6 .- Minutes Brampton School Traffic Safety Council The meeting was called to order at 9: a.m. and adjourned at :9 a.m.. Approval of Agenda SC- That the agenda for the Brampton School Traffic Safety Council meeting of May, be approved, as printed and circulated. Carried. Declarations of Interest under the Municipal Conflict of Interest Act. Previous Minutes.. Minutes - Brampton Traffic Safety Council - April, The minutes were approved by Council on May, and provided for Committee s information.. Delegations/Presentations.. Presentation by Antonietta Minichillo, Project Manager, Planning Vision, re: Vision Draft Antonietta Minichillo, Project Manager, Planning Vision, Office of the Chief Administrative Officer, presented the Brampton Vision, highlighting the focus on community and public engagement, the vision, creation of a regulatory framework, advocacy strategy. The recommendations emerging from the engagement process will be presented at a Special Council Meeting on May, for endorsement. Staff responded to questions on the community engagement strategy, timelines for completion of the Vision and opportunities for future consultation with the community. Members were encouraged to attend the meeting on May th when the report with the final recommendations will be presented in its entirety. The following motion was considered: Page of 9

7 .- Minutes Brampton School Traffic Safety Council SC- That the presentation by Antonietta Minichillo, Project Manager, Planning Vision, Office of the Chief Administrative Officer, to the Brampton School Traffic Safety Council meeting of May,, re: Vision Draft be received. Carried. Program - Peel Safe and Active Routes to School Committee (PSARTS) Violet Skirten, Crossing Guard Supervisor, advised that the Committee (PSARTS) was scheduled to meet during the week of May th. She reported that members were considering the possibility of delegating at the Peel District School Board budget discussions to present some initiatives for active transportation.. School Travel Planning Program/Sub-Committee/Ad Hoc Committee Participation Violet Skirten, Crossing Guard Supervisor advised the School Travel Planning program is ongoing with two new walkabouts scheduled for this month, one being a Catholic school.. Correspondence.. Correspondence from Floyd Andrews, Brampton Resident, dated April,, re: Request for Review of Bus Route to Aylesbury Public School Anna Gentile, Central Planning and Operations Officer, Student Transportation of Peel Region (STOPR), provided an overview of the issues expressed in the correspondence by Floyd Andrews, Brampton resident, regarding buses being routed on Aylesbury Drive. She indicated that after consideration of the matter, STOPR will not be restricting Aylesbury Drive from their routing system as it was deemed to be the most efficient travel path to schools in the area. The following motion was considered: SC- That the correspondence from Floyd Andrews, Brampton Resident, dated April,, to the Brampton School Traffic Safety Council meeting of May,, re: Request for Review of Bus Route to Aylesbury Public School be received. Correspondence from Deb Pratt, Principal, Countryside Village Public School, re: Site Inspection Request to Review Inquiry for Crossing Guard Countryside Village Public School, Dolbyhill Drive - Ward 9 Violet Skirten, Crossing Guard Supervisor, provided an overview of the request submitted by the school principal for a crossing guard. She noted that a crosswalk is available on the east side of the school that is not being utilized by students. Committee reviewed the site inspection request and considered the comments provided by staff. The following motion was considered: SC-. That the correspondence from Deb Pratt, Principal, Countryside Village Public School, to the Brampton School Traffic Safety Council Meeting of May,, re: Site Inspection Request to Review Inquiry for Crossing Guard - Countryside Village Public School, Dolbyhill Drive - Ward 9 be received; and. That a site inspection be undertaken. Carried. New School Openings Violet Skirten, Crossing Guard Supervisor, indicated that Whaley s Corners Public School was opened in March and suggested that a site inspection be undertaken. The following motion was considered: SC- That a site inspection be scheduled for Whaley s Corners Public School located at Howard Stewart Road, to determine whether any student safety measures are required. 9 .- Minutes Brampton School Traffic Safety Council. Brampton School Traffic Safety Council Promotional Activities Violet Skirten, Crossing Guard Supervisor, advised that Crossing Guard Appreciation Day will be celebrated during the month of June. The event will provide an opportunity for the City and the community to express appreciation for the Crossing Guards. Schools are requested to nominate a crossing guard and a Crossing Guard of the Year is selected from the nominations. The event will be announced at a Council meeting at the end May.. Other/New Business.. Report from Peter Bryson, Supervisor, Enforcement and By-law Services, re: School Patrol Statistics for the Month of April, Peter Bryson, Supervisor, Enforcement and By-law Services, indicated that the report for month of March was inadvertently provided for the agenda instead of April. The school attendances by enforcement officers for March and April should read as follows: March School School April School School Mr. Bryson noted that two additional enforcement officers were hired and are now engaged in the school patrols. The Clerk s Office staff advised that the report for April would be presented at the next Committee meeting.. Site Inspection Report(s).. Eastbourne Public School Balmoral Drive Ward Park and Ride/Traffic Congestion Wednesday, April, - : a.m. and : p.m. Page of 9

