4 ii E X E C U T I V E S U M M A R Y WSP Canada Inc. (WSP) was retained by CH2M, to conduct a Contamination Overview Study (COS) for due diligence purposes prior to watermain and sanitary sewer replacement/relining along a number of streets in downtown Brampton, Ontario (herein referred to as the Site'). The Site consists of the following municipal roadways: Queen Street West from Mill Street to 14 m west of Scott Street, approximately 900 m in length; Main Street from Nelson Street West to Wellington Street East, approximately 380 m in length; Elizabeth Street South from Queen Street West to Wellington Street West, approximately 200 m in length ; Chapel Street from Wellington Street East to Queen Street East, approximately 185 m in length; Mary Street from Queen Street East to Moore Crescent, approximately 329 m in length; Maple Avenue approximately 200 m in length; and Moore Crescent approximately 50 m in length. The study area includes adjoining and neighbouring properties (COS Area). Based on information obtained as part of the COS records search, site reconnaissance and interview process, the following findings are presented: The Site consisted of various municipal roadways and the site reconnaissance indicated that the majority of the adjoining and neighbouring properties were occupied by commercial, residential, office and community land use. An Ecolog Environmental Risk Information System report requested as part of this COS identified potential environmental concerns within the COS Area including generators of hazardous waste, railway tracks, coal gasification plant, fill material of unknown quality, de-icing activities, PCB inventories, dry cleaning operations, storage tanks, and spills in the area of the Site. Evaluation of the nature and location of the PCAs resulted in the identification of thirty four (34) APECs on the COS Site as summarized in Table 1-1 above. Soil and/or groundwater sampling and analysis would be required to determine the environmental quality of the subsurface soils and groundwater on the Site. (WSP) was retained by CH2M to conduct a Contamination Overview Study (COS) along the following municipal roadways within the City of Brampton, Ontario (herein referred to as the Site): Queen Street West from Mill Street to 14 m west of Scott Street (approximately 900 m in length); Main Street from Nelson Street West to Wellington Street East (approximately 380 m in length); Elizabeth Street South from Queen Street West to Wellington Street West (approximately 200 m in length); Chapel Street from Wellington Street East to Queen Street East (approximately 185 m in length); Mary Street from Queen Street East to Moore Crescent (approximately 329 m in length); Maple Avenue (approximately 200 m in length); and Moore Crescent (approximately 50 m in length). For the purpose of this report, Queen Street West and John Street are assumed to be oriented in an eastwest direction and Main Street and Mary Street are assumed to be oriented in a north-south direction. The study area is shown in the Site Location Plan in Drawing 1. It is our understanding that this investigation is required prior to watermain and sanitary sewer replacement/relining within the roads under assessment. The purpose of this COS was to identify potential environmental concerns within the Site areas noted above and within the COS Study Area (defined as the area within 250m of the various roads comprising the Site). This overview does not include physical sampling or testing, and is based solely on visual observations from public access ways and a review of available or supplied factual data. 15 2-2 2 SCOPE OF INVESTIGATION The objectives of the assessment were to: Identify PCAs at the Site and surrounding study area Identify APECs at the Site Determine PCOCs associated with APECs Provide a basis for subsequent investigation of the property based on the Contaminant Overview Study findings As such, the objective of the assignment was: To undertake a contamination overview study for the Site The scope of the investigation includes: Records Review Site Reconnaissance Downtown Brampton, ON WSP CH2M No July 2017

16 3-3 3 RECORDS REVIEW Below is a summary of the records review undertaken by WSP as part of this COS. The records review provides subject site information regarding the physical setting, history of development, and land use in connection with the subject site and adjacent properties. WSP was able to use publicly available databases as well as an EcoLog Eris (Environmental Risk Information Services Ltd.) report for the records review. The EcoLog ERIS search identified a total of two-hundred and seventythree (273) records within the COS Area. Anderson s Waste Disposal A review of the Anderson s Waste Disposal database indicated a closed waste site active in the 1930s and 1940s located at the current location of Centennial Park in Brampton. For more details refer to Appendix C. iii. Automobiles Wrecking and Supplies A review of the Automobile Wrecking and Supplies database indicated a historical automobile wrecking and recycling facility located at 27 Mill Street North. For more details refer to Appendix C. iv. Borehole A review of the borehole database identified seventeen (17) boreholes within the COS Study Area. For more details refer to Appendix C. v. Certificate of Approval A review of the Certificate of Approval database identified two (2) listings on the COS property at the intersections of Queen Street West/Elizabeth Street North and Queen Street West/Main street for the approval of