1 Tuesday, March 12, 2019 American Currents Key Issues - Shoaling on the Tennessee Tombigbee River could have it closed until the second half of April - Tennessee River is closed around mile until the week of 3/25 - Bonnet Carre Spillway opening to prevent flooding in New Orleans - Flooding conditions on the Ohio, river closed at Smithland Lock (OR 918) RIVER CLOSURES & RESTRICTED MOVEMENTS For additional details on the information noted below, please contact your ACBL Salesperson or Logistics Representative at (800) Ohio/Tennessee/Cumberland The Ohio River reopened at 12:00 on Saturday, March 9 at Smithland Lock (OR 918) after being closed for over 2 weeks - Additional rain is in the forecast over the next week that may close the river again at the end of this week, March Predictions at this time would have the river closed for 2-3 days. Flood Conditions on the Ohio River - Daylight only operations Southbound at the IC RR bridge in Cairo (OR 976). Montgomery Lock (OR 32) closures - Main chamber will be closed from 3/11-4/30 with one lockage every 2 hours from 06:00-02:00, additional lockages will be performed between 02:00-06:00, primary chamber will be fully open on the weekends. Main chamber will be fully closed during weekdays from 5/1-6/14, tows will pass through the small chamber during this time. Small chambers can only fit one barge at a time. There will be three days when both chamber will be completely closed, 4/4, 4/18, and 4/23. Cumberland River closed at Cheatham Lock (CR 149) for high water - Water levels have risen over the lock walls, damaging equipment at the facility. Current predictions have this lock closed for a minimum of 30 days beginning on February 26. A successful NB test tow went through the lock today, they plan on running a SB test tow tomorrow, March 13. No further tows will move through the lock until after the weather event moves through on Thursday and conditions can be evaluated. Tennessee River closed for flood conditions - The gorge around mile is expected to reopen the week of March 25. Chicago/Illinois/Upper Miss Significant ice/snow melt expected coming off the Upper Miss and Missouri Rivers - Record snow falls on the Upper Miss are beginning to melt and make their way down river. These levels have the potential to close locks on the Upper Miss and cause further restrictions on the Mississippi. Upcoming Lock 25 (UM 241) Lock Closure - Closure will begin at 06:00 on March 8 and end at 06:00 on March 15, this will be a complete closure, there is not an auxiliary chamber to utilize. Also noteworthy, the lock is expected to be closed from December 15, 2019 until March 31, The Upper Miss closed for dredging - Work suspended until river stage falls below 15. The river will be closed nightly from 17:00 until 07:00 the following day. The closures will be 24/7. Reduced tow sizes from St. Louis to Cairo - Tows are reduced by one string (5 barges) due to high water. Daylight only transit through Thebes bridge (UM 50) Lower Miss/Gulf/Canals Some Perspective - Memphis crested at earlier this week, this is the 4th highest recorded stage since the early 1900 s. Bonnet Carre Spillway opening- In an effort to prevent flooding in the city of New Orleans, the Corps is opening 51% of the spillway capacity for days. The Corps is opening roughly bays each day, and they will continue to do so until the river stabilizes. As of yesterday the Corps has opened 206 bays. At this time there is no plan to open Morganza. Reduced tow sizes Cairo to Gulf - Flood conditions have reduced tow sizes between Cairo and the Gulf by one-two strings, barges, expect increased await pickup and transit times. The max tow size has been reduced from 40 barges to 25 or less per tow. Old River Lock (LM 304) has closed due to high water - This closure shuts off access to the Red River and Atchafalaya River from the Lower Miss Daylight only through Memphis (LM 725), Vicksburg bridge (LM 435), and Baton Rouge (LM 237) - Flood conditions have limited transit through these areas to only daylight hours. Fog/Wind delays - Conditions exist for fog tonight and tomorrow night in the Gulf and Canals, a front is moving in on Thursday that is expected to reduce the chances of fog. Shuttle boats in the