10 .- Minutes Brampton School Traffic Safety Council Committee reviewed the observations and recommendations in the site inspection report and considered the following motion: SC-. That the Site Inspection report to the Brampton School Traffic Safety Council meeting of May,, re: Eastbourne Public School Balmoral Drive Ward be received; and. That the Principal be requested to consider the following: Install flex posts or some sort of physical barrier along the hatched pedestrian area of the Kiss and Ride section Refresh pavement markings on school property. Add Kiss and Ride signs at the driveway entrance and refresh the one on the school Adjust the Do Not Enter, buses exempt signage so that they are facing traffic Install a stop sign at the entrance/exit on Eastbourne Rd and identify with clear pavement markings to that it is a two-way driveway leading to a parking lot only Continue to educate the school community on safety in and around schools Carried.. Dolson Public School 9 Remembrance Road Ward Request for Crossing Guard - Intersection of Creditview Road and Remembrance Road Thursday, April, - : a.m. and : p.m. Committee reviewed the observations and recommendations in the site inspection report and considered the following motion: SC-. That the Site Inspection report to the Brampton School Traffic Safety Council meeting of May,, re: Dolson Public School 9 Remembrance Road Ward be received; and. That, in an effort to encourage Active Transportation to and from school, the Principal contact their designated Peel Health Nurse to participate in the School Travel Plan Program in Peel; Page of 9

That the Senior Manager of Traffic Services arrange for: Refresh ladder stripping at the intersection of Remembrance Road and Creditvew Road Review of the signal timings prior to the school opening.. That the Brampton School Traffic Safety Committee arrange for another site inspection when the school opens. Carried Springbrook Public School Jordensen Drive Ward Review for Possible Crossing Guard - Intersection of Antibes Drive and Jordensen Drive Thursday, April 9, - : a.m. and : p.m... Violet Skirten, Crossing Guard Supervisor, noted that a Crossing Guard Warrant study was undertaken as recommended and a crossing guard has been located at the Corner of Antibes Drive and Jordensen Drive. Committee reviewed the observations and recommendations in the site inspection report and considered the following motion: SC-. That the Site Inspection report to the Brampton School Traffic Safety Council meeting of May,, re: Springbrook Public School Jordensen Drive Ward be received; and. That, in an effort to encourage Active Transportation to and from school, the Principal contact their designated Peel Health Nurse to participate in the School Travel Plan Program in Peel;. That the Senior Manager of Traffic Services arrange for: Enhanced pavement markings at the All Way Stop intersection of Antibes Dr. and Jordensen Dr. to be refreshed. No Parking corner restrictions on the east side of Jordensen Dr. and on north and south side of the Kiss and Ride entrance/exit (indicated at December site inspection) A Crossing Guard Warrant study to be done at the intersection of Antibes Dr. and Jordensen Dr. Page of 9

That the Principal of Springbrook P.S. encourage the student population: To use the All Way Stop intersection of Antibes Dr. and Jordensen Dr. to cross and safely get onto school property. Carried. Observers Present: Charles Gonsalves, Citizen Member (a.m.); Albert Masih, Citizen Member (a.m.); Kim Bernard, Team Lead, Crossing Guards (a.m. & p.m.). Observations:. Guardian Angels Catholic School is located on the west side of Heatherdale Drive, south of the intersection of Continental Drive and Heatherdale Drive. The student population is, including JK to Gr. The school is serviced is by four large buses and one small bus.. Fluorescent Green School Area and Max km/hr signs are posted on Heatherdale Drive in the vicinity of the school.. No Stopping,-, Mon-Fri restrictions are located on the east side of Heatherdale Drive from Continental Drive south to the end of the school property including a No Parking corner restriction at Continental Drive. On the west side of Heatherdale Drive, No Stopping, -, Mon-Fri restrictions are located on the north and south side of the entrance and exit of school property.. Three crossing guards are positioned at the locations below to assist students: Brisdale Drive and Continental Drive Heatherdale Drive and Continental Drive At the front of Worthington Public School on Worthington Drive. The one-way entrance driveway to the school is located at the north end of the property. The driveway splits in two: one leg proceeds through the parking lot, and the Kiss and Ride to merge onto the bus laneway. The Kiss and Ride area has two lanes, a drop-off lane next to the cement pad and a through lane. A hatched pedestrian walkway and stop sign is located in this area.

