2 1.0 OVERVIEW The Asia Pacific Natural Gas Vehicles Association (ANGVA) was established in 2002 and inaugurated as an international organization dedicated to the development of a growing sustainable and profitable market for vehicles powered by natural gas. The first board election was held in Oct ANGVA serves the needs of fleet operators, vehicle manufacturers, gas suppliers, equipment suppliers, refuelling equipment providers, consultants, government representatives, NGOs and others involved with the natural gas vehicle industry by promoting the use of natural gas as a transport fuel, by defining industry standards and guidelines and by providing training. ANGVA provides NGV related information to members and helps members to communicate and share their experiences for improving the NGV industry in their countries. Moreover ANGVA is dedicated to developing an industry with highest technical and safety standards covering the entire Asia Pacific region. ANGVA also involves the leadership of the NGV community to influence activities and policies that provide increased market opportunities. The vision of the association is to make natural gas the transportation fuel of choice in the Asia Pacific region. This vision will be achieved through the development of a sustainable and profitable market for natural gas as an environmentally friendly transport fuel, throughout the region. The activities of the Association are governed by the Board and its committees and implemented by the Secretariat which is based in Malaysia. The main sponsor of ANGVA Secretariat is PETRONAS, the national oil & gas company of Malaysia. ANGVA Vision The vision of the association is to make natural gas the transportation fuel of choice in the Asia Pacific region. ANGVA Mission The vision will be achieved through ANGVA becoming the Regional NGV Association of choice by: Assisting members making their NGV business more effective. Reducing emissions and greenhouse gases from the transportation sector. Optimising the use of indigenous fuel. Establishing a platform for harmonising standards throughout the region. Encouraging the development of NGV technology and refuelling infrastructure. Objective The objectives of the association are: To provide a forum in which members can discuss matters relating to natural gas as a fuel for vehicles. To promote the development of sustainable and profitable market for natural gas vehicles. To encourage the development of natural gas vehicles technology and refuelling infrastructure. To advance knowledge and learning, and stimulate research in the areas of natural gas as a fuel for vehicles. To collect, analyze and disseminate information related to the use of natural gas as a fuel for vehicles. To promote standards of safety and uniformity of practices and standards relating to the use of natural gas as a fuel for vehicles. To organise conferences, exhibitions, seminars, and trainings on the use of natural gas as a fuel for vehicles. 2

12 4.1 ANGVA Board Meetings ANGVA Board Meeting 14 th Board Meeting, 13 th March 2008, Bangkok, Thailand The ANGVA 14 th Board Meeting was held on 13 th March 2008 at BITEC, Bangkok, Thailand. ANGVA Board Members present were Dr. Chitrapongse Kwangsukstith, Mr. Guan Saw, Ms. Brenda Smith, Mr. Fazal Ali Khan, Mr Sean Blythe and Mr. Lee Giok Seng ANGVA Board Meeting 15 th Board Meeting, 4 th November 2008, Donghae City, Korea The 15 th ANGVA Board meeting was successfully held in Donghae City, Korea on the 4 th November The board meeting was hosted by the Mayor of Donghae City, Mayor Kim Hak-Gi. Various issues were discussed during the meeting including the planning and preparation for ANGVA 2009 by Donghae City. During the meeting, a motion to appoint Seyed Mostafa Alavi, Managing Director of Iranian Gas Khodro Company, to one of the vacant position of Vice President was also unanimously passed by the Board. After the meeting, Board members were taken to visit the facilities of ANGVA ANGVA and Donghae City also formalized the appointment of Donghae City as host and organizer of ANGVA 2009 through a signing of an agreement by Mayor of Donghae City and President to ANGVA ANGVA Board Meeting 16 th Board Meeting, 12 th May 2009, Chongqing, China The 16 th Board Meeting was successfully held in Chongqing, China on 12 th May The Board Meeting was hosted by Cummins Westport, Beijing. Various issues were discussed during the meeting including report on latest status of the planning and preparation of ANGVA 2009 from ANGVA 2009 Organising Committee, Donghae City and concept to run the ANGVA Green Highways 2009 Project. One day before the meeting, Board members were taken for Technical visits to a Small Scale LNG Plant, a CNG Bus Manufacturer and a CNG Dispenser Manufacturer in Chongqing organised by Cummins Westport. Board members also participated in the 2009 China Natural Gas Vehicle Technology Innovation and Industry Development Forum, th May Executive Director of ANGVA presented a paper at this forum. 12

