Our not-for-profit association represents the people behind the places who are mostly volunteers who provide their expertise and time to continually grow and develop the parks and leisure industry. The PLA Awards of Excellence were established to promote the very high standard and broad range of innovative best practice the parks and leisure industry has to offer. Forty one nominations were received for the 2015 PLA WA Awards in eight categories and the Regional Judges volunteered many hours deliberating over the best of the best. PLA WA state winners announced today will progress to the PLA national finals. National winners will be announced at the PLA National Conference Gala Dinner in Sydney on October 28, PLA WA are very grateful to the sponsors, judges, and volunteers whose support allows this event to occur. 3 Leisure and/or Open Space Planning Award This award salutes and promotes well planned open space or leisure facilities by rewarding outstanding examples of strategic planning that have enriched and revitalised a community. Baldivis Tramway Master Plan The Baldivis Tramway Reserve is an area of significant remnant bushland and spans an approximate length of 12 kilometres. Located within a highly urbanised environment, the reserve provides a unique opportunity to deliver a linear network for conservation, recreation and an example of strategic coordination with multiple stakeholders. Busselton Foreshore Redevelopment City of Busselton The Busselton Foreshore Redevelopment is the City of Busselton s flagship project contributing to development of the (now) City in one of the fastest growing regions in Australia. When completed it will provide a catalyst to deliver long term social, economic and cultural benefits to the City of Busselton, the South West region and WA. Roebourne Recreation Precinct City of Karratha Roebourne is a town of mostly Aboriginal and Torres Strait Island people that has been chronically under-serviced. The Roebourne Recreation Precinct has set a vision for facilities that are responsive to the challenges of Roebourne while integrating innovative elements that reflect local Aboriginal culture and foster a sense of pride. Playspace Strategy The playspace strategy delivers a framework incorporating evidence-based objectives and principles generated from available peer reviewed evidence and current good practice in playspace design and planning. It is important to note that the playspace strategy is intended as a community engagement tool to be applied to playspace planning and design in parks and public green spaces within the city. Ray Owen Reserve Master Plan Shire of Kalamunda Located in the hills area of the Shire of Kalamunda in the suburb of Lesmurdie, Ray Owen Reserve is a multi-use sporting reserve that caters for basketball, netball, football, cricket and BMX participation. Esperance Waterfront - A World Class Foreshore Development Shire of Esperance In conjunction with Hassell Landscape Architects, the Esperance Waterfront s design was heavily influenced by the natural coastline formation of areas of shelter and exposure. The design looked to enhance the coastal protection and recreational amenity and to blend beauty, robustness and long term sustainability. Open grassed parklands have been created and sheltered by group planting coastal gardens. Perth Hills Trails Master Plan Shire of Kalamunda The Perth Hills region features the Shire s of Kalamunda and Mundaring with major attractions being its trails. The Regional Trails Master Plan was a joint initiative between the Shire of Kalamunda, Shire of Mundaring and Department of Parks and Wildlife. The Master Plan aims to provide a coordinated approach to the management and future development of trails within the region. Public Open Space Plan Planning in the midst of changing social and environmental conditions is challenging. The City of Subiaco Public Open Space Plan was developed by a multidisciplinary consultant team to provide evidence-based strategic direction and an assessment framework to guide POS planning and design over the next decade. South Perth Foreshore Strategy and Management Plan City of South Perth Regional Public Open Space planning for the South Perth Foreshore, the SPF Strategy and Management Plan (SPF Plan) documents a stakeholderinformed suite of environmental, social and recreational strategies for a long-term plan to revitalise the foreshore and adjacent commercial and tourist precincts, to develop the SPF as a worldclass attraction Parks & Leisure Australia (WA) Awards of Excellence 3

4 AWARD FOR PARKS AND OPEN SPACE DEVELOPMENT This award celebrates and promotes vibrant, successful well designed and managed parks/ open spaces by recognising and rewarding exceptional examples of best practice in terms of design and management. Marquee Park (Splash and Play) Town of Port Hedland Marquee Park Splash & Play is a unique aquatic facility built in a harsh and remote location - it provides a iconic and much loved community facility with water play areas, BBQs, open space, cafe space and interaction with residential areas through cycle ways. Federation Park Shire of Exmouth Revitalisation of the CBD achieves Council's objectives creating a seamless flow of space for residents and visitors to relax whilst enjoying the use of structures and art incorporated in the iconic Park. This vibrant hub of public space provides an outdoor meeting precinct right in the heart of the community. Harold Boas Gardens Lake Refurbishment City of Perth Harold Boas Gardens, heritage listed, consists of a lake structure