Appointment of Chair and Vice-Chair Boris Swedak nominated David Brown as Chair and Councillor Frank Dale nominated Councillor Carmen Corbasson as Vice-Chair of Traffic Safety Council. There being no further nominations, Boris Swedak moved these appointments, which motion was voted on and carried. That David Brown be appointed as the Chair of Traffic Safety Council and that Councillor Carmen Corbasson be appointed as the Vice-Chair of Traffic Safety Council to November 30, 2010 or until a successor is appointed. Approval of Minutes of Previous Meeting Councillor Frank Dale moved that the minutes of the Traffic Safety Council meeting held on February 21, 2007 be approved as presented. This motion was voted on and carried MG.08 Approved 4. Site Inspection Report Forest Glen Public School / St. Alfred Catholic School (Ward 3) Site Inspection Report for the inspection conducted on February 15, 2007 to review the Crossing Guard warrants at the intersection of Bloor Street and Fieldgate Drive. 1. That the status of the Crossing Guard located at the intersection of Bloor Street and Fieldgate Drive for the students attending Forest Glen Public School, 3400 Ponytrail Drive and St. Alfred Catholic School, 3341 Havenwood Drive remain unchanged at this time.

Corbasson) 5. Site Inspection Report St. Teresa of Avila Catholic School (Ward 9) Site Inspection Report for the inspection conducted on February 27, 2007 to review the Crossing Guard warrants at St. Teresa of Avila Catholic School, 6675 Montevideo Road. 1. That the request for a Crossing Guard in front of St. Teresa of Avila Catholic School, 6675 Montevideo Road be denied at this time and that the Site Inspection Subcommittee of Traffic Safety Council be requested to reinspect this location on a Monday, in the spring That Transportation and Works be requested to install U-turn Prohibition signs on Montevideo Road in front of St. Teresa of Avila Catholic School and to install No Stopping signs from the north entrance of the school driveway to just south of the pedestrian underpass. 3. That Community Services be requested to make it a priority to replace the fence on the east side of the pedestrian underpass on Montevideo Road. Part 3 of the recommendation was amended by changing Community Services to Transportation and Works and by changing the fence to the steel railing. Site Inspection Report Blessed Teresa of Calcutta Catholic School (Ward 3) Site Inspection Report for the inspection conducted on February 28, 2007 to review the Crossing Guard warrants at Blessed Teresa of Calcutta Catholic School, 1120 Runningbrook Drive.

7 Traffic Safety Council March 28, That the request for a Crossing Guard at the intersection of Runningbrook Drive and Riverspray Drive for the students attending Blessed Teresa of Calcutta Catholic School, 1120 Runningbrook Drive be denied as the warrants have not been met and the all-way stop provides sufficient protection for crossing students. 2. That the Principal of Blessed Teresa of Calcutta Catholic School be requested to ask the bus monitor to ensure that the school buses stop in the bus loading zone only to pick up and drop off students. 3. That Transportation and Works be requested to do the following on Runningbrook Drive: a) install no stopping intersection prohibitions on the school side b) extend the no stopping zone opposite the school on the east side to the next light standard. Site Inspection Report Champlain Trail Public School/St. Gertrude Catholic School(Ward 5) Site Inspection Report for the inspection conducted on March 7, 2007 to review the Crossing Guard warrants at the intersection of Bristol Road and Guildwood Way/Shackleton Way. 1. That one Crossing Guard located at the intersection of Bristol Road and Guildwood Way/Shackleton Way for the students attending Champlain Trail Public School, 895 Ceremonial Drive and St. Gertrude Catholic School, 815 Ceremonial Drive be removed at the end of June 2007 as the installation of traffic signals provides safe crossing for pedestrians and that the remaining Crossing Guard cross the students in an L from the southwest corner of the intersection. 2. That the Site Inspection Subcommittee of Traffic Safety Council be requested to re-inspect the Crossing Guard warrants at the intersection of Bristol Road and Guildwood Way/Shackleton Way for the students attending Champlain Trail Public School, 895 Ceremonial Drive and St. Gertrude Catholic School, 815 Ceremonial Drive in the fall RT.10.Champlain (Ward 5) RT.10.St. Gertrude See Recommendation TSC (L. 8 Traffic Safety Council March 28, Site Inspection Report Churchill Meadows Public School (Ward 9) Site Inspection Report for the inspection conducted on March 8, 2007 to review the Crossing Guard warrants at the intersection of McDowell Drive and Delle Donne Drive. 