1 GOVERNMENT OF INDIA OFFICE OF THE DIRECT GENERAL OF CIVIL AVIATION TECHNICAL CENTRE, OPP SAFDURJUNG AIRPT, NEW DELHI CIVIL AVIATION REQUIREMENTS SECTION 7 - FLIGHT CREW STANDARDS TRAINING & LICENSING SERIES 'I', PART I 27 th MAY, 1998 EFFECTIVE: 1st December 2010 Subject: CRITERIA F APPROVAL OF EXAMINERS/ INSTRUCTS/ CHECK PILOTS F SCHEDULED AND NON-SCHEDULED (EXCEPT GENERAL AVIATION) COMMERCIAL OPERATIONS WITH FIXED WING AIRCRAFT. 1. INTRODUCTION This Civil Aviation Requirement is issued under Rule 133A of the Aircraft Rules 1937 laying down the minimum requirements for the approval of Check-Pilots, Instructors & Examiners for the purposes specified in Rule 41-A and Schedule II of the Aircraft Rules, 1937 for scheduled and non-scheduled (except general aviation) commercial operations with fixed-wing aircraft: This CAR replaces AIC 06 of 1995 issued on 12 th June, GENERAL REQUIREMENTS 2.1 The seniority, the position in the airline and remuneration received by the pilots shall not be the consideration for approval as Examiners/ Instructors/Check-Pilots. 2.2 The pilots recommended for approval as Examiners/Instructors/Check-Pilots shall be free from prejudices and strong likes and dislikes and capable of recording fair assessments and shall be known for their impartiality. They shall be capable of instilling high standard of discipline among the air crew and shall have balanced attitude towards them. 2.3 The operators, before recommending the names of the pilots for such approvals, shall subject the pilots to a process of selection, suitability tests and requisite training. While seeking approval of the DGCA, the Chief of Operations/Training shall furnish a statement showing compliance of all the requirements of this CAR and satisfactory completion of the stipulated training in respect of each pilot and certify that the pilot is competent to exercise the privileges as provided in this CAR. The minimum training requirements to be completed are given in Appendix A. The operators shall submit the complete training records in original to DGCA while seeking approval. Rev. 5, 16th November

2 2.4 The pilots recommended for approval as Examiners/Instructors/ Check-Pilots : (i) (ii) (iii) (iv) (v) should have been regularly flying the aircraft type for which the approval is sought. They should have consistently shown satisfactory proficiency, and: should have obtained pilot-in-command rating on the type in the first attempt. should not have failed in any of the proficiency checks on simulator/aircraft during the preceding two years; should have a record completely free of any notifiable accident attributable to pilot s proficiency in handling the aircraft, on the type of aircraft for which approval is sought. Further, he should have accident-free record during the preceding ten years on any type of aircraft, in airline operations, attributable to pilot s proficiency. should have a record free of any incident attributable to pilot s proficiency in handling the aircraft during the preceding three years. Note: The accident/incident free period indicated in para 2.4 (iv) & (v) above, shall be counted from the day a flight crew member starts exercising privileges of his/her licence without any limitation. 2.5 The pilots recommended by the operator for approval, as Examiners/Instructors/ Check-Pilots shall have undergone the stipulated training and satisfactory tests on an approved simulator/aircraft before their names are forwarded to the DGCA for such approvals. The pilots who fail in the test should not be recommended for the respective approval for a period of two years. 2.6 The pilots approved as Instructors/Check-Pilots for the first time shall be checked by Flight Inspector of DGCA or an Examiner nominated by DGCA for the purpose before they are released by the operator to act as Instructors/Check-Pilots. 2.7 Approval granted to a pilot as an Examiner/Instructor/Check-Pilot may be withdrawn by the DGCA subsequently if the pilot is found lacking in any of the requirements. Besides, a Board consisting of the Chief of Operations and Chief of Training of the operator may also recommend to the DGCA, withdrawal of approval as Examiner/Instructor/Check-Pilot in respect of any pilot giving adequate justification. 3. REQUIREMENTS OF FLYING EXPERIENCE 3.1 Check-Pilot: (i) Total Flying Experience - 3,000 hours (ii) Total Command Experience - 1,000 hours (iii) Total Command Experience on the type hours Rev. 1, 14 th February,

