1 MINUTES OF THE MEETING OF WORSTHORNE WITH HURSTWOOD PARISH COUNCIL held on Monday 22 nd October 2018 PRESENT: Also present: Councillor Mark Jinkinson (in the Chair), Parish Councillors: Andy Devanney and Ken Smith. Borough Councillor I Emo. Ann Roberts (Clerk) plus 3 Residents. The Chair formally opened the meeting and thanked everyone for attending. 18/19/057 Apologies for absence and reasons given Apologies for absence were submitted by Councillors Duncan Baldwin, Pauline Frost-Hardwick, Scott Walsh and Paul Holden. Steve Watson (Clerk) also sent his apologies due to sick leave. 18/19/058 Declaration of Interests There were no declarations of interest. 18/19/059 The meeting to be adjourned to allow for public participation RESOLVED: That the meeting is to be formally adjourned to allow for public participation. Public Questions A resident attended to obtain a further update on the issue of moving a pathway at Hurstwood and requested that a bridleway be put in at the car park. MJ explained that no further updates had been received as the Councillor concerned had not attended the last few Parish Council meetings. Action by Clerk Support by 14

2 A discussion took place around the access rights and responsibilities of the Parish Council, the Borough Council and Lancashire County Council. The resident requested that United Utilities enforced a No Access route and stated that he would be happy to fund a gate to close off the pathway. Following a discussion, it was agreed that the resident would make further enquiries to United Utilities around closing the pathway and report back to the next meeting. RESOLVED: It was resolved that the resident would make further enquiries to United Utilities and an update will be brought to the next Parish Council meeting. Public Organisations No public organisations were in attendance. Police Report PCSO Dave Johnson presented the Police Report as follows: 16 incidents reported and 7 crimes reported, compared to 31 incidents and 9 crimes reported for the same period last year. Of the 7 crimes reported, 3 were detected. Of the 7 crimes reported, there was: 1 malicious communication 1 theft on Brownside Road 2 fraud (Spar) 1 burglary, male arrested 1 harassment connected to a criminal damage incident 2 months ago 1 assault minor during a party. Dealt with by Police resolution 0 Anti-social behaviour PCSO Dave Johnson reported that he was leaving at the end of March 2019 and provided an overview of the current policing situation around the Burnley and Padiham areas. It was reported that the most detected incidents were dog fouling, around areas such as the Church Graveyard and local children knocking on doors. AD highlighted the issue of speeding cars around Extwistle. A discussion took place around what could be done to reduce speeding including the use of a speed gun, rumble strips and countdown strips. County Council Report County Councillor Cosima Towneley was not in attendance. No County Councillor report was submitted prior to the meeting. 15

3 Borough Councillor Reports Councillor Ivor Emo presented the Borough Councillor report. Councillor Emo stated that volunteers would need to attend a Speed Training Course to enable them to use the speed gun. He suggested that speeding incidents should be recorded onto a log to help build a case for speed prevention in the Parish. Councillor Emo confirmed that Burnley Borough Council had granted permission for football games on the Recreation Ground. A discussion took place around the potential problems with the access road via Lennox Street and the size of the existing car park. 18/19/060 The meeting will be formally reconvened RESOLVED: That the meeting is formally re-convened. 18/19/061 Minutes of the Parish Council meeting held on the 24 th September 2018 were circulated. RESOLVED: That the minutes of the Parish Council meeting held on the 24 th September 2018 are approved as a true record. 18/19/062 Business remaining as listed a. Link to DB This item was deferred until the next Parish Council meeting. b. United Utilities Site Visit AD reported that he had spoken to United Utilities (UU) and had been informed that UU had tried to contact the Parish Council to discuss the car park. AD will follow this up and report back at the next Parish Council meeting. It was reported that UU want people to use the land and that they intend to make the car park free to users. AD asked for a bench to be placed at the top of Gorpole Road. RESOLVED: It was resolved that AD would contact UU to discuss the car park. AD c. UU Contact Details This was discussed earlier in the meeting. d. Dropped Kerb Request Councillors raised their concerns around the lack of disabled access around the Village, although it was noted that no residents had raised this issue with them. 16

4 It was agreed that a disabled access survey around the Village needs to be carried out as there is little provision for supporting residents with mobility issues. RESOLVED: It was resolved that the Parish Council would write to Lancashire County Council to request a disabled access survey is carried out around the Village. SW 18/19/063 Projects a. Parish Gateway Signs Project Third Noticeboard The third noticeboard is awaiting the telephone box repairs. b. Parish Furniture Project Welcome Signs A discussion took place around the locations of the Welcome Signs. Suggestions included at the Village boundary, Salterforth Bridge and the top of Gorepole. MJ to investigate fixing the Welcome Signs at the various locations. The locations are to be finalised at a future Parish Council meeting. RESOLVED: It was resolved that MJ would investigate how the Welcome Signs would be fixed at the various locations. MJ c. Best Kept Village An had been received confirming that the Village had not won the competition this year. Thanks went to the Friends of Worsthorne Group for installing the large Remembrance Poppies on the lampposts along Brownside. A bench that is being replaced can be stored in the back yard of the centre until a decision is made around its relocation. d. Community Defibrillators MJ had contacted Veterans in Communities with regards to refurbishing the Hurstwood Telephone Box, however, this has been put on hold until MJ could speak to Councillor Newhouse. 18/19/064 Planning Applications The following planning application was considered. 1. APP/2018/0223 Proposed demolition of garage, rear conservatory and erection of a two storey side and rear extension, including balcony to first floor, re-submission of planningr application (APP/2018/0007), 13 The Crescent. RESOLVED: It was resolved that the above planning application would be delegated to DB to review. DB 17

Bank Balances Business Premium Account 9, Parish Council Account 29, Total 38, RESOLVED: That the above bills are paid and the Budget Monitoring Report and Bank Reconciliations are to be forwarded to the Councillors. SW 18/19/066 Reports a) Clerks Report including Correspondence i) Kompan Catalogue The Kompan Catalogue was circulated for information. ii) iii) Glasdon Catalogue The Glasdon Catalogue was circulated for information. Royal Mail Scam The Royal Mail Scam Letter and Poster to be placed in the noticeboard. MJ b) Parish Councillor Updates No Parish Councillor updates were presented at the meeting. c) Allotment Reports i) Allotments Report and Maintenance List KS reported that a gate had been vandalised. It was suggested that a large metal gate would be more suitable. It was agreed that KS would obtain a quote for a large metal gate and bring it to the next Parish Council meeting. KS KS reported that an allotment holder had purchased a large amount of rat poison totalling 170 and had asked to be reimbursed. KS had asked that the allotment holder provides receipts for the rat poison. 18

6 ii) Allotment Applications No new Allotment Applications had been received since the last meeting. d) Graveyard Report It was reported that no new complaints had been received. e) Handyman Working Group 1. List of Jobs Telephone Box Cut the grass in the Graveyard New tube/light in the Reading Room 18/19/067 Date of the Next Meeting The Next Parish Council meeting would be held on Monday 26 th November 2018 in the Reading Rooms, Worsthorne.
