1 BRAMPTON SAFETY COUNCIL MINUTES THURSDAY, JANUARY 8, 1998 The Brampton Safety Council met this date at 9:05 a.m. in the Council Committee Room, 4 th Floor, City Hall, 2 Wellington Street West, Brampton. MEMBERS PRESENT: MEMBERS ABSENT: Constable Greg Chellew Jeff Ferslov-Rowan Marcy Macina (designate for K. OTHERS PRESENT: Linda Humes, Assistant Crossing Guard Supervisor Karen MacCollum, Committee Secretary, Clerk s Department Eileen Collie, Recording Secretary The meeting was called to order at 9:05 a.m. by Eileen Collie. Satvir Tak, Andy Muttiah and Jeff Ferslov-Rowan were welcomed as the three new members who had been appointed to the committee. Karen MacCollum was introduced as the new recording secretary for the Safety Council and Linda Humes was introduced as the Assistant Crossing Guard Supervisor. Prior to calling for nominations for Chair, Vice-Chair and Site Inspection Chair, committee discussed and agreed that the election of these positions would continue to be on an annual basis despite the fact that pursuant to By-law 32-97, citizen members appointments were for a three year term to run concurrently with that of City Council. Graham, Officer-in-Charge, 21 Division, Uniform Bureau, Peel Regional Police, dated December 17, 1997 re utilization of mobile radar signs within the City of Brampton SC THAT the correspondence dated December 17, 1997 from Inspector B. (7) NEW BUSINESS F. Wickes advised that he had been contacted by Sgt. Ken Tumber of 21 Division who would like a photograph taken for publication in the Brampton Guardian, showing members of the Brampton Safety Council, Peel Regional Police Officers and the new mobile radar signs, once these are received. D. Minaker informed committee that he will be placing the order for the radar signs directly with the manufacturer and will advise the committee once he is in receipt of same. 7.1 B. Nero, Principal, Father C. W. Sullivan Catholic School Request for site inspection re Kiss & Ride Program WARD 1 Committee was in receipt of a letter dated December 8, 1997 from B. Nero, Principal of Father C. W. Sullivan Catholic School indicating interest in the Kiss & Ride Program. Committee agreed to conduct a site inspection for the purpose of evaluating the school site for implementation of a Kiss & Ride Program. SC THAT the correspondence from B. Nero, Principal, Father C. W. Sullivan Catholic School dated December 8, 1998 to the Brampton Safety Council meeting of January 8, 1998 re the Kiss & Ride Program, be received, and THAT a site inspection be scheduled for Father C. W. Sullivan Catholic School. 7.2 Sandy Romano, 34 Woodsend Run Request for site inspection at Pauline Vanier Catholic School WARD 4 Committee was in receipt of a letter dated December 22, 1997 from S. Romano requesting a site inspection re the need for a crossing guard on Oaklea Boulevard.

