SITUATION OVERVIEW: Continuous rains is being experienced in the Visayas and some parts in Mindanao which caused flooding/flashflood, landslides, and tornado incidents in the provinces of Bohol (Region VII), Biliran, Eastern Samar, Leyte, Northern Samar, Western Samar, and Southern Leyte (Region VIII), Lanao del Norte and Misamis Oriental (Regions X), South Cotabato (Region XII), and Surigao del Sur and Surigao del Norte (CARAGA) A. INCIDENTS MONITORED: 1. Flooding: Region VII Flashflood occurred in Bohol Province affecting the barangays of Mayana, Calabasita, and Alejawan (Municipality of Jagna), Brgy. Bugang Sur (Municipality of Bilar), and Brgy. Balbalan (Municipality of Dimiao) Brgy. Balbalan, Dimiao, Bohol was declared Under State of Calamity due to flashflood which affected thirty five (35) families / one hundred fifty (150) persons On March 16, 2011 at around 2:20 AM, flashflood due to heavy rains occurred in the Municipality of Garcia-Hernandez, Bohol affecting twenty-two (22) households in twelve (12) barangays. Flooding in said barangays had subsided at around 6:00 PM March 16, 2011 Region VIII 32 Barangays in Palo, Leyte have been affected by flooding and corresponding rescue evacuation has been undertaken Brgys. Poblacion 1 & 2 of the Municipality of Maslog, Eastern Samar, were affected by flooding with 234 families / 1,170 persons temporarily relocated at 2 evacuation sites Families affected by the flooding evacuated to higher grounds while others opted to stay with their relatives in the nearby areas Region X On 18 March 2011 around 11:00 PM, continuous rains caused Raw-an River to overflow which resulted to swelling of waterways in the low-lying areas in Brgys. Affected families opted to stay with their relatives and neighbors whose houses are not affected PSWDO and MSWDO conducted initial assessment on the affected areas CARAGA As of 8:00 PM, 19 March 2011 report from CARAGA Region, water level of river systems in Surigao del Norte and Surigao del Sur have started to rise Lowland barangays in the Municipalities of Carmen, Tago and San Miguel, Surigao del Sur are partially flooded, however, no evacuation is reported Roads in some parts of Surigao City and Surigao del Sur are partially flooded but still passable PDRRMC Surigao del Sur conducted ocular survey in low-lying and landslide prone areas in the province 2. Landslide Incidents: Region VIII On March 17, 2011 at around 2:00 AM, a landslide occurred at Brgy. Cabalawan, Tacloban City. One family consisting of seven (7) members were buried alive and were confirmed dead by the DOH8 Landslides also occurred in other four (4) barangays of Tacloban City, namely: Brgy. 43-B where the road leading to Tacloban City downtown area was rendered not passable; Brgy. Upper Nula-tula affecting 62 households, 326 individuals; Brgy. 95-A, Caibaan, evacuated 46 individuals at Brgy. Multi-purpose Hall; and Brgy. Utap, Zone 4 (mountain side), people evacuated to safer areas not affected by floods such as Barangay hall, health center and establishments A landslide occurred at Brgy. Tadoc, Abuyog, Leyte, making the Abuyog-Silago Road impassable A soil erosion due to flooding occurred at the Housing Project, Brgy. Baras, Palo, Leyte at around 5:00 PM, March 17, A car accidentally fallen to the eroded portion last night (March 19, 2011) but was immediately removed/rescued A minor landslide also occurred in the morning of March 20, 2011 between 2:00 3:00 AM along the Maharlika Highway at Brgy. Pangi, Southern Leyte but was immediately cleared from debris and now passable to all types of vehicles. No casualties reported CARAGA In the Municipality of Cortex, Surigao del Sur, two (2) houses were partially damaged due to landslide. However, no casualty was reported. One of the two (2) families affected took shelter in their neighbor s place while the other one at the canteen of the Cortes Elementary School 3. Tornado: Region X On March 17, 2011 around 10:00 PM, a sudden occurrence of strong winds in funnelshaped with powerful twisting motion rapidly destroyed houses along its path in Brgys Mukas and Tabigue in Kolambugan, Lanao del Norte affecting 70 families / 350 persons Seventy (70) houses (58 partially and 12 totally) were destroyed in Kulambogan, Lanao del Norte. Affected families stayed with relatives 2
