1 COSCAP-NA Programme Progress Report Discussion Paper 1 Introduction The purpose of this paper is to outline the progress made to achieve programme objectives as stated in the COSCAP-NA Programme Document and other additional objectives approved at the 1 st through 9 th Steering Committee Meetings. 2 Background st Steering Committee At the 1 st Steering Committee Meeting conducted in Beijing, China on the 8 th and 9 th of April 2003, the priorities for the programme were established and at subsequent meetings priorities were reviewed and amended as required. The assignment of priorities was based on the following criteria: i. High - Work to achieve the objectives will be continuous. ii. iii. Medium - Work to achieve the objectives will be carried out as time permits. Low - Little or no work will be carried out to achieve the objectives. After review of this report decisions may be made whether priorities require further amendment. Notes 1. CTA comments on the objectives/outputs are in bold italics. 2. Summary of Course and Seminar Participation to date is provided in Appendix A. 3. Detailed Course participation information is provided in Appendix B 4. Detailed Mission information is provided in Appendix C 3 Discussion of IMMEDIATE OBJECTIVES and OUTPUTS 3.1 Immediate Objective 1 Ensuring that safety oversight capabilities of Member Administrations meet international requirements and that all deficiencies identified by the ICAO Universal Safety Oversight (USOAP) Audit Reports have been fully corrected. Output 1.1 Action Plans, where needed, for correcting outstanding deficiencies, are prepared and implemented as appropriate. Steering Committee Priority High Corrective Action Plans to respond to USOAP audits related to Annex 1, 6 and 8, including follow up audits, have to a large extent been fully implemented by Member file: \\sc10_dp2 programme progress report vfa.doc 1
2 States. For some States, CTA/AWE have assisted in providing guidance with some of the outstanding items during regular missions to States. An Aerodrome Certification and Safety Training Expert (ACSTE) and Air Traffic Service Consultant were engaged for short periods of time to assist States preparations for the ICAO USOAP audits related to Annex 11 and 14. In addition, COSCAP-NA ATM Experts have been engaged to assist States with the implementation of their ATM Safety Management Programme. A USOAP Seminar was provided in Beijing China during the period of December 2007 by the ICAO USOAP Office. The programme was attended by over 140 participants from 13 States/Administrations. The USOAP audit was conducted on China during March/April An ATM and Aerodrome Expert were engaged by ROK to assist with their USOAP preparations. The Aerodrome Expert was also engaged for a one week mission to DPRK through the use of IFFAS funds. ROK and DPRK had their USOAP audit conducted in May 2008 and considerable support was provided to them to assist their efforts, with follow up support for in the DPRK provided in. Mongolia has been scheduled for the USOAP audit in 2010 and has established a Project Team to complete their preparations for the audit. COSCAP-NA staff have conducted numerous missions to Mongolia to support the strengthening of their safety oversight system. The main activity of CTA, which has been working with Member States to assist the review on implementation of SARPs in preparation of USOAP audits is shifting to implementation of corrective action plans and supporting the implementation of SMS and the new ICAO standards for a State Safety Programme (SSP). The Asia Region COSCAPs, with support from the BEA, AIB Australia, AIB Republic of Korea, NTSB, AIB Singapore and ICAO, are developing a model regulations, model procedures and associated training to support Aircraft Accident and Incident Investigation within States having limited aviation activity. This area has been a frequent USOAP finding and DGCA/45 action item 45/8 requested the ICAO Technical Cooperation Bureau for support in this area. In support of the implementation of the Global Aviation Safety Plan (GASP), the Asian Region COSCAPs have jointly undertaken a systematic review of the best practices in the first 5 focus areas and identified specific actions. The Asia Region COSCAPs, with support from the FAA, the CASA Australia, the CAD Hong Kong SAR, the Singapore CAA and ICAO are developing model regulations, model procedures and associated training to support the implementation Performance Based Navigation (PBN). A pilot programme will be conducted in the 2 nd quarter of The FAA has generously supported the Asian COSCAPs with the assignment of an aerodrome expert to the COSCAP-SEA programme in Bangkok for 2 full time periods of file: \\sc10_dp2 programme progress report vfa.doc 2
3 6 months over In support of Mongolia this enabled 2 missions in and 1 in The CTA is seeking additional support for missions to Member States in Immediate Objective 2 Establishing a dedicated forum for coordination and cooperation among the Civil Aviation Administrations of Member States, with the aim of harmonization of regulations, policies and procedures related to safety oversight, improving safety standards, and applying accident prevention measures. Output 2.1 The Steering Committee of the COSCAP-NA project, formally established by the project, will have become the forum for flight safety in North Asian countries. Steering Committee Priority LOW except for Foreign Air Operator Regulation - HIGH Output 2.2 Major initiatives towards harmonization of regulations were assigned a LOW priority at the 1 st SC Meeting. However, to assist the