5 Brampton Safety Council Minutes January 8, Several past members recalled a previous site inspection at this location. A search of earlier site inspection reports revealed that an inspection had been conducted at this school in September 1995, at which time it was determined a crossing guard was not required. Following discussion on whether a second site inspection should be carried out, it was agreed that sufficient time had elapsed to support conducting another site inspection at this location as traffic conditions and the number of children crossing Oaklea Blvd. could have changed in the interim. SC THAT the correspondence from S. Romano dated December 22, 1997 to the Brampton Safety Council meeting of January 8, 1998 requesting a site inspection for a crossing guard on Oaklea Blvd. be received, and THAT a site inspection be scheduled for Oaklea Blvd. to determine the need for a crossing guard. 7.3 Draft Procedures for Conducting Site Inspections The Chair read aloud the draft procedures for conducting site inspections and invited comment and input on any proposed changes. It was suggested and concurred with that the second sentence in the first paragraph be revised to read as follows:- The Site Inspection Chair will make note of the members who will conduct the site inspection and those members will receive a reminder phone call from the Site Inspection Chair the day prior to the scheduled site inspection. SC THAT the Procedures for Conducting Site Inspections be adopted as amended. 7.4 Ruth E. Armstrong, Principal, Harold F. Loughin Public School Request for Site Inspection re Kiss & Ride Program WARD 1 Committee was in receipt of a letter dated December 12, 1997 from Ruth E. Armstrong, Principal, Harold F. Loughin Public School requesting that this school be considered for a Kiss & Ride Program. Committee agreed to conduct a site inspection for the purpose of evaluating the school site for implementation of a Kiss & Ride Program. SC THAT the correspondence from Ruth E. Armstrong, Principal at Harold F. Loughin Public School dated December 12, 1997 to the Brampton Safety Council meeting of January 8, 1998 re interest in the Kiss & Ride Program, be received and THAT a site inspection be scheduled for Harold F. Loughin Public School. 7.5 St. Maria Goretti Catholic School request for follow-up site inspection re need for a crossing

Wickes informed committee that further construction has taken place in the residential subdivision surrounding St. Maria Goretti School and that the number of children who are walking to school has likely increased since the last site inspection was carried out. He requested that a follow-up inspection be conducted to assess the need for a crossing guard. Following discussion, it was determined that significant areas of this subdivision have yet to be constructed. It was confirmed that the previous site inspection was done on October 8, 1997 and committee felt that insufficient time has elapsed to warrant a follow-up site inspection at this time. 7.6 Request for Status Update of Bussing Student Transportation Department D. Minaker D. Minaker requested a status update on the change in bussing policy by the school boards in that any change may have an impact on certain school crossing guard locations. M. Macina responded that the Dufferin-Peel Roman Catholic Separate School Board has agreed to revert back to the 1km distance for bussing from the 1.6km however, the Peel Board of Education will be maintaining the policy of 1.6 km. The tentative implementation date of January 19, 1998 has now been changed and a new implementation date has not been determined. Letters will be sent out by the Student Transportation Department to all the separate schools for distribution to the parents, notifying them of the implementation date once that has been agreed upon. (8) SITE INSPECTION REPORTS None (9) SITE INSPECTION SCHEDULE 9.1 Father C. W. Sullivan Catholic School, 62 Seaborn Road WARD 1 Site inspection to be conducted on Wednesday, January 14, 1998 at 8:15 a.m. 9.2 Pauline Vanier Catholic School, 56 Oaklea Blvd WARD 4 Site inspection to be conducted on Monday, January 12, 1998 at 8:30 a.m. 9.3 Harold F. Loughin Public School, 39 Herkley Drive WARD 1 Site inspection to be conducted on Monday, January 19, 1998 at 8:30 a.m. (10) OUTSTANDING ITEMS 10.1 Response to Kiss & Ride/Curb to Door letters schools wishing to implement program Lester B. Pearson Catholic School (September 23, verbal) St. Brigid Catholic School (October 1, verbal) A. Vanic spoke with respect to Lester B. Pearson Catholic School where she is currently a crossing guard and also the Chair of the School Council. She advised that there is speeding in

7 Brampton Safety Council Minutes January 8, the area of the school along Howden Boulevard and that traffic congestion and parking violations have dramatically increased since the last site inspection at this school. Linda Humes, Assistant Crossing Guard Supervisor advised A. Vanic that in her role as a crossing guard she should be reporting these issues to the Crossing Guard Supervisor who would then take action to notify the By-law Enforcement Division and Peel Regional Police. Further to reviewing the site inspection reports for both Lester B. Pearson Catholic School and St. Brigid Catholic School, it was determined that neither of these school sites were feasible for implementing a Kiss & Ride Program without site modifications, which to date have not yet been carried out. Following discussion the Chair moved that these matters be tabled pending further review Kiss & Ride Program Fletcher s Creek Sr. Public School media coverage The Chair explained, for the benefit of the new members, that this school has implemented a Kiss & Ride Program without involvement of the Safety Council and will be used in the near future to promote the program by way of media coverage, involving the Safety Council. During discussions with the School Principal, it was