4 1.0 INTRODUCTION 1.1 Background Local Transport Projects Ltd has been commissioned to produce an Access Management Strategy (AMS) in support of proposals for, to be located at 1, Hounslow, TW7 5PN The development proposals include demolition of club house and associated car park and Multi-Use Games Area, construction of a new part 2 - part 4 storey secondary school (Use Class D1) with ancillary car parking, cycle parking, Multi-Use Games Area, hard and soft landscaping and associated works, together with improvements to Macfarlane Lane. The proposed school will have a capacity of 1,150 pupils and is expected to employ a total of 90 staff This AMS has been developed in order to provide details of how Macfarlane Lane will be managed to accommodate all users, highlighting any day to day accessibility issues and conflicts that may occur including consideration of how these may be addressed and risks minimised The implementation of an AMS will look to ensure that Macfarlane Lane provides a safe and controlled environment for all users, particularly around school start and finish times The strategy will be developed so that it is flexible and expandable, allowing for future growth and development of the sites that are to be accessed from Macfarlane Lane. The strategy will also be updated to reflect experience at the site, particularly as the school s occupation is phased over time. 1.2 Scope The scope of this AMS, as discussed with London Borough of Hounslow Council (LBHC) (Ref: Robert Heslop), is outlined below: Site Location & Existing Access - Description of the development site, including location and existing access arrangements; Development Proposals - Description of the proposed development including pupil/staff numbers, times of operation, site layout, pedestrian/cycle facilities and proposed access arrangements; Layout Design & Access Arrangements - Details of the proposed preliminary design layout and highway improvements including footways, carriageways and crossing facilities. Rights of Access - Description of land ownership and rights of access via Macfarlane Lane; Page 2 of 12

5 Users of Macfarlane Lane - Description of likely vehicular and pedestrian movements along Macfarlane Lane including: o Proposals for student access; o Proposals for staff access; o Proposals for access by other users of Macfarlane Lane. Restrictions of Use & Details of Enforcement - Details of how access arrangements on Macfarlane Lane will be restricted and enforced for different users; and Strategy for Servicing & Emergency Vehicles - Description of the steps that are to be taken to ensure that Macfarlane Lane continues to be used safely by servicing and emergency vehicles, remaining conflict free for all users and able to respond and adapt to future changes at the site and in the surrounding area. 1.3 Site Location & Existing Access The proposed site is located to the north and west of Macfarlane Lane in Osterley, London Borough of Hounslow. It is currently understood to be Metropolitan Open Land (MOL), accommodating Grasshoppers Rugby Football Club (GRFC). It is bound by further MOL to the north-east, Macfarlane Lane and the Sky campus to the south-east, Goals Football Centre (herein referred to as Goals ) to the south-west and Wyke Green Golf Club to the north-west. The site is to be accessed via Macfarlane Lane, which is understood to be a private road. The approximate boundary of the site is shown in Figure 1: traffic engineering and transport planning Page 3 of 12

6 Figure 1: Site Location Plan Source Imagery: Copyright Google Earth Pro (License Key-JCPMR5M58LXF2GE) Macfarlane Lane currently provides access to Goals, GRFC and overflow parking areas for the Sky campus and Cole Van Hire. It is understood that Sky currently has agreements with both Goals and GRFC for use of part of their parking areas during the daytime period on weekdays. 1.4 Development Proposals This AMS is based upon the proposals outlined on the site plan attached as Appendix 1. The proposals involve the construction of a new secondary school which will have a total capacity of 1,150 pupils and will be known as. The main school building will be provided on largely brownfield land within the southern part of the site, with sports pitches provided to the north The school will accommodate up to 180 pupils in each academic year (Years 7 to 11), giving 900 places for pupils aged A sixth-form with 250 places will also be provided. The school includes 25 places for Special Educational Needs (SEN) pupils. Under the current proposals, the school will have an initial Year 7 intake of 150 pupils, with a phased intake of 180 pupils per year thereafter up to a capacity of 1,150 pupils. Page 4 of 12

