3 April 2016 Volume 4, Issue 1 YAMPA VALLEY REGIONAL AIRPORT UPDATE 14 April PURCHASES AND CONSTRUCTION: YVRA will purchase a replacement snow removal broom and blower in 2016; new equipment delivery expected prior to ski season in 2017 due to manufacturing lead times. Contractors will remove and replace the legacy airfield rotating beacon.; project cost is approx. $121K. Total 2016 entitlement funding is $1.5M; includes a $75K/5% funding match from CDOT and YVRA; projected total expenditure for 2016 (AIP 42) is $1.4M; $100K will be carried over to 2017 (AIP 43) for Old Administration Building decommissioning project in Legacy Airfield Beacon Replacement YVRA is in discussion with United Airlines and Century Link about the potential to run fiber optic cable to the terminal this summer from US 40. Still in the assessment/feasibility study phase. SENECA HILL WATER TANK PROJECT: The project is complete. Close-out actions and final payments to contractor and engineer should be completed this month. A water rate study will be contracted/conducted by the Town of Hayden after closeout to determine new rates for all users. Seneca Hill 500K Gallon Water Tank 1

4 OPERATIONS UPDATE: Ski season direct flights to/from our 11 destination cities finished on 4 April as scheduled. Enplanements for Feb and Mar increased year-over-year (10% & 6%) compared to the As of 8 Apr the airport has reduced staffing 42% from 73 down to 42; many of our year-round workers have transitioned from full-time to part-time hours for the off-season. AA to DFW Last Main Line of Season 4 Apr An 8 Apr airfield inspection indicated our airport held up well through the winter with only a few minor drainage discrepancies to address with our engineers and contractor at our one year AIP-41 warranty inspection. Our annual FAA airfield inspection is scheduled for 9-11 May; I met with our new FAA inspector at the FAA s NW Mountain Region Conference in Mar which provided some insights into his inspection focus areas. Our restaurant and snack bar finished the last two months of the ski season very strongly; gross sales were up 14% for both Feb and Mar compared to the same months in Last Q400 Flight to Denver 31 Mar Paid Parking Lot Reconfiguration Started 28 Mar 16 The RFP for a new paid parking lot system will go out in late Apr; system installation is scheduled for Aug and Sep. YVRA personnel have already demolished an existing sidewalk (see photo) to allow additional parking spaces (increased from 345 to 393) and improved traffic flow (see new lot diagram pg. 5). Republic Q400 service to/from Denver terminated on 31Mar and has been replaced by a CRJ7 (70 seat) regional jet operated by SkyWest. The YVRA Summer flight schedule is attached at pg. 6. Highlights include new Dallas daily direct flights from 2 Jun-22 Aug (65 seat RJ); daily direct flights from Houston 1 Jul-14 Aug (50 seat RJ); daily flights from Denver in Jun this year were reduced to 1x70 seat RJ per day (from 2x70 seat Q400s per day last year). 2

9 Master Plan Overview/Update Overview: The Master Plan is a 20 year plan to understand the needs of current and future users of the airport. This is important to ensure that safe and orderly development occurs in a manner that is reflective of the community s values and goals. The plan is developed through a purposeful, inclusive and educational process and is required by the FAA for all Federally funded Capital improvements. Update: The latest Master Plan draft and current Airport Layout Plan (ALP) was presented to the BCC on 5 Oct 15; formal submittal to the FAA for technical review and conditional approval was completed and FAA ALP review comments were received 4 Dec 15; one ALP issue was addressed and final FAA review started 3 Feb 16 and expected to be complete in days. One GIS data format issue is currently being addressed by Jviation and should be resolved in 2-3 weeks. After FAA comment review and response a presentation to the BCC will be scheduled for final Master Plan acceptance. The FAA does not approve Master Plans, only ALPs. As a reminder YVRA previously received CDOT approval to extend the Master Plan grant funding execution for one year to allow expenditures through Jun 2016 if required. 7

16 YAMPA VALLEY AIRPORT COMMISSION February 11, 2016 Meeting MINUTES The regular meeting of the Yampa Valley Airport Commission (YVAC) was called to order at 6:00 p.m. on Thursday, February 11, 2016 at Yampa Valley Regional Airport, Hayden, Colorado. ORGANIZATIONAL MATTERS 1. CDOT video Kevin presented the video produced by CDOT showcasing YVRA and the work that had been accomplished through AIP 40 & 41. He noted that the video had been shown at the Colorado Airport Operators Association Conference and at the recent Airline Partners Summit. Jeremy added that United Construction, YVRA and Jviation will all receive an award for the runway project. 2. Approval of Minutes December 10, 2016 Steve moved to approve the minutes of the December 10, 2015 regular YVAC meeting as written. John seconded the motion. The motion carried unanimously. II. PUBLIC COMMENT There was no public comment. 1

