1 DSWD DROMIC Report #15 on Tropical Depression URDUJA (KAI-TAK) as of 21 December 2017, 3PM Situation Overview On 12 December 2017, the monitored Low Pressure Area east of Hinatuan, Surigao del Sur has developed into a Tropical Depression and was named Urduja (international name: Kai-tak). 5 Status of Damaged Houses At present, 2,762 houses were totally damaged and 8,019 were partially damaged by the onslaught of TS Urduja in Regions V, VIII and CARAGA (See Table 5). Table 5. The Disaster Response Assistance and Management Bureau (DReAMB) of the DSWD is on RED Alert to monitor disaster response operations related to Tropical Depression URDUJA. 8 DSWD-FO MIMAROPA DATE 19 December December December 2017 DROMIC Reports on Tropical Depression URDUJA is available online at: ACTION(S) TAKEN All LGUs continue to be on RED ALERT status. Provincial Government of Palawan already released their FFPs prepositioned in Roxas, Palawan All port operations are back to normal Sea travel still remained risky over the seaboard of areas under Tropical Cyclone Warning Signal. Power interruption was experienced in the Provinces of Romblon and Marinduque since 16 December PDRRM of Marinduque together with SWAD Team Leader coordinated with Dalahican Port officials to accommodate the stranded passengers who are travelling from Dalahican Port to Balanacan Port. 2GO Shipping Lines served dinner to stranded passengers on 14 December 2017 while Philippine Port Authority (PPA) served their breakfast today. PPA and bus liners provided hot meals to stranded passengers at Odiongan Port. PSWDO provided one (1) sack of rice and DSWD through SWADT in Romblon also released two (2) boxes of corned beef, pochero, and laing plus one (1) box of sardines and four (4) boxes of 3-in-1 coffee. Kitchen facilities inside the PPA were used as community kitchen area for serving hot meals. Close monitoring of other needs of stranded passengers is being assessed by SWADT together with the MDRRMO of Odiongan and PSWDO Romblon. DSWD-FO V DATE 20 December December December December 2017 ACTION(S) TAKEN There are 16 partially and 6 totally damaged houses reported in Masbate City, Palanas, and Dimasalang, Masbate There are 4 reported typhoon-related deaths due to drowning in Masbate City and Placer, Masbate. The DSWD cost of assistance amounted to Php 862, composed of 2,188 family food packs. While the LGU cost of assistance amounted to Php 1,309, in the form of hot meals provided to stranded passengers and rice for affected families. The DSWD-FO V has provided 1,050 family food packs, amounting to Php 422, The LGU has provided hot meals provided to stranded passengers amounting to Php 319, LGU of of Matnog, Sorsogon continuously provides hot meals three times a day to the stranded passengers while the LGU of Juban, Sorsogon provided hot meals for breakfast. LGU of Bulan provided hot meals amounting to Php 1, LGU of Pilar installed community kitchen to provide hot meals to the stranded passengers. PAT and MAT members in six (6) provinces are instructed to continuously coordinate with the P/MDRRMOs for status reports and updates. EMT of DSWD-FO V has been activated in DSWD Regional Office. 601 vehicles are stranded in ports in Albay, Catanduanes and Sorsogon. LGU Matnog provided dinner and breakfast to 2,400 stranded passengers in Matnog Port. Food assistance is continuously being provided by the LGU. PLGU Masbate extended rice, sardines, and corned beef to stranded passengers who attended the provincial meet and are bound to Ticao Island, Claveria, and San Pascual. They are currently staying at Mobo Central School and Pinamarbuhan Elementary School. LGU Pilr provided food assistance to stranded passengers in Pilar Port. 9 14 December 2017 DSWD-FO VI DATE 18 December December December 2017 DSWD-FO VII DATE 20 December December 2017 Suspension of classes at all levels in the six (6) provinces of Bicol Region was declared. PAT and MAT members were on standby and were instructed to coordinate with the P/MDRRMOs for status reports and updates. The PDRRMCs of Masbate and Albay have suspended classes in all levels both in private and public schools. SWADs were on standby alert for response and coordination with P/MDRRMOs and ready for rapid assessment. ACTION(S) TAKEN DSWD-FO VI submitted their last / final report. All evacuation centers in the affected provinces are now closed. DSWD FO VI remains in close coordination with the affected LGUs. The DSWD QRT in the province of Capiz was activated. SWAD TL was closely