7 1.4.3 The school is expected to employ a total of 90 members of staff upon full occupation of the site, with staff numbers expected to increase incrementally alongside pupil numbers The site is expected to have facilities available for community use, including floodlit playing pitches and Multi-Use Games Areas (MUGAs), the Sports Hall, Activity Studio, Main Hall, Drama Studio and several seminar learning spaces. It should be noted that this community use would be outside of the typical network peak hours (evenings, weekends and school holidays) and would serve a local catchment area, therefore it is considered that a high proportion of trips would be made by sustainable modes The timings of the school day are to be confirmed, although it is expected that times will be staggered with the nearby Nishkam School to minimise the impact on the capacity of local transport infrastructure associated with the two sites. 1.5 Proposed Parking Arrangements A total of 57 car parking spaces will be provided at the site, including 47 standard bays, 3 visitor bays plus 7 accessible bays. The majority of spaces will be provided within the main site car park to the north of the main school building, with the visitor parking and 3 accessible bays provided near to the main entrance to the school, adjacent to Macfarlane Lane Guidance within The London Plan (MoL, 2016) states that the level of parking should be determined by the Transport Assessment, with consideration of impact on traffic congestion and availability of on and off-street parking. Given that there is no on-street parking available within the vicinity of the site and that approximately 58% of staff could be expected to travel by vehicle trip generating modes, it is considered that the proposed level of parking provision is suitable, and accounts for the potential reduction in staff car trips set out within the development Travel Plan (LTP, 2017), but also allows suitable provision for visitors In order to encourage cycling amongst pupils and staff, a total of 150 cycle parking spaces will be provided in secure cycle stores in several locations around the proposed development. This provision is in line with adopted cycle parking standards of the London Plan (MoL, 2016) A total of 9 parking spaces will be provided with Electric Vehicle (EV) charging points, with passive provision at a further 7 spaces to enable simple installation and activation of a charge point at a future date. Guidance within The London Plan (MoL, 2016) states that 1 in 5 parking spaces should provide an EV charging point. It is therefore considered that the proposed provision is in line with London Plan standards A turning circle will be provided on-site, adjacent to the main access from Macfarlane Lane in order to accommodate buses and coaches. 8 1.6 Layout Design & Access Arrangements Access to the site by all modes will be via Macfarlane Lane, a private road that connects with Syon Lane at a priority junction to the south-west of the site. It is proposed to provide a number of highway improvements on Macfarlane Lane in order to accommodate the proposed development, and preliminary highway access drawings showing the proposed access arrangements are included as Appendix Design proposals include the widening of the carriageway from 4.8m to 6.0m in order to ensure the safe flow of two-way traffic. Improved and additional traffic calming measures are to be provided along Macfarlane Lane as part of the development Under the development proposals, Macfarlane Lane will serve and Goals Soccer Centre only. Access will be retained to the Sky Campus for a potential future pedestrian and cycle link to Boston Manor. Two existing pedestrian accesses to the Tesco site are to be retained to the car park and garden area There will be no provision for pupil drop-offs and pick-ups on site (with the exception of Special Educational Need (SEN) pupils), and such trips will not be permitted on-site or on Macfarlane Lane. Waiting restrictions are in place on Syon Lane within the vicinity of the Macfarlane Lane junction, restricting such movements on Syon Lane It is currently intended that Macfarlane Lane will be adopted as public highway, with the implementation of waiting restrictions (No Waiting At Any Time NWAAT) on both sides of the road along the full length secured via a Traffic Regulation Order (TRO). If adoption of the road is not implemented, then it is acknowledged that there are already existing double yellow lines on both sides of Macfarlane Lane that are to be enforced privately by the school, with senior school staff overseeing movements on Macfarlane Lane at the crucial start and finish times, as discussed in Section Given these drop-off and pick-up restrictions, the car park of the nearby Tesco Extra store will be designated