Weather Forecast as of 5:00 AM 10 December 2005 Synopsis - The northeast monsoon is affecting eastern and southern Luzon and Visayas while the easterly wave is affecting Mindanao Forecast - Eastern and Southern Luzon and Visayas will have occasional rains becoming frequent. Rains may trigger flashfloods and landslides over Quezon, Bicol and Eastern Visayas and the rest of Luzon will be mostly cloudy 2. Current Situation Region IV Flood water is slowly receding in Calapan City as the weather improves Power in the affected areas of Oriental Mindoro, specifically Calapan City is partly restored Region V The general situation in Catanduanes and Camarines Norte is normal 3. Dam Monitoring as of 10:00 AM, 10 Dec 2005 (source- PAGASA Flood Forecasting ) The PAGASA Flood Forecasting Branch has released Flood Bulletin No. 1 as flooding is possible in the low-lying areas in the Municipalities of Enrile, Tuguegarao, Solana, Iguig, Amulong and Alcala, all of Cagayan Province due to gradual rise of Upper and Middle Main Cagayan River and its tributaries Pinacanauan River of Ilagana and Magat River. 4. Status of Evacuees as of 10:00 PM, Dec 9, 2005 A total of 1,666 families or 7,878 persons are still staying at the 31 evacuation centers in Calapan City and municipalities of Pola, Victoria and Naujan, 1,292 of whom are children. Summary of the Effects Affected Areas barangays, 13 municipalities, 2 cities, 5 provinces, 2 regions Affected Population 43,203 families or 192,437 persons Casualties - 5 dead and 3 injured Damages - Agriculture - P28 Million Houses - 58 totally destroyed and 127 partially damaged 6. Actions Taken RDCC IV The Sangguniang Panglunsod of Calapan City declared the area under a State of Calamity to be able to use a portion of the 5% local Calamity Fund to support the ongoing emergency relief operations in said city. The RDCC IV established the Rescue and Relief Coordinating Center (RRCC) at the Philippine Ports Authority (PPA) Batangas Terminal Building II yesterday, December 9, 2005 to facilitate the transport of relief goods, rescue equipment, medicines and personnel involved in rescue/relief operations from Batangas Pier to Calapan City, Oriental Mindoro. This center is a joint project of RDCC-OCD, CDCC Batangas, PCG, PPA, and MARINA and manned by personnel of OCD IV and CDCC Batangas. Total amount of assistance extended to Region IV P3,579, Region V The DSWD V turned over some relief goods, consisting of 20 sacks of rice, 10 boxes of corned beef, 20 boxes of pork luncheon meat, three (3) boxes of sugar, three (3) boxes of nescafe classic, one (1) box of matches, 20 pieces plastic mats, and two (2) boxes candles to the Public Safety and Emergency Management Office (PSEMO) of Camarines Norte for the evacuees of Capalonga. The local Engineering Units of DPWH and local government units concerned are now undertaking restoration works of barangay roads affected by landslides and flooding in Catanduanes and Camarines Norte The LGU of Capalonga provided food commodities to the affected families of Capalonga.