coordinating with PDRRMO for further updates and monitoring reports. The DSWD-FO VI was closely coordinating with all the MSWDOs in the province of Capiz. DROMIC staff was on 24/7 duty at the RDRRMOC while the DSWD skeletal workforce is on 24/7 duty at the field office. All families who took preemptive evacuation were given 1 family food pack by the LGU amounting to Php per FFP. All QRT Members were on standby and ready for activation from Chairperson down to Cluster Coordinators. Ten (10) vehicles were ready for utilization in case of Response activation. ACTION(S) TAKEN The Cebu Provincial Board (PB) in their last 2017 session yesterday, approved a resolution declaring a state of calamity in the municipalities of Daanbantayan, Bantayan, San Remigio, Medellin, Tabogon, Sogod, Borbon, Sta. Fe, Madridejos and the City of Bogo. With this, LGUs can release their calamity funds for immediate deployment of relief aid to affected barangays. Lack of basic services, damage to agricultural lands and infrastructure were the basis for the declaration since the Province was not badly hit compared to areas in Eastern Visayas. Island barangays in these towns are also in need of food aid since they were cut off for four days due to the suspensions of sea-travels. Food supplies are often delivered by boat. Fishermen were prevented from going out to sea, thus families didn t have income for days Disaster officials from various local government units have started preparing contingency measures since Tuesday. Residents were cautioned over possible flooding and rain-induced landslides that Urduja could bring. Fisherfolks were already advised to refrain from venturing out due to moderate to rough seas. Classes in elementary and high school in a few areas in Northern Cebu has already been suspended in the afternoon. Municipal/local disaster teams were on blue alert and were currently on standby for any eventualities. They have also been monitoring flood-prone areas. No major flooding and/or affected families/impacts of continuous rains have been observed so far. Evacuation sites/areas in the barangays and in the municipalities were ready to accommodate families in case of any pre-emptive evacuation. Local social welfare offices were already on standby for response activities. Travels to and from the Bantayan and Camotes Islands have already been suspended. 10 13 December 2017 DSWD-FO VIII DATE 20 December December December December December 2017 RDRRMC-7 called for an Emergency Response Preparedness meeting relative to the impending threat which might bring moderate to heavy rainfall that would result into flashfloods and rain-induced landslides. PAGASA Mactan presented the weather forecast for Central Visayas and the conditions and impacts relating to it. DSWD-7 DRRM Focal Ms. Sheba S. Dabon, updated the plenary of the latest stockpile status of the region including LGUs with prepositioned goods. OCD-7 would be issuing an advisory with regard to the current weather developments including gale warnings and recommendations for the suspension of classes. DSWD-FO VII Quick Response Team were on standby. ACTION(S) TAKEN Withdrawal of Food and Non-Food items is on-going for all those with submission of disaster reports direct from DSWD FO VII warehouse, except for the Province of Biliran due to the collapsed of bridge connecting Leyte and Biliran Province Relief assistance for the Province of Biliran is transported using water transportation (Navy boats). FO VII already coordinated with the Office of Civil Defense to facilitate transporting of goods to the province, which has commenced today. A Partial of 2,700 Family Food Packs have been delivered to the Province of Biliran. The purchased goods charged to the 18 Million has started after our stockpiles have been consumed; these being the first distributed to those LGUs which immediately responded to the families affected immediately after the occurrence of TS Urduja. Allocation were made for affected families, however there are few LGUs which withdrawal is done due to the capacity of the vehicle and impassable roads and landslides. Withdrawal of food and non-food items by the local government units with passable roads and no impediments or problems in transporting the goods from the DSWD-FO VIII warehouse to their respective municipalities have started. DSWD-FO VIII is processing the procurement of additional 50,000 family food packs. All SWAD Teams continuously gathered disaster reports from various LGUs to ensure regular updating on the