as a park and stride for the school. The Travel Plan for the site (LTP, 2017) outlines the strategy for maximising trips by sustainable modes, however all parents/guardians of pupils travelling by car will be expected to utilise the park and stride facility. The park and stride facility has been discussed with Tesco, and although a formal agreement has not yet been made, there is an informal agreement, with Tesco noting that there are no restrictions in place on site which would stop parents from utilising the car park in this manner. The Travel Plan for the school (LTP, 2017) includes a measure to communicate the details of the Park & Stride arrangements to parents/pupils within the Welcome Travel Pack (WTP), as well as promotion of the facility and a measure to actively seek additional/alternative locations There are a network of existing footways and pedestrian crossing points internally within the Tesco car park, facilitating routes through the area. It is acknowledged that the use of the Tesco car park for school drop-off and pick-up movement would operate in the same way as many other school car parks, with pedestrians required to walk through the car park at the same time as circulating/manoeuvring vehicles. However, it is proposed for senior school staff to oversee movements within the car park associated with the school, as discussed in Section 2.6. Page 6 of 12

9 1.6.8 It is envisaged that the impact of the development on the highway network will be minimised by providing a park and stride facility, with no drop-offs and pick-ups occurring on streets surrounding the site. Pupil drop-offs and pick-ups are therefore not expected to have an impact on the free-flow of traffic within the vicinity of the site The proposals include the provision of a continuous 3.0m footway along the full extents of Macfarlane Lane on the northern side of the carriageway. This footway is proposed to be provided adjacent to the carriageway for approximately 130m, before transferring to the northern side of the tree line and connecting with the existing footway within the Goals site, which is to be improved and widened as part of the development. A footway is also to be provided on the northern side of Macfarlane Lane adjacent to the carriageway from the existing pedestrian access to the Tesco Garden to the Goals Access. An improved pedestrian crossing facility, with dropped kerbs and tactile paving on a raised table, is to be provided across the Goals access, and a continuous footway will be provided along the northern side of Macfarlane Lane from the Goals Soccer Centre to the existing northern end of Macfarlane Lane The proposed school building will have 3 pedestrian access points, including 2 to the south of the building (including the main entrance) which will serve the majority of pedestrian trips, and 1 to the north-east, which will serve pedestrian trips to/from the proposed car park and coach bays In addition to the carriageway widening and footway works on Macfarlane Lane, the following off-site highway works are proposed to be provided as part of the development proposals: The provision of a zebra crossing in place of the existing dropped kerb crossing with central island on Syon Lane, to the north of the Macfarlane Lane junction; Widening of Syon Lane in order to provide a ghost-island right-turn lane to serve Macfarlane Lane. This will ensure that the free-flow of traffic on Syon Lane is maintained. Kerbing works will also be undertaken at the Macfarlane Lane junction to tie-in with proposals to widen the carriageway A preliminary design drawing showing the proposed works is included as Appendix 2. traffic engineering and transport planning Page 7 of 12

10 2.0 MACFARLANE LANE ACCESS ARRANGEMENTS 2.1 Introduction Macfarlane Lane currently provides access to a number of existing users, including the GRFC facility that is to be relocated off site as part of the development scheme. Other existing users include Goals, Cole Van Hire, and overflow parking areas for the Sky campus. 2.2 Goals Football Centre Macfarlane Lane also provides access to Goals Football Centre, herein referred to as the Goals site. The Goals site is accessed via a spur connecting with the western side of Macfarlane Lane, approximately 85m south of the proposed site boundary. The Goals site accommodate a number of outdoor football pitches, with a central clubhouse building, and car parking for approximately 89 vehicles, including 5 accessible disabled bays and approximately 52 bays which are utilised by Sky campus staff understood to be under an agreement (discussed further in Section 2.3) It is understood that the Goals facility is open from 09:00 until 22:30 on all days (Monday to Sunday), however these facilities are likely to be used most heavily outside of school start and leave times, particularly on an evening and weekend, therefore reducing the likelihood of conflict with pupils attending. 