Accordingly, said fishing bancas encountered unfavourable sea condition. One of the four (4) bancas managed to return 8:00 PM of 22 June 2011 with passengers identified as: 1. Clifford Caceres 2. Christopher Caceres 3. Noll Morilla Names of the ten (10) missing fishermen is on Tab A 2. Status of Strandees As of 5:00 PM,, around 402 passengers, 20 trucks, four (4) cars, three (3) passenger buses, 18 vessels and 25 motorbanca were stranded at the Tabaco City International Seaport, Pioduran, Rapu Rapu, and Victory all in Albay; Pilar, Pasacao, Sabang, Tamban and Guijalo all in Sorsogon; Virac and San Andres in Catanduanes 3. Status of Dams/ Rivers/Waterways as of 8:00 PM, (Tab B) Dam Spill Level (m) Current Level (m) Gate Opening Ipo m / 2 Gates 12:40AM, 24 June 2011 Ambuklao m / 1 Gate Binga m / 2 Gates 2

3 Due to moderate to heavy rains, the Ipo Dam Management operated their spillway gates. The initial outflow from the dam is expected to slightly increase the water level of Angat River in Norzararay, Bulacan. Release of water will be done until the elevation of Ipo Dam stabilizes to its operating/normal level 4. Status of Roads and Bridges Region III Zambales - Road along Brgy Antipolo, San Antonio eroded - not passable to all types of vehicles and Brgy San Miguel, San Antonio eroded but still passable to all types of vehicles Region IV-B Mindoro West Coast Road (MWCR) Patrick Section (K K hardly passable due to mudflow coming from the mountainside - passable to light vehicles only Region V Albay West Coast Road - KO491 and Sagrada Section, Libon KO495 underwater impassable to light vehicles Barangay Masarawag, Guinobatan; Sua-Quirangay Road; Sitio Paclas, San Isidro and Sitio Agustin in Libon impassable due to flooding Polangui Upland roads impassable due to landslide 5. Suspension of Classes DOST-PAGASA has recommended the suspension of classes of Pre-School, Elementary and High School Levels in the following Provinces of Bataan, Zambales and Pangasinan DepEd-NCR announced the suspension of classes on Friday, 24 June 2011, of Pre-School, Elementary and High School Levels in the entire NCR NCR - Classes at Dampalit Elementary School in Malabon are still suspended due to flooding Region IV-A -Classes in Cainta, Angono, Rodriguez, San Mateo, Rizal and Rosario Cavite were suspended due to flooding Region V - Classes at all level in the province of Albay are suspended 6. Flight Cancellation ATO reported the cancellation of flights today, : thirty (30) International flights and twenty six (26) Domestic flights 7. Population Affected (Tab C) A total of 32,118 families/166,708 persons have been affected by floodings in 132 barangays of 17 municipalities and two (10) cities in Bulacan, Pampanga, Zambales, Rizal, Albay and cities of Makati, Malabon, Manila, Marikina, Quezon City, Taguig and Valenzuela in Regions III, IV-A, V and NCR Of the total affected, 10,143 families/48,712 persons were evacuated at 23 evacuation centers in Albay, Rizal, Zambales and NCR 3

