3 June 2014 Volume 2, Issue 3 YAMPA VALLEY REGIONAL AIRPORT UPDATE June 12, 2014 SUMMER SEASON 2014 Summer season work is well underway at YVRA including crack sealing, filling of ruts that have accumulated over the winter and spring, upkeep on snow removal and fire equipment, and on buildings, painting, and mowing operations. Crack sealing is a critical piece of preventive maintenance for asphalt surfaces and CDOT Aeronautics has supplied a brand new stateof-the-art crack seal machine that will be housed at YVRA and shared with the Steamboat Springs and Craig Airports. CDOT Aeronautics tracks pavement condition at all state airports and this status can be viewed for all Colorado airports at the following link: CDOT Aeronautics Pavement Evaluation & Management on the CDOT Aeronautics website. Two major projects will be starting later this summer including the water tank project and the first phase of the runway and taxiway rehabilitation project. The Master Plan Update is 50% completed and is finalizing the alternatives review. YVRA is also evaluating a possible solar project and making changes to vehicle flow for the landside of the airport. 1
4 MASTER PLAN The Master Plan is a 20 year plan to understand the needs of current and future users of the airport. This is important to ensure that safe and orderly development occurs in a manner that is reflective of the community s values and goals. The plan is developed through a purposeful, inclusive and educational process The Yampa Valley Regional Airport Master Plan is on path for an Estimated Time of Arrival! Three public open houses were conducted on May 27 th to present alternatives for airside and landside improvements, which focused on the commercial terminal building, commercial gate expansion, landside vehicle access and parking, Taxiway A4, GA development, ARFF, and SRE expansion options. Input received from the PAC and the public will be considered as the preferred development alternatives are finalized. The preferred development alternatives will be incorporated into the forthcoming Alternatives Analysis chapter. The Open House display boards can be found online at: index.aspx?nid=427. 2

6 Major Airport Projects for 2014 Water Tank project: This 500,000 gallon water tank project is a joint project with the Town of Hayden and is in the final stages of the bidding process with bids due on June 17th. All funding is in place, Engineering drawings at 100% and construction scheduled to begin in July. This project will correct a number of problems for both the Town and the airport including ensuring sufficient pressure at the airport for Terminal usage and fire fighting, as well as providing much needed back up and redundancy for the Town. Runway Rehabilitation The AIP-40/41 Runway Rehabilitation project is wrapping up the bidding phase and will be releasing the successful bidders name within the next couple of weeks. The AIP-41 project grant has been approved by the FAA and we currently anticipate having funding and construction contracts in place to start construction in July of The 2014 project work will include taxiway A1, A2, A6 and A7 Widening, taxiway A5 relocation, apron rehabilitation, and portions of the VSR construction. The 2015 project work will start with the mid-april runway closure for 60 calendar days. Although the bids came in higher than expected, the FAA has provided additional funding and all of the project with the exception of the VSR will be completed. Portions of the VSR will be completed but YVRA expects to be able to install an improved dirt road rather than a full service paved road for the VSR. This project will bring more than $13 million into the valley with a number of jobs and significant project spending in the local economy. Entry Gate Replacement YVRA will be working with Atlantic Aviation to replace the FBO entry gate. The project will remove an old sliding gate with a state-of theart tilt gate matching several of the other access gates and significantly improving security and ease of access. Atlantic Aviation is funding the cost of the gate and materials and YVRA will assist by removing the old gate, installing the concrete mounting pad, and assisting with the power and security system installation. 4