3 3.2 Instructor: (i) Total Flying Experience - 3,500 hours (ii) Total Command Experience - 1,500 hours (iii) Total Command Experience on the type - 1,000 hours (iv) Experience as approved Check-Pilot - 10 route checks on the type and one year of working as a Check-Pilot on the type of aircraft. (NOTE : Experience as a check pilot will count from the date a pilot carries out first route check). Experience as approved Instructor on another type of aircraft. 50 hours of instructional experience on similar type of aircraft i.e. from one type of jet aircraft to another type of jet aircraft or from one type of turboprop/piston engined aircraft to another type of turboprop/ piston engined aircraft. 3.3 Examiner (i) Total Flying Experience - 4,000 hours (ii) Total Command Experience - 1,750 hours (iii) Total Command Experience on the type - 1,250 hours (iv) Experience as approved Instructor on the type - 50 hours 3.4 Instructional experience on the approved type simulator may be counted towards the instructional experience on the type 3.5 The total command experience on the type for approval as an Instructor shall be relaxable to 500 hours in case a pilot has instructional experience of not less than 200 hours or has acted as functional Examiner for a period not less than one year on another aircraft with the same operator. 3.6 The total command experience on the type for approval as an Examiner shall be relaxable to 750 hours in case of a pilot who has been a functional Examiner on another type of aircraft with the same operator for a period not less than one year, and to 500 hours in case of a pilot who has been functional Examiner with the same operator for a period not less than two years. 3

4 3.7 (a) An Examiner/Instructor/Check-Pilot shall exercise his privileges only when: (i) (ii) he has a minimum of 10 hours flying experience as Pilot-in- Command on the type during the preceding 30 days; and he has exercised the privileges of Examiner/Instructor/ Check-Pilot as applicable on the type during the preceding six months except when a pilot is newly approved on the type. (b) (c) In case an Examiner/Instructor/Check-Pilot is not meeting the aforesaid recency requirements, he shall first exercise his privileges under the supervision of a functional Instructor/Examiner or DGCA Flight Inspector as applicable for the category. He shall start functioning independently again, only if his proficiency is found satisfactory. A certificate indicating compliance of the aforesaid recency requirements shall be recorded in the check/training reports. 3.8 The flying experience acquired and the training undergone by a pilot with an operator shall be considered for approval as Examiner/Instructor/Check-Pilot with other operators also. 4. PRIVILEGES The privileges of the Examiners/Instructors/Check-Pilots shall be as mentioned below: 4.1 Examiners (i) (ii) (iii) (iv) (v) (vi) (vii) Skill test for Co-Pilot s rating (CA 40-A); Skill test for Pilot-in-Command rating (CA 40-B); Skill test for issue of Instrument Rating (IR); Final simulator check; Ninth or tenth route check for Pilot-in-Command endorsement. Training and release check of Examiners; To exercise the privileges of an Instructor and a Check Pilot. 4.2 Instructors i) Training of pilots for Co-Pilot/Pilot-in-Command rating and Instrument Rating. ii) iii) iv) Training of Instructors and Check Pilots. Proficiency checks (LR and Route Check). Instrument Rating (IR) renewal check. 4

5 v) To exercise the privileges of a Check Pilot. 4.3 Check-Pilots i) Route checks. ii) Under supervision flying by eligible co-pilots. 5. Unless revoked or suspended, the approval of the Examiners/Instructors/Check-Pilots shall remain valid for a period of five years from the date of issue of approval so long as the pilots continue to regularly fly the type of aircraft on which the approval has been granted and meet the applicable requirements of this CAR and remain in the employment of the operator who has obtained the approval. Renewal of approval of Examiner/Instructor/Check pilot shall be accorded after submitting the following documents by the Scheduled operators at least three month in advance. 