13 4.2 ANGVA Members Meeting st Malaysian Members Meeting, 1 st June 2008, Bangi, Malaysia ANGVA organised the 1 st Malaysian Members Meeting on 1 st July 2008 at ANGVA Secretariat Office, Bangi, Malaysia. The highlight of the meeting was the discussion on How can local industry leverage on ANGVA to grow the NGV industry in Malaysia? It was a fruitful meeting and received good feedback from Malaysian members Bangladesh Members Roundtable Meeting, 21 st July 2008, Dhaka, Bangladesh The Bangladesh Members Roundtable Meeting was successfully organised on 21 st July 2008 at Spectra Convention Centre, Dhaka, Bangladesh. It was attended by 40 people from various sector of local NGV industry. Bangladesh Energy Regulatory Commission, Rupantarita Prakritik Gas Company Ltd (RPGCL), Energy and Mineral Resources Division and Department of Explosive from the government were present. Bangladesh Fuelling Station and Conversion Workshop Owners Association (BDFSCWOA), Bangladesh NGV Association (BANGVA) and ANGVA Bangladesh members from private sector were also present. ANGVA was represented by its Executive Director, Lee Giok Seng and Vice President, Fazal Ali Khan. 4.3 ANGVA NGV School Board Meeting nd ANGVA NGV School Board Meeting, 5 th Nov 2008, Kangwon National University, Chuncheon, South Korea ANGVA NGV School held its 2 nd Board meeting at Kangwon National University, Chuncheon on 5 th November The meeting was chaired by ANGVA NGV School Board chairman Mr. Nuttachat Charucinda of PTT, Thailand and co-chaired by ANGVA NGV School Dean, Prof. Kim Sung-Joon, Kangwon National University. Past and future activities of the ANGVA NGV School were discussed in details. It was also agreed to increase the number of board members with nominations from ANGVA (Seyed Mostafa Alavi of Iranian Gas Khodro, Iran and Fazal Ali Khan of LMF Middle East, UAE) and from Kangwon National University (Mr. Cho Kyu-Seok, Director of Environmental Policy Division of Gangwon Province and Mr. Choi Jong-Sou, Executive Director of Korean NGV Association). The Secretary of the board is Ms. Alena Minkasheva from Kangwon National University. 4.4 ANGVA Workshops NGV Cylinder Safety Workshop, 27 th February 2008, Kuala Lumpur, Malaysia ANGVA jointly organised a one day NGV Cylinder Safety Forum with PETRONAS and Sime Darby Industrial (formerly known as Tractors Malaysia) in Kuala Lumpur on 27 th Feb 08. The Forum was sponsored by PETRONAS and Sime Darby. It was attended by 57 people from government departments, NGV suppliers, NGV workshops and fleet operators. PTT, Thailand sent 3 representatives to this forum. Admission was free. Speakers for the forum were from PETRONAS, Sime Darby and ANGVA. There were lively exchanged of information and discussion during the Q&A time and attendees agreed that such forum should be held more regularly. 13

14 4.4.2 ANGVA CNG Cylinder Safety Workshops, 23 rd November 2008, Dhaka, Bangladesh The workshop was successfully concluded with attendance from 56 participants from various government departments and private companies in Bangladesh. The workshop was helmed by CNG cylinder expert, Bernie James, from TransEnerTech / Powertech Labs, Canada. Good feedbacks were received from participants. ANGVA hope to organize similar workshops, including safety in other areas of the NGV industry, in other countries in Asia Pacific in the future. The objective of this workshop is to increase / improve the knowledge and awareness about CNG cylinder safety among the NGV players in Asia Pacific ANGVA CNG Cylinder Safety Workshop, 27 th November 2008, Kuala Lumpur, Malaysia The workshop was attended by 130 participants from both the government and private sector of the NGV industry in Malaysia. The workshop was also helmed by CNG Cylinder expert, Bernie James. As safety is a crucial matter in the NGV industry, ANGVA has make safety as a top challenge that need to be urgently addressed. 4.5 Endorsed & Participated Events In the Year The 9th China International Natural Gas Automobile and Gas Station Equipment Exhibition, th April 2008, Beijing, China ANGVA participated as an exhibitor and speaker at this event in Beijing, China, 17 19th April Mr. Terry Fang from Cummins Westport Beijing (ANGVA member) represented ANGVA as a speaker and Cummins Westport Beijing had also provided staff to set up and manned the exhibition booth. Cummins Westport had also assisted in translating some materials to Mandarin. Copies of ANGVA Membership Form were distributed at the event CNG-NGV Asia Pacific Forum, Jakarta, Indonesia, 23-25th April 2008, Jakarta, Indonesia This event was held in Jakarta, Indonesia on 23-25th April It was organized by All Events Group of Singapore and endorsed by ANGVA. On Day 1 and Day 2, papers were presented by invited speakers from Indonesia, Pakistan, India, Thailand, Malaysia, Singapore, China, USA, Canada and Norway. On the morning of Day 3, an ANGVA Roundtable Session on Best Practices and Challenges in Implementing Successful NGV Programme was held, facilitated by ANGVA Executive Director. In the afternoon of Day 3, a Safety Workshop by All Events Group was facilitated by Dr. Pipon Boonchanta of Thailand. 14