agreed that 2 or 3 members of the Safety Council will attend a School Council meeting to explain fully the purpose and effect of the Kiss & Ride Program as endorsed by the School Boards, Peel Regional Police and the City of Brampton Kiss & Ride Banner/Signs D. Minaker advised that the banner and signs are in production and should be completed within 2 weeks Liability Insurance Safety Council Members D. Minaker advised that D. Tracogna, Risk & Insurance Manager will be attending the February meeting to discuss members liability insurance Safety Helmet Signage at Bicycle Racks on School Property A letter regarding signage for the wearing of bicycle safety helmets will be sent to the appropriate person at the Ministry of Transportation as soon as possible. (12) QUESTION PERIOD There were no questions raised at this time, however the Chair invited the three new members on the committee to stay behind after the meeting for a brief orientation on the mandate of the Safety Council. 10 Brampton Safety Council Minutes February 5, SC THAT the minutes of the Brampton Safety Council meeting held January 8, 1998 be approved with the following amendment: (3) DELEGATIONS The first sentence of item 10.1 should read: A. Vanic spoke with respect to Lester B. Pearson Catholic School where she is currently a crossing guard and also Chair of the Health, Safety and Security Committee. 3.1 Lindsay Biro, Vice-Principal, Conestoga Public School re traffic congestion WARD 2 A group of delegates from Conestoga Public School, comprising the Vice-Principal, a staff member and two parent representatives of the School Council, attended and addressed committee with respect to serious traffic concerns in front of the school at arrival and dismissal times. Committee members were provided with the following: Pamphlet outlining the current situation with respect to traffic concerns, past and present initiatives and specific requests for (1) installation of a pedestrian crossover with flashing lights at the school crosswalk (2) posting of NO U Turn signs (3) regular monitoring by Peel Regional Police (4) input from the Safety Council Report from Peel Regional Police dated September 1993 on a study conducted in the area of Conestoga Public School Photographs of the traffic congestion on Conestoga Drive and Wexford Road Vice-Principal, Ms. Biro advised that the parents are constantly reminded in the school newsletters, that the traffic congestion is the result of so many of them driving their children to school despite the fact that all of the students live within the prescribed walking distance. The school driveway is closed to traffic from 8:30 a.m. to 8:45 a.m. and 3:15 p.m. to 3:30 p.m. to ensure the safety of the students crossing the driveway. There was discussion on extending the parking lot into a green area currently used as a soccer field. B. Ford advised she would investigate this further, however, was not overly optimistic as the land is likely under partnership agreement with the City of Brampton for recreational purposes. There was also brief discussion on implementing a Kiss & Ride Program at the school, however, committee was advised that previous efforts to help the situation with a Kiss & Ride Program had not been successful. Committee recognized that the school is very close to the intersection of Conestoga Drive and Wexford Road which has a high volume of traffic with two high schools and one other elementary school in the area. D. Minaker advised that the intersection was not on the 1998 list for traffic signals. NOTE: Direction was given to staff to request immediate enforcement by the parking control officers.

11 Brampton Safety Council Minutes February 5, Committee agreed to conduct a site inspection at this location to see what measures can be taken to alleviate the traffic congestion and related safety hazards at this school, although everyone acknowledged that educating the parents was the main solution to the problem. SC THAT the delegation from Conestoga Public School re traffic congestion and safety concerns to the Brampton Safety Council meeting on February 5, 1998, be received and THAT a site inspection be carried out at Conestoga Public School as soon as possible. NOTE: The Chair requested staff to include an item on the next agenda pertaining to educational literature for parents (You are the Problem You are the Solution) 3.2 Deborah Tracogna, Risk and Insurance Manager re Liability Insurance for Safety Council Volunteer Members (SEE ITEM 9.1) D. Tracogna, Risk & Insurance Manager, attended the meeting in response to committee s concerns with respect to liability insurance coverage. Committee members were assured that the City s Third Party Liability Insurance Policy would cover them as long as they were acting within the scope of their duties when volunteering for the City. Members were also concerned about personal injury and Ms. Tracogna advised that although this was not her area of expertise it was her understanding that citizen members of the committee would not be eligible under Workers Compensation, as they were not employees of the Corporation, which is a requirement under government legislation. She urged that committee pursue this matter further with the City s Health & Safety Co-Ordinator. Some members voiced concern that they occasionally conducted site inspections during bad weather and were exposed to icy sidewalks etc. To avoid the possibility of causing personal injury to themselves under such conditions, it was felt that consideration should be given to cancelling site inspections when weather conditions are poor. To appease the members concerns in this regard, City Councillor DiMarco put forward the following recommendation: SC THAT the City investigate providing personal injury insurance for the members of the Safety Council. It was agreed that arrangements will be made for the Health & Safety Co-Ordinator to attend the next meeting to discuss this matter further.