2.3 Sky Staff It is understood that Sky currently has agreements with both Goals and GRFC for use of part of their parking areas during the daytime period Monday to Friday The use of the proposed development site, which is currently occupied by GRFC, by Sky staff would cease as a result of the proposals, but it is understood that the Sky staff would be permitted to park under a similar agreement at the proposed nearby new GRFC site on the western side of Syon Lane. Furthermore, a new multi-storey car park is currently under construction at the Sky campus, which is accessed by vehicles via Grant Way and is expected to accommodate Sky staff parking that currently occurs away from the Sky campus It is understood that the existing arrangement for Sky staff to utilise approximately 52 car parking spaces during the daytime period (06:30-18:00) at the Goals site car park is to remain in place as a result of the development proposals. It is understood from site observations and discussions with the Goals site manager that the majority of Sky arrivals at the site usually occur very early in the morning, with the bays permitting Sky staff parking typically fully occupied by 07:00, and then the majority of bays vacated by 17: Therefore there is unlikely to be a notable conflict between vehicles associated with Sky staff parking on Macfarlane Lane and trips associated with the proposed Bolder Academy. 11 2.3.5 It is understood that Sky also have agreement to utilise the area to the north of the Cole Van Hire parking area for staff parking (currently divided on-site by ropes and barriers), although as with the Cole Van Hire agreement, this is expected to cease in order to facilitate the improvements to Macfarlane Lane as part of the development proposals It is also noted that Sky wish to continue using controlled pedestrian access to their site from Macfarlane Lane to allow pedestrian access for their contractors who park at the Goals site. 2.4 Cole Van Hire Cole Van Hire is a business that provide vans for hire, with the business based at Wester House, a site adjacent to the A4 (Great West Road)/Thornbury Avenue junction, an approximately 2.2km drive from the proposed site. It is understood that Cole Van Hire lease land adjacent to Macfarlane Lane on the western side, north of the junction with the Goals site access, from Tesco PLC for the parking/storage of hire vans. However, it is expected that the frequency of vehicular movements associated with the site is relatively low, with only occasional trips to pick-up or drop-off a hire van at the site As part of the Macfarlane Lane highway works, it is understood that the lease for the Macfarlane Lane land associated with Cole Van Hire will cease, with parking on this area not permitted in the future, in order to facilitate the proposed improvements. 2.5 Tesco Rights of Access It is understood that Macfarlane Lane is predominantly owned by Tesco PLC, therefore the principle of the proposed highway works has been discussed as part of preapplication discussions. Details of the existing rights of access exist on Macfarlane Lane are currently awaited from Tesco PLC at the time of writing. 2.6 Students As requested by LBHC, there will be no provision for pupil drop-offs and pick-ups onsite, and such trips will not be permitted on-site or on Macfarlane Lane. The exception to this will be pupils with Special Educational Need (SEN) and disabled pupils, with 7 accessible disabled user bays to be provided within the proposed car park. However, the number of vehicle trips that this will generate during peak hours is likely to be minimal Therefore, almost all pupils will access the site on foot or bicycle via Macfarlane Lane. It is also acknowledged that pupils travelling via public transport would access the site on foot via Macfarlane Lane. As a result of improvements to the pedestrian infrastructure, this route will be facilitated by a continuous 3.0m footway to the north of Macfarlane Lane between Syon Lane and the site access. Two existing gated pedestrian accesses to Macfarlane Lane would also provide potential walking routes for pupils travelling to/from the site, via the Tesco site car park and northern garden area Within a widened 6.0m carriageway, it is expected that cyclists could be accommodated on Macfarlane Lane, particularly given the low predicted traffic flow levels around school start and finish times. traffic engineering and transport planning Page 9 of 12

