1 Friends 1. The Western Addition has had a series of gang related shootings. Tony McDougal was shot at Baker and Hayes. He later died. He has an extensive history of drug dealing. The full resources of the PD are focused on suppressing this activity. Park Station had previously worked on the group at Grove & Divisadero. We talked with the three businesses at the parking lot and increased our presence. 2. People have asked why? The SFPD has been arresting criminals. They are not going to prison. Brian McDonnell was brutally murdered in the February 16, 1970 bombing of Park Station. We will honor him with a plaque attached to Park Station. 2 SFPD Hiring The SFPD is continuously hiring qualified applicants. Additionally, applications are available on-line at or Park Station Newsletter Monday, February 5 to Sunday, February 11, 2007 (Below is a sampling of incidents that occurred during the identified week) Felony Theft Arrest Monday, February 5, 2007; 11:25 a.m.; 2675 Geary Blvd Mervyn's store security watched as a 42 year old guy randomly selected 8 dress shirts and placed them in a Best Buy store bag. He then exited the store making no attempt to pay for the shirts. Store security caught him after a short chase. He was arrested for a felony theft as he was on probation for the same type of crime. Theft Arrest Monday, February 5, 2007; 12:00 p.m.; 2675 Geary Blvd Store security watched as a 44-year-old woman walked throughout the store selecting specific items. She then went the cash register and could be seen to return the items. As it turned out she used old receipts to 'return' items that she had just selected. She was cited and released for the offenses. Felony Drug Arrest Monday, February 5, 2007; 12:40 p.m.; Horseshoe Pits (Golden Gate Park) Plainclothes officers entered this area, known for hardcore drug use, and saw a guy (white male, 23 years) attempting to burn something. He saw the officers and attempted to leave. They stopped him and found him to be in possession of heroin (he was attempting to melt it so that he could draw it into the hypodermic needle that he dropped when he saw officers. He was arrested for the violations. Felony Drug Arrest Monday, February 5, 2007; 2:23 p.m.; 1400 block of Willard Street Officers were called to a house on the above block by the psychiatrist of the man living there. This house is very familiar to Park officers, as this is the same guy arrested just weeks ago for killing his dogs. Officers responded and got no answer to the door. They checked the back and through the back window saw the guy lying unresponsive on the couch of his house. Officers were able to enter the home where 2

3 they contacted the resident. He appeared disoriented and under the influence of some type of drug. Officers found a bindle of methamphetamine on the table next to him. He was arrested for the drugs. He had numerous tanks of fish that appeared neglected though the fish had no comment. Animal Care and Control was contacted. Warrant Arrest Monday, February 5, 2007; 3:58 p.m.; 1398 Haight Street The beat officers came across the most offensive residentially challenged person on Haight Street and arrested him for an outstanding warrant. This guy (black male, 35 years) is well known to residents and businesses alike. When he drinks he is totally out of control. He is verbally abusive to all, confrontational with everybody, and a general drain on the quality of life anywhere he hangs out. The beat officers are working hard to long-term resolve the problems created by this guy. In fact, the warrant for his arrest came after much hard work and many, many arrests and arrest reports generated by these beat officers. 3