1. Proficiency check/test report once in two year. 2. Certificate regarding non-involvement of training captain in incident/accident/positive breath analyzer test within preceding five years. DGCA shall appoint a board to decide the manner in which the initial/renewal of approval/proficiency check shall be carried out in respect of Examiner/Instructor/Check Pilot. The board shall comprise of Joint Director General as Chairman, CFOI/FOI and Expert nominated by Director General as member and Director of Operations ( Flight Standard Directorate ) as member secretary. Board shall scrutinize the documents submitted by airlines operator in case of initial approval/renewal/proficiency check in respect of training captain and recommend the case for necessary approval to the Director General. The DGCA approved Examiners/Instructors/ Check Pilots shall be required to undergo assessment of their continued proficiency in carrying out their privileges as Examiners/Instructors/Check Pilots. Such assessment shall be carried out by the Chief Flight Operations Inspector or a Flight Operations Inspector, once in two years. 6. In case adequate number of pilots meeting fully the aforesaid requirements are not available with an operator, the Director General may, at his discretion, relax the requirements taking into consideration the past performance, the flying record and the experience of a pilot proposed for approval by the operator. The DGCA may also authorise for a specified period Examiners/Instructors/Check Pilots or pilots of equivalent status approved as such by any contracting State, to exercise the privileges of Examiners/Instructors/Check Pilots as given in this CAR. 6 Appendix - A MINIMUM TRAINING REQUIREMENTS F EXAMINERS/ INSTRUCTS/CHECK-PILOTS 1. MINIMUM TRAINING F CHECK PILOTS (APPROVAL SOUGHT F THE FIRST TIME) 1.1 Class Room Training Adequate class room training by the Examiners/Instructors/Ground Instructors. The training should cover the operational knowledge, writing of proficiency reports and CRM points as Check Pilots. It should also include do s and don ts for Check-Pilots. 1.2 Simulator Training (i) (ii) (iii) One simulator session of at least two hours from right hand seat for the purpose of familiarisation and handling of normal, abnormal and emergency conditions from right hand seat. One simulator session of at least two hours from left hand seat for the purpose of familiarisation of Pilot-not-Flying duties from left hand seat. Assessment check of at least 2 hours from right hand seat. 1.3 Aircraft Training Adequate flying training to the satisfaction of instructor from right hand seat with minimum of 3 take-offs and landings and at least one landing shall be with simulated one engine inoperative. The purpose of the training flight is to establish proficiency in handling the aircraft in normal, abnormal and emergency conditions from right hand seat. Note: For aircraft where Level D Simulator is available, this requirement of aircraft training can also be carried out on Simulator during Simulator Training as in para 1.2 above. Where Simulator Training cannot be availed, aircraft training as at above is required to be carried out. 1.4 Line Training At least two Line-Oriented Flying Training (LOFT) flights with trainee check pilot occupying right hand seat with Examiner/Instructor in left hand seat. Out of the two, at least one flight should be to short/critical airfield and one flight at night. The purpose is to introduce the trainee Check-Pilot to line flying duties from right hand seat as PF. 1.5 Release Checks Checks to assess the capability of trainee check-pilot to carry out Route Checks: Rev. 3, 2 nd May

7 (i) (ii) Release check by the operator with the trainee Check Pilot occupying right hand seat, another pilot in left hand seat and Examiner occupying the observer seat (or Examiner occupying left hand seat and acting as a Pilot-under-check also). Release check by a DGCA Flight Inspector/DGCA nominated Examiner in the observer seat, the trainee Check Pilot occupying right hand seat and carrying out route check of another pilot. DGCA Flight Inspector may occupy left hand seat, if required. Note: If the time between the simulator training and the initiation of Flying Training (Para 1.3) is more than three months but less than 6 months, one more session of simulator training of at least two hours would be required as a refresher for simulator training before starting the flying training. 2. MINIMUM TRAINING F INSTRUCTS (APPROVAL SOUGHT F THE FIRST TIME) 2.1 Class Room Training Class Room training by the Examiners/Instructors/Ground Instructors on instructional techniques, methods of imparting instructions, how to assess progress of the trainee pilots, how to fill training proforma and reports and how to carry out proficiency and IR checks. 