1. That Community Services (Recreation and Parks Division) be requested to construct a sidewalk from the school driveway at Churchill Meadows Public School, 3310 McDowell Drive to link with the Churchill Meadows Community Common Park parking lot, on the west side. 2. That the Peel District School Board be requested to clear the School Zone Safety (Kiss & Ride) through lane on the school driveway of snow to render it usable at Churchill Meadows Public School. 3. That the Principal of Churchill Meadows Public School be requested to: a) ask the volunteer on duty in the morning for the School Zone Safety (Kiss & Ride) Program to encourage vehicles to move ahead in the Kiss & Ride by monitoring disembarking students at the east end of the school driveway. b) ask the volunteer on duty for dismissal who monitors the entrance driveway to encourage students to cross McDowell Drive on the west leg of the intersection of McDowell Drive and Delle Donne Drive. 4. That Parking Enforcement be requested to enforce the parking/stopping violations on Delle Donne Drive and McDowell Drive in front of Churchill Meadows Public School, 8:15 8:35 am and 2:45 3:05 pm. 5. That subsequent to parts 1 to 4 above, that the Site Inspection Subcommittee of Traffic Safety Council be requested to reinspect the Crossing Guard warrants at the intersection of McDowell Drive and Delle Donne Drive. Jim Wilde advised that Traffic Safety Council had been asking the School Board for many years to remove the snow from the property and not just relocate it. Mr. Wilde suggested that a letter from Traffic Safety Council be sent to the School Boards in the fall to remind them of this issue. The Committee agreed and the Clerk s Office will prepare the letter in the fall. The question was raised as to when this re-inspection would take place and it was decided that rather than wait for all the items to be done, that a re-inspection should take place in the fall Kamal Jolly moved the motion, as amended, which was voted on and carried. 9 Traffic Safety Council March 28, Site Inspection Report Britannia Public School (Ward 11) Site Inspection Report for the inspection conducted on March 2, 2007 to review the Crossing Guard warrants in front of Britannia Public School, 1145 Swinbourne Drive. 1. That the Transportation and Works Department be requested to upgrade the existing "No Stopping, 8am - 6pm, Monday-Friday" signs to "No Stopping, 8am - 4pm, Monday-Friday, September 1 June 30" signs, which is the standard used in school zones. 2. That Parking Enforcement be requested to enforce the stopping violations on Swinbourne Drive in front of Britannia Public School, 1145 Swinbourne Drive between 8:00 8:30 am and 3:00 3:30 pm. 3. That the Principal of Britannia Public School be requested to advise parents of the following: (a) To use the sidewalks both on and off school property and to avoid walking through the Kiss & Ride area. (b) Parents should also be reminded to use caution when letting children off on Swinbourne Drive and children should exit the vehicle onto the sidewalk to avoid opening doors into traffic. RT.10. Parking Enforcement in School Zones February 2007 Memorandum dated March 1, 2007 from the Manager of Parking Enforcement reporting on parking enforcement in school zones for the month of February That the memorandum dated March 1, 2007 from the Manager of Parking Enforcement reporting on parking enforcement in school zones for the month of February 2007 be received for information. Jim Wilde advised that there are some problematic schools that require a blitz of parking enforcement and enquired if this could be done at Father Daniel Zanon Catholic School. Manoj Pathiyal, Parking Enforcement, advised that Enforcement is distributed evenly for the schools depending on the school s needs and Parking Enforcement would enforce the violations at Father Daniel Zanon Catholic School the next day. It was suggested by the Chair that this bulletin be referred to the Walk to School Committee for information. That a second site inspection be conducted in April 2007 to review the warrants for a second Crossing Guard at the intersection of Kariya Drive and Elm Drive for the students attending Fairview Public School, 3590 Joan Drive and Bishop Scalabrini Catholic School, 225 Central Parkway West. 2. That the Peel Regional Police be requested to monitor the intersection of Kariya Drive and Elm Drive West between 8:15 9:00 am for driving infractions. That the Commissioner of Planning and Building be advised that with respect to the Revised Site Plan SP 07/040 W8 Proposed Kiss & Ride at Oakridge Public School, 2060 Stonehouse Crescent, that Traffic Safety Council has reviewed the site plan submitted on March 27, 2007 and is satisfied with the site plan as submitted. Site Plan SP 07/035 W6 Proposed Addition to Edenrose Public School (Ward 6) Report dated March 26, 2007 from the Site Plan Review Subcommittee with respect to Site Plan SP 07/035 W6 - Proposed Addition to Edenrose Public School. That the Commissioner of Planning and Building be advised that with respect to the revised Site Plan SP 07/035 W6 for the proposed addition to Edenrose Public School, 1342 Edenrose Street, that Traffic Safety Council has reviewed the site plan submitted on February 22, 2007 and is satisfied with the site plan subject to the following: 1. Repaint the lines on the driveway in the typical Kiss & Ride format including a painted stop bar offset from the bus lane (offset by one car length) and a painted stop bar at the exit driveway. 