34 .- the second driveway leads to the bus loading area and goes across the front of the school to exit on Heatherdale Drive. A metal gate is used by staff to prevent vehicles from entering. A small visitor parking lot (about cars) is located off the through lane. Speed bumps are present in the bus loading drive through area.. There is no Kiss and Ride signage but clear pavement markings indicate the traffic direction.. Two staff members, wearing safety vests, monitored the Kiss and Ride, and directed the cars to move forward. The drivers stopped at the bottom end of the drop-off lane and this created a backup. In the afternoon, motorists parked in one of the lanes leading to the Kiss and Ride and this created further congestion at the entrance to the school.. There is a staff member assisting students across the enhanced walkway at the entrance and exit of the parking lot/kiss and Ride area. Drivers adhered to the stop sign. 9. No issues were noticed in the morning inspection regarding drivers parking on Heatherdale Drive. In the afternoon, drivers parked on both sides of Heatherdale Drive, from the exit of school property south to the walkway leading into Worthington Public School property. This narrowed Heatherdale Drive to one lane and vehicles could not exit and proceed south due to the congestion created. Recommendations:. That the Site Inspection report be received; and,. That, in an effort to encourage Active Transportation to and from school, the Principal contact the school s designated Peel Region Health Nurse to participate in the school Travel Pan Program in Peel;. That the Senior Manager of Traffic Services arrange for the extension of No Stopping,-, Mon-Fri restrictions on the east side of Heatherdale Drive from the south property line of the school to house number # (across from the walkway);. That the Manager of Enforcement and By-Law Services be requested to monitor and enforce compliance with the parking restrictions on Heatherdale Drive during school arrival and dismissal times; and. That the Principal request that a Kiss and Ride sign be installed at the entrance to school property and that educational safety information be sent to the school community regarding proper use of the Kiss and Ride.

Countryside Village Public School is located north east of the intersection of Dolbyhill Drive and Wardenwood Drive. It is a holding school for students waiting to attend Tony Pontes Public School. The student population is, of which are intended for Tony Pontes Public School.. One large bus services Countryside Village Public School, and five large buses and one small bus service Tony Pontes Public School students.. Fluorescent Green School Area and Max km/hr signage is posted in the vicinity of the school.. No Parking restrictions are posted on the north side of Dolbyhill Drive along the entire length of the school property.. The entrance to the school is a two-way operation at the easterly side of the school. The Kiss and Ride drivers and drivers leaving the parking lot utilize this driveway. The buses exit separately at the westerly one-way driveway. Pavement markings in the driveway indicate two lanes, but the lanes were not wide enough to support two cars.

38 .-. There is no 'Kiss and Ride' signage posted at the entrance to school property. An enhanced crosswalk is located at the entrance of the Kiss and Ride for pedestrians crossing the driveway. "No Stopping" signage is located in the Kiss and Ride drop off lane and the only pavement markings are a yellow line dividing the two lanes.. The bus loading area drop off and drive through lane is identified with clear and visible pavement markings and exits at the intersection of Dolbyhill Drive and Blackstone River Drive.. The crosswalk lines at the intersection of Dolbyhill Drive and Blackstone River Drive are faded on the east, west and south legs. On the east and west leg, the crosswalk lines enter the paved turning curb of the school driveway. 9. In the afternoon in particular, multiple vehicles had difficulty merging into the exit lane and this created significant congestion.. At both inspections, the school s Kiss and Ride was managed by three staff members. One was located at the exit of the parking lot assisting students to cross the walkway. All wore high visibility safety vests.. At both inspections, several drivers and students walked from the parking area and crossed the Kiss and Ride lanes. This created delays and congestion with the 'Kiss and Ride' and significant pedestrian safety concerns.. At the intersection of Dolbyhill Drive and Blackstone River Drive, over students crossed. The students crossed on the east leg, then crossed directly to the driveway of the school. A few students crossed diagonally. Numerous vehicles made 'rolling stops'.. One staff member was located on north west corner of the intersection to assist students to cross the school driveway and at Dolbyhill Drive.. At Dolbyhill Drive and Wardenwood Drive, a few students crossed Wardenwood Drive at midblock north of the intersection, without conflict with traffic. Recommendations:. That the site inspection report be received; and. That, in an effort to encourage Active Transportation to and from school, the Principal contact the designated Peel Region Health Nurse to participate in the school Travel Plan Program in Peel;. That the Principal be requested to consider: Removal of the No Stopping restriction sign from the Kiss and Ride area Installation of a Kiss and Ride sign at the entrance to the Kiss and Ride Removal of the two lane pavement markings at the exit of the parking lot/kiss and Ride area to make it one lane