12 Brampton Safety Council Minutes February 5, (4) BUSINESS ARISING FROM THE MINUTES 4.1 Status Update of Bussing Student Transportation Department (5) CORRESPONDENCE K. Dowling advised that the new bussing policy for the separate school board was implemented on January 26, 1998 and confirmed that students in Grades 1 to 4 who reside more than 1km from a school are once again eligible for bussing. D. Whyte, Crossing Guard Supervisor advised that two crossing guard locations being Charolais Blvd at Forrester Drive and Rutherford Road at the walkway, which were put into effect in September of last year due to changes in bussing policy implemented by both school boards, will now be monitored for usage. If the number of children using these guards decreases due to eligibility for bussing then these guards may have to be removed. D. Whyte will report back to the committee at a later date regarding this matter. 5.1 Correspondence from the Ministry of Transportation re Road Safety Achievement Awards SC THAT the correspondence from the Ministry of Transportation re Road Safety Achievement Awards, to the Brampton Safety Council meeting of February 5, 1998, be received. 5.2 Correspondence from K. Dowling, Student Transportation Department, dated January 6, 1998 re Revised School Year Calendars SC THAT the correspondence from K. Dowling, Student Transportation Department dated January 6, 1998, to the Brampton Safety Council meeting of February 5, 1998,re Revised School Year Calendars, be received. 5.3 Correspondence from H. Brathwaite, Director of Education, Peel District School Board, dated January 12, 1998 re Trustees Attending Safety Council Meetings Committee noted that the correspondence from the Director of Education, Peel District School Board advised that all four of the Brampton Trustees will serve on the Brampton Safety Council on a rotating basis. SC THAT the correspondence from H. Brathwaite, Director of Education, Peel District School Board, dated January 12, 1998, to the Brampton Safety Council meeting of February 5, 1998, re Trustees Attending Safety Council Meetings, be received. Staff confirmed that no correspondence has been received with respect to appointment of a trustee representative from the separate school board. The Chair directed staff to contact the school board in this regard.

13 Brampton Safety Council Minutes February 5, Correspondence from Community Safety Councils of Ontario dated January 13, 1998 re Annual Meeting, Sunday, March 29, 1998 SC THAT the correspondence from Community Safety Councils of Ontario dated January 13, 1998, to the Brampton Safety Council meeting of February 5, 1998, re Annual Meeting, Sunday, March 29, 1998, be received. (6) NEW BUSINESS 6.1 Outstanding Recommendations of Site Inspections F. Wickes Committee was in receipt of a letter dated January 21, 1998 from F. Wickes, Site Inspection Chair indicating his frustration that many of the recommendations put forward by this committee as a result of site inspections, are not being acted upon by the school boards. Committee discussed the matter and concluded that while some of the recommendations put forward by the committee are not implemented, many of them are. It was also pointed out that the mandate of this committee is to observe, report and make recommendations and in this respect the committee is doing what is expected of it. Following discussion direction was given to remove the category from the agenda, entitled Recommendation Follow-up. B. Ford advised that she was unaware of any outstanding items as she had not been the Peel Board representative during the past year. She requested staff to provide a list of outstanding items pertaining to recommendations related to the Peel Board. Following discussion, it was agreed that future recommendations, once approved by City Council, should be forwarded to the area school trustees as well as the school trustee representatives on the committee. SC THAT the local school board trustees be sent a copy of any approved recommendation of the Brampton Safety Council for schools in their area. 6.2 St. Brigid School request for site inspection (K. Dowling) WARD 4 K. Dowling advised that he met with the Vice-Principal of St. Brigid School on February 4, The matter of creating a circular driveway at this school to improve traffic flow is currently a budget item to be discussed by the separate school board, however, in the meantime, the Vice- Principal is requesting that consideration be given to designating a Bus Loading Zone in front of the school. Committee agreed to conduct a site inspection to consider a Bus Loading Zone at this school. 6.3 Ministry of Transportation 1998 Road Safety Challenge Committee discussed the documentation from the Ministry of Transportation requesting community participation in the 1998 Road Safety Challenge to run between May 31 and June 7, Following discussion, committee agreed that they would participate in the challenge and that Constable Greg Chellew would Chair the sub-committee for this.