2.2 Simulator Training Phase - I (a) (b) Two simulator sessions of at least two hours each, one from right hand seat and one from left hand seat for the purpose of familiarisation and handling of normal, abnormal and emergency conditions especially in traffic circuits. Assessment check of at least two hours with the trainee instructor in the right hand seat, examiner in left hand seat acting as a Pilot-under-training during which the trainee Instructor Pilot shall demonstrate his skill in handling the aircraft in normal, abnormal and emergency conditions and taking timely corrective actions Phase - II (a) The trainee Instructor Pilot should observe a complete PIC or Co-pilot training profile and LR & IR check. 8 (b) 2.3 Aircraft Training The trainee Instructor Pilot should impart instructions under supervision of an Instructor/Examiner for a complete training profile of PIC or Co-pilot and LR & IR check. Note: If a batch of at least two PIC/Co-pilot trainees is being trained together for the complete course, the trainee Instructor Pilot may impart instructions along with the Instructor Pilot alternatively, thus reducing the simulator timings The trainee Instructor Pilot shall observe CA-40A or CA-40B Check training of another Instructor on an aircraft Adequate flying training to the satisfaction of instructor with the trainee Instructor Pilot occupying right hand seat and Examiner occupying left hand seat acting as Pilot-under-Training. Minimum three take-offs and landings out of which at least one landing shall be with simulated one engine inoperative. This is to provide practice in handling the aircraft in normal, abnormal and emergency conditions from right hand seat and also to impart instructions and to take timely corrective actions Release check by the operator with examiner occupying observer seat, trainee Instructor Pilot occupying right hand seat and imparting instructions to another pilot (or Examiner occupying left hand seat and acting as trainee pilot also). Note: (i) (ii) If the time between the Phase 1 of simulator training and the initiation of Flying Training (Para 2.3) is more than three months but less than 6 months, one more session of simulator training of at least two hours would be required as a refresher for simulator training of Phase-I before starting the flying training. When a zero hour simulator is used in lieu of an aircraft to conduct training, the requirements of would be met by carrying out only LR & IR renewal check on aircraft. 2.4 Line Training At least two Lined-Oriented Flying Training (LOFT) flights should be conducted by the trainee Instructor pilot under supervision of an Instructor/Examiner. This is to introduce the trainee Instructor to LOFT duties. Instructor/Examiner may occupy left hand seat or right hand seat and act as a Pilot-under-training also. Rev. 2, 12 th April

9 2.5 Release Check Final release check of the trainee Instructor Pilot shall be carried out by a DGCA Flight Inspector/DGCA nominated Examiner occupying observer seat and the trainee Instructor imparting instructions to a pilot. DGCA Flight Inspector may occupy the left hand seat, if required. This requirement may be completed on zero time full flight simulator or on aircraft. 3. MINIMUM TRAINING F EXAMINERS (APPROVAL SOUGHT F THE FIRST TIME) 3.1 Class Room Training Class room training by the Examiners/Ground Instructors regarding planning, preparation and procedures for conducting CA 40A and CA 40B checks and initial issue of Instrument Rating on type. 3.2 Simulator Training Observe and conduct (under supervision of an Examiner) one final simulator check of PIC or Co-pilot. 3.3 Aircraft Training The trainee examiner should observe: at least one CA-40A check by day or night at least one CA-40B check by day or night. 3.4 Release Check The trainee examiner should conduct under the supervision of an examiner: at least one CA-40A check by day or night at least one CA-40B check by day or night. Note: At least one CA-40A/CA-40B check should be observed/conducted under night condition. The requirement of Aircraft Training and Release Check may be completed on zero time full flight simulator or aircraft. 3.5 Final Release Check Final Release Check of the trainee Examiner Pilot shall be carried out by a DGCA Flight Inspector/ DGCA nominated Examiner occupying observer Rev. 2, 12 th April