status of affected families. DReAMU of DSWD-FO VIII closely coordinated with SWADT to ensure that disaster response augmentation is addressed on a timely basis. Affected families inside evacuation centers were attended by their respective LGUs to keep them safe from any effects of TS URDUJA. Municipal Links were mobilized to validate the reports submitted by the affected LGUs for the accuracy of the disaster reports on the number of affected families. The RDRRMC regularly held meetings for updates on disaster operations conducted by the various members of the council. DSWD-FO VIII duty detailed personnel was assigned at the OpCen in the Office of Civil Defense Region Office VIII to closely coordinate the disaster operations for TS URDUJA. The QRT was activated. The DSWD-Field Office attended the Emergency Response Meeting at the Office of Civil Defense. All SWAD Teams were alerted and advised to closely coordinate with P/C/MSWDOs and/or P/C/MDRRMOs. At the Field Office, all QRT members were alerted in case Tropical Cyclone Warning Signal is raised for them to prepare for the 24/7 duty. DROMIC Focal Person was closely monitoring weather bulletins to ensure readiness of any eventualities that may happen due to the present weather disturbance. On 12 December 2017 at 3PM, ERP Meeting was attended in OCD. 11 dispatching FNFIs whenever needed. DSWD-FO CARAGA DATE 17 December December December December 2017 ACTION(S) TAKEN DSWD-FO CARAGA submitted their terminal report. All evacuation centers in the affected provinces are now closed and families have already returned to their homes. Passenger and cargo trips in Siargao, Surigao City, Lipata, and Nasipit ports have resumed operation. The Field Office has already prepositioned 2,575 family food packs (FFPs) in Tandag City and in island municipalities of Surigao del Norte & Dinagat Islands. While there are 15,107 FFPs at the Tiniwisan Warehouse which are ready for augmentation and a total of 6,000 FFPs placed at the mobile storage unit in Placer, Surigao del Norte. In Butuan City, seventeen (17) houses from Brgys, Anticala and Babag are reported to be partially damaged. There is no account yet on the number of families affected as of reporting time. All municipalities in the Province of Dinagat Islands EXCEPT DINAGAT have already declared suspension in classes and work since yesterday. For SDN particularly in Siargao Island however, only the municipality of Dapa has declared suspension of classes at all levels on 15 December Based from the report of the PDRRMO-Agusan del Norte, a total of 65 passengers in Nasipit port are stranded as of December 14. However, based on the latest situational report submitted at 3:00pm, 15 December 2017, only 45 passengers are left stranded. Work and classes at all levels are suspended in the entire in PDI since yesterday per PDRRMC Advisory No. 1 dated December 14, However, concerned heads of agencies and offices have their discretion for the continuity of its scheduled social functions. Passenger vessels and fishing boats are not allowed to venture due to strong waves and rough seas. No report yet on flooded areas and evacuees. Operational Center of PDI and Surigao del Norte is already activated. The City Government of Surigao has declared the cancellation of classes from pre-school to elementary level today. Sea trips from the city to island municipalities are suspended. No report yet on flooded areas and evacuees in the entire Surigao City. The Regional Disaster Risk Reduction and Management Council (RDRRMC) Operation Center is in Blue Alert Status and in 24/7 monitoring for the possible impacts of TS Urduja. DSWD-FO CARAGA Disaster Response Assistance and Management Unit (DReAMU) will communicate with the SWAD Teams, and Provincial/City/Municipal Action Teams continue to monitor the situation in close coordination with the LSWDOs and LDRRMOs, and will continuously provide the Central Office with more updates. FO CARAGA thru DReAMU was constantly monitoring the weather situation in the region. As per information coming from Ms. Melanie Juan, SWADT Leader of Surigao del Norte, the situation in their area is normal despite the gloomy weather with isolated rain showers that the region is experiencing. All QRT were on standby and ready for deployment. Ports, bus terminals, and airports in CARAGA were all in regular operations. There were six (6) standby vehicles. There is an existing arrangement with private trucking companies on the availability of transport vehicles in times of disaster.
