3 ANNUAL REPORT CHAIRMAN S & CHIEF EXECUTIVE OFFICER S REPORT Vicsport s strategic plan Vicsport ' is providing a clear direction for the organisation and the changes are becoming evident. New branding and an updated website are visible signs of the change, and behind the scenes the organisation has been transformed with a new staffing structure, improved monitoring and evaluation systems, a number of commercial initiatives and a renewed focus on delivering outcomes for member organisations, individual professional administrators, key volunteers and of course for the industry as a whole. The past year to 30 June 2015 has been a year of transformation in many ways for Vicsport. It has been a year of significant work in delivering the initiatives featured in the Strategic Plan and further consolidating Vicsport s role as the peak organisation for the promotion, development of and support of sport and active recreation in Victoria. Vicsport is driven to deliver and provide programs, support and services of the highest quality to its members and stakeholders. The purpose and desired outcomes as set out in the Vicsport Strategic Plan have provided the Board and staff with a clear and strong direction for the future. Throughout 2014/15 the Strategic Plan provided the reference point for decision making, funding submissions, policy development and operational activities. As with many sporting organisations, generating the necessary funds to represent and support members remains challenging but Vicsport now has a solid framework in place to guide its work. State Sporting Associations, Regional Sports Assemblies and Local Government Authorities have continued to be Vicsport s major focus of work, and a membership benefits review was undertaken in Services continuing to be provided to members include strategic advice, advocacy, change management services, policy support, education and capacity building initiatives. The Vicsport Professionals Network (VPN), a brand new initiative for individual membership, was launched in November The concept to enable sports administrators to have more (and more enjoyable) opportunities to collaborate, network and access professional development has certainly been welcomed. The VPN activities and benefits will be expanded upon in 2015/16 and we look forward to sports administrators supporting and benefitting from this invaluable resource. Consultation has also continued to be a major focus of Vicsport to inform its industry representation and advocacy initiatives. Member engagement occurred via forums, workshops, one-on-one meetings, an LGA Forum, the CEO Retreat and monthly President s Breakfasts. The Victorian State Government s continued support has allowed Vicsport to deliver services and programs to the key individual administrators (both paid and voluntary) to State Sporting Associations and Regional Sports Assemblies, and to the Industry as a whole. Vicsport acknowledges The Honourable John Eren MP, Minister for Sport, for his direct support and Sport and Recreation Victoria as part of the Department of Health and Human Services. Thanks also go to Susan George, Bernadette King, Luke Mason and all the staff at SRV for their knowledge, support and involvement with Vicsport s activities and agenda. VicHealth also partners with Vicsport which allows the delivery of a number of key services and programs to the Industry. The Board and staff of VicHealth are acknowledged for their support of Victorian sport, and recognition of the role sport can play in improving the health of Victorians. Thanks are extended to Jerril Rechter, Bruce Bolam, Stefan Grun and the entire team at VicHealth. Vicsport also acknowledges its member organisations for their support of Vicsport and its programs and initiatives. Vicsport is only as strong as the input of its members, and the ongoing involvement and commitment of member organisations is very pleasing. Vicsport is delighted to work closely with members to assist the wonderful work they are doing to develop sport in Victoria. Having set the direction of the organisation via the Strategic Plan in late 2013, the Vicsport Board has worked very hard throughout 2014/15 to ensure that Vicsport achieves its strategic goals. In March 2015 the Board and staff reviewed progress against the Strategic Plan to ensure accountability, and then re-set goals and refreshed the plan to ensure the organisation continued on the right track. The Vicsport Board members are thanked for their ongoing commitment and dedication. Thanks to: Richard Amon, Stephanie Beltrame, Stuart Craig, Ben Hartung, Anne King, David Lamb, Emma Sherry and Warwick Waters. Vicsport s staff have also continued to deliver work at an extremely high level and achieve outcomes which often belie the size of the organisation and the resources available. Thanks to all the staff members who have contributed throughout 2014/15. Also, after many years of staff stability, Vicsport had a number of staff changes late in 2014/15. Long term staff members Max Binnington and Nicole Bearzatto were farewelled and are acknowledged for their significant contributions to Vicsport and Victorian sport. Vicsport also acknowledges the partnerships which have been forged with 17 companies through the Vicsport Preferred Supplier Program. Vicsport directly uses the services and products of these companies and therefore has no hesitation in recommending them to the industry. With Vicsport having consolidated its strategic direction, it now looks forward to working even more closely with all members, stakeholders and partners to encourage and assist more Victorians to enjoy the benefits that sport and active recreation can provide. 