3 One (1) person was reported injured identified as Cherlyn Boligao, 12 years old who suffered punctured wound Region XII On March 17, 2011, a tornado hit Sitio Lamcol and Sitio Besas in Brgy. Malaya, Banga, South Cotabato that completely destroyed three (3) houses while two (2) more houses partially damaged II. EFFECTS: A. Affected Population (Details on Tab A) A total of 35,388 families / 179,177 persons were affected in 492 barangays of 38 municipalities and 1 city in the provinces of Bohol in Region VII; Biliran, Eastern Samar, Leyte, Northern Samar, Western Samar, and Southern Leyte in Region VIII; Lanao del Norte and Misamis Oriental in Region X; South Cotabato in Region XII; and Surigao del Sur in CARAGA There are 624 families / 3,167 persons currently housed inside 14 evacuation centers B. Casualties (Details on Tab B) Dead from Sierra Bullones, Bohol (Region VII) - 1 from Palo, Leyte (Region VIII) - 8 from Tacloban City, Leyte (Region VIII) - 2 from Bacuag, Surigao del Norte (Region CARAGA) Injured from Kolambugan, Lanao del Norte (Region X) Missing from Kanga, Leyte (Region VIII) C. Status of Lifelines Region VII Barangays in Garcia-Hernandez, Bohol earlier reported affected by flooding have already subsided and back to its normal condition at around 6:00 PM, 16 March 2011 Region VIII Mahaplag-Libagon Section not passable. Alternate route: Abuyog-Silago Himayangan-Liloan Wright-Taft, Eastern Samar (in Brgy. Malinao) not passable to all types of vehicles due to flooding Eastern Samar: Junction Buenavista Lawaan Road (flooding at Brgy. San Vicente, Quinapondan, Eastern Samar) Camp 5 Junction Taft Borongan Road (flooding of Brgy. Malinao San Pablo) Abuyog Silago, Leyte road is not passable La Paz Leyte spillways in Brgy. Boaracan and Cabañez are damaged and not passable - Boracan Bridge collapsed - Roads leading to Brgys. Piliway, Claghusan, Bocawon and Gimiranat East not passable - Farm to market roads in Brgy. Limba to Brgy. Luneta, Brgy Pawa to Brgy Bocawon, Brgy Sta. Ana to Brgy Calaguisan not passable Dagami Leyte the roads of Brgy. San Benito and Brgy. Canlinga not passable - Road in Brgy. Calsadahay-Digahungan not passable to light vehicles III. ACTIONS TAKEN: NATIONAL NDRRMC - OpCen Disseminated Weather Advisory, General Flood Bulletins, and GALE Warnings to all regions concerned through Short Messaging System (SMS), facsimile, and website for further dissemination to their respective Local Disaster Risk reduction and Management Councils (LDRRMCs) from the provincial down to the municipal levels Continuous activation since March 11, 2011 under Blue Alert Status (Partial Activation) with personnel from OCD Operations Division Alert Teams and augmentation from other OCD Division rendering duty at the NDRRMC Operations Center 24/7 to monitor any eventualities PHILIPPINE COAST GUARD (PCG) 4
5 Personnel of CG Station Tacloban were dispatched and conducted evacuation of approximately 70 persons in Brgy. Apitong, Tacloban CG Station Cebu dispatched two (2) SOG personnel with rubber boats to Tacloban to augment said station CG District Bicol dispatched 7-man SOG team with rubber boat and one (1) medical personnel onboard M-35 truck to Tacloban PCG Assets on stand-by: Floating Assets - SARV Mission Ready (OPCON under CGDCEV) Air Assets 1 PCG Aircraft (Islander) Deployable Response Group 4 Teams (On standby at HPCG ready for dispatch/deployment) Land Mobility Assets 2 PCG Bus (Standby at HPCG/Mission Ready), 2 Coaster Bus (Standby at HPCG/Mission Ready) PHILIPPINE INFORMATION AGENCY (PIA) Assisted RDRRMC VIII in giving information related to the incidents SMS from RDDRMC VIII forwarded to all PIA Provincial Information Offices. Real time SMS to the National Office on situation reports Maintained Weather Watch where all the sitreps are forwarded and coordinated with the concerned agencies on concerns being brought to PIA for immediate attention. Example- the people at Brgy Bahay in San Miguel Leyte were already on their rooftops because of floodwaters. This was brought to the attention of the Leyte PRDRRMC and the RDRRMC VIII and the people were immediately rescued In CARAGA Region, PIA also assisted in disseminating warning advisories to its 172 networks and helps in providing situational updates at the local level