development of a harmonization mechanism within COSCAP-NA, harmonization of Foreign Air Operator Regulation (technical draft) was undertaken by COSCAP-NA as a trial and assigned a HIGH Priority. At the 2 nd COSCAP-NA SC Meeting approval in principle was provided to the Foreign Air Operator Regulation and Manual of Foreign Air Operator Regulation and Surveillance. These documents were forwarded to Member States on 24 December COSCAP-NA developed a training programme for the surveillance of foreign air operators which has been provided to some Member States during regular missions. As a result of the DGCA Conference in March 2006, ICAO established a Working Group to examine Foreign Air Operator regulation and certification in an effort to harmonize requirements on a global basis. COSCAP-NA provided a Foreign Air Operator Inspector On-Job-Training programme to CAAC staff in June, September and December of 2007, and March 2008, utilizing draft material prepared by the ICAO Working Group. To support State implementation of Annex revisions related to Foreign Air Operator validation and surveillance, the Asia Region COSCAPs, with support from ICAO, the FAA and EASA, have developed model regulations, a model procedures manual and associated training course. This material was refined at a workshop in February involving the COSCAPs, Australia, ICAO, FAA and EASA and experienced Inspectors from a number of States. The pilot course was delivered at the ICAO Regional office June 2 and 3,, and the CTA delivered another in Mongolia October 6 & 7,. COSCAP-NA will provide further courses in Member States on request. A North Asia Regional Aviation Safety Team (NARAST), as proposed by the ICAO Assembly in 1998, for recommending accident prevention interventions in the Member Countries, is established under the project. Steering Committee Priority High Following decisions of the 8 th Steering Committee Meeting, the NARAST evolved file: \\sc10_dp2 programme progress report vfa.doc 3
4 during 2008 to form the combined Asian Regional Aviation Safety Team (ARAST). Ten meetings of NARAST have now been completed, plus 3 of the combined ARAST and work is ongoing on implementation of recommendations once these are approved by the Steering Committee. The results of these meetings will be reviewed in detail under DP3 Safety Team Reports and Proposed Actions. In addition, DP3 contains a detailed report on the Implementation Status of NARAST action items. 3.3 Immediate Objective 3 Establishment of a systematic programme for inspection of air operators and maintenance organizations in Member States whose Civil Aviation Administrations currently lack the capability to do so independently. Output 3.1 Systematic surveillance, inspection and certification capability of air operators and maintenance organizations established in Member Administrations that lacked hitherto such capability. Steering Committee Priority High Member States needs in this area vary considerably. During regular missions to States, experts provide required guidance material that is available from the material developed by the COSCAP programme. The 2 nd COSCAP-NA Steering Committee Meeting established the process for On-Job-Training (OJT) that could be provided at the request of Member States. COSCAP-NA developed a draft policy for conducting OJT to Member States which was discussed with them during missions and a draft policy was forwarded to Member States in late In States where most of the classroom training has been completed, a programme of OJT has been established based on needs. During the programme, specialist and joint inspections of air operators have been conducted to permit best practices exchange between COSCAP-NA and National Inspectors. Due to the priority of preparing for USOAP audits limited OJT is being provided at this time. 3.4 Immediate Objective 4 Safety oversight inspectors and technical personnel in North Asian Member States are qualified and sufficient for undertaking surveillance, inspection, testing, certification and regulation of flight operations, airworthiness and personnel licensing through recruitment and training. Output 4.1 The required number of safety oversight inspectors and technical personnel in the Civil Aviation Administrations of Member States are recruited, trained and qualified to undertake fully the tasks required of them. Steering Committee Priority High At the 1 st COSCAP-NA Steering Committee Meeting a programme of required training was approved by the Steering Committee. Based on the needs of each Member State, COSCAP-NA has conducted specific training as outlined in Appendix A. The CTA/RAI file: \\sc10_dp2 programme progress report vfa.doc 4
5 provided a Foreign Air Operator Surveillance OJT programme to the CAAC in June, September and December of 2007, and March CTA provided the ICAO SMS Course in Mongolia also in June 2007, an Aviation English Instructor course was provided in Beijing in February 2008, and a Cabin Safety Course was held in Beijing in April Partner organizations continue to provide training in support of the COSCAP programme. Transport Canada provided a Dangerous Good Safety Oversight Course in China, Mongolia and Bangkok Thailand. Boeing assisted the CTA to deliver a Designated Check Pilot course in Mongolia in 2007, 2 in China in, with another planned for Mongolia in The NATS United Kingdom provided an ATM SMS Implementation Seminar in Bangkok Thailand with the support of the COSCAP programmes. ENAC sponsored PBN training in Beijing in December 2007, Flight Safety Foundation and AAPA provided a Ground Accident Prevention Seminar in Beijing in