1 DRAFT MINUTES TO BE APPROVED AT THE MEETING ON 2 NOVEMBER 2015 MINUTES OF A MEETING OF THE WEST HALLAM PARISH COUNCIL HELD ON MONDAY, 5 OCTOBER 2015 POWTRELL PAVILION, BEECH LANE, WEST HALLAM PRESENT Cllr Mrs C Hart (Chair) Cllr Mrs B Adams-Shaw Cllr D Adams-Shaw Cllr Mrs C Barnes Cllr Mrs H Chapman Cllr T Maclean Cllr Mrs C Stephenson Clerk: Mrs S Dunkley Members of the Public: APOLOGIES Apologies for absence were received from Cllr Broughton and Cllr Mrs Harrison. 414 DECLARATIONS OF MEMBERS INTERESTS The Chair, Councillor Mrs Hart, recorded a personal and prejudicial interest in respect of the West Hallam White Rose Cricket Club and the West Hallam Junior Football Club. 415 VARIATION OF ORDER OF BUSINESS None. 416 PUBLIC SPEAKING None. 417 APPROVAL OF MINUTES The minutes of the Ordinary Meeting of the Parish Council held on 7 September 2015 were proposed as a correct record by Councillor Adams-Shaw and seconded by Councillor Mrs Barnes and signed by the Chair. 418 EXEMPT ITEMS None. 419 CHAIR S ANNOUNCEMENTS AND REPORTS (a) The Chair had attended a site visit at the Mapperley Crossroads with the tree surgeon and resident to decide what work was required to the overgrown trees. The contractor was asked to carry out the work which he had recommended following a previous visit to the area. (b) The Chair reported that a further meeting was to be called with the residents affected by flooding on Hallam Way by officers of the County Council. She will provide a further report following the meeting.

2 (c) It had been confirmed that the food outlet at Straws Bridge will not be returning and it was hopeful that the Nutbrook Café would now open more frequently. (d) The Chair confirmed that the advertisement and job description for the Clerk s position had been reworded and will be re-advertised shortly. (e) The installation of digital broadband will be carried out up to the end of 2016 and it is hoped that West Hallam will then all have coverage. There had been a scheme offering a grant of 3,000 but this was only for and has now finished. (f) The Chair reported that information had come from Big Lottery asking if we wanted to submit our scheme (the new item of play equipment at Station Road) to complete with other schemes in a bid to win 50k, unfortunately it was felt that one item of play equipment did not really warrant us completing the application form as this offer had gone out to all schemes using Lottery money. (g) The surface to the new play equipment on the Station Road play area is causing some concern as it has risen and could cause a trip hazard. The Clerk was asked to contact Grasstrack Grounds Maintenance to ask if they could remedy the problem. (h) HGA had reported that one of the lights in the MUGA on Station Road is faulty and the Clerk was requested to contact an electrician to carry out the necessary repairs. (i) (j) The Chair reported that the two new dog bins had been received and that one of them has been installed on High Lane East near to the Cricket Club. However, a resident of Orchard Close was not happy with the location of the second bin which had been recommended to be sited at the top of the footpath from Orchard Close to Cock Orchard. The Clerk was asked to contact the Borough Council for a further recommendation which would be easily accessible to their operative and when a new site was chosen the residents in the area would be informed. A resident attended the meeting to bring to the Parish Council s attention a problem with large groups of youths are walking around the village on Friday and Saturday evenings. There had been incidents of eggs being thrown at the windows of properties. The Clerk was asked to bring this to the attention of PC Russ Crooks and ask if the police could bear the problem in mind when patrolling the area. (k) The Chair reported that the appeal for the front boundary wall at 143 High Lane West had been dismissed by the Planning Inspectorate and the enforcement should mean that the wall and gates will be reduced in height. (l) A resident reported on the litter and overgrown vegetation on the footpath between Hallam Way and Sunninghill Close and Pavilion Court. The litter picker is to be asked to report back to the Parish Council. 420 REPORTS OF SUB-COMMITTEES AND WORKING PARTIES (a) The Chair reported on the meeting of the Powtrell Pavilion Management Committee, the primary item on the agenda being the grant bid for the proposed extension to the storage area of the Pavilion and the drainage to Beech Lane Recreation Ground. The cost of preparing the necessary plans would be in the region of and it was RESOLVED to

3 contact Royce Drew to ask if he could check the size and prepare the plans. It was agreed to contact Robert Alsop of Morley Hayes to ask for his help with names of companies who could carry out drainage work. The Chair agreed to follow this up. (b) The Chair reported on the recent drop-in meeting to discuss the possibility of opening the Pavilion for drop-in sessions for teenagers in the Spring of next year. Unfortunately, only two people attended the meeting and they were concerned with the possible noise and anti-social behaviour which such a facility may attract. That this idea should be put on hold until early spring when further consultation with the young people could take place. It was suggested Councillor Mrs Adams-Shaw suggested possibly contacting local schools. (c) Councillors Mrs Barnes and Mrs Stephenson had attended the recent Committee Centre Committee meeting and reported that the Committee had applied for various grants in order to carry out the necessary repairs in particular with the gas, water and toilets. Due to health and safety, the sports hall is to be closed whilst the work is undertaken. Both councillors reported that they were very impressed with the work carried out by the committee members. 421 CLERK S REPORTS The Clerk reported that all arrangements have been made for this year s Remembrance Service which is being held on Sunday, 8 November A volunteer was needed to collect the key from School, arrange for the barriers to be collected from the Village Hall and placed in position and for marshalls to be available for the parade. Councillor Adams-Shaw volunteered to collect the key and to be a marshall on this occasion but help on the day to put the barriers in place would be appreciated. 422 MATTERS FOR DETERMINATION (a) As requested at the last meeting, a quotation had been obtained from Leisurelites for the provision of lights near to the Methodist Church on High Lane Central. It was noted that the Church were in agreement to providing the power supply should the Parish Council be in a position to purchase the lights. A quotation of 1,500 for the provision of the lights and 715 for the installation and removal had been received. It was RESOLVED that the Parish Council would be unable to approve this expenditure at this time and that the Clerk convey this information to the Methodist Church members. (b) Councillor McClean asked for the Parish Council to consider offering a grant to the Community Centre towards the cost of the required repairs as this was a valuable asset to the village. The Chair explained that the Parish Council did not have a grant fund in the budget, however that did not preclude any organisation requesting a grant from the Parish Council but as there was nothing in the present budget it was highly unlikely, unless it was an emergency, that any grants would be approved at the present time. (c) Notification had been received from the County Council regarding the refilling of grit bins. The Clerk suggested that the grit which is stored at the Chairman s home could be used to refill the bins when this year s supply is delivered. It was RESOLVED to arrange for this to be carried out in due course. (d) A consultation had been received from the County Council regarding a proposed revision to the footpath minor maintenance scheme whereby Parish/Town Councils would be responsible for other works as well as removal of vegetation and stoning of paths and be able to apply for increased funding. It was RESOLVED to respond to the consultation

6 (b) Notification has been received from the office of Mrs Pauline Latham MP of a Dementia Awareness Session on Friday, 13 November 2015 commencing at 10.30am at the Strutts Centre, Derby Road, Belper. Notices will be displayed on the noticeboard and interested persons need to register noted. 427 DATE OF THE NEXT MEETING The next meeting of the parish council will be held on Monday 2 November 2015 in the Powtrell Community Pavilion, Beech Lane, West Hallam commencing at 7.00pm with an open session for residents.