DEPARTMENT OF SOCIAL WELFARE AND DEVELOPMENT (DSWD) The cost of assistance extended to the affected population in Region VIII is PhP425,000.00: Leyte (Carigara PhP 50,000.00; Tacloban City Php 125,000.00; Without Breakdown PhP 250,000.00) DSWD was also able to assist in terms of providing for 2 generator units and 1,500 packs of clothing, all worth Ph P375, As of this report, DSWD has already served a total of 10,779 families (574 inside ECs and 10,205 outside ECs) DEPARTMENT OF HEALTH (DOH) Coordinated with RHEMS Coordinator and Assistant RHEMS Coordinator, in CHDs VII and VIII for validation and health-related effects of the incidents in the respective regions Augmented assorted medicines and drugs worth PhP 462, for CHD VIII PHILIPPINE NATIONAL POLICE (PNP - POLICE REGIONAL OFFICE) PRO 8: 27 operations utilizing 83 PNP personnel from 8RPSB and police stations were deployed to conduct SAR operations in affected areas; 283 PNP personnel from 8RPSB, Leyte PPO and TCPO with corresponding vehicles were deployed to assist the P/C/MDRRMCs in the evacuation of affected families/persons to designated evacuation centers; 92 personnel from different police stations detailed to provide security in designated evacuation centers in their respective AOR; and 83 personnel of this PRO8 were involved in 13 disaster relief operations conducted by the P/C/MDRRMCs in affected areas as well as in the evacuation centers 5
6 Personnel were dispatched to assist motorists who were stranded in areas where roads are closed due to landslides DILG Regional Office and PRO 13 (CARAGA): Disseminated warning advisories to the local level/lower units REGIONAL RDMMCs concerned are continuously disseminating advisories and monitoring the situation in their respective areas: Region VII LDRRMC Bohol and their local PNP Personnel advised residents to evacuate to higher grounds and are continuously monitoring the situation Municipal Social Welfare and Development immediately distributed relief goods to the affected families MDRRMC Dimiao provided relief goods to the affected families and had an emergency meeting to further assess the damages and needs of the affected families MDRRMC Sierra Bullones, Bohol provided burial assistance to Mr. Armando, Buticarlo (drowned due to flooding) DPWH 3 rd District based in Guindulman, Bohol is undertaking clearing operations in the national Highway linking Brgy. Mayana and Calabasita, Jagna Local Engineering Crew in Brgy. Bugang Sur, Bilar is conducting clearing operations on the road blocked by debris caused by flashflood MDRRMC of Garcia-Hernandez provided food and medical supplies to the families affected The flood in the affected Barangays has already subsided as of 6:00 PM of March 16, 2011 MDRRMC has conducted damage assessment re: the extent of damages to the affected areas. Residents already returned to their respective houses as of 2:00 PM, March 17, 2011 Region VIII DPWH personnel conducted clearing operations at the landslide area while local PNP conducted traffic assistance to motorists in Sogod, Southern Leyte MDRRMC San Jose de Buan in Samar facilitated the evacuation of affected residents and attended to their immediate needs 34IB PA, LDRRMC San Jose Buan constructed tents in Brgys. 1 and 4 Poblacion to be used as temporary shelter of the evacuees 8ID PA, PN, PCG, PRO8, TOG8, OCD8 and concerned rescue teams conducted rescue evacuation to the affected municipalities/barangays DOH8, DPWH8, PNRC provided assistance to the affected areas thru provision of immediate medical attention to victims, first aid, rescue, and clearing of roadways PIA8 and RADNET5 is continuously assisting RDRRMC in communication network and information drive related to the incidents Tacloban City DRRMO deployed rubber boats, trucks and other vehicles to rescue stranded residents. Also mobilized its resources to provide relief goods for the evacuees DSWD 8 provided immediate relief assistance to the affected families Classes in all levels were suspended in Leyte and Tacloban City (March 17, 2011) Tanauan MDRRMC distributed relief goods to the affected 7 Brgys TOG 8 was continuously monitoring the effects of continuous rains in Eastern Visayas through RDRRMC Region 8 and alerted its disaster relief teams spearheaded by the 5052nd SRS personnel. Four (4) teams were organized to be on standby alert for rescue, evacuation, relief and rehabilitation functions. 6