with a series of interconnected, artificial, shallow lakes situated adjacent to Wellington Street, West Perth. Constructed in as part of the redevelopment of Delhi Square, the water features form one of the pivotal aspects of the Paradise Garden design. Delamere Park City of Joondalup Delamere Park is a well-planned, high quality, multi-use Park with features designed in response to extensive community input. Universal path networks connect through to the nearby community centre, retail precinct and residential areas and remnant bushland areas have been retained and revegetated to create a natural setting for park users. Oxford Street Reserve Blackwell & Associates Blackwell & Associates worked with passionate community members, councillors and local council staff to create a multi-functional park providing amenity for a variety of users. The new park now activates the southern end of Oxford Street whilst still respecting existing 'gritty' character of the Leederville precinct. Using sand insertion to improve a sports turf playing surface City of Canning The City of Canning used an innovative technique to change a sports ground s drainage properties to improve the sports turf playing surface for the winter football season, without interrupting summer sports use. 120m3 of free draining sand was inserted using an agricultural seeding machine across a 1.4 Hectare playing surface. Landscape Redevelopment of Page Park, Bentley City of Canning The landscape redevelopment of Page Park in Bentley, Perth, is a success due to it re-engaging with the community and creating a real place for the community to socialise, recreate and enjoy. It is a place that all generations can interact with and one that promotes intergenerational interaction. Esperance Waterfront - A World Class Foreshore Development Shire of Esperance The Esperance Waterfront has been transformational in regards to how people interact with the space, providing a direct linkage between the town CBD and the Waterfront. It has redefined how people utilise the space, enhancing the already spectacular views over the bay and providing a world class space utilised by locals and visitors alike Parks & Leisure Australia (WA) Awards of Excellence 5

5 PLAYSPACE AWARD (MINOR) PLAYSPACE AWARD (MAJOR) This award is given to a minor project that involves a range of stakeholders, contributes to the creation of a sense of place for its local community and exhibits landscape and/or structural design innovation that delights and aids childhood development. Enright Reserve City of Cockburn Enright Reserve playground was created to enrich an existing suburban park. The facility has been constructed wholly with recycled and salvaged materials. The builder was provided with a rough mud-map, a pile of salvaged timber, tyres and pine bark, and negotiated the design details with the City s consultant playground auditor and in house landscape architect. Theatre Gardens Playspace Theatre Gardens playspace - an exciting and adventurous playspace for children that will encourage them to explore and connect with the natural environment and engage in imaginative, creative and challenging play activities. Key features of the space include log and rope challenges, puppet theatre, journey pathways, water play and mound slide. Seabreeze Playspace, Waikiki The Seabreeze playspace creatively responds to the requirements to create a high quality public open space which accounts for surface water management, with play elements designed to both capture children's' imagination and improve physical coordination through the introduction of adventure, challenge and excitement. Charles Riley Play Space City of Stirling Charles Riley play space is a City of Stirling designed and implemented project that converted an unused corner of public open space into a vibrant community hub. The play space incorporates local themes and natural elements in an accessible, functional and maintainable play space. Esperance Waterfront Nature Playspace Shire of Esperance The playground at the Tanker Jetty headland has turned the area into a dynamic recreational area for families. The bespoke playground has provided a unique play and visual experience and has transformed this area into a vibrant, well utilised area that is very pleasing to the eye. Carawatha Park City of Melville Carawatha Park is a multigenerational playspace in Willagee. The project took three years from engagement to completion of build. The park has spaces designed for different demographics side by side. These include the teen zone, the natureplay space, the oval and the bushland. It s a park with something for everyone. Federation Park Water Spray Ground Shire of Exmouth More than just a fun place for kids to get wet it s an incredible recreation of the significant, diverse and rich natural and cultural heritage of the North West Cape and Ningaloo Coast Parks & Leisure Australia (WA) Awards of Excellence 7