15 The forum saw participation of around 100 delegates and 12 exhibitors from various countries. There were also many participants from Indonesian government departments and agencies including from the city of Jakarta The 11 th IANGV Conference & Exhibition (NGV 2008), 3-5 th June 2008, De Jeneiro, Brazil The event took place on 3-5 th June 2008 in Rio de Jeneiro, Brazil. ANGVA Executive Director presented a paper The Growth of Asia Pacific NGVs and the Future at this event. Around 400 delegates and 80 exhibitors from all over the world were present. At the conference, there seemed to be a lot of interest in the development and promotion of Biomethane / Biogas as a renewable fuel for natural gas vehicles. Donghae City, lead by Mayor Kim, conducted promotional activities on ANGVA 2009 at this event. A video show on ANGVA 2009 was also presented during the closing ceremony of NGV NGV 2010 will be held in Rome, Italy in year The 1 st National Conference & Exhibition on CNG & Related Industries, 2 3 rd August 2008, Tehran, Iran The event (endorsed by ANGVA and IANGV) was attended by delegates, exhibitors and visitors, locally and overseas. There were 700 conference delegates and 84 exhibitors. The 84 exhibitors showcased products that includes CNG cylinders, Conversion kits, CNG compressors, Gas Dryers, Valves and fittings, and CNG cars, that were manufactured locally. However, due to the large local demand, most of the Iranian manufacturers were focusing on local market only. Papers presented and the Roundtable discussions at the conference provided good insights to the NGV industry in Iran. Many challenges, such as energy policy / basket, safety, gas pricing, lack of refuelling stations, land availability (for construction of stations), etc., were raised during the conference. Sean Blythe, Senior Vice President of IANGV (and also Vice President of ANGVA) and Lee Giok Seng, Executive Director of ANGVA, were among the keynote speakers at this event CNG-NGV Philippines Forum 2008, th August 2008, Manila, Philippines The 2 days event was attended by 160 people on the first day and 100 people on the second day. Six exhibitors were also present. This event was organised by All Events Group of Singapore and endorsed by ANGVA. Papers presented on the first day focused on the introduction of natural gas vehicles in Philippines, CNG infrastructure, plans and prospects in Philippines. Papers presented on the second day focused on CNG safety, speakers experience on development and growth of CNG/NGV in Malaysia, Thailand, Indonesia and Singapore. ANGVA Treasurer, Brenda Smith presented a paper on LNG Solution to CNG Refuelling Infrastructure Development. ANGVA Executive Director, Lee Giok Seng, participated in the panel session on Pushing CNG-NGV throughout Metro Manila by 2010 on Day 1. Basically, the panel agreed that Gas Supply is the most important issue that needs to be adequately addressed in pushing ahead with CNG for Metro Manila. The ANGVA Roundtable Session was held on the second day with the theme Challenges in Developing CNG Infrastructure, the session was facilitated by ANGVA Executive Director. 15