municipal water and municipal sewage. Twenty (20) additional listings were identified within the COS Study Area for the approval of industrial air, municipal water and municipal sewage. For more details refer to Appendix C. vi. Commercial Fuel Oil Tank A review of the Commercial Fuel Oil Tank database did not identify any commercial fuel oil tanks on the COS Property. Former and current fuel oil tanks were identified on 63 John Street. For more details refer to Appendix C. vii. Inventory of Coal Gasification Plants and Coal Tar Sites A review of the Coal Gasification Plants and Coal Tar Sites database identified one (1) former coal gasification plant between 1888 and 1917 located on the northeast corner of Nelson Street and George Street. For more details refer to Appendix C. viii. Environmental Registry A review of the Environmental Registry database identified two (2) registrations related to north and northeast neighbouring properties for the application for variances from the Gasoline Handling Act and for discharge into natural environment other than air. For more details refer to Appendix C. ix. Environmental Compliance Application A review of the Environmental Compliance Application database identified one (1) listing on a south neighbouring property for municipal and private sewage. For more details refer to Appendix C. x. ERIS Historical Searches A review of the ERIS Historical Searches database identified twenty-eight (28) listings on adjoining and neighbouring properties within the Contamination Overview Study Area. For more details refer to Appendix C. xi. List of TSSA Expired Facilities A review of the TSSA Expired Facilities did not show any listings on the COS Property. The following listings were identified within the Contamination Overview Study Area: 63 John Street is listed for an expired liquid fuel storage tank; 32 George Street North is listed for an expired diesel oil tank; and 130 Queen Street East is listed for expired fuel storage pipping. A review of the Hazardous Waste Information Network (HWIN) database identified one-hundred and fifteen (115) listings for the following properties within the Contamination Overview Study Area: 45 Queen Street West was listed for the generation, use and/or storage of pathological waste; 65 Queen Street West was listed for the generation, use and/or waste oils and lubricants, storage of pharmaceuticals and PCBs. Pesticide Register A review of the Pesticide Register database identified five (5) listings at the following four (4) addresses within the Contamination Overview Study Area: Two (2) listings at 83 John Street as a limited vendor; One (1) listing at 25 Peel Avenue with a limited licence for pesticide; One (1) listing at 14 Mill Street South as a pesticide operator; and One (1) listing at 125 George Street South as a pesticide vendor. However this property is located approximately 3.7 km from the Contamination Overview Study Area. xx. Record of Site Condition A review of the RSC database identified four (4) listing within the Contamination Overview Study Area. For more details refer to Appendix C. xxi. Scott s Manufacturing Directory A review of the Scott s Manufacturing Directory identified eighteen (18) listings within the Contamination Overview Study Area. For more details refer to Appendix C. xxii. Ontario Spills A review of the Ontario Spills database identified the following thirteen listings within the Contamination Overview Study Area: The intersection of Harmsworth Lane at Main Street was listed for the release of oil and grease into the sewer in 2001; 87 Queen Street West was listed for the release of natural gas in 2011; 35 Queen Street West, south adjoining property was listed for the release of natural gas in 2014; 41 George Street South was listed for the release of 100 L of hydraulic oil into soil in 2004; 2 Wellington Street West was listed for the release of diesel oil onto the road in 1992; The intersection of Wellington Street East and James Street was listed for the release of sediments into the Etobicoke Creek in 2012; The intersection of Main Street and Wellington Street East was listed for the release of raw sewage onto the ground in 1997; The intersection of Queen Street West and Park Street was listed for the release of unidentified substance and quantity in 2001; The Intersection of Queen Street East and Centre Street was listed for the release of 36 L of engine oil in 2004 and sediments into the Etobicoke Creek in Additionally an underground tank leak resulting in the observation of gasoline odors and water film was identified in 1990; 20 Union Street was listed for a small spill of diesel oil as a result of a punctured UST in 1997 xxiii. xxiv. Waste Disposal Sites MOE 1991 Historical Approval Inventory Water Well Information System For more details refer to Appendix C. A review of the Waste Disposal Site database identified a former disposal waste site at the current location of Centennial Park approximately 165 m east of the Moore Crescent. Based on the database the waste site was closed in For more details refer to Appendix C. A review of the Water Well Information System database identified fourteen (14) water wells within the COS Study Area. One (1) monitoring well was identified on the COS Site on Queen Street West. A review of the Ministry of Natural Resources and Forestry (MNRF) natural heritage areas online mapping information indicates that no ANSIs are located on the Site. A threatened fish species (Redside Dace) is reported within 1 km of the COS area. 3.2 PHYSICAL SETTINGS SOURCES