2 Introduction Safety in aviation is of paramount importance and every day we see regulators worldwide coming out with new regulations for compliance by operators within their jurisdiction. Further, manufacturers of aircrafts and aviation equipments are coming out with new products with latest technologies to improve safety and reliability of aircraft operations. While large operators have adequate expertise and infrastructure to cope up with rapid changes in the industry, it is small operators with a fleet of one or two helicopters/aircrafts and state government aviation set ups who do not have capacity and capability to update themselves with regulatory requirements, circulars and rules issued by competent authority from time to time, operate under CAR 145/CAR-M for maintenance and conduct post induction training for pilots, AMEs and technicians as they do not have their own safety audit/safety management systems and QC set ups. General Aviation industry in west and America has already matured and to bridge this gap, there are lot of authorized third party auditors, aviation consultants, training institutes to provide every kind of training, support & guidance to small and niche operators. However, there is no authorized third party auditor or consultant or a training institute of repute in India who can be relied upon by small operators, state governments and corporate houses for such support. This probably explains the high rate of accidents/incidents of state government s helicopters in India. Regulator and Industry are already feeling the need to address the issue as accident investigations in the recent past have recommended periodic safety audit of state government aviation set ups and small operators. Setting up of a National Helicopter Academy for this purpose has also been recommended after the enquiry of the accident of Bell 430 helicopter VT-APG of government of Andhra Pradesh. Thus there is need of a Safety Services Institute to provide specialized training, audit support and consultancy services to small operators and aviation set ups of state governments. Pawan Hans Helicopters Limited, being the premier helicopter organization and largest helicopter operator in the country, is ideal for taking the lead for establishing the said institute. National Institute of Aviation Safety and Services is an initiative of Pawan Hans Helicopters Limited. The Institute is a knowledge bank and provides services to helicopter operators in general aviation, owners and other organizations on aviation safety related issues and assists the Government and regulating agencies in formulating/implementing rules and regulations for smooth operation, maintenance of helicopters/aircrafts and development of heliports, maintenance facilities in the country. 2

4 1.0 Inspiration of NIASS 1.1 National Institute of Aviation Safety and Services is a brain child of Dr. Nasim Zaidi, former Director General of Civil Aviation and presently, Secretary MOCA Government of India. Inspiration and initiatives of Dr Zaidi has been instrumental in guiding PHHL to establish NIASS. 1.2 Sh Bharat Bhushan, JS MOCA and DGCA, has been a constant source of inspiration for the Instiute and Sh Bharat Bhushan, as DGCA and Member PHHL Board is guiding the Institute in achieving its objectives. 2.0 Management of NIASS 2.1 Sh R K Tyagi Chairman and Managing Director of Pawan Hans Helicopters Limited is the Patron in Chief of the National Institute of Aviation Safety and Services. 2.2 The Institute is headed by Sh A K Chopra former Joint Director General Civil Aviation. Sh Chopra is an Aeronautical Engineering graduate from Punjab Engineering College Chandigarh (1970 Batch). Sh Chopra has over 40 years of experience in Aviation especially in Accident Investigation and Accident Prevention. 4

5 Sh Chopra has investigated a large number of accidents of various types of aircrafts and helicopters. Sh A K Chopra established and headed Accident/Incident prevention cell in DGCA and initiated Prevention activities like Safety Audits, FOQA etc. Sh. Chopra has been a team leader of National Aviation Safety Team (NAST) and Cabin Safety Team. Sh AK Chopra was a member of ALAR (Approach Landing Accident Reduction) Team and participated in number of Indian and foreign seminars and presented various papers. Sh A K Chopra has number of officers from the office of Director General of Civil Aviation and aviation industry on Safety Audit, Accident Investigation and Prevention and various other subjects related with aviation safety. Sh Chopra retired from DGCA as Joint Director General Civil Aviation in May 2010 and presently heading National Institute of Aviation Safety and Services as Principal of the Institute. Sh A K Chopra is assisted by Sh M S Boora, DGM(TS) PHHL as Vice Principal of NIASS. Sh Boora is an Aeronautical Engineer from Punjab Engineering College Chandigarh (1987 Batch) and MBA from Faculty of Management Studies Delhi University. Sh Boora has over 20 years of experience in Pawan Hans Helicopters Limited in Quality Control, Workshops Line/Major Maintenance, Detachments and Corporate Office. The Faculty in the Institute comprises of subject experts available within PHHL and Industry. Guest faculty is invited as and when required. 3.0 Activities of NIASS The Institute provides services to aircraft operators, owners and General Aviation Operators on issues related with Aviation Safety, O&M, SMS etc and supports the Government and regulating agencies for formulating/ implementing rules and regulations for operation, maintenance of aircrafts and development of heliports, maintenance facilities infrastructure in the country. The institute also conducts Trainings for General Aviation operators, state governments and other stake holders in the Industry in following areas: - Recurrent training, proficiency checks, CRM, Dangerous Goods awareness, Special VFR, emergency survival, simulator & ground trainings for crew required as per Civil Aviation Requirements. - Helping general aviation operators in establishing Safety management Systems in their organizations. - OJT for aviation students. - Third party audit of operation and maintenance facilities. 5

6 - Aviation risk evaluation and mitigation. - Emergency response planning. - Safety audit of offshore oil rigs, helipads and heliports. - Developing safety policies/standards & preparation of Operations Manual, Standard Operating Procedures, Safety Manual as per DGCA guidelines. - Market surveys, Business Research and Feasibility studies. - Structured courses for VIP and election flying. - Setting up or providing O&M facilities for small operators. Schedule of trainings is circulated to all operators in General Aviation, NSOPs and Sops through s.
