2 1 REGULATORY AND PLANNING COMMITTEE AGENDA TUESDAY 24 NOVEMBER ANIMAL CONTROL ACTIVITIES REPORT FOR OCTOBER 2015 (Memo from the Animal Control Officer ) There were 117 reported incidents in October. The main issue for the month has been stock on roads. Lambs are now starting wander onto roads in the countryside due to inadequate fencing in some places. There had been some phone calls about poultry being kept in town that has since been worked through with the homeowners. We are still busy with following up on unregistered dogs in the district and infringement notices have started to be issued. One infringement has been cancelled after the owner came into the office and paid for the registration straight away. The number of dogs registered at the end of October was 3,100. REPORT FROM BUILDING CONTROL MANAGER BCA activity Even though the monthly statistics show a decline in building consent numbers, the BCA team have noticed a steady increase in phone enquiries for a wide variety of topics. If the nature of the enquiry is not directly for building control but requires immediate attention, the caller is often advised to lodge a CRM so it can be directed to the correct area of Council. Public enquiries can absorb a huge amount of time and resource if not handled correctly; hence an appointment is a necessity for those wishing to engage with a BCO directly on technical matters. Staff work loads are beginning to increase even higher with the build-up to the Christmas period now underway. Our repeat customers and members of the public are constantly advised to work well ahead of our deadlines in order to reduce any pressures on GDC staff to meet what may be an unrealistic deadline they have committed to. The BCA team is dedicated to their field of expertise and will assist customers through this especially busy period as much as possible. Consent Statistics The number of building consents granted for issue during October was 27, with a value of works of almost 2 million dollars. This included three new dwellings in the $350,000 $500,000 range that are all within the Gore urban area. As a point of interest, one is on a vacant site that has not been built on previously, one within a new subdivision and the third involves the demolition of an old dwelling for replacement. The balance of consents included some additional projects on two meat processing sites, commercial earthquake strengthening, farm sheds, residential alterations and domestic fire installations. The recent trend has continued where the total number of consents granted for the current financial year is declining, and yet the value of the works has doubled compared to the figures from the same period of the previous year. This is largely due to the significant value for the first stage of the Bupa development as noted in the previous report. The total value of works approved for October was $1,961,582 and the average days to grant the consents 7.9 (100% within the 20 day statutory timeframe allowed) Current consent applications At the beginning of October there were 26 building consents lodged, 13 of which have been suspended pending a request for further information to be supplied. These figures remain relatively constant throughout the year and the quality of applications submitted has not improved significantly over the past year or so as thought when restricted building work was introduced for residential building. This is an area that MBIE wish to target as part of a Southern region collaborative approach from themselves, BCAs, industry leaders and trades groups. The draft concept involves engagement with all parties in the building industry sector in a concentrated effort to improve the standard of consent applications compiled, which would
5 4 potentially include upskilling of designers, architects and builders who do this work currently. There has been no indication of any substantial new works to be carried out over the Christmas holiday period, which has been traditionally a good opportunity for classroom block upgrades to occur in schools. The 20 day period to ensure building consents can be processed prior to the holiday break starts from 20 November; notification of this has been circulated. The BCA team is very active at the moment with the current consents being processed or those that are approaching the 2 year expiry date for completion, plus following up on the remaining historical consents that have expired or resurface when a property is being sold. General The BUPA construction site is beginning to progress forward again after a period where construction appeared to be at a standstill. A change to the site management structure and the withdrawal of a local building contractor has encouraged the main contractor to employ its own personnel to get the project moving. BCA inspections have been spasmodic during October so an assurance has been given that the main contractor will supervise the daily activities and check the quality of completed work prior to requesting BCA inspections. A BCA staff member has also been involved with continued periodic monitoring of the land use consent conditions on the BUPA site, particularly for the sediment control measures constructed on the property. An external consultant has been appointed to advise on remedial measures required to increase the efficiency of the system installed. An audit team from MBIE visited recently to see how we as a territorial authority handle compliance schedules and annual Building Warrants of Fitness (BWOF). The upshot is we are awaiting a written report which will outline the positives found plus the room for improvement suggestions verbally presented to us during the exit meeting. The Council is one of 13 territorial authorities throughout NZ to experience this technical review over the current financial year. This is part of a structured effort by MBIE to get out into the regions and see what is currently being done, assess and advise any procedures to improve regarding the level of compliance and auditing of BWOFs within the district. There have been some noticeable changes to the working dynamics in the upstairs reception area since the layout was altered recently. The restricted waiting area has successfully halted any customers from potentially walking on into staff offices, and the recently vacated adjacent office can now be used as a consultation room by staff and customers. However, some BCA staff now experience a much louder working environment largely due to concentrated staff traffic areas, closer work stations and increased door movements in and out, while still trying to concentrate on important issues without disruption. I believe the changing the way we do business strategy
6 5 has been a great improvement to limit the frequency of walk up enquiries, however there is still scope for future enhancements in house to improve conditions for the staff concerned. RECOMMENDATION THAT the report be received.
