rob Perfitt ad supervisor Siobha McKay addressed the meetig to explai their role ad activity i Hawkhurst. SM explaied that followig public cosultatio, Commuity Wardes had bee reduced i Ket to 70 from 100. They have a broad remit to promote safer ad stroger commuities but the role is evolvig ito emergecy plaig ad deploymets (eg: Operatio Stack) ad tradig stadards ad scam activity. They work closely with parter agecies icludig the police, TW CSU ad TW housig departmet. RP explaied that he was bor i Sussex ad has worked 11 years for KCC followig egieerig ad security careers, ad has bee based most recetly i Ashford. He ow covers Hawkhurst, Sadhurst ad Goudhurst. Part of his work i the commuity is to visit idividuals ad groups givig advice to residets o scams. He ca be cotacted o ad rob.perfitt@ket.gov.uk. MR declared he did ot have a persoal iterest i plaig applicatio o.57 as despite havig worked at Marlborough House, he o loger had professioal or social associatios with it. 4. Approval of miutes of previous meetig 4.1 BW, supported by PJ proposed acceptace of the Miutes of 03rd August This was accepted with 1 abstetio. PW. 5. Matters arisig 5.1 Trasport. MA reported that the Trasport Accessibility Group had cotacted TWBC, requestig them to improve the route ad service iformatio at local bus stops as it was uclear ad cofusig. PD reported that the Traffic Survey commissioed by HPC had bee submitted to the Highgate Hill Iquiry. It showed that the sheer umber of vehicles passig through the A229/A268 juctio at Highgate Hill had icreased by 16% sice 2004, but oly 3% at peak times, suggestig that it has bee at capacity for a umber of years. Over 15,000 vehicles pass through the juctio o a typical weekday, icludig 969 HGVs, which are see i largest umbers i the morig. 5.2 Youth. The Commuity Warde service has ot yet egaged with the Streetcruizer service i Hawkhurst but that is plaed. PCSO Rob Spicer had reported icidets of smokig ad cocerig behavior at the Streetcruizer bus, which had bee passed to Eddie Walsh of KCC for ivestigatio. Members cotiued to be cocered about the low umbers attedig the Streetcruizer, see to be 10 or so versus last summer. Members agreed a meetig should be held with EW to determie if tis was the best use of HPC s fuds for local youth. 5.3 Police. Crime statistics were 18 reports for August: 6 burglaries other tha a dwelligs, 4 thefts, 6 assaults, 2 crimial damage. PCSO R Spicer oted a icrease i thefts from sheds ad advises residets esure that shed ad outbuildig security is checked ad made good. 5.4 Local Commuity Speedwatch A meetig was held at Hele Grat MP s office o Sept 11 th, with 15.docPage 1 of 6

2 KCC ad police represetatio, to discuss rural speedig problems, atteded by Pey Asell of Speedwatch. The police do ot wat to try to eforce the results of had-held speed cameras, preferrig the use of static devices. The possibility of parish coucils buyig fixed cameras was raised ad sedig results to the police for actio. KCC was agaist this but Cllr Holde was i favour. PD would also be i favour. A trial will be held ear Maidstoe ad could be wideed. Footpath Map MR oted the feedback from Members o the 80% proof of the ew map. He praised Kate Chitham ad JH for their work ad photos for it. All Members agreed to give MR power to take the fial decisios i fiishig the map, takig the feedback o board as he felt best. The Wealde Advertiser will prit ad lamiate a copy for 30 versus the 240 quoted elsewhere. MR will the appoit the carpeter to make the cabiet for it. MR explaied he had held a meetig with local app developer George Hammerto to explore potetial for digital use of the map. A app could cost 5,000 to develop ad 1,000 to update aually, ad was felt to be too expesive, but a website with JavaScript could be writte to give the feel of a app, movig page by page for approx. 1,000. It was agreed to give a referece o the map to HPC s website to allow for this to be hosted i the future should the Members choose to do so. Members cosidered pritig paper copies of idividual routes, to be budgeted for uder Footpaths. It was cosidered advatageous to keep cotrol of the map withi HPC. HCT A HCT meetig is to be held o September 25th to clarify the choice of structure of a ew Trust with a solicitor from Whitehead Mockto o had to advise. Reports of Committee Chairme Buildigs. PW reported that the iterior of the Sports Hall has bee repaited ad is lookig very good. A meetig is to be held o 28 th September Lad CW reported that the fece at Fowlers Wood has bee repaired. The fece at Hearteoak Field has had to be repaired a secod time, the gate at Hesill allotmets has bee repaired ad the equipmet repair at Hearteoak playgroud is still outstadig due to the demise of the play equipmet compay. A meetig was held with Tates to istall a swig barrier at KGV. This was followig cocer about the possibility of traveler groups attemptig to occupy space o KGV field, followig a recet icursio at Crabrook. Other quotes had bee obtaied givig a similar price to Tates. JH, supported by MB, proposed HPC books Tates to istall the barrier ad request for it to be doe withi 4 weeks. All uaimously agreed, Clerk to cotact Tates. CW feels a secod barrier is required i frot of the garages o KGV to protect grass where people have bee parkig. This may be made by him to save o cost. BW, supported by MR proposed CW should pursue a quote for the rear barrier for the Lad Committee to take a decisio over. All agreed. PD wished to register the Coucil s thaks to caretaker Phil Hazell who had put i special effort to esure the KGV field could ot be accessed each eveig durig the period of cocer. The Clerk will write to PH o behalf of HPC to thak him. The ext meetig is due o October 26 th. F&GP No meetig sice last FCM. Next meetig 21 st September. Persoel Caretaker appraisals have bee booked for October 21 st. Nothig else to report. Fete CW reported that a wrap-up meetig was held o the summer fete ad that 12 th December has bee set for the Witer Festival. NDP PD read a statemet from JN: The ext committee meetig will be o September 17 th. A drop-i cosultatio is take place from oo 17 th to 8pm ad 9am to oo o 18 th September whe the results of the NDP Summer Survey will be give. A good relatioship has bee established with TWBC Plaig Policy group ad useful feedback o the Iterim Report was received from them. Meetigs have take place i relatio to a site for a ew medical cetre. May other commuities have bee i cotact for advice o NDP work. The coservatio officer had atteded. TWBC will hold a workshop to explai the issues ivolved ad parishes ca the ask the coservatio officer to come ad talk to them if they still have issues. The icursio at Crabrook, Paddock Wood etc was also discussed. TWBC have a protocol for dealig with it if travelers lad o parish coucil - held lad. The travelers have ow moved to Crawley. The Civic Ameity Vehicle is to cost HPC per year from April 1 st The fortightly service will accept gree waste oe sessio ad bulky domestic waste the ext. Fially ragwort was raised as a particular problem this year ad it should be reported to KCC. Flix N Pix.
