UNMANNED AIRCRAFT SYSTEMS (UAS) IN UTILITIES Presented by: Dan Carbone Avion Unmanned
Why Drones?
Why Drones? Cost Effective Entire cost of a UAS program can be recouped in first-year man-hour savings Speed, Efficiency, and Accuracy Properly trained and equipped team can conduct consistent, repeatable operations in a fraction of the time with greater precision. Deliverables are current, accurate, and cheaper Safety Keep personnel out of harm s way (atop a tank on a windy day, in a gator-infested swamp, or wading in contaminated water)
Utility Use Cases
Water Use Cases Single asset can be leveraged in different ways by multiple agencies Groundwater monitoring Assess/monitor landfills Erosion & sediment control Stormwater management Identify pollution sources Infrastructure & Right-of-Way inspections Assess & plan for drought, hurricanes, or supply disruptions
Use Cases Flood assessment Property damage assessment Flood mapping / impact projection Flood inundation models Flood monitoring over time Public information Justification for decisions
Water Sampling Passive water sampling of ph, temperature, dissolved oxygen Create geo-located maps of water quality conditions Autonomous systems can consistently sample the exact same location on repeat visits, establishing long-term data
Water Sampling
Water Tank Inspections
Water Tank Inspections Controlled Airspace Residential neighborhoods TV Transmit Towers Power lines / Antennas Elementary school Weather / Wind

14 CFR 107 (Part 107) Small UAS Rule Operator Requirements to obtain a Remote Pilot Certificate Be at least 16 years old English proficiency Pass a TSA background check Pass the FAA initial aeronautical knowledge exam and recertify every 24 months No medical certification requirement No demonstrated flight proficiency requirement Knowledge can be obtained through self-study, taking an online training course, taking an in-person training course, or any combination thereof.
FAA Roadmap UAS training standards will mirror manned aircraft standards to the maximum extent possible Regardless of UAS platform, similar training methods are expected (i.e. knowledge test & flight evaluation) There will be requirements for currency & proficiency
Build an Effective UAS Training Plan Develop Training Objectives Create a Task List Establish Standards for Each Task Maintain Training Records Failure to meet standards Have a review process Evaluate and Revise Assess Training Needs Set Training Objectives Create an Action Plan Implement the Training
Tips for Effective UAS Training Gradual progression - New skills build on previous ones Mix it up: Classroom, practical exercise, mission scenarios Expect the unexpected; emergencies become non-events Make training as realistic as possible Flight Simulator pros and cons Acknowledge your limitations