Table 3-3 Summary of Physical Setting Sources SOURCE RECORDS REVIEW RESULT i. Aerial Photographs National County Atlas from 1878, aerial photographs from 1946, 1965, 1988, and Air Photo Library satellite imagery from 2007 and 2015 were reviewed for this assessment. A copy of these aerial photographs can be found in Appendix A. Significant information depicted from these photographs, where possible, are summarized below: 1878 Queen Street West, Main Street, John Street, Chapel Street, Elizabeth Street South and Mary Street were constructed. Moore Crescent and Maple Avenue does not appear to have been developed yet. The 1878 County Atlas does not depict the buildings surrounding the COS Site The municipal roadways included in the COS Site appears to have been developed similar to present day with the exception of Moore Crescent and Maple Avenue which do not appear to have been constructed yet. Surrounding properties appear to have been developed for residential and commercial uses The COS Site appears similar to the 1946 aerial photograph. Moore Crescent appears to have been constructed. Surrounding properties within the COS Study Area appear to be more heavily developed than the 1946 aerial photograph for residential and commercial property use The Site and surrounding properties appear to have been developed similar to present day. Maple Avenue appears to have been constructed The Site and surrounding properties appear to have been developed similar to the 1988 aerial photograph and present day The Site and surrounding properties appear to have been developed similar to the 2005 satellite imaging and present day. ii. Topography, Hydrology, The topographic contours presented on Figure 2 indicate that the elevations Downtown Brampton, ON WSP CH2M No July 2017

22 3-9 Geology across the Site range from approximately 210 to 220 m above sea level (masl) and slope to the east and southeast towards Etobicoke Creek. As a result, the inferred groundwater flow direction is interpreted to be easterly and/or southeasterly, depending on location within the Site.. The Site is situated within bevelled till plains physiographic region (OGS, 2015). Surficial geology in the vicinity of the Site is predominantly described as clay to silt textured till of the glaciolacustrine deposits or shale. A portion of the COS Property along Queen Street East, Queen Street West and Main Street South is described as clay, silt, sand, gravel and some organic remains (OGS, 2015). The underlying bedrock within the area generally consists of shale, limestone, dolostone and siltstone of the Queenston Formation (OGS, 2015). iii. Fill Materials Fill material was not observed on the Site during the site reconnaissance, however, it is anticipated that fill material was used during the grading and construction of roads. iv. Water Bodies and Areas of Natural Significance According to Ontario Base Map Topographic Map website, published by First Base Solutions Geospatial Experts, the nearest surface water body is Etobicoke Creek located just east and southeast of the COS Site. The Natural Heritage Areas database lists areas of natural significance including provincial parks, conservation reserves, areas of natural and scientific interest, wetlands environmentally significant areas, habitats of a threatened or endangered species, and wilderness areas. A review of this database listed the Redside Dace as an endangered fish species within 1km of the Site. It is possible that the Redside Dace habitat may exist in Etobicoke Creek approximately 90 m east/southeast of the eastern portion of the Site. v. Well Records A review of the Water Well Information System database identified fourteen (14) water wells within the COS Study Area. One (1) monitoring well was identified on the COS Site on Queen Street West. One (1) water well located approximately 45 m southeast of the Site was listed as an abandoned domestic well. One (1) water well located at 104 McKilop Lane, northwest adjoining property was listed as livestock water supply in The remaining wells are located throughout the COS Study Area and are listed as monitoring wells / test holes. At the time of the Site reconnaissance, the COS Study Area consisted of municipal roadways. Adjoining and neighbouring properties were occupied by commercial, residential and community land uses POTENTIALLY CONTAMINATING ACTIVITIES No PCAs were observed on the COS Property at the time of the site reconnaissance. PCAs observed within the COS Study Area included: Flower Town Coin Laundry & Dry Cleaners, located at 135 Main Street North, Unit 1, located approximately 115 m north of the COS Site (intersection of Main Street and Theatre Lane); FM Cleaners and Alteration and Speedy Gas, located at 130 Queen Street East approximately 85 m east of the COS Site (intersection Queen Street East and Mary Street); Beludy s Dry Cleaning and Alterations, located at 87 Queen Street West, south adjoining property; McMurphy Cleaners, 5 McMurphy Avenue North, approximately 230 m west of the COS Site (Queen Street West and Mill Street South); and A railway track was observed crossing the COS Site on Queen Street East approximately 156 m east of the intersection Queen Street East and Theatre Lane, and on Main Street North approximately 35 m north of intersection Main Street North and Theatre Lane. 4.2 WRITTEN DESCRIPTION OF THE INVESTIGATION The written description of the investigation and reconnaissance are documented throughout Section 5.0 with areas of environmental concern identified and discussed in Section 