16 4.5.6 The 1 st International CNG Exhibition, th November 2008, Dhaka, Bangladesh The 1 st International CNG Exhibition in Dhaka, Bangladesh was successful organised by Global Events Management Services (GEMS). The event was very lively with participation from many exhibitors and visitors from overseas and locally. This event was endorsed by ANGVA. In the Year Japan Gas Association NGV Forum s Seminar, 5 th March 2009, Tokyo, Japan The event was organised by The Japan Gas Association. ANGA Executive Director presented paper on Current and Future NGV Situation in Asia Pacific Region. To coincide with the Seminar, the Executive Director met with gas and vehicles companies and the Japan International Cooperation Agency (JICA) in Tokyo to discuss about the NGV industry in Japan and Asia Pacific. The event was well attended by participants from various sector of NGV industry in Vietnam as well as overseas. Around 160 people attended the event including delegates, exhibitor and press. ANGVA Lecture Session was held on the second day. With the topic, The ABCs of NGV/NGV, the interactive and informal session was facilitated by ANGVA Executive Director. The event saw participation from many exhibitors and visitors from overseas and locally China Natural Gas Vehicle Technology Innovation and Industry Development Forum, th May 2009, Chongqing, P.R.China The event was organised by Clean Vehicle Productivity Promotion Center, Energy Efficient & New Energy Vehicles and hosted by Office of Energy-saving and New Energy Vehicles Project of 863 Program and China Automotive Technology & Research Center (CATARC). This event was endorsed by ANGVA. ANGVA Executive Director presented a paper on An Analysis of NGV Market in Asia on the first day. 16

17 International Association of Natural Gas Vehicles (IANGV) Meeting and the GNV 2009 Madrid, International Conference & Show, June 2009, Madrid, Spain The event was organised by NGV Communications Group and hosted by NGVA Europe. To coincide with the GNV 2009, International Conference & Show, the International Association of Natural Gas (IANGV) organised the meetings: th Executive Committee Meeting, 15 June 2009 th General Council Meeting, 15 June 2009 th Technical Committee Meeting, 17 June 2009 ANGVA Executive Director represented ANGVA President at the above meetings. The Executive Director also presented paper on Asia Pacific, The Driving Force of Demand on behalf of the President of ANGVA at GNV nd National Conference & Exhibition on CNG and related Industries, th July 2009, Tehran, Iran This event took place on th July 2009 at the Olympic Hotel, Iran. It was organised by Hamayash Sanat Institute and endorsed by ANGVA and IANGV. The event received good involvement from local government and NGV private sectors. Representative from government including Iran Gas Khodro Co., Minister of Petroleum, I.R. Iran, Environment Protection Organization, I. R. Iran, Director of Transportation and Fuel Directorate, Parliament Energy Commission, Minister of Petroleum and Managing Director, NIGC, Deputy Minister of Petroleum and Managing Director, NIORDC. ANGVA Executive Director presented a paper on NGV: The Safety Challenge at this event The 2nd Annual CNG-NGV Asia Pacific Forum, 3-5 th August 2009, Jakarta, Indonesia The 2nd Annual CNG-NGV Asia Pacific Forum at Shangri- La Hotel, Jakarta, Indonesia on 3-5 th August 2009 was successfully organised by All Events Group and endorsed by ANGVA. There were 120 people on the first day including delegates, exhibitors, visitors and press. On the second day, 100 people were present at the event. Eight exhibitors were also present. ANGVA Roundtable Session was held in the evening of Day 1, 3 rd August With the theme, Successful Government to Private Enterprise Partnership in Pushing NGV Programmes was facilitated by ANGVA Executive Director, Mr Lee Giok Seng. Panel members from Pakistan, India, Thailand, Bangladesh and Indonesia shared their practical and successful case studies related to each country at this fruitful open discussion. 17

18 A technical tour was conducted on the third day by the organiser to visit CNG station for the Jakarta Busway s CNG buses. Delegates went to the CNG station riding the Busway in the city of Jakarta. ANGVA Lecture by ANGVA Executive Director on Overview of CNG Cylinder Safety was held in the evening of the third day. 4.6 ANGVA Green Highways 2009 To coincide with the 3 rd Biennial Conference & Exhibition (ANGVA 2009), ANGVA implemented the second Green Highways Project known as the ANGVA Green Highways Project 2009 (AGHP09). AGHP09 was based on the concept of ANGVA Green Highways Flag & Torch Relay (similar to the Olympic Torch Relay) running from Indonesia and Pakistan to Korea in time for ANGVA 2009, 27-29th Oct 2009, in Donghae, Korea. The objectives of AGHP09 are: To create awareness and promote NGV, ANGVA and NGV Infrastructure along the routes To promote harmonisation of Standards and Code of Practices especially safety standards, along the routes. To create cooperation between countries and involvement of local NGV industries along the routes. AGHP09 Routes: AGHP09 Route A Indonesia Singapore Malaysia Thailand Laos Vietnam China - Korea AGHP09 Route B Pakistan Bangladesh - Korea The original plan for Route B from Iran-Pakistan-India-Bangladesh-Myanmar-China-Korea has to be modified to Pakistan- Bangladesh-Korea only due to security concerns. The AGHP09 Torch (Design undertaken and sponsored by PTT Plc Company of Thailand) The Torch consists of 3 main components: World, Nature and Road Meaning of Torch s colors; Evergreen represent Trees Light Brown represents Earth & Land Blue White represent Mountain, River and Fresh Air The AGHP09 Flag They represent Good Environment and Nature The tortuous road starts at the bottom and end at the top. It shows that we've the same mission to complete our successful goal of promoting natural gas as an environmentally friendly fuel to the transport sector. 18