6 AWARD FOR INCLUSIVE AND CONNECTED COMMUNITIES This award seeks to recognise outstanding programmes, projects, practices or events which create and strengthen inclusive and connected communities through leisure opportunities and activities. Rockingham parkrun invoking community spirit Parkrun is a unique approach to encouraging people to engage in physical activity. A partnership between the and Rockingham parkrun has introduced this community lifestyle initiative with some innovative features, with great success. Bell Park Community Art Project The Bell Park Community Art Project provided socially isolated community members an opportunity to be involved in an iconic community art program, with works on permanent display in a high-traffic community park. Social connectedness was created through art, providing participants with opportunities to gain social connectivity and a sense of civic pride. Have a Go Day, Count Me In Project City of Bayswater Run in partnership with Inclusion WA, the free event highlights the importance of social inclusion while encouraging people of all abilities to participate in the community in a fun environment. With over 50 clubs participating, including Taekwondo, Belly Dancing, Drama, and Rowing City of Belmont Pop Art Café City of Belmont The City of Belmont s 2014 new and exciting Pop Art Cafe was a resounding success. This trial event set a great example of how strong internal and external stakeholder engagement combined with innovation, originality and sustainability can be successfully applied in nurturing stronger inclusive and connected communities. The Friends of Webber Reserve Nature Based Adventure Park City of Melville In 2013 a group of local residents came together, using a participatory budgeting project to design, build and maintain a Nature Based Adventure Park in their local community. The project was built by the community with a $10,220 grant and is valued at over $50,000...but the community spirit this project created is priceless. Yaburara Heritage Trail City of Karratha This project is a unique experience, showcasing the history of Ngarluma country, providing solace and creative learning for users. It s an example of how collaboration and diverse community inclusion can deliver a recreational resource while instilling responsibility, sustainability and achievement that can occur when a community breaks down social barriers. Port Hedland Primary Schools Interm Swimming Program Town of Port Hedland In 2012, the Town of Port Hedland in partnership with Altas Iron, Department of Education and other stakeholders began an initiative to deliver Interm swimming lessons to Port Hedland primary students. The program has grown and developed over three years, is now locally sustainable, with swimming instructors and school involvement Parks & Leisure Australia (WA) Awards of Excellence 9

7 AWARD FOR EVENTS This accolade is designed to recognise the combined effort that is required to successfully plan, organise and manage effective events and/or festivals which promote and enhance opportunities for the good use of leisure time for a number of social, environmental and economic benefits to the community. AWARD FOR USE OF TECHNOLOGY This award acknowledges outstanding achievement in the area of technology application. 21 years of Fiesta City of South Perth The City of South Perth Fiesta has experienced 21 years of success. Each year this two week festival invites the community to attend free and low cost events, cultural experiences and localised activities that showcase the City s unique spaces. In recent years, the festival has grown from 25,000 attendees to over 60,000, proving that this double decade festival is still a beloved feature of the community! Science Sense-ations Expo City of Canning The Science Sense-ations Expo is an annual one-day event that showcases science, technology and innovation through exploring the senses. The event highlights both ancient Indigenous science and modern science in interesting ways that are relevant to our daily lives, the well-being of society and environmentally sustainable growth of our economy 2014 Cossack Art Awards City of Karratha From humble beginnings in Western Australia s resources heartland, the City of Karratha s Cossack Art Awards has played a transformational role in the way the community engages with arts in the region, providing residents and visitor s new opportunities to participate in the country s preeminent regional art prize Act-Belong-Commit Dwellingup 100 Mountain Bike Classic TriEvents The Act-Belong-Commit Dwellingup 100 is WA s largest single day mountain biking event. Held in the locality of Dwellingup, the local community and mountain bikers have embraced the event. In 2014, 1130 riders participated across the three distances, making it our largest since inception in See the race at Geothermal Heating Project: Geographe Leisure Centre City of Busselton The project has operated efficiently and performed beyond project design expectations. The CoB experienced a 15.7% reduction in electricity usage from May to December 2014 compared to the previous year, representing 22,244kwh less electricity. This frees up water that would be otherwise used for power production to be available for other uses, in particular for allocation to drinking water use. Subiaco park Subiaco park is a sculpture park with a difference running 9 February - 29 March The project in partnership with Perth International Arts Festival uses Augmented Reality technology and GPS to explore new ways of experiencing public art in the beautiful Subiaco Theatre Gardens park. Irrigation Management Over the past four years the city s irrigation management processes with the use of technology have saved over 188,589 kilolitres (kl) of groundwater or 75.5 olymipic sized swimming pools. For the water year 2014/15 the city is currently 48,739kL under its groundwater allocation. Energy Efficient Pumping for Pool and Space Heating Technologies Nue Wave The energy efficiency project started in February 2012; the research phase was jointly funded with the Department of Sport and Recreation in 2011/12 with the commissioning of a Facility Energy Audit and Dry Facility Feasibility study.
