1 Unmanned Aerial Systems (UAS): What You Need to Know Colorado SWANA Annual Conference September 13, 2017 Questions to Answer: 1. Should we be leveraging UAS? 2. Should we self-perform UAS work? 3. If we don t self perform, how do we procure UAS services? The Rules
2 Part 107 FAA Regulations on UAS Operations Operator must pass a written knowledge test Operator must have a current government issued drivers license Knowledge test is vested by TSA and administered at 700 centers across the country No Notice to Airman (NOTAM) required Allows 1 crew operations Remain within 400 feet of a structure No consent required to operate over private property Operations are allowed to be conducted from a moving vehicle if over a sparsely populated area Section 333 Operator must be a FAA licensed pilot Operator must obtain a FAA medical certificate 6 months queue for 333 exemption which is processed through 1 department in the FAA Operators are required to file a Notice to Airman (NOTAM) prior to every operation Requires a visual observer for every operation 400 foot ceiling on all operations Must receive consent to operation within 500 feet of private property No operations from a moving vehicle Should we self-perform UAS work? Do we have or are we willing to develop/hire/acquire: Someone that is excited about UAS? Someone with a fighting shot at processing data? In-house GIS and/or CAD capabilities? Registered professionals (depending on type of work)? Data storage?
3 What we have learned in ~3 years as a UAS service provider UAS have tremendous upsides and almost unlimited applications. Evaluate each project before committing to UAS. DATA PROCESSING AND QUALITY CONTROL WORKFLOW DATA COLLECTION PROCEDURES LICENSED TECHICAL PROFESSIONALS UAS PROGRAM FUNDAMENTALS FAA CERTIFIED PILOTS OR REMOTE PILOTS (AND TRAINED OBSERVERS) SAFETY PROGRAM & STANDARD OPERTATING PROCEDURES OPERATIONS AND MAINTENANCE PROGRAM 22 Data to support agency reporting or certification? UAS SPECIFIC LIABILITY INSURANCE Suggested RFP Considerations Suggested RFP Considerations (cont.) Clearly identify purpose (e.g., monitoring, volumetrics, design) Consider timing/schedule Account for potential weather impacts Identify frequency Clearly identify the area of interest Data deliverables and data hosting preferences Request discussion of UAS program fundamentals Request information on equipment and operator/pilot Require insurance certs, including UAS liability insurance Require quality control methods, GCP s, and reporting Identify existing control Identify accuracy standards (e.g., 1-ft contours, 0.2 ft DTM, etc.) Specific safety requirements/training