4 4 VICSPORT STRATEGIC OVERVIEW About Vicsport Vicsport is the peak body for sport and active recreation in Victoria. Vicsport represents and supports its members in order to encourage and assist more Victorians and Victorian communities to enjoy the enormous benefits that sport and active recreation can provide. For over 30 years Vicsport has provided advice, assistance and support to its members and the broader sports community. Through our extensive network, Vicsport s constituency includes 16,000 clubs and associations, and over 1.8 million participants, paid staff and volunteers who make a significant contribution to the social, physical, mental and economic wellbeing of the Victorian community. The following Strategic Overview was developed by Vicsport Board and staff from the Strategic Plan: Vicsport s Strategic Priorities and Initiatives Vicsport s Strategic Plan outlines the organisation s strategic priorities, outcomes and deliverables. These priorities directly respond to key issues facing the sport and active recreation sector that have been identified through a sector consultation process, evaluation of Vicsport s key learnings and a review of participation data and research. These priority areas also take into account the policies and strategies of national and state governments, portfolio agencies and key funding bodies. Vicsport s four priority areas are: New, social and non-affiliated (pay-as-you-play) participants Member capacity and networking (governance, participation, membership and commercial models) Workforce development (including skilled volunteers) Demonstrate whole-of-government health, social & economic benefits of sport Vicsport has also identified two industry issues that are cross-cutting and relevant across each priority area: Safe, inclusive and fair sport Monitoring, evaluating and demonstrating impact Short, Medium and Long Term Impact Vicsport impacts on these priority areas by building the capacity and capability of members and stakeholders to encourage and enable greater participation. 6 6 VICSPORT THE YEAR IN REVIEW VICSPORT S OPERATIONS In November 2014 Vicsport launched its new branding, reverting back to the traditional colour for Victorian sport. The revised branding symbolises Vicsport as an independent, professional and progressive organisation with the core of representing and supporting Victorian sport members and stakeholders. Concurrently with the transition to the new branding Vicsport launched its new website. The website has provided Vicsport with the ability to improve communications to members and stakeholders through the provision of online membership and event registration capability. Both the new branding and website development were strategic initiatives featured in the Vicsport Strategic Plan. THE YEAR IN REVIEW INDUSTRY DEVELOPMENT Vicsport impacts the sport and recreation industry through supporting stakeholders to develop effective policies and strategies through advocacy, communication, disseminating good practice and research, and contributing to panels and working groups. Communication During 2014/15 Vicsport communicated with the industry in multiple ways including the monthly online newsletter (Sportsview), quarterly Vicsport Professionals Network (VPN) e-news, website, direct , social media (Twitter, Facebook, LinkedIn, YouTube) and presentations at numerous industry forums and workshops. Sportsview The online newsletter was published monthly and distributed to 1,271 subscribers. Sportsview included editorial on major industry issues, information on funding opportunities, case studies highlighting good practice, and commercial offers from Vicsport Preferred Suppliers. VPN e-news The quarterly online newsletter specifically targeted at a growing number of individual members. It included announcements of upcoming events, industry news, member-only discounts, scholarship opportunities, professional development oriented articles, and VPN upcoming events. Website The new look website was launched in November 2014 in unison with the launch of the new Vicsport brand. The updated website allowed for an improved user experience and resulted in greater engagement of the industry. Over 11,000 page views per month were recorded following the launch of the new website. Direct Vicsport sent direct to members and stakeholders on key industry issues including government policy, public consultations and governance. Social Media Vicsport increased the number of posts, tweets and interaction on Twitter, Facebook and Linked-In during 2014/15. This resulted in considerable rises: Twitter followers 1745 to 2,253 (29% increase) Facebook page likes 399 to 520 (30% increase) Linked-In followers 708 to 1401 (98% increase) Support Provided to the Industry A major service provided by Vicsport is strategic support and advice to members and stakeholders including SSAs, RSAs, LGAs, Universities, Government agencies, local clubs and associations, private providers and commercial operators. Such support and advice covers a variety of topics including governance, legislation, staffing, funding, stakeholder relationships and strategy. During 2014/15 Vicsport measured the number of engagements with members and stakeholders on the aforementioned topics. To be classified as an engagement, Vicsport staff were required to provide service of at least 30 minutes which could be either via phone or face-to-face. Such engagements were separate to any specific projects Vicsport were working on and were generally responding to requests received from members and stakeholders. In 2014/15 Vicsport served 152 member and stakeholder organisations via 692 engagements. Vicsport s 'Are You On Board?' campaign raised the awareness of over 600 stakeholders on issues in sport regarding diversity and inclusion specifically for Women and People with a Disability.

