3 Historical Background of the DCA DCA Organization was established soon after the promugulation of Myanmar Aircraft Act 1934 and Myanmar Aircraft Rule Civil Aircraft Registry started on the aircraft bearing Registration Mark is XY-AAA. Due to second World War civil aviation activities in Myanmar was stopped from 1939 to 1942 After the war on Group Captain P.Holroyd Smith was acting as a Director of Civil Aviation on contract basis for four years up to 1952.

4 Historical Background of the DCA During this period Myanmar National under went training in UK for licenses in Crews, Engineers, and Air Traffic Controllers After achieving those licenses, they were working in our Department. Air Registration Board (ARB) was also contracted to provide senior aircraft surveyor to administer operation matters up to 1962 airworthiness and flight

5 Historical Background of the DCA For radio communication and navigation matters International Air radio Limited (UK) was contracted from 1953 up to 1958 to install and operate radio telecommunication and navigation network Myanmar professional nationals undertook the responsibilities of the DCA ever since 1962

13 Civil aviation Myanmar needs to enhance its CNS/ATM system to face several challenges: 1 Increasing Air Traffic projections Traffic Growth in BOB Airspace Yangon Airport capacity limitations 2 Follow the International Standards & Regulations: ICAO standards & Block upgrades (ASBU) Asia-Pacific Seamless ATM Plan

14 Air Traffic projections From 2008 to 2013, traffic at YIA airport has reached: annual movements in Yangon FIR (47% increase) international flights (168% increase) domestic flights (94% increase) 65% of passengers trips are related to Yangon (YIA) Yangon Airport projections Yangon Airport Capacity is constrained to 6.0 MPPA. YIA maximum capacity will be reached in 2015 / 2016 at the latest.

15 Air Traffic projections Hanthawaddy International Airport (HIA): to be built 80 km northeast of YIA Expected to reach 12 MPPA should not be fully operational before Conclusion 1: Yangon Airport should rapidly be optimized using system enhancements to absorb the traffic until HIA is in full capacity to avoid an economic slow-down due to traffic limitation

16 Proposed Myanmar CNS/ATM Roadmap is articulated around 3 priorities: #1 - Apply International ICAO Standards and Regional Plans #2 - Boost Airport Capacity of Yangon International Airport #3 - Reinforce Airspace Global Surveillance

17 Priority #1: Apply International ICAO Standards and Regional plans ATC System upgrade Update to the latest version of the ATC system including: compliance to FPL 2012 format ADS-B processing and display AIDC 2.0 creation of a new sector and new controller position B0-84: connection to ADS-B stations tracks Extension of the number of sectors / positions. Controller workload reduction

18 Priority #1: Apply International ICAO Standards and Regional plans AIS/AIM system: Fulfill ICAO Obligation Roadmap for the transition from AIS to AIM which is also linked to ICAO Block upgrades. B0-30 (Priority 1 in Seamless ATM Plan) Improve Quality of FPL and Airlines pilot awareness (Briefings) Fully integrated with TopSky-ATC Enhance Training of DCA controllers Deliver a Training simulation tool to train controllers (ACC, APP, Tower) Strategic Training: operational and planning

19 Priority #2: Improve Airport Capacity of Yangon International Airport Arrival Manager (AMAN) for Yangon Airport: Improve YIA capacity before Hanthawaddy (HIA) is fully operational (around 2020?) YIA is a one runway airport shared with the military B0-15 in Seamless ATM Plan Direct connection with upgraded ATC Tower controller positions Improve YIA capacity and safety Extensions of ATC system with positions in the Tower Display of electronic flight strips to improve airport control

23 ATC Interfacility Data Communications Plan Myanmar has plan to implement AIDC with adjacent FIRs, Kolkata, Bangkok, Chennai in the first priority and Vientiane, Kunming in second priority. We would be discussing with Vendors (EUROCAT-C ) for implementing an AIDC - which version will be developed. -readiness of AIDC system and date to do trial with Kolkata, Bangkok, Chennai Further discussion with Vientiane FIR, Kunming FIR AIDC connection.

CNS/ATM Capacity Development Project should include five outputs - CNS /ATM Master Plan - PBN Flight Procedures Design - ADS-C/CPDLC resolving problems inaccording with Manual - CNS Training Upgrade - ATM Training Upgrade

39 Building Air Traffic Management On-going Technical Assistance for Phase 1 (2014) PBN Implementation conducted by ICAO RSO for PBN Implementation in Myanmar, -Reviewed PBN Terminal and approach procedure for two International airports. - PBN regulation has been reviewed and updated -PBN operational approval course has been done. -ATC Procedure course will be conducted in Oct Flight Validation will be carried out by Honeywell for PBN Terminal/Approach procedures very soon.