9 May Schedule Statistics Performance as a percentage of total flights (62) Weather related delays (1) 2% Non-Weather related delays (17) 27% w/in 30 minutes of scheduled time (30) 48% Cancelled by airline (0) 0% +30 Late 15% Total number of flights that arrived within 15 minutes of scheduled time including early arrivals: 35% SUMMER SERVICE UPDATE Weather affected only 2% of the flights including those impacted by weather outside of the Yampa Valley. 27% of the flights or 17 flights were delayed due to awaiting either crew, mechanical issues, or aircraft scheduling which may be linked to weather delays elsewhere in the route system. YVRA works closely with the airlines and ground handling companies to eliminate issues that impact flight performance. Ground time delays can result from early or late arrivals and ground handling equipment issues. Local airline operations personnel help with avoiding these issues by working closely with each flight. AIRPORT FACTS 70% of the winter vacation visitors arrive through YVRA. More than 25% of the sales tax revenue collected in the valley is attributed operations at YVRA. Local Marketing District (LMD),.25% Sales Tax and the Ski Corporation pay the Minimum Revenue Guarantee for airlines to service the Yampa Valley. (The Fly Steamboat program also contributes) 7
10 House Appropriations Committee Approves FY 2015 DOT/FAA Funding Bill May 21, 2014 The House Appropriations Committee has just approved its version of legislation to fund DOT and FAA for the fiscal year (2015) that begins on October 1. As we have reported, the measure includes good news for airports with proposed funding for AIP at $3.35 billion - the full amount authorized by law and $450 million above the funding level requested by the Obama Administration. There is also good news to report with the inclusion of $140 million in dedicated funding for the Contract Tower Program, including $9.5 million for the cost-share program. AAAE, its affiliate the U.S. Contract Tower Association, and other aviation groups have advocated for specific, dedicated funding levels for the program to highlight congressional support and to ensure that it is not singled out for disproportional budget cuts in FY Unfortunately - but not surprisingly - the House draft does not include a proposed PFC increase to $8 that was requested by the President as part of his FY 2015 budget proposal. The appropriations committees view the proposed PFC increase - and other proposed fee increases included in the Administration's budget request for TSA, CBP and other areas - as outside of their jurisdiction, preferring to leave it to the appropriate authorizing committees to tackle. 11 Manager Report KSBS Airport YVAC MEETING JUNE 12, 2014 TBM Bushwhacking in RSA The TBM had a bad landing on RWY 14 then went off into the Runway Safety Area. No injuries or significant damage to the airport, aircraft s prop took some heavy damage. 1
12 FUEL FLOWAGE (SALES) Fuel sales are currently Outstanding at SBS when compared to 2013! Fuel flowage for April and May 2014 totaled 14,409 gallons (9,187 gal. Jet-A & 5,222 gal. Avgas), and at the current rate of fuel sales this year compared to last year, we are up 41.3%. With the addition of Classic Lifeguard beginning to operate out of KSBS we have directly seen an increase of 1236 gallons sold to the company in May alone! See attached to your report the fuel flowage data from the last 5 years for your review. Local and transient pilots can go to and compare aviation fuel prices within 75 miles of KSBS. KSBS TOTAL STAFF RECORDED OPERATIONS Total recorded operations for the month of April and May 2014 were operations were local and 230 were transient. AIRPORT MANAGER PROJECTS Working to develop and adopt some Rules and Regulations as well as Minimum Standards for the airport. Working with FBO staff to re-categorize staffing titles as well as restructuring the staffing and staffing levels for the airport and the FBO. Don Heineman retired, but I ve asked him to come back on a parttime basis to develop some SOPs for the FBO. Working on hiring a new part time FBO line service helper for weekend traffic. ONGOING AIRPORT DEVELOPMENT PROJECTS 2. TAXIWAY A RELOCATION AND TAXILANE REHABILITATION BETWEEN HANGARS B & C 2
13 The design is nearing completion, and final review and approval. We hope to have the project out to bid this month. We are planning for a construction start time around September. 3. AVIATION DEVELOPMENT GROUP (ADG ) - HANGAR PROJECT ADG is still working with the city to finalize plans in the permitting process. They will be constructing 5 hangars ranging in sizes from 60 x88 to 60 x60. Colorado Group Realty has pre-sold all the hangars COLORADO DISCRETIONARY AVIATION GRANT RCR 44 REALIGNMENT Chuck Anderson is still working with the land owner to acquire property, so that construction can begin on the realignment. No new update since the last YVAC meeting. 3
