5 New FPL Safety Assessment OBJECTIVE: Improve ATS capacity to process the New FPL data Demonstrate the feasibility implementation of New FPL, through: New FPL Testing Programme Analysis of impact of the ATS workload Prevent contingency actions Determine training programme needs Determine mitigation actions to meet the safety goals, based on SMS risk analysis Establish post-implementation monitoring programme
6 New FPL Testing Programme Assess impact of PRESENT and NEW flight plan data in processing systems Conduct off-line and on-line testing /trails operations with other stakeholders Assess various scenarios on errors, duplication and missing flight plan data Coordinate applicable mitigation actions with air operators and ATS units Determine applicable ATS messages and change-over date (only on-line process) Determine technical requirements and operational procedures to ensure process of New FPL data Establish change-over date/hour for on-line process of New FPL only Determine and publish required information for all stakeholders through bulletins, AICs, NOTAMs. etc.
7 LOAs, Doc 4444 Chapter 10 Objective: apply standardized procedures for the coordination and transfer of control of flights, in order to reduce the need for verbal coordination ATC Units, airspace jurisdiction and classification(s), and responsibilities (and any delegation of responsibility) for provision of ATS Coordination Messages of flight plan and control data using ATS automated systems and/or verbal means FPL/RPL for ATFM services at least 60 minutes in advance of the flight FPL for ATC services 30 minutes prior ETOB CPL immediately after take off, or 20 minutes prior transferring point to the UTA/CTA of the adjacent ATC Unit EST only after FPL or CPL, 20 minutes prior the transfer control point or boundary point to the adjacent ATC Unit jurisdiction Movement and control messages (FPL, DLA, CHG, CNL, DEP, ARR) Other coordination messages (ACP, LAM, RQP, RQS, SPL) Transfer of control: (points, levels or times) Transfer of communication: (points, levels or times)

19 NFPL Post-Implementation Phase Based on historical Testing Programme conducted during the transition phase assess errors, duplication and missing flight plan data Conduct risk analysis based on SMS principles Define required risk mitigation actions Conduct close coordination with air operators and ATS units to implement applicable mitigation actions and/or new procedures Maintain historical document of risk analysis and management actions Define and implement new technical requirements and/or operational procedures to correctly process the New FPL Publish new required regulations and/or procedures