17 III. COMMENTS FROM BOARD MEMBERS David said that he had been through YVRA a few times on busy days over the past few weeks and had been impressed with the operation. Kevin offered that the traffic flow through the airport has improved over last year, at least in part due to the changes at the snack bar. He also cited the work of GoAlpine and Storm Mountain Express on the timing of shuttles and the extra staffing by TSA. Walter and Doug also commended operations, particularly with the heavy snowfall this year. Adam noted that SBS had lost three FBO employees and commented on the difficulties of snow removal. Rob said that Kevin had given a great presentation at the Airline Partners Summit. He noted that the Summit goes a long way towards establishing the relationships that are very beneficial when issues arise. III. OLD BUSINESS 1. Seneca Hill Water Tank Project Kevin reported that the control panel had been installed and that the last of the punch list items are being completed. He said that tank is operational, but is still being controlled manually. All parties have now signed the substantially complete certificate and close-out is scheduled to finish in days. Kevin noted that with the departure of the Hayden Town Manager, Chief Tuliszewski is acting as Interim Town Manager and is assisting with finishing up the tank project. Kevin said that the engineer would be coming up to discuss the final close out. 2. Master Plan and ALP Update Kevin reported the FAA had noticed that the piece of property surrounding the AARF facility had been incorrectly labeled on the Airport Layout Plan (ALP). That property has been re-labeled in way that will allow the airport to use the property as needed. The ALP has now been released to Air Space (an online review process) for the 45-day review period that involves all departments within the FAA. Following the review period, a formal letter will be issued with the response to the ALP. This schedule should allow the Master Plan to come back to the Board of County Commissioners in April. Doug noted that the property in question had been purchased by Routt County with County funds. He said that the County understands that the parcel is integral to airport operations, but would like to ensure that non-airport related uses will be allowed there in the future, if needed. Kevin noted that emergency management equipment not related to aviation is being stored there now. Jeremy said that a portion of the property within the building restriction line of the airport could be used as an off-setting match in lieu of cash contribution on future airport projects. V. NEW BUSINESS 1. Sunshine Law Resolution Doug read the Sunshine Law resolution designating posting places for YVAC meeting notices, as per C.R.S MOTION 2

18 Steve moved to adopt the resolution, as presented. Rob seconded the motion. The motion carried unanimously, with the Chair voting yes. 2. Capital Projects Update: SBS & YVRA Adam stated that no major capital improvements are planned for 2016 or Adam said that he is trying to build support at the City for the construction of a new set of gang hangars that could help to generate some revenue at SBS. He said the preliminary cost estimate came in at $704,000, but that the actual cost could be lower. Adam said that he would present the project, which would be financed through the State Infrastructure Bank (SIB), to City Council. In response to a question from Mike regarding the fill project, Adam said that it would be put out to bid in the spring with all the proper permitting in place. He said that it was probable that the same operator would continue with the operation, and that it is unlikely to generate a great deal of revenue. He said that only about 5% of the total amount of fill that will be eventually needed for the runway extension has been put in place to date. Regarding the CR 44 realignment project, Adam said that all communication with Roger Brown had ceased. If the project is to move forward, it will likely be through eminent domain. Adam noted the difficulty of and time involved with snow removal at SBS and stated that the existing equipment will need to be replaced in 3 4 years. He offered that if the runway extension project is approved, the equipment might be funded through a grant, but that it needs to be planned for in any case. Kevin highly recommended the purchase of a broom. Walter said that purchasing used equipment through the DIA program would be how the needed equipment would be acquired. Kevin stated that the YVRA and the Ski Corp flight statistics are somewhat different. He said that YVRA had hoped to see an increase of 10% in December enplanements over He said the increase was 5%, which could be attributed to weather in various parts of the country. January enplanements were up 8% compared to 2015, even with the weather on the east coast. Kevin reported that the restaurant and snack bar are up 23% and 16% for Dec and Jan respectively year over year in gross sales. Kevin reported that at the Colorado Airport Operators Association Conference CDOT had announced funding issues that will result in a reduction of matching funds from $250,000 to $150,000 per year for airports the size of YVRA. He said that the funding issues will probably remain until 2020, and will force the airport to look at combining years of funding or other mechanisms to help support the projects scheduled for Kevin stated that the FAA is planning to install the next element in its NextGen project: a remote virtual control tower in the Ft. Collins-Loveland Municipal Airport. He said that YVRA is being targeted for the system, which will involve remote air traffic control to ground level via video and radar. He offered that this would relieve Unicom somewhat, and would result in seamless hand-off of control, but that on-site monitoring of snow removal equipment and other local issues would still be needed. He said that for GA and commercial aircraft the airport would be treated as a towered airport. Regarding safety, Kevin said that the commercial carriers currently have very few concerns with 3