March Between May 2008 and February the EC Joint Research Commission and the BEA jointly provided ECCAIRS training in Bangkok, Boeing supported a Ground Icing Course in Mongolia and delivered a Flight Operations Symposium in both Beijing and Bangkok, and EASA provided a SAFA workshop in Bangkok. Several Human Factors and Crew Resource Management training were provided for COSCAP-NA members in 2010 (Bangkok, Seoul and Pyongyang). As of March 2010 a total of 4081 candidates have participated in 139 Courses, Workshops and Seminars under the COSCAP-NA programme. Other training programmes will be organized to meet the needs of Member States as required. Since the last Steering Committee Meeting, 23 workshops and courses have been provided for Member States, attended 509 participants. For a complete listing of programmes see Appendices A and B. See Appendix D for a summary of Member Feedback on courses. 3.5 Immediate Objective 5 (Phase I) Establishment of aerodrome certification capability and related management system in Member States. Output 5.1 Output 5.2 Harmonized aerodrome certification regulations and procedures will have been developed and adopted by the Member States. The capability and effectiveness of regulatory authorities and airport operators in airport safety will have been enhanced by the development of Aerodrome Manuals and establishment of Safety Management Systems. Steering Committee Priority HIGH An Aerodrome Certification Safety and Training Expert (ACSTE) was engaged for a four month period commencing on 15 July ACSTE during missions to States file: \\sc10_dp2 programme progress report vfa.doc 5
6 conducted or assisted States with training, including On-Job-Training, of Aerodrome Safety Inspectors. In States he provided or reviewed aviation legislation requirements for certification, provided Model Regulations, produced State-specific aerodrome standards, produced a Manual of Aerodrome Certification Procedures for guidance of regulatory staff and provided Generic Aerodrome Manual for adoption by aerodrome operators. ICAO provided an Aerodrome Safety Workshop in February 2006 for Member States. Additional short term assistance was provided to ROK and DPRK in April 2007 to assist with their USOAP Preparations, and CAAC also directly supported DPRK preparations in the area of Aerodrome Safety oversight. 3.6 Immediate Objective 5 (Phase II) Member States have established effective Safety Management Systems in the area of Aircraft Operations, Aerodromes and Air Traffic Management. Output 5.1 (Phase II) Regulations, standards and guidance material will have been developed by Member States to implement ICAO SARPs requiring air operators and service providers to implement Safety Management Systems. Output 5.2 (Phase II) Training programmes, seminars and evaluations are conducted to assist CAAs, air operators and service providers with the implementation of Safety Management Systems. Steering Committee Priority HIGH Numerous training and SMS support activities have been delivered for the support of Member States during Phase I of the programme. Demand for support to Member States for the implementation of safety management systems as part of a State Safety Programme is increasing, with the focus shifting from concepts and foundation training to implementation strategy and oversight programme development. During 2008 the CTA, while on mission to Mongolia and the DPRK, undertook discussions with CAA and service provider personnel to support SMS implementation. The Asia Region COSCAPs is organizing an Air Operator SMS Implementation seminar 2 to 4 November COSCAP-NA provided varied SMS support to the CAAC, KCAO, CAAM and GACA in 2010, and is prepared to provide specific support to assess the implementation and effectiveness of SMS in Air Traffic Services At the 1 st COSCAP- North Asia Steering Committee Meeting Member States strongly supported a role for COSCAP-NA to assist States with their preparations for USOAP audit of Annex 11 Air Traffic Services and related guidance material (subject to the availability of funding). Steering Committee Priority HIGH The Boeing Company agreed to the release of sufficient funds to support the file: \\sc10_dp2 programme progress report vfa.doc 6
7 engagement of an Air Traffic Services Certification Expert for an initial period of six weeks. During this period he reviewed with Member States their compliance with Annex 11 SARPs and provided assistance to them concerning implementation of ICAO SARPs. Based on a decision of the 3 rd Steering Committee Meeting, COSCAP-NA with funding support from Airbus and Boeing engaged ATM Safety Experts to cooperate with States in the establishment of their ATM Safety Management programmes. In March 2007 and February 2008 ROK engaged an ATM expert to assist with their preparations for the USOAP audit. The ICAO Regional Officer ATM, November 10 to 12, 2008, provided a workshop to Mongolia to support their radar implementation project. The 9 th COSCAP-NA Steering Committee meeting extended the programme to include ANS, and during November 16 to 20,, the ICAO Air Traffic Management expert reviewed preparations for the transition to RADAR surveillance in Mongolia. The CTA is discussing with COSCAP-NA members their priorities in this area and subject to the availability of expertise and funding will make the necessary arrangements in cooperation with the ICAO Regional Office. 5 Action of the Meeting The Steering Committee is invited to: 5.1 Comment on the nature of the work completed 5.2 Confirm or revise programme priorities file: \\sc10_dp2 programme progress report vfa.doc 7