14 Brampton Safety Council Minutes February 5, City Councillor DiMarco agreed to speak to the matter at the City Council meeting on Monday, February 9 and Greg Chellew confirmed that he would also appear as a delegation on the matter, seeking endorsement by City Council and financial support in the amount of $2,500 which would be matched by a similar amount from the Province. The application will be completed and forwarded to the Ministry of Transportation today (February 5, 1998) with endorsement letters from the Mayor and Chief of Police and the Plan of Events to be submitted to the Province as soon as possible. 6.4 W. G. Davis Sr. Public School request for site inspection re Kiss & Ride Program WARD 3 Committee was in receipt of a letter dated December 19, 1997 from Ruth E. Consenheim, Principal at W. G. Davis Sr. Public School regarding implementation of a Kiss & Ride Program. SC THAT the letter from Ruth E. Consenheim, Principal at W. G. Davis Sr. Public School, dated December 19, 1997, to the Brampton Safety Council meeting of February 5, 1998, regarding implementation of a Kiss & Ride Program, be received and THAT a site inspection be carried out at W. G. Davis Sr. Public School. (7) SITE INSPECTION REPORTS 7.1 Pauline Vanier Catholic School, 56 Oaklea Boulevard Sandy Romano (resident) request for crossing guard Site Inspection Report # 1/98 WARD 4 J. Shadrach provided details on the observations made during the site inspection at Pauline Vanier Catholic School, as outlined in the site inspection report. It was reported that approximately 40 cars and 4 buses dropped off students at this school and very few children were walking. There was discussion on the current location of Canada Post mailboxes adjacent to the school driveway and it was agreed that relocation of these mailboxes would improve visibility for drivers exiting the school property. D. Minaker advised that he would contact the appropriate person at Canada Post and request that they be relocated. It was felt that the current number of children crossing Oaklea Boulevard, does not warrant placement of a crossing guard at this time. It was noted however, that construction is still ongoing in this area and a guard may be required in the future. W. Sullivan Catholic School, 62 Seaborn Road B. Nero Principal request for Kiss & Ride Program Site Inspection Report # 2/98 WARD 1 F. Wickes presented the findings following the site inspection at Father C. W. Sullivan Catholic School. Committee was advised that this school is suitable for a Kiss & Ride Program and on-site training should be provided upon installation of the signage and lane markings. SC THAT site inspection report # 2/98, to the Brampton Safety Council meeting of February 5, 1998, re feasibility of implementing a Kiss & Ride Program at Father C. W. Loughin Public School, 39 Herkley Drive Ruth Armstrong, Principal request for Kiss & Ride Program Site Inspection Report # 3/98 WARD 1 J. Ferslov-Rowan presented the findings following the site inspection at Harold F. Loughin Public School and prepared a sketch of the school layout to assist members who were not in attendance at the inspection. It was determined that this school was unsuitable for a Kiss & Ride Program unless major modifications were made to the existing driveway and front landscaping. It was also noted that a hydro transformer box was also located in the front yard of the school. It was agreed that this would be a candidate school for implementation of a Curb to Door Program. K. Dowling agreed to investigate the name of the driver of a school bus which was parked on Herkley Drive directly in front of the school adding to the traffic congestion. It was assumed the driver lives in the area. Minaker advised that the transfer of budget funds had yet to be approved. D. Minaker distributed copies of sample A frame signage for the Kiss & Ride Program. Committee commented on the samples, noting that the school board logos would have to be updated and the logo for Peel Regional Police would be added. There was preference for the signs to be rectangular in shape rather than square. Enquiries will be made to see if generic business cards can be obtained for the three new members on the committee. Staff will ensure that a Committee Membership List will be sent to all members with the next agenda. 