19 sequencing at YVRA. He said that there are still many questions about the NextGen tower project regarding seasonality, snow removal, etc. Kevin said that the Aeronautics Division of CDOT had rolled out a sustainability program, which consists of a large database of airports needs, and is intended to assist airports with projecting their future needs. Regarding the issue of CDOT funding, Kevin said that the $150,000 per year may be further reduced. He said that if that amount is not enough CDOT recommended going to the SIB, which has around $16M in loan funds available. Kevin said that the AIP 42 projects for YVRA include the purchase of a new broom, a new blower to be delivered in 2017 and the purchase and installation of a new rotating airport beacon in The parking lot system is also scheduled to be replaced, for a cost of approximately $175,000. Kevin added that the piping connections for the fire suppression system also need to be tied into the new Seneca Hill Tank. Kevin reviewed the POS/PCI upgrades to the parking, restaurant and ATM systems. Kevin reviewed the recent airplane bombing in Somalia that involved an airport employee. He said that TSA will be assessing the internal vulnerabilities at YVRA, along with all other airports. Kevin offered that YVRA is now more secure than it ever has been. In response to a question from Steve, Kevin said that because the parking system is a revenue generator, it must be paid for out of the YVRA budget. He said that money from CDOT will be sufficient to support the snow removal equipment and airfield beacon projects. He said that YVRA will want the ability to keep and carryover its annual funding so that the aggregate can be used for the old administration building demolition and ramp extension project scheduled for 2017 and He said that the project may also include an additional de-icing pad. Doug noted that the County is working on extending fiber optic cable to YVRA to allow for the relocation of the Communication Center to a secure area within YVRA. Kevin said that the NextGen virtual tower project will require fiber and may be a source of funding for that project. 3. Air Service Update Rob reported that in March United Express service will begin using Trans States and Sky West in the mix with Republic. After March, Republic will not be used, which should improve reliability and, with time, trust. He offered that with increased performance and the return of local customers, there may also be an increase in the frequency of flights. In response to a question from Mike, Rob said that these flights would be promoted once there is a story of improved reliability to tell. He noted that the Denver flights are not part of the revenue guarantee program, and that they are always talking with carriers that don t currently fly into Hayden. David suggested that a back-up system, such as a bus to DIA, would be beneficial to cover gaps in reliability. Rob reported that American Airlines would be offering a direct flight from Dallas into YVRA for the summer season, and that the summer Houston service would be discussed soon. These flights will allow for increased options for connections. Ron said that the goal is to increase frequency, choice and competition. 4

20 Kevin reported that Fresh Air, the Uber of executive jets, if now offering service, when seats are available, out of Centennial to Telluride, Aspen and Eagle/Vail for a subscription price of $1250/month. 4. Other new business Doug recommended adding updates from GoAlpine and Atlantic Aviation to the regular agenda. In response to a question from Doug, Tracey reported that things were going smoothly at GoAlpine. There was a discussion of the Eastern charter flight. Regarding Atlantic, Kevin said Pat (who had left the meeting) had nothing to report. Kevin said that Atlantic had had a record November and a good December, a flat January and were solidly booked for February. He added that the doctors group is purchasing another plane and that the number of resident GA aircraft is growing. Kevin described the hangar doorway expansion project intended to accommodate larger aircraft, and said that a design consultant would be coming in to work on the new development at Atlantic scheduled for He said that the contract with Atlantic would be extended and that the service road will have to be paved to accommodate the new construction. Doug suggested that the committees need to be discussed. Mike suggested that this would be a good project for a YVAC retreat, to be held sometime after the ski season ends, perhaps in June. VIII. MANAGERS REPORTS provided via 1. Steamboat Springs Airport Adam reviewed the forced landing of a single-engine aircraft by a small local pilot in an open field near the airport. He said that the pilot was uninjured and that he would provide an update when the NTSB report is released. He also described a small incident in which a snow removal truck clipped the wing of a plane at SBS. Adam said that the damage was less than $10,000 and was covered by insurance. In response to a question from Mike about the need for headings on the SBS fuel sales report, Adam said he would modify future reports to include them. 2. Yampa Valley Regional Airport Kevin introduced Rachelle Summers. Rachelle reviewed the work she had done on various projects related to YVRA. She said that she remains interested in the airport and would like to continue to be involved. 5