4 Unlawful Possession of Prescription Medication; Citation Tuesday, February 6, 2007; 11:33 a.m.; Divisadero at Grove Officers were flagged down by a merchant who pointed out three individuals who were harassing his customers. The officers detained the individuals and conducted an investigation. During the investigation the officers located a vial containing prescription medication not in the name of any of the suspects. The suspect in possession was then cited and the others admonished regarding their conduct. Drug Warrant Arrest Tuesday, February 6, 2007; 10:51 a.m.; Alvord Lake Officer observed an individual acting in a suspicious manner. When they approached him, he quickly turned and walked away. The officers swiftly detained the suspect and determined that he had an outstanding dangerous drug warrant from Southern California. He was then booked. Possession of Marijuana / Parole Violation Arrest Tuesday, February 6, 2007; 11:33 a.m.; Divisadero at Grove Officers were alerted to a disturbance inside of a white Land Rover. The report indicated that a woman was screaming. The officers located the vehicle and made a traffic stop. The lone male occupant was a known gang member and had recently been arrested for possession of a loaded handgun at the same location. Additionally this individual was on active parole. A search of the suspect revealed a small quantity of marijuana. The suspect was then arrested and his parole agent contacted. Of course the agent readily violated the suspects parole. The suspect was booked and the Land Rover towed. Narcotic Buy-Bust Operation Tuesday, February 6, 2007; 4:00-6:00 p.m.; Haight and Stanyan and the Park Park Station and Narcotic unit officers worked together in an effort to stem the drug trade in the Alvord Lake area. Three posed as buyers and the trio had minimal difficulties buying drugs from eight people. The transactions occurred at Haight and Stanyan, Hippie Hill, Sharon Meadows, and the 1800 block of Haight Street. Of the eight only three gave San Francisco addresses. The eight (one woman, 7 men) were all arrested for felony sales and possession of other drugs. Of note is the dedication to duty displayed by one of the officers in retrieving evidence that was secreted in one of the suspect's orifices. Traffic Arrest Tuesday, February 6, 2007; 5:36 p.m.; Stanyan and Page Streets An eagle-eyed officer spotted expired registration on the car in front of him. His on-board computer confirmed that indeed the registration was expired. The officer made a traffic stop on the car and asked the driver for her license. She provided it the officer and he ran the license through his computer that showed that her license was suspended. When confronted with this fact the driver replied, "I didn't know my 4

5 license was suspended". She was issued a misdemeanor citation for the violation, her car was towed, and she was released at the scene. Another Traffic Arrest Tuesday, February 6, 2007; 8:47 p.m.; Divisadero and O'Farrell Streets Officers saw that the windshield of a car was cracked so they pulled it over. They asked the driver for his license and he provided it to the officers. A computer check showed that the license was suspended. Upon being informed that his license was suspended the offender said "you guys are breaking my x#%, my license used to be valid". He was cited, released, and his car towed. Auto Boost Arrest Wednesday, February 7, 2007; 12:45 p.m.; Hayes and Ashbury Streets Officers were in the above area when someone flagged them down. He told the officers that he had witnessed someone break in and remove property from a parked car. Officers placed the witness into their car in an effort to find the suspect. Officers noticed a guy (black male, 20 years) matching the suspect description on a MUNI bus located at Hayes and Grove Streets. Officer got the guy off the bus. Upon searching the area where the guy was sitting they found the bag in question and the unique hat that the suspect had been wearing. Once outside with the guy he ran from officers. They gave chase and caught him within three blocks. Two people positively identified him as the one that broke into the car. The victim positively identified his chef knife set and bag that the suspect had abandoned on the bus. He was arrested for auto burglary and resisting arrest. Warrant Arrest Wednesday, February 7, 2007; 1:08 p.m.; Alvord Lake Officer observed an individual engaged in conduct consistent with the sale of drugs so they stopped to investigate. As a result the suspect was found to have an outstanding arrest warrant for aggravated assault. Needless to say he was booked. Battery Wednesday, February 7, 2007; 6:47 p.m.; Carl and Cole Streets Victim was sitting on the LRV reading a book when the guy (white male, years old) that had been sitting next to him suddenly, and for no reason, began punching the victim to the head. The victim was able to block most of the punches but did receive a punch to his eye. The suspect fled before police arrived. 5