The Policy Agenda was developed through consultation with Vicsport members and stakeholders via workshops, surveys and meetings. The key message of the policy agenda was that it is critical to get more Victorians regularly playing and participating in sport, using sporting facilities and joining sports clubs and teams, whether for fun and friendship or for the challenge of competition. The Policy Agenda was driven by an evidence-based approach and was targeted at industry stakeholders, government and cross-sector stakeholders. The document served to deliver key messages to political parties in the lead up to the 2014 State election. Submissions to Public Inquiries and Consultations Vicsport made two submissions to public consultations as follows: Victorian Government and Commission for Children and Young People on the introduction of minimum child safe standards and capacity building for organisations. VET Funding Review Submission The purpose of the submission was to provide input on behalf of Vicsport s membership to the VET Funding Review and highlight the readiness of our sector to contribute to broader debate around vocational training, industry development and job creation in Victoria. Inclusion Vicsport continued its work on inclusion during 2014/15, with major initiatives at the industry level associated with women in sport and sport access for people with disabilities. A Diversity Audit and Planning Tool was developed to assist organisations to evaluate their progress compared to industry best practice and to plan future strategy. The previously developed training package titled Grow Your Sport was also updated to include gender diversity components. Vicsport continued the Are You On Board? campaign with the release of three new campaign videos to raise awareness and assist sports to disseminate messages on the benefits of diversity and inclusion to Victorian grassroots sport organisations. As part of the campaign, Vicsport created and compiled tools to help SSA CEOs, Presidents and Board Members to place diversity on the agenda and take action. The three new videos followed on from the initial campaign developed in 2013/14 and highlighted the benefits of diversity and inclusion through: The benefits of diversity on committees in grassroots sport The benefits to clubs and associations of strengthening welcoming and inclusive practice The benefits of being involved in sport for people with a disability Member Forums Vicsport hosted the following member forums throughout 2014/15: Local Government Authorities Forum 35 representatives from Vicsport LGA members attended the inaugural LGA Forum held at the State Netball and Hockey Centre on 29 July The Forum provided insights into the challenges facing LGAs in the provision of sport and recreation and also highlighted items for SSAs to be aware of in their planning. State Election Forum In excess of 100 members and stakeholders attended this forum held at the MCG on 7 October, 2014, and heard presentations from the then Minister for Sport and Recreation The Honourable Damien Drum MP and the then Shadow Minister The Honourable John Eren MP on their party s respective policies and election commitments. CEO Retreat 40 CEOs from SSAs and RSAs attended the two day event, May 2015, which was held in Bendigo and supported by the City of Bendigo. As a result of the event, messages were developed for all levels of government which have formed the basis of Vicsport s ongoing communication with government. Forward Thinking Series Vicsport partnered with VicHealth to present a series of innovation labs and workshops to build industry capability to respond to the rapidly changing business of community sport and get more people active through sport. The Forward Thinking Series brought together leaders from the fields of sport and physical activity to examine emerging thinking in service design, technology, social enterprise, communications and community development. Participants learnt about how to design and deliver engaging and sustainable service offerings, how to think and work together more effectively, and how to identify and capitalise on emerging opportunities now, and into the future. In addition to four core workshops open to the industry, a Leading Thinkers Workshop and an Emerging Leaders Workshop were also held to explore how the Industry can respond to the major challenges it is currently facing. The Forward Thinking Series was facilitated by leading social innovators and collaborative thinkers and the events were held in venues that are amongst Melbourne s most unique and innovative spaces, including the Drill Hall, Abbotsford Convent and Donkey Wheel House. In 2014/15 Vicsport provided direct service to 152 member and stakeholder organisations via 692 individual engagements.