7 Tacloban DRRMO Operations Center dispatched response teams from different agencies/departments from the national and local government units in most vulnerable areas to conduct search and rescue operations since 7:00 PM, 18 March CEO, TOMECO & DGSO monitored levels of floods, conducted clearing of roadways and assisted search, rescue and evacuation operations on affected areas The Chairman of the CDRRMC Tacloban personally conducted and led the search and rescue operations at Brgy. 92 (Apitong), Brgy. 109 & 109-A (V&G Subd.), and some other heavily flooded barangays and coordinated with some private construction firms and private individuals to lend the city govt some of their heavy equipment and water transportation facilities Tacloban CDRRM Operations Center coordinated with the OCD, asking assistance to lend the city government additional large vehicles for the transportation of evacuees and medical doctors at the evacuation centers CGSO & CSWDO conducted initial assessments and provided food and relief assistance at all evacuation centers. CHO assisted in the medical concerns of the evacuees The Office of the Mayor in Tacloban submitted a recommendation to the Office of the Sangguniang Panglungsod to declare the City of Tacloban under State of Calamity Tacloban CDRRMOC warned areas near mountain slopes to take precautionary measures for possible landslides; and continuously monitoring/assisting search, rescue and evacuation procedures are on-going and disseminating weather advisory/forecast to the public Matag-ob MDRRMC conducted rescue evacuation to the families leaving at risk areas (trapped at deep and strong water current in one of flooded barangays). A number of households in Barangay Balagtas were advised to vacate immediately as the team noticed of the risk they posed if the water continues to rise with the unexpected downpour of rain. The BDRRMCs were likewise advised to be alert always and mindful on the security of their constituents and to mobilize their tanods to assist their residents in the evacuation and to help them secure their properties and personal belongings Libangon MDRRMC already contacted PEO for immediate clearing of the roads due to landslide As per report by DSWD-DROMIC, a total of PhP 67, were already provided in Pinabacdao, Western Samar (PhP 5,000.00) and Tolosa, Leyte (Php 62,690.00) RDRRMC OpCen is continuously disseminating advisories and monitoring effects of continuous rain in the region Region X RDRRMC X together with PAGASA, MDRRMC and PDRMMC Teams conducted survey, assessment and validation in the affected areas A Pulong-pulong was conducted by Kolambugan Mayor Bertrand Lumaque participated by Barangay Chairmans of Mukas and Tabigue with their Sanggunian Members, Purok Leaders and residents Mayor Lumaque disclosed that the SB will convene to discuss shelter and other assistance that will be provided by the MLGU. Also, will meet with the representatives of CSOs/NGOs and local partners who have pledged to extend support to the affected families CDRRMC El Salvador, Misamis Oriental conducted RDANA to the affected areas Region XII MDRRMC Banga, South Cotabato conducted RDANA to the affected areas 7
8 Region CARAGA RDRRMC Opcen continues to monitor 24/7 the situations in the different areas of the region. Warning advisories were issued and disseminated to local DRRMCs, RDRRMC Member-Agencies, and broadcast media DSWD Regional Office coordinated with its local counterparts on situational update especially on evacuation PAGASA Butuan Station continuously provides weather updates to the RDRRMC OpCen. Likewise, PAGASA Surigao Station recommended to the PDRRMC Surigao del Norte to raise Alert Level 1 for the entire province Local DRRMCs are activated and closely monitoring the situation in their respective area of responsibilities PDRRMC Surigao del Sur conducted ocular survey in the low-lying and landslide prone areas in the province Quick Action Response Team of Surigao City with the assistance of the Philippine Navy conducted search and rescue operations for the earlier reported 2 missing children in Bacuag, Surigao del Norte. Said missing person were already found dead on the afternoon of March 19,