6 Traffic Arrest Wednesday, February 7, 2007; 9:01 p.m.; Divisadero and Fulton Streets Officers were driving in the above area when they saw a van in front of them with no license plates. They pulled it over and discovered that the driver was displaying a fake DMV temporary operating permit. They confiscated the permit and towed the van. The driver was cited and released from the scene. Recycling Thief Arrest Wednesday, February 7, 2007; 11:55 p.m.; 1410 Haight Street An officer was driving when he saw a truck double-parked and running. He decided to investigate and found that the driver was illegally removing recycling materials from the blue bins. Upon asking the guy for his license the officer discovered that he had none. He also had no proof of insurance. He was cited for all of the violations and released from the scene. Felony Drug Arrest Thursday, February 8, 2007; 7:22 P.M., Stanyan and Waller Park station plainclothes officers observed an individual they knew to be a heroin user enter the public restroom at Waller and Stanyan streets in the company of an unknown male. Drug users, who leave their detritus and paraphernalia in the toilet after their illicit activities, plague this public toilet. The officers waited until the subjects exited the toilet, and immediately noticed debris associated with heroin use on the floor of the toilet. The two individuals were also displaying symptoms of heroin use. The officers placed them under arrest and recovered additional illegal drugs and paraphernalia from them. Shoplifting; Conspiracy Thursday, February 8, 2007; 725 P.M., 2675 Geary Blvd. Two twelve-year girls, one from San Francisco and one from the East Bay, entered the Mervyn's Department store on Geary Blvd. There they proceeded to steal over $800 in costume jewelry and designer clothes, which they clumsily attempted to conceal on their petite persons. Naturally, security caught on to them and apprehended them, subsequently notifying Park Station officers of the arrest. Both girls were later cited for felony theft and conspiracy and released to their mortified and angry mothers Att. Robbery with a Gun Friday, February 9, hrs; 7 th Ave & Lincoln Wy. A nervous young black male went into the Shell Gas Station and walked nervously up and down the aisle in the store area under several C.C.T.V. cameras. The employee thought he was going to be a robbery victim, so he armed himself with a hidden baseball bat. To his surprise, the suspect walked out without a word. The suspect then went out onto Lincoln Way, and started to walk west on the sidewalk. A boyfriend & girlfriend were walking arm in arm east on Lincoln Way, as the suspect approached them. When the suspect met them he started to walk backward with them and he brandished a small handgun from his front pants waistband saying, "Give me your wallet or I'll shoot you!" The couple could see that the 6

7 suspect was very nervous and they did not believe he was serious. So they started to walk backward into the gas station away from the suspect who stayed at the sidewalk. After backing 10ft, they walked away from the suspect and went into the store area of the gas station to called 911. The suspect left the area before police arrived, but left his nervous act on video. No loss from the victims, who upon reflection said they should have given up the wallet our lives are of more value. We agree. Thefts from Parked Cars and of Bicycles. Saturday, February 10, 2007 Two cars were broken into and two bicycles were stolen that were reported on this date. The locations and times not the same. Besides the bicycles, the other property that was taken was a motorcycle saddlebag, motorcycle shock, suitcase, Music CD's, and a digital camera. Both cars were damaged. We did not receive serial# from either of the bicycles stolen. For your information; if you own a bicycle, record the serial #, The Serial # can go into our computers and it allows us recover your bicycle. Shooting/Homicide Sunday, February 12, 2007; 2:55 am; Hayes & Baker One of our more senior drug dealers apparently crossed paths with an enemy who fired numerous rounds at the victim while he sat in his car. He drove away from the scene and made it all the way to Haight and Fillmore. There he drove onto the sidewalk, hit parking meters and a bus shelter, and almost run over officers from Northern Station who were working the crime scene from a shooting that occurred there 30 minutes prior! Quite a busy Sunday night in the Western Addition! Safety Tips: Residential Security & Structural Precautions Last week Safety Tips addressed the good habits we may put to practice at home that curb the chance we may be targeted for burglary, habits that require little time or money to implement. This week we will discuss additional measures that may require a weekend project or two, yet clearly enhance perimeter security. When we adopted the habits described last week, we were already fifty percent closer to reducing the chance of an unwelcome entry. That fifty percent consists of cases where a suspect found an easily preventable gap in your perimeter, an unlocked window perhaps or sequestered key. The remaining cases involve the more determined burglar, willing to break open or pry away your defenses to get in. Whereas last weeks motto may have been, "lock it up," this week's motto is, "lock it tight." Lets begin with another survey. Start inside again on the top floor next to your stairwell, or next to your front door, if you live in a single story residence. Now walk around the outside wall and check all of your windows. Do they rattle? When you lock them, do gaps remain? Your property should be in good repair. Work your way around the perimeter until you reach the point at which you started. Make a note of each door or 7

