Mr. Thomas Brown, Crossing Guard Ms. Deborah Arseneau was in attendance and requested Committee s consideration of the placement of an all-way stop sign at the intersection of Royal Orchard Drive and Springview Drive. She provided her reasons for this request, presented a petition signed by close to 100 area residents in support of this request, and responded to questions from Committee Page 4 of 11

5 Mr. Doug Carmichael was in attendance, provided his reasons for not supporting the request for an all-way stop at the intersection of Royal Orchard Drive and Springview Drive, and responded to questions from Committee. Mr. Thomas Brown, a Crossing Guard located in this area, was in attendance and provided Committee with his observations on the traffic activity at the intersection of Royal Orchard Drive and Springview Drive, indicated his agreement with the request for an all-way stop at this intersection, and responded to Committee s questions. Committee held a discussion on this matter, asked questions of staff, and then considered the following motions. (Referred from the By-Law Committee Meeting of January 17, 2001, pursuant to Recommendation BL ) Dealt with under Maintenance and Operations Report H1 Recommendations WT and WT K 2. Discussion re: SNOW ROUTES (File T11). (Placed on the agenda at the request of City Councillor B. Cowie.) Dealt with under Maintenance and Operations Report H1 Recommendations WT and WT K 3. Discussion re: ADVANCE GREEN TURNING SIGNALIZATION (File T36). Committee held a discussion on this matter during which time staff responded to questions about the times of operation for advance green turning signalization both generally and on a site-specific basis, and about accident rates relating to left turns. The following motion was then considered. WT That staff be directed to bring back a full report on ADVANCE GREEN TURNING SIGNALIZATION (File T36), as considered at the Works and Transportation Committee Meeting of January 24, 2001, to the Works on Transportation Committee Meeting of March 21, K 4. Discussion re: SPEED LIMIT SCHOOL ZONES (File T35). This item was placed on the agenda at the request of City Councillor J. Sprovieri. During discussion on this matter, staff responded to Committee s questions with respect to signage for all schools to indicate a speed limit of 40 km; and the cost and criteria involved in installing school zone flashing lights. K 5. Discussion re: CONFIRMATION OF COUNCIL REPRESENTATIVE ON COMMUNITY SAFETY ZONE COMMITTEE (File G27). City Councillor B. Cowie provided details on the Community Safety Zone Committee, and reminded Committee that the meetings of this body are open to all Council Members. Committee held a brief discussion and then considered the following motion. WT That City Councillor B. Cowie be confirmed as the Council representative on the Community Safety Zone Committee. K 6. Report from G.C. Sherman, Manager of Enforcement, Legal Services, dated January 22, 2001, re: PARKING INFRACTIONS BLOCKING SNOW REMOVAL (File L28/T11). Dealt with under Maintenance and Operations Report H1 Recommendations WT and WT Page 9 of 11

10 L. QUESTION PERIOD L 1. L 2. L 3 L 4. City Councillor B. Cowie asked about the factors leading to success with traffic calming in the Avondale area. City Councillor P. Richards, the Councillor for that area, responded and provided details on the various measures that led to this success, and provided a reminder of the importance education and enforcement had in this success. City Councillor G. Gibson asked about the possibility of increasing the turning radius to assist cars turning south on McMurchy Avenue from Queen Street. D. Glover, Acting Manager of Traffic Engineering Services, Works and Transportation, responded that staff will review this matter and report back to Committee. He noted further that any recommendation for change would have to go forward to the Region of Peel as this intersection is under the Region s jurisdiction. Regional Councillor L. Bissell asked about shortcutting through Townsend Gate by vehicles traveling south on Kennedy Road, noting she has received many complaints about speeding, particularly in the morning between the hours of 7:30 a.m. and 8:00 a.m. A.D. MacMillan, Commissioner of Works and Transportation, responded that staff would look into this matter and report back directly to Regional Councillor L. Bissell. City Councillor E. Moore asked about the allocation of Crossing Guards and new school openings and requested the City Clerk s Division to ensure this matter is added to the agenda of the Brampton Safety Council. Direction was given that the City Clerk s Division obtain a copy of the list of new school openings and forward it to the Brampton Safety Council for use when considering crossing guard locations. L 5 L 6 L 7 L 8 City Councillor D. Metzak asked about the status of his request for a report on the garbage cans located on sidewalks throughout the City, to address such matters as what department has responsibility for making sure they are emptied and kept in good repair. Staff are asked to follow up on this matter. City Councillor D. Metzak asked if a policy was in place and being adhered to with respect to procedures for digging on City boulevards by private companies, and cost issues where the City has to go in and clean up. J. Brophy, Director of Maintenance and Operations, Works and Transportation, provided details on the policy that is in place with respect to this matter, noting that all costs incurred by the City are billed back to the contractor. He asked that specific incidents be reported to staff so that they can be addressed. On behalf of City Councillor A. Aujla, Regional Councillor S. DiMarco asked about sidewalk snow removal on the southwest corner of Ray Lawson Boulevard and McLaughlin Road South, and requested that staff review this matter and report back to City Councillor A. Aujla directly. Regional Councillor S. DiMarco asked if the no left turns provision at the intersection of Main Street and Queen Street could be extended to apply 24 hours/day, seven days/ week. Direction was given that staff provide a report to the Works and Transportation Committee Meeting of March 21, 2001 on the possibility of extending the no left turn provision at the intersection of Main Street and Queen Street to apply 24 hours/day, seven days/week Page 10 of 11

Mr. Omas Mitchell was in attendance on behalf of himself and his neighbours and provided Committee with an overview of their concerns with respect to snow being pushed onto Richwood Drive from Kenwood Drive, as well as traffic safety concerns resulting from speeding and a disregard of the posted stop sign on Kenwood Drive at Richwood Crescent. He circulated photographs, referenced the correspondence and petition that he submitted (Correspondence Item I1), and requested Committee s consideration of the recommendation contained therein to close Kenwood Drive. Committee held a discussion on this matter, asked questions of the delegation and staff, and then considered the following motion. City Councillor B. Cowie asked about the jurisdiction under which the majority of major road work falls. A.D. MacMillan, Commissioner of Works and Transportation, responded that he could not provide this information right now, but agreed that in terms of cost the majority of this work falls outside of the City s jurisdiction. City Councillor L. Jeffrey asked about the status of the installation of safety guards and transit buses. G. Marshall, Director of Transit, provided Committee with details on this project and responded that the majority of the work has been completed, and it is expected the project will be totally completed by the end of March City Councillor L. Jeffrey asked about the process for paying invoices submitted by snowplow contractors, the specific details of which she will provide directly to the Commissioner of Works and Transportation. A.D. MacMillan, Commissioner of Works and Transportation, responded that he will look into this matter and report back to the Councillor directly. City Councillor D. Metzak asked about construction and digging taking place along Balmoral Drive. A.D. MacMillan, Commissioner of Works and Transportation, provided details on the nature of the work being undertaken.
