2 HELIPORTS 1. Heliport Specific FAA FORM 5010 A need for a Heliport Specific Airport Master Record Form, i.e H, to better capture heliport specific data and streamline FAA Form 7460 information. Examples: Preferred Approach/Departure Path Rooftop and Elevated Heliports Obstructions/Hazards Runway vs. TLOF Nomenclature Surface Type FEB 16 & USHST 2017 Infrastructure Summit 2

3 HELIPORTS 2. DATA INTEGRITY STANDARD A need to incorporate Accuracy & Currency Standards for private airport and heliport information similar to ICAO standards. CURRENCY: How old is the data and when was it last updated. Current system only identifies the last time information was requested. ACCURACY: How accurate is the data, no clear cut standard for private facilities. Possibly use Obstruction Accuracy Standards in FAA Order G. FEB 16 & USHST 2017 Infrastructure Summit 3

INFRARED (IR) LIGHTING Research, Develop and Publish a standard for IR obstruction, airport and heliport lighting so that manufactures can then produce IR lighting that meets an FAA standard. Determine if: Heliport lighting is included in the definition used in hazards for FY15 SSI LED06: Loss of Sight of LED Airport Lighting in the FAA Safety Management, Safety Risk Assessment of Light Emitting Diode (LED) Lighting in Aircraft Operations Addendum, September 30. 5 HELIPORTS 4. ACCIDENT INVESTIGATION Develop an FAA Accident/Incident Investigation Form that is helicopter specific. Include Infrastructure, i.e. heliports, as an investigation area Determine whether or not it was a contributing factor. Better statistical gathering for infrastructure accidents Examples: Clear Approach/Departure Path Current and Accurate Information Obstruction Inventory at TLOF, FATO & Safety Area Proper Lighting & Marking FEB 16 & USHST 2017 Infrastructure Summit 5

HELIPORT ADVISORY CIRCULAR (AC 150/5390-2C) Recommendation to conduct a study with key stake holders on the impact that the new VTOL platforms will have on infrastructure standards and; evaluate utilizing a new process for developing the next generation of the heliport design advisory circular. Primarily looking at the success that the FAA has experienced in utilizing the American Society of Testing and Materials (ASTM) Process FEB 16 & USHST 2017 Infrastructure Summit 6

9 IFR 3. Follow up on RTCA (Radio Technical Commission for Aeronautics) Recommendations: For Low Altitude Performance Based Navigation (PBN) Structure. RTCA to publish recommendations around March 2 nd. Disseminate recommendations through USHST FEB 16 & USHST 2017 Infrastructure Summit 9

10 IFR 4. SINGLE ENGINE IFR (SE/IFR) Continue to monitor progress and evaluate limits. Evaluate the current legacy fleet. Incorporate electrical load capability to secondary generator Reference: Equipment requirements: Aircraft carrying passengers under IFR. (f) For a single-engine aircraft: (1) Two independent electrical power generating sources each of which is able to supply all probable combinations of continuous inflight electrical loads for required instruments and equipment; or (2) In addition to the primary electrical power generating source, a standby battery or an alternate source of electric power that is capable of supplying 150% of the electrical loads of all required instruments and equipment necessary for safe emergency operation of the aircraft for at least one hour; FEB 16 & USHST 2017 Infrastructure Summit 10

11 IFR 5. ATC INTERFACE Use of the IFR system by helicopters needs to become the new norm. Through use and exercise of the ATC system an increase in competency & comfort level for both pilot and ATC can be generated. Need a commitment from operators to conduct more IFR operations, especially during good VFR flight conditions to increase competency & comfort levels. FEB 16 & USHST 2017 Infrastructure Summit 11

12 IFR 6. EVALUATE ALTERNATE MINIMUMS Single Engine Helicopter planning minimums for weather and fuel: Current Weather Requirements Part-91: 1000 ceiling and 2 miles visibility Part-135: 2000 ceiling and 3 miles visibility FEB 16 & USHST 2017 Infrastructure Summit 12

13 WEATHER 1. HEMS WEATHER TOOL SURVEY Conduct survey of pilots for feedback of latest updates of HEMS Weather Tool. National EMS Pilots Association (NEMSPA) to spearhead effort in collaboration with AOPA, NAAA, ALEA & HSAC. FEB 16 & USHST 2017 Infrastructure Summit 13

Weather Station METAR INCLUSION into the NADIN (National Airspace Data Interchange Network) Continue to evaluate best practices for inclusion of aviation weather stations that are less than AWOS-III into the NADIN.