Indonesia Beginning of the AGHP09 Torch & Flag Relay in Jakarta, Indonesia, 5 th September 2009 Team Indonesia was headed by Mr o Danny Praditya, Director of PT Citra Nusantara Gemilang and Secretary General of the CNG Association of Indonesia (APCNGI). o The official launching began at PT Petross Gas s refuelling station at Jalan Perintis Kemerdekaan. o The NGV rally flag off began with 26 NGV vehicles taking part, including CNG- Bajai (three wheelers), taxis and private vehicles. o AGHP09 torch and flag were passed to Team Singapore via air route. Singapore Flag Off Ceremony in Singapore, 9 th September2009 o Torch and flag of AGHP09 were passed to Team Singapore s leader, Mr William Aw at Smart Energy s Mandai Link station, Singapore. o The team was flag off by Mr Lee Giok Seng, Executive Director of ANGVA. o A convoy of 14 NGV vehicles made their way around Singapore island with stops at couple of local NGV stations before heading to PETRONAS Tampoi 3 Station, Johor Bahru, Malaysia to hand over the torch and flag to Team Malaysia s leader, Mr Haikal Zubir. Malaysia th Flag Off Ceremony in Kuala Lumpur, Malaysia, 10 September 2009 o Team Malaysia started its journey from PETRONAS Tampoi 3 station in Johor Bahru (border town for Singapore) to Kuala Lumpur in the evening of 9 th Sept, right after receiving the torch & flag from Team Singapore. o Team Malaysia represented by 5 NGV vehicles started their journey to Kuala Lumpur with 2 stops at NGV stations for refuelling. o The official Flag Off Ceremony was carried out at PETRONAS Subang Airport NGV station on 10 th September The team was flag off by Datuk (Dr) Rahim, Immediate Past President of ANGVA and Incoming President of the International Gas Union (IGU) and En M. Farid, Senior General Manager, PETRONAS Dagangan Berhad. o The convoys continued their journey towards the Thai-Malaysia border to hand over the torch and flag to Team Thailand s leader, Mr. Punnachai Footrakul in Sadao in the morning of 14 th Sept

20 Thailand th Flag Off Ceremony in Bangkok, Thailand, 16 September 2009 o Team Thailand received the torch and flag from Team Malaysia in Sadao, Thailand on 14 th September The torch was brought to Bangkok for a Press Conference and the official Flag Off Ceremony on 16 th September o The Flag Off Ceremony was carried out at PTT Head office in Bangkok and was flag off by Dr, Chitrapongse Kwangsukstith, Chief Officer, Upstream Petroleum and Gas Business Group, PTT Plc and President of ANGVA. o 13 NGV vehicles departed from Bangkok to the Thailand-Laos Friendship Border crossing to Vientiane, People s Democratic Republic of Laos to hand over the torch and flag to Team Vietnam at the Laos- Vietnam border. Vietnam th Flag Off Ceremony in Hanoi, Vietnam, 20 September 2009 o The torch and flag was handed over from Team Thailand to Team Vietnam s leader Mr. Duc Nguyen at the Laos Vietnam Border on 18 th September o A pre-event was held in Ho Chi Minh City, th September o A press conference and ceremony was held in Hanoi on 20 th September o Torch & flag was handover to Team China in Hanoi. China Flag Off Ceremony in Shenzhen, China, th October 2009 o Flag off ceremony was held in Shenzhen on 11 th October th o A forum was held in Shenzhen on 12 October o Flag and torch will be handed over to Team Korea in Tian Jin, China on 22 nd October

Flag and torch later travelled to Karachi after that which it will be handed over (via air route) to Team Bangladesh. Bangladesh ANGVA Green Highway Event is scheduled to be held on 18 th October 2009 in Dhaka. Torch and flag will be handed over (via air route) to Team Korea after that. Korea th Flag Off Ceremony in Seoul on 25 Oct Arrival of Torch & Flag from Indonesia (via Singapore, Malaysia, Thailand, Laos, Vietnam and China) in Donghae.