18 Brampton Safety Council Minutes March 5, Mr. Kim Morrow, Health and Safety Co-ordinator, Human Resources, re: WORKPLACE SAFETY & INSURANCE BOARD (WSIB) COVERAGE Discussion took place regarding members of the Brampton Safety Council being covered by the City of Brampton for personal injuries that occur while doing a site inspection. Kim Morrow informed the Brampton Safety Council that volunteers are not covered under the plan, as per WSIB regulations. Fred Wicks asked if there was money in the budget to purchase the insurance. Kim responded that the members would then be deemed to be part-time employees and a different set of criteria would apply. Paula reminded the members of the mandate of the Safety council. Further discussion took place regarding insurance. Greg reminded the members that a civil suit could be pursued by any member that was injured, the same as it would be if an accident happened on public property. (4) BUSINESS ARISING FROM THE MINUTES 4.1 Educational Literature for Parents You are the Problem You are the Solution Don Minaker informed committee that there approximately 2,00 2,500 copies of this brochure for use on site inspection. Fred requested a supply so that he can give them to the members that do the site inspections. The brochure is to be placed on the windshield of offending cars. Discussion took place regarding this brochure being placed on the door of the schools. Beryl Ford requested a copy of the brochure be sent to the Operations Department at the Public School Board for approval and with a request that each principal receive a copy that may be given to parents or parent councils. SC That the brochure You are the Problem You are the Solution be forwarded to the School Boards for approval and to be forwarded to the principal for use. 4.2 Ministry of Transportation 1998 Road Safety Challenge Constable Greg Chellew informed committee that he attended a Council meeting and requested a donation from the city. Although Council endorsed the idea, no funds were approved. Discussion took place regarding setting up a sub-committee. Correspondence from the Mayor has also been received giving committee support for the project, and confirmed that no money would be coming. Committee was informed that very few have been completed. Committee was informed that the budget for the board is $40, In the past most of the money has been spent on projects in Mississauga. Beryl felt Mississauga was getting most of the money because their Safety Council sends a Priority List to the Board on a yearly basis. It was suggested that the Brampton Safety Council do the same thing. Beryl also suggested that a Mr. Aldo Felice of the Peel Board be invited to attend a meeting of the Brampton Safety Council.

Deanna requested that the Brampton Safety Council hold a luncheon for the crossing guards (no spouses included) to be held on Thursday June 26, Deanna informed committee that long term service awards will be given out. SC That the Brampton Safety Council sponsor an appreciation luncheon for the Crossing Guards; and That the Brampton Safety Council donate up to $1, to help cover the cost of the luncheon for Crossing Guards on June 26, Site Inspection for a 2 nd Crossing Guard at Russell D. Barber Discussion took place regarding the placement of a second crossing guard at Russell D. Barber and North Park. Deanna requested an inspection to be done (preferably on a sunny day, as the glare from the sun causes problems with drivers seeing pedestrians). Deanna informed committee that the traffic flow has increased and the safety of the crossing guard and pedestrians has decreased. SC That a site inspection for Russell D. Barber and North Park be schedule. 6.5 Our Lady of Peace Committee was informed that a request for a site inspection at Out Lady of Peace has been received from City Councillor Gibson. There has been an increase in the number vehicular traffic.

