2 Page 2 of 10 PIP Days The Spring 2018 PIP Days projects have been completed with the primary weekend being Friday and Saturday, April 27 and 28, and all work finishing on Saturday, May 5. A total of five (5) properties were improved by volunteers from First United Methodist Church Duncanville, Grace Place, First Christian Church, Knight s Hands of Holy Spirit Catholic Church, and other volunteers. The city executive team also took on one of the project houses and worked Friday afternoon, April 27 and Saturday, April 28 painting and clearing trees and brush at 403 Peacock Ct. Councilmember Steve Rutherford also worked on this house with us! The Knight s Hands repaired and replaced the fence at this house the following weekend. Additional project houses were 222 W. Davis Street, 510 E. Cherry Street, 1526 Lime Tree Lane, and 219 W. Wheatland Road. Work included tree and brush trimming, painting, siding repair, and fence repairs and replacement. Republic Waste Services provided trucks to pick up debris and brush and made numerous stops throughout the weekend to ensure debris did not pile up. Subway and Popeye s (Camp Wisdom Road) provided lunches for the volunteers. Town Hall Budget and Bond Input the results of the citizen input at the Town Hall meeting on Tuesday, April 10 regarding FY 2019 budget planning and potential bond election/projects, is included at the end of this memo. The results will also be posted on the city website. The bond information has been shared with the Bond Advisory Committee. Fire Department There have been no major EMS or Fire incidents this week. Four firefighters graduated this week from El Centro College Paramedic school and will report for shift training this coming week. This is the second group of four we sent to paramedic school to increase our numbers and provide additional paramedics for shift

4 Page 4 of 10 to-date, notices of violations are at 371.5% and citations are at 67.2% of those issued as compared to the same period in An explanation of the differences between April 2017 and 2018 are shown below: BUILDING CODE VIOLATIONS - Other Violations Summary: A Code Enforcement campaign to address alleys resulted in an increased number of violations for properties with no rear addresses posted. Addresses must be visible from the front or rear of a dwelling or structure. Visible addresses in the rear of the property are necessary for emergency response when an alleyway is used. NUISANCE VIOLATIONS - Illegal Open Storage Summary: As a result of the campaign to address alleys, Code Officers identified an increased number of illegal open storage violations in the rear of residential properties. - Junked/Inoperable/Illegal Vehicles Summary: Code Officers did not actively work junked vehicles during Efforts have been increased to identify junked vehicles for Parking on Sidewalk or Unimproved Surface 68 4 Summary: The increase in notice of violations is due to complaints and the efforts of Code Officers to actively pursue parking on sidewalks or unimproved surfaces. The Planning and Zoning Commission will hold their regularly scheduled meeting on Monday, May 14, 2018, at 7:00p in the Council Chambers at City Hall. There are two items on the agenda including a request for a Specific Use Permit for a Pet Daycare and Overnight Boarding Facility (Kennels), and a presentation and discussion regarding Planning and Zoning Commission rules of procedure. Construction Update: Viking Construction continued micro-surfacing various streets. Work will be completed next week except for Frank Keasler Boulevard, which will be cracksealed and micro-surfaced at a later date. Preparations are being made to begin hot mix asphalt mill and overlay operations as a cost-effective street maintenance strategy to prolong the life of public streets.

The maintenance overlay program consists of milling selected public streets and installing 2 to 4 inches of hot mix asphalt at a cost of $964,600. Work is nearing completion on the punch list items for the North Main Street Pump Station Phase II Improvements project. The contractor continues to work on the scale displays and chlorine alarm. The concrete construction crew removed existing concrete and constructed concrete modifications to the Fieldhouse entrance. The modifications are approximately 75% complete with the remainder to be finished next week. Parks and Recreation Parks: A safety fence behind the DBBI batting cages was installed to protect children from Ten Mile Creek. This was another joint project with DBBI and the City utilizing our maintenance fund to complete the project. Landscaping the beds around the new Police Station fence was begun this week with an anticipated completion of early next week, prior to the Police Memorial ceremony on May 15. Recreation: As part of our continuing training with the Recreation Center staff, a brainstorming and interactive training session was held Sunday, May 6 to discuss ways to reach

6 Page 6 of 10 excellence in customer service. Several new procedural changes were introduced and have already been implemented. An update to our staff checklists was made and a wipe-down sign-off sheet was created to better track our efforts in Fitness Room cleanliness. Fieldhouse: Improvements on the Fieldhouse exterior continue with structural painting completed (the terra cotta faces on the front of the building will be painted also, but work was needed to determine how best to coat that type of material). The entry way on the west side has been resurfaced and stamped concrete overlay applied by a contractor and as mentioned earlier in this memo, Streets crews continue to work on expanding the main entryway in the front. Signs are scheduled to be installed the week of June 1. This coming week we have: o American Grappling Jiu Jitsu Tournament - Saturday 7:00a to 5:00p; (3) courts o Fieldhouse Feeder Men s League - Sunday 6:00p to 9:00p; (3) courts - No League Play, Mother s Day Economic Development ED staff is providing support and working on the following projects: Attended Bisnow s 10 th Annual Dallas State of the Market Update. The Market Update hosted three different panels that talked about current and future demands for office and redevelopment trends. With the Development Team, met with a property owner located at 803 S. Cedar Ridge who is considering constructing office/warehouse buildings. Met with and provided information on the DCEDC s Design Incentive Grant program to three different building owners on Main Street. DCEDC held a special called meeting on Monday, May 7 and approved funding to purchase the property located at 730 E Hwy I-20 in Duncanville, TX. Telemundo came to Duncanville prior to the event and recorded interviews with Library Director Julio Velasquez; Recreation Specialist Anthony Quinonez; and Community Service Officer Doug Sisk. At the event, Library Director Julio Velasquez spoke about Duncanville and City programs during the live coverage timeframe. Special thanks to Telemundo for sponsoring this event, as well as highlighting the City s programs and events. Segments included information about the Neighborhood Event Trailer, Catfish Catch, Juneteenth, the Fourth of July Celebration, the Lock, Take and Hide program, the Police Department civil service exam on June 23, Library programs, and what Duncanville has to offer. We look forward to a continued partnership with Telemundo.