7.0. PCA No. 27 COS Area 130 Queen Street East, approximately 85 m east of the COS Site, operates Garages and as Speedy Gas. Based on the inferred down-gradient direction from the COS Maintenance and Repair Site, this is not considered as contributing to an APEC. of Railcars, Marine Vehicles and Aviation Vehicles PCA No. 28 Gasoline and Associated Products Storage in Fixed Tanks PCA No. 30 Importation of Fill Material of Unknown Quality PCA No. 37 Operation of Dry Cleaning Equipment (where chemicals are used) COS Area Historical and/or current USTs or ASTs were identified on the following properties within the COS Study Area: 63 John Street, west adjoining property, was listed for former and current fuel oil tanks. Based on the distance from the COS Site, this is considered as contributing to an APEC. (APEC 2 Intersection of John Street and Mary Street) 32 George Street North, approximately 75 m west of the intersection of Main Street and Theater Lane, was listed for an expired diesel tank. This is considered as contributing to an APEC. (APEC 3 Main Street North, east of 8 Nelson Street West) 130 Queen Street East, east neighbouring property, was listed for ten (10) expired single wall USTs. Based on the inferred down gradient direction from the COS Site and the location on the location of this property on the opposite side of Etobicoke Creek, this is not considered as contributing to an APEC. COS Site Fill material of unknown quality is expected to have been use during development of municipal roadways. This is considered as contributing to an APEC. (APEC 4 Entire COS Property) COS Area The following dry cleaning operations were identified within the COS Area: Flower Town Coin Laundry & Dry Cleaners is located at 135 Main Street North, approximately 115 m north of Main Street and Theatre Lane (north of the north limit of the COS Site). This is considered as contributing to an APEC. (APEC 5 Main Street North east of 8 Nelson Street West); FM Cleaners is located at 130 Queen Street East, approximately 85 m east of intersection Queen Street East and Mary Street. As this is located in the inferred downgradient direction from the COS Site and situated on the opposite side of Etobicoke Creek, this is not considered as contributing to an APEC; Beludy s Dry Cleaning Alterations is located on south adjoining property at 87 Queen Street West. According to the store manager the store operates as a pick up and drop off business and no dry cleaning takes place on site. As such this is not considered as contributing to an APEC; and McMurchy Cleaners is located at 5 McMurchy Avenue North, approximately 230 m west of the COS Property. This is considered as contributing to an APEC. (APEC 28 Entire COS Property). It is noted that the application of de-icing salts on a public highway for the purposes of public safety is exempt from consideration of parameters related to de-icing as contaminants (i.e., EC/SAR in soils) for the purposes of Regulation 153/04. However, as soils may require excavation and off-site disposal for construction purposes, it would be prudent to analyze these parameters to assess disposal options. COS Property The following properties within the COS Area were listed for former PCB Inventories : 63 John Street, west adjoining property was listed for PCB inventories while operating in the telecommunication industry. This is considered as contributing to an APEC. (APEC 29 Mary Street east of 63 John Street); 56 Queen Street East, north adjoining property, was listed for PCB inventories while operating as Canada Post. This is considered as contributing to an APEC. (APEC 30 Queen Street East south of 56 Queen Street East); and 8 Nelson Street West, northwest adjoining property, is listed for PCB inventory storage. As the industry type is not specified this is considered as contributing to an APEC. (APEC 31 Intersection of Main Street and Theater Lane) COS Site One (1) spill for the release of raw sewage onto the ground was identified at the intersection of Main Street and Wellington Street East. Based on the product released this is not considered as contributing to an APEC. 35 CONCLUSIONS Based on the findings of this investigation, various potentially contaminating activities were identified on and adjacent to the Site including generators of hazardous waste, coal gasification plant, railway tracks, fill material of unknown quality, de-icing activities, PCB inventories, dry cleaning operations, storage tanks and spills within the COS Area. Evaluation of the nature and location of the PCAs resulted in the identification of thirty four (34) APECs on the COS Site as summarized in Table 5-1. Soil and/or groundwater sampling and analysis would be required to determine the environmental quality of the subsurface soils and groundwater on the Site. During this assessment, WSP has relied on information obtained from sources as referenced in this report. Verification of the accuracy or completeness of this third-party information was not completed. Site characterization was limited to the direct observation of visible and accessible locations. Subsurface investigations, sampling, and laboratory analyses were not completed as part of this assessment. This Contamination Overview Study is prepared for CH2M (and its client the Region of Peel) solely for their exclusive use in the evaluation of watermain and sewer replacement/relining along Queen Street West/East, Main Street North/South, Elizabeth Street South, Mary Street, Chapel Street, Moore Crescent and Maple Avenue in Brampton, Ontario.
