3 Regulations Small Unmanned commercial flight operations in the National Air Space (NAS) are governed by 14 CFR Part 107 Enacted August 29 th, 2016 Established: Small Unmanned Aircraft registration requirements Operator licensing requirements Aircraft operational limitations

4 Regulations Part 107 applies to Small Unmanned Aircraft System (suas) Classification Unmanned aircraft between 0.55 and 55 pounds Configurations Multi-Rotor Fixed Wing Hybrid Operations anywhere in United States airspace

5 Regulations Registration Applies to aircraft flown outdoors weighing between 0.55 lbs. (250 grams) and 55 lbs. (25 kg) Registered owners must be 13 years of age or older and a U.S. citizen or legal permanent resident Flight test not required Register online at registermyuas.faa.gov $5 fee per aircraft for commercial registration Valid for 3 years One registration number per aircraft (commercial only), marked on aircraft before use

6 Regulations Commercial Operator Licensing Requirements Be at least 16 years old Be able to read, speak, write, and understand the English language Be in a physical and mental condition that would not interfere with the safe operation of a small unmanned aircraft (no medical test required) Satisfy one of the following conditions: Pass an initial aeronautical knowledge test; or If a person who holds a pilot certificate issued under 14 CFR part 61 and has successfully completed a flight review in within the previous 24 months, successfully complete the part 107 online training course and test at

7 Regulations Part 107 Certification for those without a current Part 61 certificate Must pass a 60 question test (40 for recurrent) with a score of 70% every two years Test costs $150 Test includes questions on: Regulations (15 25%) Airspace Classification and Operating Requirements (15 25%) Weather (11 16%) Loading and Performance (7 11%) Operations (35 45%) Emergency procedures Crew Resource Management (CRM) Radio communications procedures Physiological factors affecting pilot performance Aeronautical Decision-Making (ADM) and judgement Airport operations Maintenance and inspection procedures

8 Regulations Part 107 tests are administered at authorized FAA testing centers Tests are scheduled over the phone through PSI Services LLC Local Testing Facilities SkyOp LLC Canandaigua, NY East Hill Flying Club Ithaca, NY Galaxy Aviation Rome, NY

9 Regulations Upon successful completion of the Part 107 test, individuals will be issued a Remote Pilot Certificate with a suas Rating

10 Regulations Part 107 created three positions involved in suas operations Remote Pilot in Command (RPIC) Required to have a Part 107 Certificate Directly responsible for and is the final authority as to the operation of the suas Person Manipulating the Flight Controls Visual Observer

11 Regulations Operational Limitations Visual Line of Sight (VLOS) only May not operate over persons not directly involved in the operation Daylight operations only (Can operate during BMNT and EENT with appropriate lighting) Yield right of way to other aircraft FPV camera does not satisfy see and avoid but can be used with other controls Max groundspeed of 100mph Max altitude of 400 AGL unless within 400 of a structure Min 3 miles of visibility from Control Station Operations in Class B, C, D and E airspace only with ATC permission (LAANC)

12 Regulations Operational Limitations RPIC and VO limited to one suas at a time No operations from a moving aircraft No operations from a moving vehicle unless in a sparsely populated area No careless of reckless operations No carriage of hazardous materials Preflight inspection required by RPIC Report any accident to the FAA that results in $500 of property damage or serious injury Operational Waivers may be obtained for most limitations with additional controls

13 Program Considerations Develop the Business Case suas should accomplish one or more of the following Reduce Existing Costs Increase Revenue (New or additional service offerings) Reduce Risk to Employees suas are a data collection tool What data do you want to collect? Is the data already collected? Who currently collects the data? How often is the data collected? Will the suas give you access to new or better data?

14 Program Considerations Payload configurations can help operators collect desired data Payload options include: Camera Zoom Camera Thermal Camera Multispectral and Hyperspectral Imagers LIDAR Radiation or Chemical monitor Data can be viewed in real-time or recorded and analyzed later
