1 _ 2.0 Physical Characteristics 2.1 Existing Land Use for the Project The site is comprised of approximately 114 acres bounded by Highway 101 to the north, the existing town of Los Alamos to the east, State Route 135-Bell Street to the south, and the Los Alamos Community Services District Water Treatment Facilities to the west. The eastern portion of the Los Alamos Commons property is included in the Los Alamos Community Plan and Urban Boundary Line with DR-4.6 (Affordable Housing Overlay to 8.0 units per acre) and Commercial land use designations. This area covers approximately 9 acres and could include the development of approximately 15 to 30 units. The approximately 104 remaining acres are designated Agriculture (A-II). The property is currently unused and dry farming on the south side of San Antonio Creek in 2003 was the last agricultural use of the site. 2.2 Surrounding Land Uses North South West East Agriculture; A-II Agriculture; A-II (in Ag Preserve) Los Alamos Community Service District; CF & Agriculture; A-II Township of Los Alamos: Single Family Residential DR-4.6 unit/acre with Affordable Housing Overlay & Commercial; C-2 Access to the project site occurs along Bell Street, and at the terminus of Leslie Street (secondary access) and from future Kahn Way, at the end of St. Joseph Street. Currently under construction, the Lomito de Oro project is a residential neighborhood adjacent to Los Alamos Commons to the east. The land use designation for this project is DR-4.6 dwelling units per acre with lots of approximately 6,000 square feet. See Figure 2-1. This property is not in agriculture preserve, whereas almost all of the properties outside of the Urban Boundary of Los Alamos are currently in Agricultural Preserve contracts. December

3 _ 2.3 Environmental Setting The approximately 114-acre site is bordered by Highway 101 to the north, the town of Los Alamos to the east, agriculture to the west and south, and the Los Alamos Community Service District Facilities to the northwest. San Antonio Creek runs through the Site generally from the east to the west. The creek is ephemeral. The site is currently unused. Biological Resources: The topography can be generally characterized by the gently rolling hills in the northern portion of the property, a riparian corridor, and the flat land adjacent to Bell Street. The flat area of the site (approximately 30%) has supported some dry farming in the past. The remaining areas include the ridge line and the riparian corridor. These areas have remained in a relatively undisturbed state though only the riparian corridor supports a dominance of native vegetation. The proposed development would protect approximately 49 acres in dedicated natural open space and an additional 4.7 acres would remain relatively undeveloped as a Community Park. Together these areas represent approximately 47% of the property. Existing and potentially occurring ecological resources were studied in the Los Alamos Ranch Sensitive Species and Habitat Survey (LFR, 2005; Appendix C). Ecological considerations associated with the Los Alamos Ranch property are shown in Figure 2-3 and Figure 2-4. Four distinct habitat types were identified and mapped on the Site: Central Coast Arroyo Willow Riparian Forest; Native Bunchgrass Grassland; Non-native Grassland; and Ruderal. These are described in detail in the Sensitive Species and Habitat Survey. The findings of the Sensitive Species and Habitat Survey for the Los Alamos Commons Project Site indicate that two rare plant communities (as listed in the California Department of Fish and Game s Natural Diversity Database) and two locally protected oak tree species (County of Santa Barbara) are present on the Site. No state or federally listed threatened or endangered plant species were observed or are expected to occur on the Site. The sensitive native bunchgrass grassland, central coast arroyo willow riparian forest, coast live oak trees, and valley oak trees all have been included within the dedicated natural open space for permanent protection with the exception of the riparian area that would be impacted by the bridge crossing of San Antonio Creek. Conditions existing on the Site provide potentially suitable habitat for several rare and protected wildlife species such as the California tiger salamander, Least Bell s vireo, California red-legged frog and western spadefoot toad. Several raptor species are also known to utilize the Site either on a year round basis, intermittently, or seasonally. Surveys following United States Fish and Wildlife Service protocols have been conducted for the California