2 Welcome This second-running of the RACMSA Rally of Scotland has all the signs of becoming one of the UK s most successful and celebrated sports events of 2010 certainly one of the very best on the Intercontinental Rally Challenge calendar and in motor sport globally. We re building on 2009 s inaugural and quite terrific event and, having liaised closely with crews, officials and the public, it s very much a case of evolution rather than revolution. A similar 200km of competitive miles through some of rallying s most evocative and challenging stages awaits the crews which showcases Scotland s magnificent landscape before a worldwide audience. After leaving Perth Airport s main service, Scone Palace once again marks the Ceremonial Start to this year s event it s a stunning backdrop (where kings and queens were once crowned) and will provide a great taster for what s in store over the weekend as the cars tackle the opening two stages in its grounds in the dark of Friday night. Saturday sees two runs through Craigvinean (opposite Birnam Wood of MacBeth fame) and also the legendary Drummond Hill and Errochty each was used just the once in 2009 with half-way and end-of-day servicing at Perth. The Clashmore and Loch Ard stage raved about by drivers in 2009 complete the route on Sunday. Having survived them once, crews will have a final and very likely frantic 15-minute service at Aberfoyle to make any necessary repairs before heading out to tackle them a second time. Then comes the welcome sight of the finishing ramp at Stirling Castle another iconic and historic Scottish landmark. Adding to Sunday s spectacle, with two runs through Clashmore and one through Loch Ard, will be national teams invited from across the UK to contest their own one-day rally alongside the IRC competitors. It s a great opportunity for our national crews to share the spotlight of an international event and we very much look forward to their participation. Both runs through Errochty (Saturday) and Loch Ard (Sunday) will receive live, worldwide TV coverage on Eurosport thereby providing the event with mass audience appeal. In fact, a third of the event s special stages can be enjoyed live by viewers in their own homes. Obviously we re hopeful that a shift to an October date (from November in 2009) will bring improved weather - while the fact this will be the IRC s penultimate round means there s every chance that the IRC title will be hanging in the balance when arriving in Scotland. That can only add to the excitement and atmosphere for the many thousands of spectators at least 90 per cent of whom said they would return in 2010 having truly enjoyed their experience in Scotland. There s also a real desire by all concerned to attract sizeable numbers of new followers to the event. So it s on behalf of the Organising Team that I d like to thank Event Scotland, the Forestry Commission, the cities of Perth and Stirling and new partner in 2010, Gleneagles, for their support, dedication, generosity and vision which enables this rally to take place. Likewise the many Scottish Motor Clubs, individuals and volunteer officials who work tirelessly to put on the best event possible for participants and public alike. Scotland and Scottish motor sport has an enviable and hugely charismatic event in this rally. Those three days from October are going to be very special. 3 Welcome On behalf of EventScotland I would like to welcome you to the 2010 Royal Automobile Club Motor Sports Association Rally of Scotland; the eleventh round of the prestigious Intercontinental Rally Challenge. This is the second year that Scotland has hosted this sensational event which utilises the stunning backdrops of Perth and Kinross and Stirling; the perfect stage for motor sport. Last year s Rally, the inaugural RACMSA Rally of Scotland, was a huge success for Scotland, generating more than 1.2.million in economic impact for Scotland and more than 2 million of media coverage showcasing the region. This included nearly 30 hours of global television, including 7 hours of Live Eurosport action with a cumulative audience of 4.1 million. Coverage like this is invaluable to raising the profile of Scotland around the world as a destination for major events and also as a country with welcoming people, incredible natural landscapes and fantastic outdoor sporting terrain. Scotland has a strong heritage in motor sport having produced World Champions in all categories of the sport including rallying. Scotland is also the fifth top nation for producing Formula One Champions and the country is fiercely proud of its achievements behind the wheel. That has never been more evident than from the passion of our Scottish drivers and the enthusiasm of the crowds who turn out to watch. Last year, Scotland received huge praise from drivers and motor