8 window that requires attention and move on. Nothing on your perimeter should give, or allow small objects like burglary tools to jimmy inside. When you reach the point at which you started, and you have more than one floor, move down to the next. Check every window and door, including your garage doors, front and back. Window locks should be in working order. Double hung windows that do not come with manufacturer's locks may be pinned so that they cannot be raised or lowered without removing such pins first. To install a pin, drill one hole on each side of the lower sash so that it penetrates into the bottom part of the lower sash. Do not drill the hole all the way through the bottom sash. Slide eye-screws into the holes to lock the windows in place. Consider drilling an extra pair of holes that allow a three-inch opening for secure ventilation. Sliding glass windows should be installed so the sliding panel is positioned on the inside track. Again, no gaps. Find a suitable width wooden dowel that will rest neatly inside the track. Make sure the dowel extends the full length of the open portion of the track when the window is closed. Consider attaching a string or ribbon for easy removal. Newer, metal windows with small tracks may be fitted with manufacturer's locks. Avoid louvered windows entirely. They are too easily circumvented. As you work your way around take note of your doors. There are basically two kinds, "hollow core" and "solid core." Hollow core doors are lightweight and generally meant for interior doors exclusively. You want to make sure your perimeter doors are of solid construction, at least 1 3/8 inches of core bonded wood, approved fiber, or metal. Take a look at the frame. Reinforcing your door won't help much if the frame is of lightweight construction or allows those gaps we cautioned against. Outward opening doors should be secured with non-removable hinge pins. Although perimeter doors with glass or small windows are discouraged, the glass in such doors should be thick and tempered. The windows themselves should not be anyplace close to the doorknob or locks. If your door does not have such a window, and you have no way to size up your visitors, consider installing a 180-degree peephole. Avoid chain locks. They are no stronger than the screws used to fasten them, and they betray a false sense of security. All perimeter doors should be equipped with both primary and auxiliary locks. The primary lock is connected to the doorknob. Such locks are often self-latching and lock automatically when the door is closed. Although handy, and essential when one wishes to dash inside and secure oneself expediently, they should not be relied on exclusively. The auxiliary lock should consist of either bolt or rim lock mechanisms. Do not purchase such locks for residences unless the inside lock is equipped with a knob to throw the bolt into place. Bolt locks that require a key to open and close from the inside are fire hazards. Outside perimeter access to the bolts and latches securing your door should be minimized. Solid, rattle free, and close fitting doorjambs are a good place to start. Consider installing latch guards as well. Latch guards are solid metal plates that are installed over the latches and bolts on you door that prevent direct access to them. Before closing we should revisit your outside perimeter briefly. Remember to keep the exterior in good 8

9 repair. Bushes should be trimmed and thinned so that a burglary suspect cannot hide behind them as he works on opening your carefully secured entry points. Ideally, your neighbors should be able to see inside your yard, and walkways so that they may report suspicious activity as it occurs. Do not leave papers and flyers at your front door. They give the appearance that no one is at home. And don't forget to contact those hard working professionals at San Francisco SAFE. Their phone number is listed below. They can give you a hand with that survey, and flesh out many of the pointers we breezed through above. SAFE may also lend a hand and help establish a Neighborhood Watch group that facilitates your first line of defense, the people next door. 9
