1 The Volume M Issue 7 October 2010 Viking Yacht Club Officers 2010 FROM THE HELM LUR VikingYachtClub.com First, I want to thank PC Bob and First mate Pam for putting on a spectacular Commodore Ball for me. And to all their committee members that helped with all the work, I cannot say thank you enough to all of you, it was more than I expected! I know my family and guest had a great time and the food and music were wonderful, I cannot remember the last time I have danced so much. And to all the members that donated gifts for the raffle, what a great job you all did. I cannot believe how full some of the ticket bags were. I hope we made a lot of money to start working on Carla s Commodore Ball next year! Well I am just about to the end of my term, and again I thank all of you for the help and dedication you have offered to me. Remember this is the time to start thinking about if you want to run for a Board position, or whom you want to vote for a Boo-Boo award. We still have a few functions left before the end of the year, so get your costumes ready for the Hot Rudder Bum Cruise at Dock Street, and your donations all dolled up for the Christmas Auction at Totem Yacht Club. Thank you everyone! 5 National Boating Federation Update GAO challenges facing GPS Last LORAN-C Station Decommissioned: The US Coast Guard held a decommissioning ceremony for its last Long Range Aids to Navigation (LORAN) station in Caribou, Maine, on Wednesday, September 1, The LORAN program was initiated during WW II to provide critical navigation aids to the Allied forces. The service was expanded and enhanced many times over the years. While GPS units are generally more accurate, they are subject to jamming and interference. The termination of the LORAN-C program came about via the enactment of the fiscal year 2010 Homeland Security Appropriations bill. NBF was successful for many years in overcoming efforts to end LORAN operations, arguing that LORAN provided a complement to and necessary backup for GPS. In the long run budgetary considerations and our growing national debt won out. As reported by the USCG LORAN Station Caribou has the distinction of being the last station to transmit an American Loran signal, thus ending the 67 year S A bill which extends until December 18, 2013, provisions prohibiting the EPA Administrator, or a state with a pollutant discharge permit program under the Clean Water Act, from requiring a permit for a covered vessel (a vessel that is less than 79 feet or a fishing vessel) for any discharge: (1) of affluent from properly operating marine engines; (2) of laundry, shower, and galley sink wastes; or (3) that is incidental to the normal operation of a covered vessel. The bill has passed the House and Senate and was signed by the President on 30 July With the bill s passage, this is indeed good news for the boating community since it postpones the date in which further involvement with the state and Federal bureaucracy would be required The Government Accountability Office (GAO) released its report on the Global Positioning System (GPS). The report expresses concern regarding delays in launching of new satellites and in development of GPS ground control systems. The GPS interagency requirements process remains relatively untested. GAO (9/20/10). The Subcommittee on National Security and Foreign Affairs of the House Committee on Oversight and Government Reform issued a news release commenting on the GAO report. (9/17/10). DHS Small Vessel Security Update - The Department of Homeland Security (DHS) issued a Small Vessel Security Update. Among other things, it reports on operational concepts and technologies to detect and thwart the transport of nuclear materials by small vessels and use of America s Waterway Watch (AWW) and related programs to expand citizen awareness and involvement. On the subject of AWW, NBF just sent a letter to Senator Susan Collins, Ranking Member of the Homeland Security and Government Affairs Committee, in support of legislation she has introduced for the reauthorization of AWW under the SAFE Port Act of Ocean Policy Task Force Recommendations Accepted - President Obama signed an Executive Order in July that establishes the country s first comprehensive national policy for the stewardship of the oceans, our coasts and the Great Lakes. In this regard a briefing was held at Coast Guard headquarters on the Executive Order and the final recommendations of the Oceans Policy Task Force. The briefing explained how the national policy would be established and the plan for ocean conservation and sustainable use of our oceans, our coasts and the Great Lakes. There should be no restriction on our use of the Bay but some limits may occur in certain ocean areas. Ocean Boundaries: Three Nautical Mile Line Original US sea limit Territorial Sea 3 nm to 12 nm Contiguous Zone 12 nm to 24 nm Exclusive Economic Zone_ 12 nm to 200 nm Visit to view THE LOOKOUT newsletter Coast Guard cutter crew participates in multinational exercise with Russia 9/30/10 JUNEAU, Alaska The Coast Guard Cutter Jarvis recently departed the remote northern Kamchatka peninsula, having completed three days of multinational exercises and goodwill exchanges with the Border Guard of the Federal Security Service of the Russian Federation Sept Their visit was part of an ongoing working relationship between the Coast Guard Seventeenth District and the Northeast Border Guard Directorate.

Box 4461 Federal Way, WA Non-Motorized Ownership Stickers BoatUS Urges Boaters to Speak Up on Ethanol: EPA Decision Coming Very Soon ALEXANDRIA, Va., September 28, In a matter of days, the US Environmental Protection Agency (EPA) is expected to announce its decision on whether to approve the addition of up to 50% more ethanol in the nation's gasoline supply, from the current 10% (E10) concentration to a potential 15% (E15). The nation's largest boat owners group, Boat Owners Association of The United States (BoatUS), is urging recreational boaters to speak out now and tell President Obama that scientific testing on E15 must precede EPA's decision and not come at a later date. BoatUS embraces the need to diversify the country's energy sources. However, the organization is concerned that EPA may put the "cart before the horse" by granting increased ethanol before understanding its operational effects on marine engines. A strong solvent, ethanol has been known to degrade fuel systems and lead to expensive repairs. "Last year, a record number of recreational boaters asked the EPA to test marine engines before allowing up to 15% (E15) ethanol in gasoline," said BoatUS Vice President of Government Affairs Margaret Podlich. "While this testing has not been completed, we believe the EPA is getting ready to announce their decision on increased ethanol in the next couple of weeks. We expect the agency will allow E15 for some engines and not others. In addition to the lack of scientific testing data, we suspect this will create different fuels with different prices, availability and add consumer confusion." "Many boaters, having suffered through the last ethanol transition to E10, agree that we should learn from recent history and first completely understand what the new fuel will do before approving its use in boats," added Podlich. "It may turn out to be harmless, but what if it's not? What happens if safety is affected or boaters are forced to pay for expensive repairs? Remember that most boat engine warranties are void when using ethanol beyond the 10% level." BoatUS urges recreational boaters to go and let President Obama know your concerns about ethanol and ask him to require the EPA to compete testing and get the science first. USCG Operation Paddle Smart Website You can read about this new program for Kayak, Canoe and Rowboats. Click on the link above Stickers provided by contacting Marlene Barrington ssserval@aol.com BoatUS is part of followthescience.org, a coalition of 46 motor sports, environmental, food and citizen advocate groups asking for"science first" before the EPA allows a new fuel on the market. BoatUS is also a member of AllSAFE, the Alliance for a Safe Alternative Fuels Environment.