sport fans for providing one of the most challenging and exhilarating stages of the competition. The route took in some of Scotland s most historic landmarks, beautiful scenery and we anticipate that this year s route will be just as exciting. Finally, the RACMSA Rally of Scotland has been secured for Scotland through our partnership with Perth & Kinross and Stirling Councils, and of course the event organisers, International Motor Sports Ltd and I d like to thank them for their ongoing enthusiasm. Introduction The 2010 Royal Automobile Club Motor Sports Association Rally of Scotland event will run to the regulations of the 2010 FIA Regional Rally Championships Sporting Regulations (RRCSR). International Rally There will be a two day reconnaissance on Thursday and Friday followed by the opening stage on Friday evening and two full days of competition on Saturday and Sunday. The longest stage is SS10/12 Loch Ard at 29.04kms. The shortest stage is SS1/2 Scone Palace at 3.37kms. The highest stage is SS5/8 Errochty. Stages SS5/8 Errochty and SS10/12 Loch Ard will be broadcast LIVE on Eurosport. The Ceremonial Start is only for the first 10 cars in the start list. The Finish Ceremony is at Stirling Castle. Changes for 2010 SSS1/2 Scone Palace - lengthened to 3.37kms from 1.53kms. Posts 1-8 are the same as SS 4/7 Drummond Hill - Posts 2-14 in SS5/8 Errochty shortened to 17.88kms from 21.58kms. Live TV stage on Day 1. Posts 1-12 are the same as SS9/11 Clashmore is a new stage for 2010, although Posts 1 to 11 are the same as the Fairy Knowe stage from Posts are from the 2009 Loch Ard Stage. SS10/12 Loch Ard starts 1.35kms in from the road. Posts 2-19 and then Posts are the same as minute Remote Service in Aberfoyle on Day 2 where only parts carried on the competing car can be fitted. National B Rally A National B status rally will run after the International rally on Sunday 17 October, through SS9/11 Clashmore and SS12 Loch Ard. Service Park International Rally Service Park The main Service Park for the Rally will be Perth Service Park, located at Perth Airport. The post code for this location is PH2 6NP (N W ). The Perth Service Park will be open from Wednesday 13 October. The Service Park has a good working surface of tarmac. 6

7 Facilities The following facilities will be provided at various points around the Perth Service Park: Toilets Waste removal Hazardous waste collection Water Lighting Wireless internet access Competitors who wish to use a joint service area with other competitors must complete the service park form at Competitors who require power in their service area should contact kenny.law@aggreko.co.uk with their requirements. Security at the Stirling Service Park Security will be provided on site from Wednesday 13th October until Sunday 17th October. If you require any additional private security please contact the Rally Office for details of the preferred security company. Flexi Service For the 45 minute service at the end of Day 1, Flexi Service will operate. The cars are driven directly into Parc Fermé, where the teams may leave the cars and collect the cars for service and return them to Parc Fermé within the given operational window as detailed in the event schedule. Flexi Service is not applied to any other service during RACMSA Rally of Scotland. Recovery of Retired Cars Retired cars will be taken to the following locations when recovered from the special stages. Competitors should also contact Andy Jardine on +44 (0) to determine the location to which their car will be taken and to make arrangements for the recovery of the car. This is a very narrow access road and the presence of vehicles with trailers could endanger the operation of the running of both of these stages. Teams should wait in Aberfoyle until the end of SS12 Loch Ard 2 if advised to by Rally Control. Parc Fermé for Cars wishing to Re-Start Retired vehicles must be returned to the Parc Fermé Regroup area at the Perth Service Park at least 6 hours before the due time for the first car at TC8D, or TC2C in the case of Day 1, Section 1 retirement. These cars will restart on Day 2 from TC8D after being checked by the Scrutineers. Service E (15 minute Service, Aberfoyle) 7