10 seat and the trainee Instructor imparting instructions to a pilot. DGCA Flight Inspector may occupy the left hand seat, if required. Note: This requirement may be completed on zero time full flight simulator or on aircraft. 4. TRAINING OF CHECK-PILOTS (WITH PREVIOUS EXPERIENCE IN THE SAME CAPACITY) These training requirements are for the pilots who have exercised the privileges in the same capacity as Check Pilots on other aircraft of the same category (i.e. Turboprop or turbojet) in the preceding 36 months. 4.1 Simulator Training Two simulator sessions of at least 1 hour each from the right hand seat and left seat for the purpose of familiarisation and handling the aircraft in normal, abnormal and emergency conditions from right hand seat and also to carry out PNF duties from left hand seat One simulator check of at least two hours from the right hand seat. 4.2 Aircraft Training Adequate flying training to the satisfaction of Instructor from the right hand seat with minimum of 3 take-offs and landings, out of which at least one landing shall be with simulated one engine inoperative. The purpose is to establish proficiency in handling the aircraft in normal, abnormal and emergency conditions from the right hand seat. Note: For aircraft where Level D Simulator is available, this requirement of aircraft training can also be carried out on Simulator during Simulator Training as in para 4.1 above. Where Simulator Training cannot be availed, aircraft training as at above is required to be carried out. 4.3 Line Training At least one flight from right hand seat to introduce the trainee Check Pilot to line duties as PF. 4.4 Release Check Release check by the operator with the trainee check pilot occupying right hand seat, another pilot in left hand seat and examiner occupying the observer seat (or Examiner occupying left hand seat and acting as a Pilot-under-check also). 5. TRAINING OF INSTRUCT (WITH PREVIOUS EXPERIENCE IN THE SAME CAPACITY). Rev. 3, 2 nd May

11 These training requirements are for the pilots who have exercised the privileges in the same capacity as Instructors on other aircraft of the same category (i.e. Turboprop or Turbojet) in the preceding 36 months. 5.1 Simulator Training One simulator session of at least 2 hours from the right hand seat to familiarise the trainee Instructor pilot in handling the aircraft in normal, abnormal and emergency conditions especially in the traffic circuit The trainee Instructor pilot should observe and conduct a complete PIC or Co-pilot training course and LR & IR check under supervision of an Examiner/Instructor Assessment check of at least 2 hours with the trainee Instructor in the right hand seat and the Examiner in left hand seat acting as pilot under training during which the trainee instructor shall demonstrate his skill in handling the aircraft and imparting training in normal, abnormal and emergency conditions and taking corrective actions. 5.2 Aircraft Training Adequate flying training to the satisfaction of the Examiner occupying the left hand seat and acting as pilot under training with the trainee Instructor Pilot occupying right hand seat. The session shall include a minimum of three take-offs and landings, out of which at least one landing shall be with simulated one engine inoperative. This is to provide practice in handling the aircraft in normal, abnormal and emergency conditions from right hand seat and also to impart instructions and take corrective actions Release check by the operator with Examiner occupying observer seat, trainee instructor pilot occupying right hand seat and imparting instructions to another pilot (or Examiner occupying left hand seat and acting as trainee pilot also). 5.3 Line Training Note : When a zero hour simulator is used in lieu of an aircraft to conduct training, the requirements of would be met by carrying out only LR & IR renewal check on aircraft. At least one Line-Oriented Flying Training (LOFT) flight should be conducted by the trainee instructor pilot under supervision of an Instructor/Examiner. Instructor/Examiner may occupy left hand seat or right hand seat and act as a Pilot-under-training also. Rev. 2, 12 th April

12 5.4 Final Release Check Final Release Check of the trainee Instructor Pilot shall be carried out by a DGCA Flight Inspector/ DGCA nominated Examiner occupying observer seat and the trainee Instructor imparting instructions to a pilot. DGCA Flight Inspector may occupy the left hand seat, if required. Note: This requirement may be completed on zero time full flight simulator or on aircraft. 6. TRAINING OF EXAMINER (WITH PREVIOUS EXPERIENCE IN THE SAME CAPACITY). These training requirements are for the pilots who have exercised the privileges in the same capacity as Examiner on other aircraft of the same category (i.e. turboprop or Turbojet) in the preceding 36 months. 6.1 Simulator Training Observe and conduct (under supervision of an examiner) one final simulator check of PIC or Co-pilot. 