red-legged frog and the California tiger salamander. No red-legged frogs or tiger salamanders have been observed to date. Complete survey details and findings are provided in the Sensitive Species and Habitat Survey (Appendix A). Soils: There are five soil types on the site. The two most predominant soil types are Chamise shaly loam (ChF) and Botella loam (BsA). There are also small occurrences of Corralitos loamy sand (CuC), Botella clay loam (BtA), and Arnold sand (ArD). Chamise shaly loam (ChF): This soil is moderately steep to steep (15 to 45 percent slopes) and occurs on dissected, old terraces. This soil type represents most of the area north of the creek and is rated in capability unit VIe-1 and accounts for 50% of the site. December

4 Botella loam (BsA): This soil is slightly wet with 0-2 percent slopes. This soil is used for dry farmed hay, grain, and beans and for annual pasture. This soil is located south of the creek and is rated in capability unit IIw-2 and accounts for 36% of the site. Corralitos loamy sand (CuC): This soil is gently sloping to moderately sloping and occurs on alluvial fans and in fingering valleys that extend into the uplands. This soil is used for range. To a limited extent it is used for strawberries and for other irrigated crops, subject to weather conditions (primarily found in the Santa Maria Valley). This soil is located in the northeast corner of the project and is rated between capability units IIIs-4 and IVe-4; noted as a sandy range site. This soil type is only found on 2% of the site. Botella clay loam (BtA): This soil is nearly level and occurs in fairly broad valleys and on flood plains. This soil is used for most crops suited to the climate in the area. A small amount of this soil is located in the south east corner of the site in the approximate area of The Willows neighborhood and is rated in a capability unit I-1 and accounts for only 11% of the site. Arnold sand (ArD): This soil occupies low hills and ridge tops. This soil is used for annual pasture and range. This soil is located in the northeast corner of the site and is rated a capability unit VIE-4. This soil type is only found on 1% of the site. 5 _ Noise: The homes on the northern edge of the project may be receptors for noise from Highway 101. The allowable noise level exposure for the usable exterior area, such as backyards, should not exceed 65 dba and the interior exposure should not exceed 45 dba per Santa Barbara County Code. Based on an approximate combined setback of 125 feet, consisting of perimeter road right of way from the centerline of Highway 101, landscaping and front yard space, exterior rear yard exposure will be at approximately 65 dba or less. The multi-family units on the southern edge of the project may be receptors for noise from Highway 135/Bell Street. Based on an approximated combined setback of 60 feet, consisting road right of way from the centerline of Highway 135/Bell, landscaping and yard space design, exterior exposure will be at approximately 65 dba or less. Slope: Portions of the northern section has slopes over 30% with up to 650 feet elevation. Topography ranges from 580 to 650 feet above sea level. The predominate hilltops and corresponding slopes of 20-30% have been mapped and preserved in the design of the project. The hiking trails will meander up to the hilltops to provide unique views of Los Alamos and the San Antonio Valley. Agricultural Resources: This approximately 114 acre site has had limited agricultural uses over the years. The area north of the creek has had infrequent cattle grazing activity and periodic dry farming has occurred on the flatter land. Approximately 25 acres of the site is designated as a Class I or II soil. A number of limiting factors, including, hilly terrain, temperature and proximity to sensitive urban uses has resulted in limiting agricultural utility of the site. Archaeological Resources: The project site has been studied several times for cultural resources. There have been no indications of archaeological resources during surface reconnaissance on the property. One historic site consisting of partly buried domestic refuse in the north bank of San Antonio Creek was discovered during a field survey conducted in January Diagnostic artifacts indicated that this is a post-1890 trash deposit; no artifacts were collected, although a photographic inventory was taken. Flooding: The project site is bisected by San Antonio Creek. The creek has a related floodway and flood plain that has been identified for the project. All of the proposed development has been designed to avoid the floodway. December