8 There will be a 15 minute service zone during Day 2 of the rally; this will be located in Aberfoyle. The regulations controlling the operation of this zone are set out as below: There is a drawing of the location in Appendix 4 and in the Road Book. A speed limit of 30 km/h will be enforced in the zone. Access to the zone is limited to rally cars and one team vehicle per competing car which must display the appropriate special pass. Access will be granted at a maximum of 15 minutes before the due arrival of their rally car. There will be a holding area for service vehicles. At the zone, the following may work on their car(s): For one car, the crew plus up to 4 team personnel. These team personnel shall remain the same while the car is in the zone. Whilst in the zone, except for the use of jacks, chassis stands, ramps, wheel nut spanners, torque wrench, hand tools, battery operated hand tools and plain water, team personnel may only use equipment or parts carried on board the competing car. Tyres may also be changed in this area if carried in the team vehicle. Ground sheets must be used. Plain water may be added to the car systems for which a filling device may be used. The fitting or removal of extra lights is permitted at the zone. It is permitted to have a competing car linked by a cable to a computer that is positioned outside the zone and operated by a member of team personnel who does not form part of the 4 personnel permitted to work on the competing car within the zone. National B Rally Service Park The Service Park for the National B rally will be at the the Forestry District - Cowal & Trossachs Offices, Aberfoyle., FK8 3UX N , W NN Health and Safety Guidelines All personnel working in the Service Parks must adhere to the Health and Safety Guidelines in Appendix Two Way Radio Application Procedure Ofcom is the regulator for the UK communications industries, with responsibilities across television, radio, telecommunications and wireless communications services. Any radio equipment used by a competitor and/or the associated support teams in the UK, must be covered by a licence issued by Ofcom. Its operation must be strictly within the terms and conditions of the licence. The installation or use of equipment without a licence, or outside the terms, renders the operator/installer liable to prosecution. Upon conviction the equipment is liable to forfeiture together with fines and/or imprisonment. Fuel and Tyres Refuelling Refuelling must be carried out in accordance with Article 52 of the FIA Regional Rally Championship Regulations (RRCSR). For environmental and safety reasons NO refuelling is permitted by any competitor within the Service Park (no refuelling from cans, drums or similar). Each competitor will be required to carry a spill kit in their vehicle; these will be issued at scrutineering. Tyres Tyres must conform to the RRCSR Article 53 and Appendix IV. The use of studded tyres is prohibited. Gravel tyres are the only pattern permitted during the event. 8

9 7. Import of Vehicles and Spare Parts Competitors from the European Union Competitors and teams coming from the European Union do not need to make any special customs clearance arrangements. They may use any vehicle in Great Britain for up to 6 months, provided that the vehicle is not brought with the intention of selling it. All vehicles need to have valid traffic insurance. Tyres and spare parts can also be imported without clearance. Competitors from outside the European Union Competitors and teams coming from outside the European Union will have to report to customs on their arrival in Great Britain. Helicopters No helicopters are permitted to fly over the special stages, the airspace will be closed by the CAA for the duration of the Rally. Scone Palace - Friday 15 October Scone Palace is the historical home of the Stone of Destiny, the stone that Kings and Queens of Scotland were crowned upon. The ceremonial start of the RACMSA Rally of Scotland will take place in front of the Palace, proceeded by the first stages with competitors rallying past the entrance to the Palace and on through the grounds, allowing spectators to get close to all the action. Hospitality guests will enjoy exclusive access to the Palace for a welcome drinks reception and a sumptuous supper before watching all the action from a reserved grandstand in front of the Palace. Scrutineering, Sealing and Marking and Administrative Checks Location Scrutineering, Sealing and Marking will take place at: Perth Service Park Perth Airport Scone Perth PH2 6NP Schedule Competitors scrutineering (including sealing and marking of spare parts) will take place according to the following schedule: Priority & IRC drivers Thursday 15th October hrs Non Priority drivers Thursday 15th October hrs A detailed schedule will be published in a bulletin. 10

