DAHP Case No.: Archaeological Sites are exempt from public disclosure per RCW Site Name: Field/Temporary ID: Site : CRC1805G-A Historic Public Works SITE DESIGNATION As the designated authority under the National Historic Preservation Act, as amended, I hereby certify that this request for determination of eligibility meet the documentation standards for registering properties in the National Register of Historic Places and meets the procedural and professional requirements set forth in 36 CFR Part 60. In my opinion, the site meets does not meet the National Register Criteria. I recommend that this property be considered significant at the following level(s) of significance: Criteria Statement of Significance The site does not contribute to a major event or pattern in American history, nor is it associated with a significant person. The design and construction of the reservoir and piping is not distinct or of great mastery. There is very little information potential within this site. The reservoir and pipes are defunct features have been in disuse for many decades. The site was abandoned as a working reservoir and seemingly disregarded thereafter. Integrity The site retains integrity of setting and location, but integrity of feeling, design, materials, workmanship, and association have been compromised by demolition of the rest of the reservoir structure and deterioration over time. The physical address is 9342 Icicle Rd, Leavenworth, WA. The site is on an east-northeast facing slope approximately 20 feet west of the access road that leads to the present-day reservoir, and approximately 120 feet north of the present-day reservoir.
2 Page 2 of 21 Directions (For Relocation Purposes): From the junction of US Hwy 2 and US Hwy 97, drive west on US Hwy 97 for 5.4 miles to Icicle Road. Turn left (south) onto Icicle Road and continue for approximately 280 feet to a driveway on the right (west) side of Icicle Road. This driveway accesses the road to the present-day reservoir. Continue west-southwest for approximately 150 feet. The site is approximately 20 feet to the west. Narrative Description (Overall Site Observations): This site was identified while conducting pedestrian survey. It consists of a defunct reservoir, retaining walls, wire wrapped wood piping, and a flattened area of ground of unknown purpose. Site Dimensions (Overall Site Dimensions): Length: 280 feet Direction: WSW-ENE Width: 160 feet Direction: NE-SW Method of Horizontal Measurement: surface survey, GIS Depth: surface Method of Vertical Measurement: surface survey Vegetation (On Site): SITE DESCRIPTION Local: Ponderosa Pine, yarrow, arrow leaf balsam root, sage, bitter brush, biscuit root, grasses Regional: Pinus ponderosa (Ponderosa pine) vegetation zone Landforms (On Site): Local: bedrock knoll Regional: North Cascades province Water Resources (): Wenatchee River Distance:.12 mile Permanence: permanent Narrative Description (Specific Inventory Details): CULTURAL MATERIALS AND FEATURES The reservoir measures 70 feet by 30 feet and is approximately 8.5 feet deep. The western wall of the reservoir consists of naturally derived bedrock. Large boulders and bedrock were opportunistically left to form the other walls and smaller boulders and cobbles were situated to fill in the gaps and create the rectangular shape. Some portions of the walls are entirely made of stacked boulders and cobbles. Coarse concrete was also utilized between rocks and to form part of the eastern wall. Remnants of a wire wrapped pipe can be seen near the top of the concrete portion of the eastern wall. The land has been flattened outside the reservoir to hold the rectangular shape, and a retaining wall composed of granite boulders and cobbles is located on the eastern (downslope) side of the reservoir. The retaining wall is approximately 90 feet long and 15 feet high. Within the reservoir is a modern fire ring, L shaped wall, modern trash, and three Ponderosa pine trees, one of which is partially downed. The fire ring measures 4 feet in diameter and is composed of granite rocks ranging in size from cm. There is modern trash within the fire ring, including blue glass, Pabst Blue Ribbon beer cans, and pieces of unrecognizable plastic. Two tree trunks have been placed around the campfire, presumably for seating. The L-shaped wall measures 10 feet N/S by 4 feet E/W and is 1 foot high. It is composed of granite rocks ranging in size from 20 to 40 cm. To the immediate east is a modern trash concentration that includes two pairs of shoes, beer cans, plastic chip container, plastic cutlery, plastic milk jug, Sriracha bottle, tin cans, plastic cups, rug, and 2-liter pop bottles. Other modern trash outside of this concentration includes a saw, plastic bowl, and miscellaneous metal. Remnants of a wire wrapped pipe begins in the concrete portion of the eastern wall of the reservoir and extends down the hillside for 90 feet to an area of flattened ground in a northeastern direction. The pipe remnants suspend at a rock
3 Page 3 of 21 wall measuring 11 feet (E/W) by 7 feet (N/S) and 4 feet high. The rock wall is composed of granite cobbles and boulders. The area of flattened ground measures 30 feet (N/S) by 20 feet (E/W). There is loose wire on in the northern portion of the flattened area. The wire wrapped pipe reconvenes at the southeastern edge of the flattened area and continues downslope in an easterly direction for another 140 feet. The wire wrapped pipe measures 16 inches in diameter. Wood is visible in portions of the pipe remnants; however, the majority of the pipe remnants are comprised of only wire. Background research to record this site identified the following historic context for the site: The Icicle reservoir was originally built in In 2008, the City of Leavenworth demolished the reservoir and rebuilt a new reservoir in the same location (Cowger and Cowger 2018), south of the site. Historic and recent aerial images from 1963, 1998, 2006, 2009, 2011, 2013, and 2015 corroborate the locations of the previous and current reservoirs, but the site location is somewhat obscured by tree cover in these images (NETR 2018). The site recorded here also consists of water control features and appears to date to the same time period as construction of the 1938 reservoir. Although outside the location of the 1938 reservoir, the site appears to be associated with it.