Gulf are reduced to 6-9 barges on Southbound moves due to the flooding conditions. West Larose, LA Bridge (WC 36) Closure for repairs - The bridge will be closed each weekend from 07:00 on Friday until 07:00 on Monday beginning this weekend, March 8-10, and last until April 15. Max draft coming into or out of the Gulf through the SouthWest Pass (LM 3) - Blue water vessels are restricted to 41 in this area, dredging is ongoing, 104 vessels in queue to come in/out of the Gulf. High water in the Morgan City area (WC 99) - Expect slow traffic through this area until water levels fall. Significant delay at Industrial Lock (LM 93) and Algiers Lock (LM 88) - Current queue at Industrial is 26 boats. Current queue at Algiers is 25 boats. Brazos Lock (WC 401) is closed daily for repairs - Lock will be closed during weekdays from 07:00-17:00 until the end of February. Repairs will not take place during periods of high flows. Calcasieu Lock (WC 238) Closure No work on Monday, will use the day to catch up on the backlog of boats. Beginning on July 30, the lock will only be closed Monday-Thursday from 07:00-17:00. This change is an effort to help control the major delays occurring at this lock. Contractors will demolish the south chamber guide wall and start construction of a new guide wall. The lock will be closed Monday-Thursday from 07:00 17:00 each day. Current queue is 9 boats. Flood Conditions on the Warrior Tombigbee River - Reduced tow sizes and slow transits between Mobile (WT 2) and areas North. Shoaling has the river closed in the Aberdeen area (TT 357)on the Tennessee Tombigbee, this area is impassable to traffic. Latest predictions in the Aberdeen area have the river closed for a best case scenario of 6 weeks and a worst case scenario of 7-8 weeks from today, March 4. Special Note - Please be aware, ACBL s standard contract, under the River Closures and Restricted Movements section, gives ACBL the right to bill for lock delays.

A strong low and trailing cold front will move out of the Rockies tonight and across the watershed tomorrow/thursday. Moderate to locally heavy rains are predicted over the entire watershed from this event. There is the potential for rivers to rise well above flood stage over the entire watershed following this rain event. Dry and cold conditions are expected for about a week after the passage of this front. 7day QPF totals (through Tuesday morning): 1-4 of rain with locally higher values is forecasted for the entire region. 5 Information regarding the conditions on the Ohio, Cumberland, and Tennessee Rivers is provided by ACBL Vice President of Governmental Affairs, Marty Hettel Weather: The weather service is forecasting this system to produce another 1/2" in the Middle/Lower Ohio River and 1-1/2" in the Tennessee & Cumberland River Valley starting Wednesday/Thursday this week. Dry period after this event for the next 7-10 days. Lock Conditions/Predicted Openings: Smithland: Current tail water reading at Smithland is 45.72'. GREAT NEWS: It does not look like we reach maximum locking stage of 49.0' even with the additional precipitation we will receive in the next system. The Corps Started locking N/B tows at 12:00 EST 3/9. In the last 24 hours we have passed 37 tows with 355 barges that averaged hours of delay. Since the lock opened, we have passed 112 tows with 1,068 barges that averaged hours of delay. We started locking S/B at noon and we will lock groups of 12 S/B and 12 N/B until the queue dissipates. Currently we have 20 Tows in the queue, 7 N/B and 13 S/B, that have averaged hours of delay. Kentucky Lock: Current tail water is at elevation of '. The Corps Started locking tows at 01:30 3/10, we have passed 19 tows with 201 barges since we started locking that have averaged hours of delay since the lock closed. GREAT NEWS: We are not expected to reach the maximum locking stage of 341.0, even with the additional we will receive Wednesday through Friday. Currently we have 21 Tows in the queue, 13 N/B and 8 S/B, that have averaged hours of delay. Cheatham: Discharge is at 110,000 CFS. Discharge to resume locking full tows needs to be at 90,000 CFS. Currently locking smaller tows at Cheatham.. Will have our next call at 1:00 CST on Thursday, March 12th.