11 Preparations for Scrutineering Noise Test Before Scrutineering all cars must visit the noise test and radio check. The noise limit will be 100dB(A) measured at 0.5m from the end of the exhaust pipe at an angle of 45 degrees. The noise test will operate at the following time: Thursday 15th October hrs Clothing Competitors helmets (which must meet one of the standards in Technical List No. 25 of Appendix J) and flame resistant clothing (homologated to the FIA standard) will be checked at scrutineering. Competitors are reminded that in special stages, all drivers and co-drivers MUST wear overalls as well as gloves (optional for co-drivers), long underwear, a balaclava, socks and shoes homologated to the FIA standard. Competitors not wearing such equipment will not be allowed to start a special stage. Users must ensure that garments are not too tight, as this reduces the level of protection. Embroidery sewn directly onto the overall shall be stitched onto the outermost layer only, for better heat insulation. Backing material of badges and thread used for affixing them to the overalls must be flameproof (see Appendix 1 of the FIA Standard for detailed requirements and instructions for use). Component Sealing The engine block and chassis will be sealed on all cars. This means that competitors must carry out all the preparations for sealing before arriving at scrutineering, i.e. they have to drill the holes (at least 2mm diameter) for the sealing wires and there must be a wire installed in the hole. The scrutineers will then carry out the actual sealing. The sealing holes on the engine block should be placed so that the seal is easily accessible and visible when opening the bonnet. All transmissions, their spares and turbos must be prepared for sealing before attending scrutineering. Parts will be sealed as per the photo below. The maximum distance between fixed points (bolts and/or casting) and first aluminium seal should be 20mm. Final Scrutineering Post Event Scrutineering will take place on Sunday 17th October at 16.30hrs at: Newmarket Garage Falkirk Road Bannockburn Stirling FK7 8JD Administrative Checks Location Administrative Checks will take place at Rally HQ, Perth on Thursday 14th October at hrs. 12 Documents to be Presented At Administrative Checks the following documents will be checked and entry form details verified: drivers competition licences competitors/entrant licence authorisation for the driver to take part in the rally, if required rally car s registration papers (UK - V5) correctness of all other information given on the entry form All drivers and co-drivers must be present at administrative checks. Under 18 Drivers Parents, guardians or guarantors of drivers under the age of 18 are required to sign on at the start of the event to enable their child to participate. By signing on, those parents, guardians and guarantors confirm they have acquainted themselves with MSA Regulations B9.4.2(c). They also agree to accept the consequences and any associated penalties imposed for not adhering to the General Regulations. Road Section Insurance Please note that road section insurance will not be available to purchase at administrative checks. Exclusive private testing can be arranged during the rally week through the event organisers. A 500 fine for lateness will be applied. A minibus will take the crews to Scone Palace at or before 19.00hrs. The autograph signing session will take place inside Scone Palace (close to junction 4 of the stage). Team personnel taking the cars to Scone Palace must be at the pre-start holding area by 19.00hrs. A 500 fine for lateness will be applied. Cars will be driven in convoy from the pre-start holding area to junction 4 of the Scone Palace Stage, to arrive no later than 19.40hrs. After completing the autograph signing session the crews can go to their cars and start them up with their team personnel present. From 19.50hrs cars will depart from the Ceremonial Start and drive the wrong direction down the stage to the stage start control. Team personnel will be brought back to Perth Service Park by minibus from the Palace at 19.40hrs. Start Procedure Other crews For cars not taking part in the Ceremonial Start, the pre-start holding area will be at Perth Service Park and will be open from 18.00hrs. Competing cars and crews, wearing their approved overalls must be in the holding area at least 20 minutes before their due start time. The penalty for late arrival will be 500. Official Start The official start of the rally will be at TC 1, Scone Palace, at 20.08, on Friday 15th October

13 Running Order & Starting Intervals The first 10 cars in the Start List will run in seeded entry list order at 2 minute intervals on Day 1 Sections 1 & 2. The first 10 cars in overall classification after Day 1 Section 2 will run in reverse order at 2 minute intervals on Day 2. Re-start after Retirement A competing car which fails to finish Day 1 Section 1 or Day 1 Section 2 of the rally will be able to restart on Day 1 Section 2 or Day 2 respectively. This shall apply to any car which has been excluded on the grounds of exceeding the latest allowable time limit or has failed to report to a control, but shall not apply where the car has been excluded for breach of eligibility requirements, traffic infringements or by a decision of the Stewards. Any entrant who re-starts will not be classified in the final overall classification. Any car