39 .- Enhanced pavement markings to identify the Kiss and Ride drop off area and pavement markings indicating Drive Thru Lane Installation of a crosswalk area with enhanced pavement markings from the parking lot to the school sidewalk in the Kiss and Ride area. That the Senior Manager of Traffic Services be requested to: Refresh the crosswalk lines and add enhanced pavement markings at the intersection of Dolbyhill and Blackstone River Drive on the west and south legs Remove the crosswalk lines at the intersection of Dolbyhill Drive and Blackstone River on the east leg Enhance pavement markings on the north leg of Wardenwood Drive and Dolbyhill Drive Conduct a Crossing Guard Gap study to determine if a guard is warranted at the intersection of Dolbyhill Drive and Blackstone River. That Peel Regional Police be requested to enforce compliance with the stop sign at the intersection of Dolbyhill Drive and Blackstone River Drive.

40 .- Brampton Safety Council Site Inspection Report Date: Tuesday May, Ward School/Location: Whaley s Corners Public School Howard Stewart Road Principal: Shannon Green Time(s): : a.m. / : p.m. Phone: Weather: Wet 9--9 Requested By: Violet Skirten, Crossing Guard Supervisor Nature of Problem: New School Review Observers Present: Max Kaxman, Vice Chair (a.m.), Charles Gonsalves, Citizen Member (a.m.), Kim Bernard, Team Lead Crossing Guards, (a.m./p.m.) Observations:. Whaley s Corners Public School was opened in March. Student population is at 9 pupils at this time. Two large buses and one small bus serves the school.. Fluorescent Green School Area and Max km/hr signage is posted on Howard Stewart Road in the vicinity of the school.. A two lane, one-way entrance leads to the bus loading area along the front of the school, entering at the easterly side of school property and exiting at the All Way Stop at Howard Stewart Road and Isle Royal Terrace. The bus loading lane and drive through lanes are clearly identified with pavement markings. The bus drop off only signage is placed at the entrance.. The Kiss and Ride/parking lot entrance/exit is located on Howard Stewart Drive at the westerley side of the school. The one way Kiss and Ride becomes two lanes with visible pavement markings identifying the drop off and drive through lanes. Signage, as well as directional arrow pavement markings at the entrance, clearly identifies the one way Kiss and Ride. In the Kiss and Ride area, a walkway is highlighted with hatched pavement markings connecting the parking lot to school property.. The intersection of Howard Stewart Road and Isle Royal Terrace is signed by an All Way Stop and faint crosswalk lines but no stop bars.. There are no parking restrictions on Howard Stewart Road in the vicinity of the school.. Staff members wearing safety vests were present in the Kiss and Ride and bus loading area assisting students.

41 .-. At both inspection times, many cars rolled through the intersection of Howard Stewart Road and Isle Royal Terrace, or didn t stop at the stop signs. Approximately students and parents crossed at the intersection of Isle Royal Terrace and the west leg of Howard Stewart Drive without conflict. 9. At both inspection times, drivers stopped and parked on the south side of Howard Stewart Road and then crossed at midblock to get to the school.. During the morning observation, school buses stopped to pick up students on the south east corner of Howard Stewart Road blocking the intersection. Recommendations:. That the Site Inspection report be received; and. That, in an effort to encourage Active Transportation to and from school, the Principal contact the school s designated Peel Region Health Nurse to participate in the school Travel Pan Program in Peel;. That the Senior Manager of Traffic Services be requested to: Install No Stopping, Monday to Friday, - parking restrictions on the south side of Howard Stewart Road between Isle Royal Terrace and Dancing Waters Road Refresh crosswalk lines and enhanced pavement markings at the intersection of Isle Royal Terrace and Howard Stewart Drive on the west and south legs. That the Manger of Enforcement and By-law Services be requested to arrange for staff to enforce the parking restrictions on Howard Stewart Drive once implemented;. That the Manager of Student Transportation be requested to review and relocate the morning bus stop location at the south east corner of Howard Stewart Drive and Isle Royal Terrace;. That Peel Regional Police be requested to enforce compliance with the stop sign at the intersection of Howard Stewart Drive and Isle Royal Terrace;. That, it is the position of Brampton School Traffic Council that a Crossing Guard is not warranted at the intersection of Isle Royal Terrace and Howard Stewart Drive at this time, and that the the school should be revisited at a later date when the student population increases; and,. That the Principal be requested to provide educational information to parents and students on safety around schools.