SC That a site inspection be scheduled for Our Lady of Peace. (7) SITE INSPECTION REPORTS 7.1 Site Inspection Report Conestoga Public School F. Wickes provided details on the observations made during the site inspection at Conestoga Public School on February 9, He advised that there was considerable vehicular traffic that was backed up due to the Four-Way stop sign at Conestoga Drive and Wexford Road. SC That the site inspection report #4/98 regarding traffic congestion at Conestoga Public School be received; and 1. That a No Enter sign be posted at the north end of the school driveway. 2. That No Parking signs be posted on the west side of Conestoga Drive and No Stopping signs be posted on the west side of Conestoga Drive, in front of the school. 3. That a fend be installed and/or walkway at the north end of the school. 4. That traffic lights be installed with a timing phase for both directions at Conestoga Drive and Wexford Road to replace the Four-Way Stop signs. 5. That Peel Regional Police be requested to monitor the speed of vehicles in front the of school and that Parking Control be requested to patrol the area. 6. That lines be painted across the parking lot to extend the crossing guard zone. 7.2 Site Inspection Report St. Brigid School F. Wickes provided details on the observations made during the site inspection at St. Brigid School. Committee was informed that the buses are loading on Torrance Woods. Kevin Dowling informed committee that adjustments to the driveway have been added to the budget for Discussion also took place regarding the Safety Council having input into the planning of schools in the future to help eliminate the need for changes. Don Minaker replied that schools now go through the site plan process and he is asked for comments. 7.3 Site Inspection Report W.G. Davis Sr. Public School J. Ferslov-Rowan provided details on the observation made during the site inspection at W.G. Davis Sr. Public School. Committee was informed that the site is ideal for the Kiss and Ride Program. There is a circular driveway that is currently being used only for bus loading and unloading SC That the issue of installing a Kiss and Ride Program at W.G. Davis Sr. Public School be deferred to the next meeting of the Brampton Safety Council on April 2, 1998.

24 Brampton Safety Council Minutes April 2, (2) APPROVAL OF MINUTES 2.1 Minutes of meeting held March 5, 1998 SC THAT the minutes of the Brampton Safety Council meeting held March 5, 1998, be approved as printed and circulated. (3) DELEGATIONS 3.1 Beryl Ford introduced Aldo Felice from the Facility Services Technical Services Department, Peel District School Board. Beryl invited Mr. Felice to the meeting to provide a status update on projects (particularly Kiss & Ride locations) which have been approved by this committee and referred to the Peel District School Board for consideration. Mr. Felice advised that of the 8 schools which have been recommended by this committee as suitable locations for the Kiss & Ride Program, 3 of them would require installation of circular driveways at an estimated cost of $50,000 each which far exceeds budget allocations. Committee was advised that a total budget of $45,000 has been approved for implementation of the Kiss & Ride Program at various schools throughout the Region of Peel. Mr. Felice advised that the Town of Caledon has recently come on stream and is also making recommendations for Kiss & Ride Programs at its schools. Due to tight budget constraints, Mr. Felice is looking at creating a new method of managing traffic at schools without the expenditure of providing large circular driveways. With respect to the remaining 5 schools, Mr. Felice advised that costs are minimal on these projects and he anticipates the work will be completed at these schools this summer. F. Wickes suggested that consideration be given to allowing School Councils to raise funds for some of the projects, by holding fundraising events, however, B. Ford was not in favour of fundraising events by the School Councils to pay for school site improvements which were the responsibility of the school boards. Discussion took place with respect to the number of schools in Mississauga which have received funding for Kiss & Ride Programs. Mr. Felice advised that Mississauga Traffic Safety Council provides him with a prioritized list of schools which are to be considered for Kiss & Ride. He also meets with members of the Mississauga Traffic Safety Council and staff from the City of Mississauga Traffic Engineering Department on a quarterly basis to discuss the priority list and progress of the projects. He strongly suggested that Brampton Safety Council set up a similar working committee for this purpose. Mr. Felice pointed out that there appears to have been a breakdown in communication in the past, between Brampton Safety Council and the School Board with respect to recommendations referred to the Board. Committee agreed to set up a working committee to meet with Mr. Felice on a quarterly basis and follow a similar procedure as the Mississauga Traffic Safety Council. Mr. Felice requested that he be advised when site inspections are scheduled at schools interested in the Kiss & Ride Program and he would make an effort to meet on-site with the interested parties.