that fails to finish Day 1 or Day 1, Section 1 in accordance with the above may be repaired at the competitor s discretion. However, the car must report to the overnight Parc Ferme prior to the next Day, no later than 6 hours before the scheduled start of that Day. The car must retain its original body shell and engine block as marked at pre-event scrutineering. The entrant must advise the Organisers of the intention to have the car rescrutineered prior to the start of the Stewards meeting at the end of the Day which the car has failed to finish, or the Clerk of the Course in the case of Day 1, Section Finish Procedure Finish Location The finish of the Rally will take place at Stirling Castle Esplanade, Stirling. Cars will proceed over the podium in the order specified by the Senior Official in charge of the Finish Podium. After the winning crews have departed, the remaining finishers will cross the podium in position order with awards presented as appropriate. The crews required to attend the post event Press Conference must provide a team representative to drive their car for the ceremonial finish to the post event scrutineering. They will be accompanied by an official of the event. In the event of a breakdown between the finish of the event and post event scrutineering, the organisers will arrange for the car to be transported directly to the post event scrutineering venue. The final control (TC12C) and Parc Fermé will be located at Stirling Castle Esplanade. Provided that the results have become final, and the Stewards have authorised the Parc Fermé to be opened, cars must be removed from Parc Fermé by 19.00hrs on Sunday 17th October. Cars can only be removed from Parc Fermé on production of a vehicle release card which will be provided at Administrative Checks. 16. PR Activities The 2010 Royal Automobile Club Motor Sport Association Rally of Scotland once again will feature the UK s round of the 2010 Intercontinental Rally Challenge (IRC). With its fast gravel Special Stages and spectacular scenery, last year s inaugural RACMSA Rally of Scotland proved to be an instant hit with competing IRC crews and rally fans. The 2010 event will build on that success and confirm the status of the Rally of Scotland as one of the UK s premier motor sport attractions. Significant changes for 2010 include a full weekend of competitive action, reduced admission costs for the public plus the promise of an even more star-studded entry as well as better weather conditions. While the event sticks to its established three-day format, the 2010 action now starts on Friday rather than Thursday evening and thus features competitive action on both Saturday and Sunday. Running a month earlier, the event should also avoid the atrocious weather experienced in Excitingly, the change of date promotes the Rally of Scotland to the penultimate round of the 2010 IRC a move that s certain to attract a large entry. As in 2009 the competitive timed sections will be staged on closed Forestry Commission Scotland gravel roads in Stirling and Perth and Kinross an area that benefited from more than 1.2 million in economic impact* as a direct result of the 2009 event according to independent research. With the world-renowned Gleneagles Hotel backing the 2010 event as a supporting sponsor, the 2010 route will feature an easy-to-access central Service Park located at Perth Airport and as in 2009 will commence with a Ceremonial Start and two runnings of a spectator-friendly Special Stage at historic Scone Palace, home of the Earls of Mansfield and widely regarded as once the crowning place of Scottish kings and queens. The high-speed competitive action will then switch to the 13

14 more traditional Forestry Commission tracks for some of rallying s most revered stages through Perthshire & Stirling before returning to Stirling Castle for the Ceremonial Finish. The 2010 RACMSA Rally of Scotland will offer fans even better value for money than the inaugural event staged last October. Ticket prices have not only been reduced but also provide increased flexibility with spectators allowed to attend as many special stages as they want during a given day for a single admittance fee. What s more all accompanied children aged 15 and under will be admitted free in *The 2009 RACMSA Rally of Scotland, the final stage of the Intercontinental Rally Challenge, which took place in Perth and Kinross and Stirling, delivered more than 1.2 million in economic impact and more than 2 million in media coverage for Scotland according to official reports. After 1.7km, turn left (hairpin) and continue for 0.8km to junction 4. Notes: Stunning views across track (fresh air drop on outside) to mountains. J4 is a tight hairpin left with a significant hop up on the inside. J5 is a sweeping right hand hairpin with a wide run-off area.
