III RECOMMENDATIONS: A. THAT Delta Highways Bylaw No. 6922, 2011 Amendment Bylaw No. 7430,2015 be given first, second, and third readings related to the: 1) Removal of Ladner Trunk Road (from Highway 17 A to 72 Street) as a truck route; 2) Addition of 72 Street (from Ladner Trunk Road to Churchill Street) as a truck route; 3) Addition of Churchill Street (from 72 Street to 80 Street) as a truck route; and, 4) Addition of 80 Street (from Ladner Trunk Road to Churchill Street) as a truck route. B. THAT a copy of Delta Highways Bylaw No. 6922, 2011 Amendment Bylaw No. 7430,2015 be provided to TransLink once adopted. III PURPOSE: The purpose of this report is to present an amendment to Delta's Highway Bylaw related to the removal of Ladner Trunk Road as a truck route between Highway 17 A and 72 Street and the addition of 72 Street (Ladner Trunk Road to Churchill Street), Churchill Street (72 Street to 80 Street), and 80 Street (Ladner Trunk Road to Churchill Street) as truck routes, for Council's consideration (Attachment A). BACKGROUND: In December 2014, Council authorized sending a request to TransLink to remove Ladner Trunk Road between Highway 17 A and 72 Street from the Major Road Network. TransLink was also requested to include the following streets in the Major Road Network (Attachment B):

2 Page 2 of 3 Highways Bylaw Amendment: Removal of Ladner Trunk Road (from Highway 17 A to 72 Street) as a Truck Route /L TR May 5,2015 1) 72 Street (between Ladner Trunk Road and Churchill Street); 2) Churchill Street (between 72 Street and 80 Street); and, 3) 80 Street (between Ladner Trunk Road and Churchill Street). It was resolved by Council that staff bring forward an amendment to the Highways Bylaw once TransLink Board approval is received. III DISCUSSION: At the March 30, 2015 TransLink Board Meeting, the removal of Ladner Trunk Road between Highway 17 A and 72 Street from the Major Road Network was approved together with the addition of 72 Street, Churchill Street and 80 Street to the Major Road Network (Attachment C). In order to remove this section of Ladner Trunk Road as a truck route, an amendment to the Highways Bylaw No. 6922, 2011 is being proposed. This amendment also includes the addition of segments of 72 Street, Churchill Street, and 80 Street as truck routes to maintain road network connectivity for goods movement and access to Boundary Bay Airport and the adjacent Industrial Area. Staff will arrange for appropriate signage changes to reflect the truck route changes. Trucks making local deliveries, including farm vehicles, will still be permitted along Ladner Trunk Road west of 72 Street. After final reading, a copy of the Amendment Bylaw will be sent to TransLink for their records. III CONCLUSION: In order to address the issue of regional truck traffic on Ladner Trunk Road west of 72 Street, an amendment to Delta's Highways Bylaw is required. This amendment also includes the a ition of segments of 72 Street, Churchill Street, and 80 Street as truck routes. ~ Steven Lan, P.Eng. 8 ATTACHMENT C Page 2 of 6 SOUTH COAST BRITISH COLUMBIA TRANSPORTATION AUTHORITY MAJOR ROAD NETWORK BYLAW NUMBER A bylaw to replace the "South Coast British Columbia Transportation Authority Major Road Network Bylaw Number " WHEREAS the Board of the South Coast British Columbia Transportation Authority has adopted "South Coast British Columbia Transportation Authority Major Road Network Bylaw Number ," which designates the roads forming the Major Road Network; AND WHEREAS the Board of the South Coast British Columbia Transportation Authority wishes to add and delete road segments to and from the Major Road Network and replace "South Coast British Columbia Transportation Authority Major Road Network Bylaw Number " with a new bylaw; NOW THEREFORE the Board of the South Coast British Columbia Transportation Authority enacts as follows: 1. "South Coast British Columbia Transportation Authority Major Road Network Bylaw Number " is hereby replaced by this Bylaw. 2. The attached Schedule "A" (Major Road Network) is part of this Bylaw. 3. This bylaw shall be cited as "South Coast British Columbia Transportation Authority Major Road Network Bylaw Number ".