4 8. Damages The estimated cost of damages to agriculture and infrastructure in Zambales is Php1,923, (See details on Tab D) II. EMERGENCY MANAGEMENT NDRRMC Disseminated NDRRMC Advisories on Severe Weather Bulletins on Tropical Storm FALCON ; General Flood Advisories for Region I (Ilocos Region), Region III (Central Luzon), Region IV-A (CALABARZON), Region IV-B (MIMAROPA), Region V (Bicol), Region VIII (Eastern Visayas), Region XI (Davao Region), Region XIII (CARAGA), ARMM and CAR; to all Chairpersons RDRRMC, PDRRMC, and OCD Regional Centers through SMS and facsimile Uploaded same at the NDRRMC website, facebook and twitter account for further dissemination to their respective local Disaster Risk Reduction and Management Councils (LDRRMCs) from the provincial down to the municipal levels Directed RDRRMCs concerned through the OCD Regional Centers to undertake precautionary measures in their respective areas of responsibility (AOR) and subsequently advised local DRRMCs to initiate pre-emptive evacuation of families in low-lying and mountainous areas if situation warrants NDRRMC Member Agencies DSWD Prepositioned P276, standby funds and P29.51M worth of relief supplies in all DSWD Field Offices along the typhoon path, amounting to P29.78M, detailed as follows: Field Office Standby Funds Relief Supplies Total II PhP 178, PhP 6,352, PhP 6,530, V 98, ,159, ,257, TOTAL PhP 276, PhP 29,511, PhP 29, DSWD5 prepositioned goods for LGU Matnog and Pilar before the onset of TS Falcon, maintains a total of PHP23,037, worth of stockpile of relief commodities for augmentation assistance to the affected LGus DPWH Provided two (2) payloaders and one (1) backhoe for the clearing operations/removal of mudslides in Mindoro West Coast Road in Occidental Mindoro Albay District Engineering Office has deployed 1 dump truck and service vehicles to the municipality of Polangui to assist in evacuation of residents in flooded areas and prepositioned two (2) stake trucks at Albay PDRRMC for evacuation and related needs PCG PCG Unit Commanders in various ports are closely monitoring and rendering assistance in coordination with local port authorities and shipping companies to ensure the security and safety of stranded passengers and vessels Deployable Response Team (DRT) of Coast Guard Station in Virac, Catanduanes is closely coordinating with PDRRMC for SAR operations 4

5 Pursuant to Memorandum Circular No (Guidelines on the Movements of Vessels during Inclement Weather), PSWS No.1 vessels of 1,000 gross tons or below shall not sail, except to take shelter, when the PSWS No1 is hoisted within its point of origin or route or point of destination. On the other hand, movement of vessels above 1,000 gross tons is left to the discretion and responsibility of the ship owner and master when PSWS No 1 is hoisted within its point of origin or route or point of destination AFP 9ID prepositioned six (6) trucks at the municipalities of Polangui (2); Libon (2) and Oas (2) all in Albay for possible SAR operations 901Bde transported 50 sacks of repacked relief goods from AFSEMO to Rapu-Rapu, Albay NFSL placed all its floating assets on standby alert for possible SAR/Relief operations and other related activities; closely coordinate with OCD5/RDRRMC, P/MDRRMC/LGUs and other organizations; deployed one (1) DRT with (1 officer and 9 EPs) and hauled 600 sacks of rice from APSEMO to PG112 stationed in Legaspi Port for distribution in the municipality of Rapu Rapu, Albay (200 sacks at Poblacion and 400 sacks at Batan; requested one (1) aircraft for SAR and recovery of the reported missing fishermen in Catanduanes; and placed on standby one (1) DRT at the HQS NFSL in Rawis, Legaspi City PG112 are on standby for relief operations in Poblacion and Batan Island, Rapu-Rapu, Albay TOG5-PAF placed on standby one (1) SAR team composed of four (4) 505 th SRS and three (3) TOG5 personnel and SAR equipment for possible deployment for disaster operations PNP PNP NHQ activated PNP National Disaster Operations Center (NDOC) effective 2000H, Chief, PNP directed PNP Special Action Force (SAF), PNP Maritime Group (MG); headquarters support Service and NCRPO to place their respective SAR teams on standby for deployment any time The Logistics Support Service and NCRPO dispatched 6x6 trucks and other mobility resources to assist stranded passengers in the flooded areas: Buendia, Espana, C-5, Katipunan, E Rodriquez-Araneta, Marikina Area, Pasig, Mandaluyong and San Juan The PNP Public Information office is also on alert status to receive calls for any police assistance PRO 5 personnel continue to render security and assistance in evacuation centers and placed its manpower on stand-by for possible SAR operations, also provided assistance to the LGUs and NGAs in terms of road clearing and relief operations PNP Ligao conducted SAR operations of the missing person in coordination with BFP personnel and LGU Rescue team PRC PRC Rizal Chapter assists in the evacuation of affected families and currently repacking non food relief items like clothing and blankets for the evacuees 5