12 2.6.4 The start time is expected to be around 09:00, with a finish time around 15:00. Start and finish times for are yet to be determined, however it is noted that, with the exception of pupils attending a breakfast club or extra-curricular activities, it is unlikely that there will be significant pedestrian/cyclist movements outside of school arrival and departure times, reducing the potential for conflict with vehicles along Macfarlane Lane There will be no provision for pupil drop-offs and pick-ups on site, and such trips will not be permitted on-site or on Macfarlane Lane. Waiting restrictions are in place on Syon Lane within the vicinity of the Macfarlane Lane junction, restricting such movements on Syon Lane, and appropriate measures will need to be implemented along Macfarlane Lane and within the school site in order to ensure that vehicles of parents/guardians are not using Macfarlane Lane during school drop-offs/pick-ups. This will ensure that the potential for pedestrian and vehicular conflict along Macfarlane Lane will be minimised As with many other secondary schools, senior school staff are to be in place at the site access point, and the Macfarlane Lane/Syon Lane junction if required, in order to assist in enforcing this element of the access strategy, with staff also overseeing movements within the Park & Stride car park at Tesco Given these drop-off and pick-up restrictions, and all parents/guardians of pupils travelling by car will be expected to utilise the Park and Stride facility within the adjacent Tesco Extra store car park A turning circle will be provided on-site, adjacent to the main access from Macfarlane Lane in order to accommodate buses and coaches, with 3 coach parking bays provided on-site. The movements of coaches along Macfarlane Lane is to be controlled and prearranged by in order to avoid school start and finish times, and therefore minimise the potential for pedestrian and vehicular conflict along Macfarlane Lane. 2.7 Staff Staff parking at is to be accommodated on-site, albeit with the number of on-site spaces restricted in accordance with the London Plan parking standards (MoL, 2016), which aim to ensure that there is not an over-provision of staff parking, in order to encourage travel by sustainable travel modes It is likely that the majority of staff will arrive at site before students and depart after school finish times, therefore reducing the potential for conflict between staff vehicles and pupils utilising Macfarlane Lane on foot. The school will encourage staff to travel to/from the site outside of the main school start and finish time periods. Page 10 of 12

13 2.8 Other Users The site is expected to have a number of facilities available for community use, including sporting facilities and learning spaces. It should be noted that this community use would be outside of the typical network peak hours (evenings, weekends and school holidays) and so therefore would not conflict with school start and finish times when high numbers of pupils will be utilising Macfarlane Lane. It is understood that these facilities would serve a local catchment area, therefore it is considered that a high proportion of trips would be made by sustainable modes, therefore reducing the number of vehicular trips. Further details of the proposed community uses are provided in the submitted Planning Statement and Design & Access Statement. 2.9 Strategy for Servicing & Emergency Vehicles Access on Macfarlane Lane associated with servicing, including deliveries and maintenance, at and the Goals site will be retained at all times. It is expected that, as is typical with most secondary schools, the majority of servicing trips are likely to occur outside of the main school start and finish time periods. The school are expected to encourage this wherever possible It is understood that there will be no physical barriers restricting access to Macfarlane Lane, and therefore it is understood that there is to be full access for emergency vehicles at all times Other Uses For specific events within the school calendar, such as parents evenings, it is likely that arrangements will need to be put in place by for the provision of additional parking facilities on-site, or alternative access arrangements provided Any other large-scale events hosted by the school would need to have tailored access arrangements and plans put in place to ensure that any expected increase in the number of vehicular trips to the site is planned for effectively, and alternative parking arrangements are made if necessary This is a working document, and is designed to be updated following any changes in access arrangements by any users of Macfarlane Lane. This should include changes in rights of access, increased/decreased vehicular movements and changes to timings of movements. traffic engineering and transport planning Page 11 of 12