6.2 Aircraft Training The trainee Examiner should observe: at least one CA-40A check by day or night at least one CA-40B check by day or night. 6.3 Release Check The trainee Examiner should conduct under the supervision of an Examiner: at least one CA-40A check by day or night at least one CA-40B check by day or night. Note: At least one CA-40A/CA-40B check should be observed/conducted under night conditions. The requirement of Aircraft Training and Release Check may be completed on zero time full flight simulator or on aircraft. 6.4 Final Release Check Final Release Check of the trainee Examiner Pilot shall be carried out by a DGCA Flight Inspector/ DGCA nominated Examiner occupying observer Rev. 2, 12 th April

13 seat and the trainee Instructor imparting instructions to a pilot. DGCA Flight Inspector may occupy the left hand seat, if required. Note: This requirement may be completed on zero time full flight simulator or on aircraft. 7. AIRCRAFT TRAINING WHERE SIMULAT F THE TYPE OF AIRCRAFT NOT AVAILABLE Where simulator of an aircraft type is not available or very limited number of simulators are available in the world, the following training shall be conducted on aircraft. In addition, class room training, line training and release checks, as applicable are also required to be carried out as stipulated in the preceding paragraphs. 7.1 Minimum training for Check Pilot (approval sought for the first time) Adequate flying training to the satisfaction of the instructor from the right hand seat with minimum of 3 take-offs and landings, out of which at least one landing shall be with simulated one engine inoperative. This is for familiarisation and practice in handling normal, abnormal and emergency conditions from right hand seat One training flight from left hand seat for familiarisation to perform the duties of Pilot-not-Flying from left hand seat Assessment check with trainee Check-Pilot in right hand seat, Examiner/Instructor in left hand seat. 7.2 Minimum training for Instructor (approval sought for the first time) Phase-I i) Adequate flying training to the satisfaction of the instructor/ examiner with the trainee instructor Pilot occupying right hand seat and Examiner occupying left hand seat. Minimum three take-offs and landings, out of which at least one landing shall be with simulated one engine inoperative. This is to provide practice in handling the aircraft in normal, abnormal and emergency conditions from right hand seat. ii) iii) One training flight from left hand seat for familiarisation of Pilot-not-Flying duties. 14 7.2.2 Phase - II i) The trainee Instructor should observe and conduct a complete PIC or Co-pilot training course and LR & IR Check. ii) Release check by the operator with Examiner occupying observer seat, trainee Instructor pilot occupying right hand seat and imparting instructions to another pilot (or Examiner occupying left hand seat and acting as trainee pilot also) Final Release Check Final Release Check of the trainee Instructor Pilot shall be carried out by a DGCA Flight Inspector/ DGCA nominated Examiner occupying observer seat and the trainee Instructor imparting instructions to a pilot. DGCA Flight Inspector may occupy the left hand seat, if required. 7.3 Minimum Training for Examiners (approval sought for the first time) The trainee Examiner should observe: at least one CA-40A check by day or night at least one CA-40B check by day or night Release Check The trainee Examiner should conduct under the supervision of an Examiner: at least one CA-40A check by day or by night at least one CA-40B check by day or night. Note: This requirement may be completed on zero time full flight simulator or on aircraft. 7.4 Minimum Training for Check Pilots with previous experience in the same capacity Adequate flying training to the satisfaction of the instructor from right hand seat for the purpose of familiarisation and handling of normal, abnormal and emergency conditions Assessment check with trainee check pilot occupying right hand seat. 7.5 Minimum Training for Instructors with previous experience in the same capacity Adequate flying training to the satisfaction of the instructor/examiner from right hand seat in handling the aircraft in normal, abnormal and emergency conditions especially in the traffic circuit Conduct one LR & IR check of an Examiner/Instructor in left hand seat and acting as pilot under check Assessment check with the trainee Instructor in right hand seat and Examiner in left hand seat acting as Pilot-under-Training.