Regional Preparedness and Response Region II RDRRMC/OCD II is continuously coordinating with the local DRRMCs for situational update and ensure widest dissemination of weather advisories to member agencies, local DRRMCs and local radio/tv stations in the region RDRRMC/OCD II alerted local DRRMCs and their respective response teams and advised people living near the mountain slopes and in low-lying areas to take precautionary measures PNP, BFP, Philippine Army, Philippine Navy and PCG personnel and various rescue groups are on alert status for possible assistance / evacuation activities PDRRMC Cagayan, Isabela, Quirino, Nueva Vizcaya and Batanes are continuously monitoring the situation in their respective AORs. PDRRMCs are ready to establish their Advance Command Posts and their equipment, to preposition response units, rubber boats together with trained rescuers for any eventualities Provincial Hospitals and District Hospitals are ready with manpower and supplies Food and non-food items are on standby at the PSWD Office. Region III DPWH 3 conducted sand-bagging operations along the damaged portion of Cut-cut Bridge in Capas, Tarlac. Likewise installed additional warning signs to prevent untoward incidents MDRRMC San Antonio, Zambales provided sand bags to Brgy San Esteban Angeles and Brgy San Gregorio MDRRMC San Felipe, Zambales conducted relief operations to families affected by flood The estimated cost of assistance provided by the LGUs and other GOs to the victims of Zambales is PhP183, (Tab E) Region V OCD V is on heightened alert; continuously disseminate TS Falcon bulletins and flood advisories to all RDRRMC Member Agencies, Action Officers, LGUs, and local media to effectively ensure public safety; alerted disaster response units/teams for possible deployment if need arises; and coordination of status of persons, vessels, and vehicles stranded at ports PCG District Bicol implemented a no sailing advisory to all passenger vessels, cargo vessels, MBCAs and FBCAs within Bicol Region OCD-RDRRMC subsequently disseminated advisories to PIA for widest dissemination RD OCD5 requested/coordinated with Naval Forces Southern Luzon (NAVFORSOL) and PCG-District Bicol to assist in the conduct of search and rescue operations for the missing fishermen in Catanduanes, Philippine Navy Sea (PG112) and Air (PN Islander Aircraft) assets will be utilized as soon as weather permits DPWH prepositioned two (2) stake trucks at PDRRMC Albay for any evacuation related concerns; six (6) trucks from PA in Polangui, 2 in Libon, 2 in Oas, all in Albay Province PDRRMC Albay issued Advisory No 2 with the following instruction: The suspension of classes in all levels, Instructions to all city and Municipal mayors to evacuate residents in floodprone to safer grounds 6

7 No crossing of flooded waters and swelling rivers, artificial pools and water and household living near the river banks and mountain slopes are warn to take precautionary measures NCR MMDA is assisting the Quezon City Government in the evacuation of families in Talayan Village, Quezon City utilizing flood boats in the transport of stranded commuters at SM Manila and along Buendia South Super Highway to provide Libreng Sakay in selected areas CDAG and MOVERS continuously provide updates on flooded areas and status of evacuation in their AOR NCRCOM dispatched two (2) M 35 trucks to augment MMDA s in providing Libreng Sakay in selected areas NCRPO place its SAR teams on stand-by DPOS Rescue team in Quezon City dispatched ambulance and rubber boats OCD NCR coordinated with SSDD and PRC for possible relief operations; coordinated with the Barangay Operation Centers and MMDA for vehicles for the evacuation of residents in the flooded barangays in Quezon City; coordinated with BFP Manila, CDAG and other volunteer groups to assist in the rescue operations in flooded areas in Manila Makati City provided rubber boats for possible evacuation to Bankal Elementary School 7