8 8 VICSPORT THE YEAR IN REVIEW ORGANISATION DEVELOPMENT Vicsport contributed to the development of organisations, primarily at SSA level, by providing strategic support to industry professionals and key volunteers to develop, implement and review targeted policy, strategy and whole of sport plans. The majority of this work was supported through funding from SRV and VicHealth, with a financial contribution by the participating organisations in some cases. Other projects were funded by Local Government Authorities or fully self-funded by the organisations involved. 10 10 VICSPORT THE YEAR IN REVIEW PEOPLE DEVELOPMENT The Vicsport Professionals Network (VPN) was launched in November The VPN is an individual membership program which has categories for students, industry professionals, senior industry professionals and state level board members. The aim of the VPN is to provide industry professionals and key volunteers with professional development, networking opportunities and information to support the work they do for the industry and assist them to progress as administrators. By June 2015, 120 people had joined the VPN, many of whom enjoyed the following activities: Asian Cup Tour Vicsport, with the assistance of SRV and the support of the Asian Cup administration, hosted a behind the scenes tour of the Saudi Arabia v. Democratic People s Republic of Korea match on 14 January 2015 La Trobe Scholarships Vicsport partnered with La Trobe University to provide financial support to VPN members wishing to undertake a Masters course. During 2014/15 four scholarships were awarded to: Matthew Brown MBA Stefan Grun Masters in Sports Management Tom Madden Masters in Sports Management Penny Edwards Masters in Sports Management Do You Want a Job in Sport? Vicsport held a panel session on 1 June 2015 which provided tips aimed at tertiary students and recent graduates looking for employment in the sports industry. The session also provided information on the recruiting practices of sporting organisations. Christmas Networking Function December 2014 Priority Access to Vicsport seminars and events Discounted registration to industry conferences and events In addition, Vicsport also conducted the following initiatives that professionally developed individuals within the industry; Professional Development and Mentoring Program (PDMP) Since its inception in 2009, the PDMP has targeted high performing female sports administrators and aims to further improve their knowledge and skills. Participation: 11 administrators Professional Development for Inclusion Professionals Program (PDIP) This program was introduced in 2014/15 and aimed to develop sports administrators specifically involved in inclusion programs and projects. Participation: 10 administrators PDMP Plus (PDMP+) This program was established in 2014/15 and aimed to further develop and support past PDMP participants to advance their careers. Participation: 7 administrators Board and Staff Governance and Inclusion Training As a result of these activities the following outcomes were achieved: 19 industry professionals increased their knowledge of major event operations 26 industry professionals/graduates increased their understanding of HR and recruiting practices 88 female volunteers/professionals have improved leadership and management capability 93 SSA Board and Staff members have improved their understanding of inclusion issues 57 industry professionals understand strategies to improve career progression 10 Board members/ssa staff have an improved capacity to address inclusion issues

The night brought together over 350 of Victoria s best athletes, coaches, officials, administrators and journalists to celebrate the year s sporting achievements on and off the field was a fantastic year for Victorian sport with the nominee field for Male, Female and Junior Athletes of the Year including an impressive 8 World Champions across a wide variety of sports.
