3 1.0 INTRODUCTION This PCBs Delineation Work Plan (PDWP) was prepared by V3 Companies (V3) on behalf of the City of Blue Island, Illinois. This document outlines the proposed investigation work scope to be performed at the Blue Island Northeast Mixed-Use Commercial Park (Site) located at the southeast corner of the intersection of Vincennes Avenue and 119 th Street in Blue Island, Illinois. The Site location is identified on Figure 1. V3 completed a Phase I Environmental Site Assessment (ESA) of the Site in October The property was initially owned by Illinois Brick Company, who operated a clay pit for making bricks, until it was sold to John Sexton Contractors in John Sexton Contractors operated a landfill/burn pit at the site from 1952 to The landfill ceased waste disposal operations in The property was historically an unpermitted landfill because its use and eventual cessation of operations pre-dated the Illinois solid waste regulations. The landfill covers approximately 87-acres, which are vacant except for the presence of a few commercial operations and former light industrial operations. In addition to the Phase I ESA, V3 has conducted three Phase II ESAs and overseen a geotechnical investigation from August 2006 to March A total of 108 soil borings have been advanced at the Site by V3 as part of the environmental and geotechnical investigations (Figure 2). Additionally, four geotechnical investigations were conducted by others at the Site prior to V3 s Phase I ESA. V3 prepared a Quality Assurance Project Plan (QAPP) on behalf of The City of Blue Island, which was submitted to the USEPA in June 2009 and USEPA approved it on July 31, The QAPP includes V3 s Standard Operating Procedures (SOPs), including our field procedures, field equipment and laboratory testing methods. 4 1.2 Identified Site Conditions The Phase I ESA conducted by V3 identified the following Recognized Environmental Conditions (RECs) pertaining to the Site: 1. Historic Crude Oil ASTs and USTs 2. Historic Fuel Oil Tank 3. Former Railroad Tracks 4. Nature and Characteristics of Landfill-Related Wastes 5. Nature and Characteristics of Landfill Leachate, Groundwater, and Methane Gas 6. Potential that Landfill Cap has been compromised (via soil erosion, potential wetlands, open water areas, and installation of underground utilities) 7. Nature and Characteristics of Surface Fill Materials 8. Potential Environmental Impacts from Off-Site Operations 1.3 Phase II Investigations V3 conducted three Phase II investigations and oversaw a geotechnical investigation from August 2006 to March The investigations were conducted to address the RECs identified in the Phase I ESA and to characterize subsurface conditions. A total of 108 soil borings were advanced at the Site by V3 as part of the Phase II ESAs and geotechnical investigations (Figure 2). Analytical results indicated that concentrations of several constituents exceeded Illinois Environmental Protection Agency (IEPA) Remediation Objectives (ROs). In addition, PCBs concentrations exceed the Toxic Substances Control Act (TSCA) hazardous level of 50 ppm, in one sample collected from soil boring BI-GP-29 (4-6 ). The PCBs concentration in this sample, which was collected from landfill materials, was 169 milligrams per kilogram (mg/kg). 1.4 Investigation Objectives The focus of the PCBs delineation is to: Determine the vertical and horizontal extent of TSCA level PCBs encountered in soil boring BI-GP-29; Collect sufficient data to aid V3 in developing a remediation plan for the PCBs impact at this location. Receive approval from the USEPA to conduct a self-implementing cleanup of TSCAlevel PCBs contaminated soil. The SAP (Table 1) presents the analytical data V3 proposes to obtain to characterize environmental subsurface conditions in the delineation area. V3 notes that the development and implementation of an appropriate remediation plan are not addressed in this work plan. 5 2.0 FIELD INVESTIGATION PROGRAM A track-mounted Geo-Probe will be used to advance soil borings at the delineation area. The following sections of the PDWP describe the media to be sampled, number and location of samples, general sampling methods, and field and laboratory protocols. Refer to Figure 3 and Table 1 for an overview of the delineation boring grid and sampling program, and to the QAPP for V3 s SOPs. The goal of this investigation is to delineate PCBs impacts in soil adjacent to BI-GP-29. Given the historic use, complexity of former Site operations, and the nature of landfill materials, it is possible that an additional investigation phase may be needed to completely delineate PCBs impacts. However, depending on the extent of PCBs impacts, it is also possible to delineate the impacted area during the remediation activities. Once the data from the field investigation has been evaluated, V3 will discuss this with the City of Blue Island, and mutually determine if additional investigation is necessary or whether delineation may be completed as part of the remediation activities. 2.1 Soil Sampling The sampling plan is based on protocols described in 40 CFR (Determination of the number of samples to collect and sample collection locations) and 40 CFR (Sample size and procedure to collect a sample) for the delineation of PCBs-impacted soils. A square based grid system will be laid out over the impacted area prior to the installation of soil borings. The grid system will be orientated on a magnetic north-south line centered on BI-GP-29 and an east-west perpendicular line also centered on BI-GP- 29. The grid will be based on a lateral spacing of 5 feet (approximately 1.5 meters) for the sampling points. The delineation area will be approximately 20 feet by 20 feet in dimension (Figure 3). A hand-held GPS unit will be used to locate BI-GP-29 and to record the positions of the sampling points. One soil boring will be advanced in the center of each 5-foot grid cell (total of 16 borings) to a maximum depth of 10 feet below ground surface. Three grab samples will be collected from each boring, at three depth intervals (0.5-1 foot, feet and feet). Then from the four borings within each 10-foot by 10-foot grid cell, the four grab samples from each depth interval will be composited into one sample. Thus, a total of four composite samples from each of the three depth intervals across the 20-foot by 20-foot delineation area (a total of 12 samples) will be submitted to the laboratory for analysis of PCBs (Table 1). Appropriate duplicate, MS/MSD and equipment blank samples will also be collected for PCBs analysis (Table 1). A photo-ionization detector (PID) will be used to monitor ambient air conditions during drilling, and to screen soil samples for the presence of VOCs. Performance of field activities, including site observations and conditions, will be recorded by V3 s field geologist. This will also include the preparation of soil boring logs. Soil samples will be described and classified using the Unified Soil Classification System (USCS), noting stratigraphy, moisture, and density properties. 6 3.0 ANALYTICAL PROGRAM Sample analyses will be performed by STAT Analytical Laboratories located in Chicago, IL. Samples will be analyzed according to Table 1 - Sampling and Analysis Plan. Refer to the QAPP for field and analytical laboratory protocols.