2. Identify on the site plan, Do not Enter signs and One Way only signs at the driveway entrance, Do Not Enter signs and a stop sign at the exit driveway and a stop sign and right turn only sign at the exit from the parking lot onto the main driveway. 3. Install hatch lines between the two lines on the site plan that delineates the car drop off and the bus drop off lanes and reduce the painted line on the driveway from the hatched area to the exit. 13 Traffic Safety Council March 28, Site Plan SP 07/041 W9 Proposed Kiss & Ride at Settler s Green Public School (Ward 9) Report dated March 26, 2007 from the Site Plan Review Subcommittee with respect to Site Plan SP 07/041 W9 Proposed Kiss & Ride at Settler s Green Public School. That the Commissioner of Planning and Building be advised that with respect to the Site Plan SP 07/041 W9 for the proposed Kiss & Ride at Settler s Green Public School, 5800 Montevideo Road that Traffic Safety Council has reviewed the site plan submitted on February 27, 2007 and is satisfied with the site plan as submitted. Trustee Jeff White advised that approval had been given at the School Board meeting to place Settler s Green Public School as a holding school until an addition is built to Britannia Public School. Jim Wilde advised that he had spoken to the Principal of Settler s Green Public School, who was not aware of the layout planned for this school. Mr. Wilde enquired if the School Board discusses proposed layouts with the Principal s prior to implementation. Mr. White advised that he would speak to School Board staff regarding this issue. 14 Traffic Safety Council March 28, Action List for Various Schools in January/February 2007 That the dated March 21, 2007 from Dale Lucas, Projects Coordinator, Dufferin Peel Catholic District School Board providing an update on maintenance issues at various schools in response to Traffic Safety Council recommendations be received for information. Jim Wilde expressed appreciation to Dale Lucas for providing the information regarding the status of maintenance issues at the schools and asked that this be relayed to Mr. Lucas. Meadowvale Secondary School (Ward 9) Memorandum dated March 7, 2007 from Mayor McCallion enclosing communication from Mr. Ernest Price, resident, with respect to traffic issues at Meadowvale Secondary School and requesting a detailed review by Traffic Safety Council to investigate his concerns. The Chair suggested that this matter be referred to himself and Andy Bate, Transportation and Works to meet and prepare a response to the Mayor. The following motion, moved by Louise Goegan, was voted on and carried: That the memorandum dated March 7, 2007 from Mayor McCallion enclosing communication from Mr. Ernest Price, resident, requesting a detailed review by Traffic Safety Council to investigate Mr. Price s concerns with traffic issues at Meadowvale Secondary School, 6700 Edenwood Drive, be received and referred to the Chair of Traffic Safety Council and Transportation & Works staff to meet and prepare a response as soon as possible. Invitation to the 2007 School Safety Patroller Jamboree - Ottawa Letter dated March 21, 2007 from the Canadian Automobile Association (CAA) South Central Ontario inviting a member of Traffic Safety Council to attend the 2007 School Safety Patroller Jamboree to be held in Ottawa from May 24 27, 2007.

15 Traffic Safety Council March 28, 2007 Louise Goegan volunteered to attend this event. A motion by Peter Westbrook to approve Ms. Goegan s attendance was voted on and carried. HR.15.School See Recommendation TSC (P. Westbrook) 24. QEW/Hurontario Street Pedestrian Tunnel Letter dated March 20, 2007 from the Chair, Peel District School Board, attaching a notice of addendum from the Ministry of Transportation (Ontario) with respect to the Transportation Environmental Study Report and concerns with pedestrian safety at the QEW/Hurontario Street interchange. Councillor Corbasson advised that she, Councillor Nando Iannicca had met with Ministry of Transportation (MTO) staff and Transportation and Works regarding this project. She advised that the Commissioner of Transportation & Works will be responding to the Chair, Peel District School Board addressing her concerns of pedestrian safety at the QEW/Hurontario Interchange. That the letter dated March 20, 2007 from the Chair of the Peel District School Board expressing concerns with pedestrian safety with the proposed improvements at the QEW/ Hurontario Street Interchange be received for information.
